RESOLUTION
ISSUANCE OF NATIONAL STRATEGY FOR GENDER EQUALITY IN 2021 - 2030
THE GOVERNMENT
Pursuant to Law on Governmental Organization dated June 19, 2015; Law on amendments to Law on Government Organization and Law on Local Governmental Organization dated November 22, 2019;
Pursuant to Law on Gender Equality dated November 29, 2006;
Pursuant to Decree No. 70/2008/ND-CP dated June 4, 2008 of the Government on elaborating to Law on Gender Equality;
At request of Minister of Labor – War Invalids and Social Affairs.
HEREBY RESOLVES:
Article 1. National strategy for gender equality in 2021 – 2030 is attached hereto.
Article 2. This Resolution comes into effect from the date of signing.
Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, and relevant agencies, organizations, individuals are responsible for the implementation of this Resolution.

NATIONAL STRATEGY
FOR GENDER EQUALITY IN 2021 - 2030

On the basis of National strategy for gender equality for 2011 - 2020, continue to implement direction of the Communist Party and the Government regarding fulfilling gender quality objectives, achieving Objectives of sustainable development until 2030, the Government hereby promulgates National strategy for gender equality with the basic details below:
I. OBJECTIVES
1. General objectives
Continue to reduce gender gap, enable women and men to participate in and benefit from equality in all aspects of social lives in order to contribute to national sustainable development.
2. Specific objectives:
a) Objective 1: In politic
Criteria: At least 60% of heads of regulatory agencies and local governments are women by 2025 and at least 75% by 2030.
b) Objective 2: In economy and employment
- Criteria 1: Increase percentage of female paid workers to 50% by 2025 and 60% by 2030.
- Criteria 2: Reduce percentage of female workers in agricultural sectors in total number of female workers to lower than 30% by 2025 and lower than 25% by 2030.
- Criteria 3: Percentage of female directors/owners of enterprises and cooperatives reaches at least 27% by 2025 and at least 30% by 2030.
c) Objective 3: In family lives and prevention, response to gender-based abuse
- Criteria 1: Reduce average working hour for unpaid housewife and care positions in families of women to 1.7 times by 2025 and 1.4 times by 2030 compared to that of men.
- Criteria 2: Percentage of victims of gender-based domestic violence are detected and accessing at least any basic auxiliary service reaches 80% by 2025 and 90% by 2030; percentage of individuals causing gender-based domestic violence who have not been criminally prosecuted receiving advise reaches 50% by 2025 and 70% by 2030.
- Criteria 3: 100% of returning human trafficking victims receive auxiliary services and community rehabilitation by 2025.
- Criteria 4: Percentage of public social support facilities provide assistance, prevention and response to gender-based abuse reaches 70% by 2025 and 100% by 2030.
d) Objective 4: In medical
- Criteria 1: Gender ratio is at 111 boys/100 girls born by 2025 and 109 boys/100 girls by 2030.
- Criteria 2: Percentage of maternal death reduces to 42/100,000 surviving babies by 2025 and below 42/100,000 by 2030.
- Criteria 3: Percentage of giving birth during teenage years reduces from 23 cases/1,000 women to 18 cases/1,000 women by 2025 and below 18 cases/1,000 women by 2030.
- Criteria 4: Percentage of provinces and central-affiliated cities that have at least 1 medical establishments providing pilot healthcare service for homosexual, bisexual and transgender reaches 40% by 2025 and 70% by 2030.
dd) Objective 5: In education and training
- Criteria 1: Contents regarding gender and gender equality are integrated in national formal education systems and are delivered officially in pedagogy education institutions from 2025.
- Criteria 2: Percentage of ethnic minority boys and girls completing primary education exceeds 90% by 2025 and reaches approximately 99% by 2030; Percentage of completion of secondary education reaches approximately 85% by 2025 and 90% by 2030.
- Criteria 3: Percentage of female students and learners recently admitted to vocational education system exceeds 30% by 2025 and 40% by 2030.
- Criteria 4: Percentage of women holding master degrees among those holding master degrees does not drop below 50% from 2025. Percentage of women holding doctorate degrees among those holding doctorate degrees reaches 30% by 2025 and 35% by 2030.
e) Objective 6: In information and communication
- Criteria 1: Percentage of population accessing basic gender equality knowledge reaches 60% by 2025 and 80% by 2030.
- Criteria 2: Percentage of agencies of the Communist Party, governments, administrative agencies and unions of all levels receiving information on gender equality and guaranteeing implementation gender equality reaches 100% by 2025.
- Criteria 3: Percentage of communes, wards and townlets posting at least 4 posts on gender equality on local information system each quarter reaches 100% by 2025.
- Criteria 4: Maintain 100% of radio stations and television stations in central and local governments provide monthly articles and sections to raise gender equality awareness.
II. PRIMARY TASKS AND MEASURES
1. Enhance leadership of Communist Party committees of all levels and responsibilities for management of governments of all levels in raising awareness, implementing and finalizing policies on gender equality. Promote roles and responsibilities of heads in implementing regulations on gender equality.
2. Develop policies, regulations and law guaranteeing gender equality in relevant sectors. Integrate gender equality contents in development of policies, regulations and law, socio-economic development programs, strategies and plans.
3. Develop and implement programs to promote implementation of gender equality and prevent, respond to gender-based abuse: Communicate to raise awareness and alter behaviors in for gender equality; integrate gender equality in official lecture in all education levels; prevent and respond to gender-based abuse; improve gender equality capacity of officials working in legal affairs, integrate gender issues in legislative documents; enhance equal participation of women in managerial positions in policy drafting affairs.
4. Promote communication and application of information technology to promote awareness of the general public regarding gender equality. On an annual basis, organize implementation of Action month for gender equality and prevention, response to gender-based abuse from November 15 to December 15.
5. Improve capacity of state management entities in gender equality; increase interdisciplinary inspection for compliance with regulations and law on gender equality; develop national statistical database on gender.
6. Actively enhance international cooperation in implementing gender equality objectives; utilize technical, financial and specialized assistance of countries, foreign organizations and individuals in gender equality.
III. EXPENDITURE ON STRATEGY IMPLEMENTATION
1. Expenditure on Strategy implementation consists of:
State budget allocated within annual estimates of ministries, central and local government authorities; relevant programs and schemes as per state budget laws;
International financing, assistance and mobilization from society and communication;
Other legitimate sources.
2. Ministries and local governments shall prepare annual budget estimates to implement the Strategy and manage, use expenditure according to regulations and law on state budget.
IV. IMPLEMENTATION
1. Responsibilities:
a) Ministry of Labor - War Invalids and Social Affairs:
- Organizing implementation of the Strategy on a nationwide scale;
- Reviewing and revising regulations and law related to gender equality within their competence;
- Guiding and organizing implementation of annual Action month for gender equality and prevention, response to gender-based abuse;
- Developing and implementing programs for preventing and responding to gender-based abuse and communication to raise awareness, shift behaviors towards gender equality; integrate projects relating to gender equality in social security programs;
- Guiding, inspecting and consolidating implementation of the Strategy and periodically submitting reports to the Government and Prime Minister; organizing preliminary and final conclusion of the Strategy;
- Being responsible for organizing implementation, monitoring and submitting reports on implementation results of Criteria 1 and 2 of Objective 2; Criteria 2 (figures on gender-based abuse), Criteria 3 and 4 of Objective 3; Criteria 3 of Objective 5; Criteria 1 and 2 of Objective 6 hereof.
b) Ministry of Planning and Investment:
- Integrating objectives and criteria regarding gender equality in annual and 5-yearly socio-economic development plans on a national scale;
- Guiding integration of objectives and criteria regarding gender equality in development and assessment of implementation results of objectives and criteria in the socio-economic development strategies, planning, plans of local and central ministries;
- Collecting, composing and promptly publicizing figures affiliated to annual national gender development indicators; developing national gender statistical database;
- Being responsible for collecting and reporting on figures related to implementation of Criteria 3 of Objective 2; Criteria 1 of Objective 3; Criteria 4 of Objective 5 hereof.
c) Ministry of Finance:
- Guaranteeing expenditure from state budget to implement programs and projects regarding gender equality that have been approved;
- Guiding and inspecting use of expenditure on implementation of gender equality programs and projects that have been approved according to Law on State Budget and relevant law provisions.
d) Ministry of Justice:
- Guiding integration of gender equality issues in development of legislative documents; approving integration of gender equality issues in development of legislative documents.
- Developing programs for improving gender equality capacity for employees working in legislation and legal affairs to enhance integration of gender equality issues in development of legislative documents.
dd) Ministry of Home Affairs:
- Reviewing and requesting competence agencies to amend, guide and organize implementation of regulations on age of assignment, training and improvement of female officials and employees;
- Integrating gender and gender equality knowledge in training and improving officials and employees;
- Developing and implementing programs for increasing equal participation of women in managerial positions in policy drafting affairs;
- Being responsible for organizing implementation, monitoring and submitting reports on implementation results of Objective 1 hereof.
e) Ministry of Health:
- Implementing activities to guarantee fulfillment of gender equality objectives in medical sectors;
- Publicizing, warning, controlling and dealing with root causes that create gender imbalance among infants;
- Being responsible for organizing implementation, monitoring and submitting reports on implementation results of Objective 4 hereof.
g) Ministry of Education and Training:
- Integrating gender, gender equality and reproductive health contents in teaching of all education levels;
- Developing and implementing programs for integrating gender equality in official lectures of all levels;
- Being responsible for organizing implementation, monitoring and submitting reports on implementation results of Criteria 1 and 2 of Objective 5 hereof.
h) Ministry of Information and Communications:
- Directing press and communication agencies to promote and renew communication and education for policies of the Communist Party, regulations and law on the Government on gender equality, increasing broadcasting duration, number of articles and improving quality of publications regarding gender equality in programs, posts and sections;
- Being responsible for organizing implementation, monitoring and submitting reports on implementation results of Criteria 3 and 4 of Objective 6 hereof.
i) Ministry of Culture, Sports and Tourism:
- Guiding implementation of assistance for victims of domestic violence; collecting and listing figures related to number of domestic violence victims, number of domestic violence victims and offenders who access consultancy and auxiliary services;
- Communicating and educating on morality and lifestyle in families in order to guarantee gender equality;
- Increase inspection and sanctions against violations of advertisements containing sexism contents;
- Being responsible for organizing implementation, monitoring and submitting reports on implementation results of Criteria 2 of Objective 3 hereof.
k) Ministry of Public Security is responsible for developing, implementing and submitting reports on implementation results of tasks and measures regarding anti-human trafficking; cooperating with ministries, relevant agencies and organizations in detecting, intervening and taking actions against gender-based violence.
l) People’s Committees of provinces or central-affiliated cities:
- Actively developing and issuing plans for implementation of the Strategy for each 5-year stage and for each year of local administrative divisions; implementing annual reporting regime for Strategy implementation;
- Conducting preliminary and final conclusions of implementation plans for all objectives and criteria for gender equality in local governments, sending to Ministry of Labor – War Invalids and Social Affairs for consolidation and report to the Government, Prime Minister.
m) Central Committee of the Vietnamese Fatherland Front, Central Vietnam Women's Union and member organizations of Vietnamese Fatherland Front, within their functions and tasks, are responsible for organizing Strategy implementation; promoting education to raise gender equality awareness of the general public; participating in development, supervising and providing feedback on implementation of policies, regulations and law on gender equality.
2. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, within their tasks, powers and functions, shall direct development and issue plans for implementation of this Strategy while directing implementation of measures and tasks depending on practical conditions of each sector and local government. Ministry of Labor – War Invalids and Social Affairs shall monitor, expedite and consolidate, submit reports on implementation of the Strategy, promptly report and request the Government, Prime Minister to adopt necessary measures to guarantee simultaneous and effective implementation of the Strategy./.
