ON ISSUANCE OF PLAN FOR IMPLEMENTATION OF CONCLUSION NO. 12-KL/TW DATED AUGUST 12, 2021 OF THE POLITBURO ON OVERSEAS VIETNAMESE AFFAIRS IN THE NEW SITUATION OF 2022 - 2026

Pursuant to Decree No. 79/2017/ND-CP dated July 17, 2017 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Resolution No. 169/NQ-CP dated December 31, 2021 of the Government promulgating the Government's Action Plan to continue promoting the implementation of Resolution No. 36-NQ/TW, Directive No. 45-CT/ TW and Conclusion No. 12-KL/TW of the Politburo on overseas Vietnamese affairs;

Pursuant to Decision No. 2222/QD-BVHTTDL dated June 24, 2016 of the Minister of Culture, Sports and Tourism on promulgating the Regulation on foreign affairs of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Department of International Cooperation.

FOR IMPLEMENTATION OF CONCLUSION NO. 12-KL/TW DATED AUGUST 12, 2021 OF THE POLITBURO ON OVERSEAS VIETNAMESE AFFAIRS IN THE NEW SITUATION OF 2022 - 2026
(Issued together with Decision No.   /QD-BVHTTDL dated    May 2022 of the Minister of Culture, Sports and Tourism)

To implement Conclusion No. 12-KL/TW dated August 12, 2021 of the Politburo on overseas Vietnamese affairs in the new situation (hereinafter referred to as Conclusion No. 12-KL/TW) and Resolution No. Resolution No. 169/NQ-CP dated December 31, 2021 of the Government (hereinafter referred to as Resolution No. 169/NQ-CP) promulgating the Government's Action Plan to continue promoting the implementation of Resolution No. 36 -NQ/TW dated March 26, 2004 of the IX Politburo on overseas Vietnamese (hereinafter referred to as Resolution No. 36-NQ/TW), Directive No. 45-CT/ TW dated May 19, 2015 of the Politburo on continuing to accelerate the implementation of Resolution No. 36-NQ/TW (hereinafter referred to as Directive No. 45-CT/TW) and Conclusion No. 12-KL/TW, the Ministry of Culture, Sports and Tourism promulgates the Implementation plan for the period of 2022-2026 (hereinafter referred to as the Plan) with the following main contents:

1. Purpose

a) Continue to promote the implementation of Resolution No. 36-NQ/TW; Directive No. 45- CT/TW; implement Conclusion No. 12-KL/TW and Resolution No. 169/NQ-CP through cultural, family, sports and tourism activities.

b) Help the overseas Vietnamese community to have a deep understanding of the guidelines and policies of the Party and State on overseas Vietnamese affairs in the new situation; support overseas Vietnamese to preserve and promote the cultural identity of the Vietnamese nation, thereby uphold the patriotism, national self-respect, attachment to family, homeland and country, being an important bridge, contributing to strengthening the friendly cooperative relations between Vietnam and countries around the world, including cultural, sports and tourism cooperation, contributing to the development of the country.

2. Requirements

a) Take the initiative in strengthening the organization of cultural, family, sports and tourism activities to serve the overseas Vietnamese community, call for the participation and support of overseas Vietnamese in accordance with practical conditions; the organization of activities must be practical, economical and efficient, flexible and appropriate in the context during and after the COVID-19 pandemic, increasing the application of information technology when organizing relevant activities.

b) Clearly define the tasks corresponding to the hosting units and cooperating units to achieve the required results in order to propagate to the overseas Vietnamese community about the policies on development of culture, family, sports and tourism of Vietnam.

II. KEY TASKS

1. Continue to promote propagation, dissemination and heighten awareness of Resolution No. 36-NQ/TW, Directive No. 45-CT/TW, Conclusion No. 12-KL/TW and Resolution No. 169/NQ-CP to officials, party members, public employees and employees of the Ministry of Culture, Sports and Tourism to create unity in both awareness and action; regularly inspect, supervise and evaluate the performance of tasks relevant to overseas Vietnamese.

2. Step up the conservation, preservation and promotion of Vietnamese cultural values ​​and human strength; promote the country's image abroad in various forms and modes of expression such as Culture Day/Week, Vietnam Culture-Tourism Festival, performing arts activities, cinema, cultural heritage, fine arts, photography and exhibitions, ethnic sports, closely associated with tourism promotion; strengthen Vietnam's presence at regional and international events such as World EXPO, Olympic Games, international film festivals, international travel fairs, major international sports events, thereby support the overseas Vietnamese community to maintain the Vietnamese language, preserve and promote the Vietnamese national cultural identity, and also mobilize the community to actively participate and contribute and promote their role in these activities so as to arouse strong patriotism, national pride and sense of responsibility for the country in each overseas Vietnamese, making overseas Vietnamese, especially the next young generation, more and more towards their homeland and country.

4. Renovate the content and form of propagation and foreign affairs on the situation and policies of the country's culture, family, sports and tourism development to the overseas Vietnamese community.

5. Encourage the overseas Vietnamese community to actively participate in culture, family, sports and tourism activities at home and abroad, as well as other activities to return to traditional moral values.

III. TASK ASSIGNMENT

1. The Party Committee of the Ministry of Culture, Sports and Tourism:  Preside over, disseminate and thoroughly grasp Resolution No. 36-NQ/TW, Directive No. 45-CT/TW, Conclusion No. 12-KL/TW and Resolution No. 169/NQ-CP to Party Committees and Cells under the Ministry of Culture, Sports and Tourism.

2. Department of International Cooperation

a) Coordinate and advise the leadership of the Ministry on the activities of the Ministry of Culture, Sports and Tourism with the overseas Vietnamese affairs.

b) Strengthen and expand the scale of organization of Vietnam Culture Day/Week, Culture - Tourism Festival in key neighboring areas, have strategic partnership relations with Vietnam, in which giving priority to countries on the occasion of the anniversary of establishing diplomatic relations with Vietnam in even year (the number of anniversary years with the last digit “0”) and full year (the number of anniversary years with the last digit “5”), in combination with organizing cultural and art programs to serve the overseas Vietnamese community.

c) Effectively implement the project of Vietnam participating in the World EXPO 2020 Dubai (United Arab Emirates); develop and implement the project of Vietnam participating in the World EXPO 2025 Osaka Kansai (Japan).

d) Continue to study and complete the Project on the establishment, investment and construction of the Vietnamese Culture Center in China, Japan, Korea, and the Russian Federation according to the phased roadmap, in accordance with practical condition.

e) Take charge for renewing and implementing foreign affairs information in the fields of culture, family, sports and tourism in association with the overseas Vietnamese affairs.

g) Propose the leadership of the Ministry to have an appropriate form of reward for overseas Vietnamese collectives and individuals who have made positive contributions to the development of culture, sports and tourism.

3. Performing arts

3.1. Department of Performing Arts:

a) Hold contests of composing new songs, dramatic works, art contests, literary compositions...in the direction of expanding scale, diversifying forms, and with contents of praising homeland, country, promoting the image of Vietnam so that overseas Vietnamese can participate, contribute and promote their role in these activities.

b) Enable overseas Vietnamese as artists to hold and participate in the organization of art performance programs in Vietnam; participate in international cultural and art festivals and events held in Vietnam, or when organizing Vietnamese cultural and artistic activities abroad.

c) Direct the art units under the Ministry of Culture, Sports and Tourism to develop unique and innovative art performance programs in terms of content and form to serve the overseas Vietnamese community.

3.2. Theaters and art units under the Ministry:

a) Every year, theaters and art units actively develop plans for holding touring art performances to serve the overseas Vietnamese community, especially on the occasion of the Lunar New Year or major Vietnamese holidays.

3.3. Art schools under the Ministry:  Coordinate with overseas Vietnamese Culture Centers to organize training courses on screenwriting, choreography, traditional and contemporary performing arts, etc. for individuals and groups in the overseas Vietnamese community who have the talent and desire to participate in artistic activities.

4. Film industry

4.1. Film Department:

a) Strengthen the organization of Vietnamese Film Weeks, Films, and Film Events abroad with the aim of introducing new Vietnamese cinematographic works to the masses of foreign countries and overseas Vietnamese living in varied countries.

b) Actively participate in international film festivals, combine screenings and introduction of Vietnamese films to serve the overseas Vietnamese community.

c) Enable overseas Vietnamese individuals to participate in Vietnamese films (featuring in films, investing in film production...); mobilize overseas Vietnamese to contribute, participate in the Hanoi International Film Festival, Vietnam Film Festival and other related film events organized or participated in by Vietnam at home and abroad.

d) Provide quality Vietnamese films to overseas Vietnamese Culture Centers, proactively organize film screenings and widely distribute them to serve the overseas Vietnamese community and local people.

4.2. Film production units:  Strengthen the production of quality Vietnamese films for overseas Vietnamese.

5. Fine arts, photography and exhibitions

a) Hold contests for composing pictures and paintings on the themes of the country's homeland, in which the scale and diversity of forms are expanded so that overseas Vietnamese can participate.

b) Hold art exhibitions, photo exhibitions in other countries, introduce the beauty and culture of Vietnam, which calls for participation in various forms of overseas Vietnamese.

c) Enable overseas Vietnamese who are painters, sculptors, designers and photographers to participate in exhibitions, contests, festivals, creative camps, art exchange, and photography activities in Vietnam; or hold thematic cultural and art exhibitions in Vietnam.

5.2. Vietnam Culture and Art Exhibition Center:  Hold exhibitions, general, thematic, specialized exhibition fairs in culture and art, family, sports, tourism, politics, society, science technology and economy abroad with many rich, diverse and large-scale forms; cultural and art exchange activities among Vietnamese ethnic groups.

6. Cultural heritage, museums

6.1. Department of Cultural Heritage:

a) Effectively implement the Program of Conservation and sustainable promotion of the value of Vietnam's cultural heritage, aiming at both preserving and promoting works of national typical value and of major significance with values of politics, culture, history and traditions, contributing to the construction and development of Vietnamese culture and people for the sustainable development of the country.

b) Implement the overall restoration and embellishment of historical-cultural relics, artistic architecture, scenic beauties and archeology registered by UNESCO, national special level and national monuments that have typical value for these places to attract more and more attention of overseas Vietnamese, becoming familiar addresses for overseas Vietnamese to visit and observe when returning home.

c) Further strengthen Vietnam's role in UNESCO so that more national cultural and natural heritages can be named on the list of world heritage sites.

6.2. Museums and relics under the Ministry:

a) Develop a plan to hold exhibitions in various forms and participate in activities honoring President Ho Chi Minh.

b) Hold exhibitions and displays abroad to introduce the history, culture and fine arts of Vietnam, especially the heritages registered by UNESCO; renovate display content, upgrade equipment and display systems at museums, in which it is necessary to take into account of the application of a digital technology platform to museum work.

c) Coordinate in holding foreign cultural and art exhibitions in Vietnam.

7. Grassroots culture

a) The Department of Grassroots Culture continues to organize effectively the following activities:  Festivals, contests, cultural and art shows, mobile propagation; visual propagation, exhibitions with an aim to propagate political events, national holidays and major anniversaries, in which priority is given to encouraging the forms on digital technology platforms to propagate, promote Vietnamese people as well as overseas Vietnamese to understand the value of the nation's traditional arts and cultures and important national events.

b) The Department of Culture at the grassroots level shall assume the prime responsibility for, and coordinate with relevant units in, developing propagation topics on printed and electronic newspapers about the traditional cultural values ​​of festivals; in order to contribute to the education of the patriotic tradition, national pride, the moral standard of "grateful to one’s benefactors " of the Vietnamese people to the people in the country, as well as to the overseas Vietnamese.

8. Library

8.1. Library Department:

b) Participate in the development of reading spaces at Vietnamese Culture Centers abroad.

8.2. National Library of Vietnam:

a) Strengthen the development of electronic libraries and digital libraries; speed up the implementation of document digitization programs, build national digital document collections; develop a variety of service methods, enhance online information services, remotely access digitized documents, databases, books and electronic magazines... to enable the overseas Vietnamese community, especially the young generation, to access and exploit Vietnam's intellectual resources.

b) Further strengthen the exchange of documents with national libraries, university libraries and cultural centers of other countries, especially in countries with large overseas Vietnamese communities in order to expand opportunities for overseas Vietnamese to access updated domestic resources.

c) Participate in exhibitions, displays, introduction of documents and books, exchanges of authors and works about the country and people of Vietnam in Vietnamese cultural activities abroad.

9. Family

Every year, the Department of Family celebrates Vietnam Family Day on June 28 with diverse and innovative content and forms to spread and honor the good values ​​of Vietnamese families, uphold ethical standards, lifestyle and good cultural traditions of Vietnamese families, including families of the Vietnamese community in varied countries.

10. Sports

a) The General Department of Physical Education and Sports promotes the introduction and promotion of traditional and ethnic sports such as vovinam, traditional martial arts, shuttlecock kicking and folk games, integrate them in promotion of Vietnamese culture abroad; actively host and participate in international, continental and regional sports events.

11. Tourism

a) The National Administration of Tourism develops and implements a plan to welcome international tourists, including overseas Vietnamese when the COVID-19 pandemic is under stable control.

b) The National Administration of Tourism organizes programs to introduce Vietnam's tourism abroad, coordinates the organization of Vietnam Culture-Tourism Festivals in key markets, participates in international tourism events and fairs, and also encourage the participation of overseas Vietnamese, thereby attracting overseas resources in tourism development, enable overseas businessmen to participate in promotion activities, investment in tourism.

c) The General Department of Tourism proposes individuals who are typical overseas Vietnamese, influential and prestigious people to act as Vietnam Tourism Ambassadors abroad; coordinate with overseas Vietnamese representative agencies to carry out tourism promotion, connect overseas business cooperation with Vietnamese tourism enterprises.

d) The National Administration of Tourism provides tourism documents and publications to overseas Vietnamese representative agencies and overseas Vietnamese Culture Centers to introduce, advertise and promote Viet Nam's tourism.

12. Management Board of Vietnam Ethnic Culture-Tourism Village

a) Every year, organize programs and activities of practical significance to honor and encourage the spirit of great solidarity of the Vietnamese peoples, the value of Vietnam's cultural heritage, thereby contributing to the strengthening of Vietnamese great solidarity, national harmony and overseas Vietnamese community.

b) Develop special tour programs for overseas Vietnamese when visiting the Ethnic Culture-Tourism Village in Vietnam.

13. Vietnamese Culture Center in Laos and Vietnamese Culture Center in France

b) Support Vietnamese compatriots abroad to preserve the Vietnamese language, promote the cultural identity and fine traditions of the Vietnamese nation by coordinating and supporting the organization of Vietnamese language teaching and learning classes in centers.

c) Strengthen traditional revolutionary educational activities through organizing programs for typical Vietnamese youth union members, students who are overseas Vietnamese to return to traditional moral values; support the overseas Vietnamese community, especially the young generation, to learn about Vietnam and look towards the homeland.

14. Media and press work

a) Culture Newspaper, Electronic Portal, Fatherland Electronic Newspaper, Culture and Arts Magazine, relevant newspapers and magazines of the Ministry of Culture, Sports and Tourism initiate propagation and introduction about policies and activities in the fields of culture, family, sports and tourism in various forms, enhance forms on the internet, websites, and social networks (Facebook, Zalo, Youtube), Gapo, Lotus, VCNET…)  in order to help the overseas Vietnamese community to access official information sources in a complete and timely manner; actively build columns to encourage overseas Vietnamese to write articles, show interaction, and contribute ideas to develop policies on management of culture, family, sports and tourism.

b) The Office of the Ministry shall coordinate in propagating and introducing policies and activities in the fields of culture, family, sports and tourism through news agencies and press.

15. Emulation and commendation

The Department of Emulation and Commendation shall assume the prime responsibility for reporting to the leadership of the Ministry on appropriate forms of reward for collectives and individuals of the overseas Vietnamese community that have made outstanding contributions to the field of culture and sports, and tourism on the basis of the proposal of the Department of International Cooperation and related units.

IV. FUNDING

Funding for organizing the implementation of activities in this Plan are estimated from the annual budget that the Ministry set aside for units and other lawful funding sources from within and outside the country (if any).

1. Department of International Cooperation

a) Take charge and act as the focal point for coordination, monitoring and urging the implementation; send periodic reports on implementation results of Conclusion No. 12-KL/TW of the Ministry of Culture, Sports and Tourism to the Ministry of Foreign Affairs for reporting to the Government.

b) Study and propose to the Minister of Culture, Sports and Tourism necessary measures to ensure that the Plan is implemented synchronously and effectively.

2. Department of Planning and Finance:  Take charge and advise the leadership of the Ministry to ensure funding for the implementation of related activities in the Plan.

3. Agencies and units affiliated to the Ministry

a) Initiate propagation, dissemination and heighten awareness of Resolution No. 36-NQ/TW, Directive No. 45-CT/TW, Conclusion No. 12-KL/TW and Resolution No. 169/NQ-CP to officials, party members, public employees and employees in order to create unity in both awareness and action.

b) Based on assigned functions, tasks and assigned tasks in this Plan, agencies and units are responsible for effectively performing assigned tasks and specific activities in the Appendix attached.

c) Annually, agencies and units shall take charge and coordinate with the Department of International Cooperation and the Department of Planning and Finance in, making detailed plans and budget estimates for the performance of the list of activities under this Plan and including them in the unit's annual work plan, reporting to the Ministry's leadership for approval and implementation.

d) Send periodic reports on the progress and results of the performance of tasks and activities to the Department of International Cooperation before November 15 every year to summarize and report to the Ministry's leadership.
