PROMULGATION OF OVERALL PROGRAM OF THE GOVERNMENT FOR THRIFT PRACTICE AND WASTEFULNESS PREVENTION IN 2023

HEREBY DECIDES:
Article 1. The overall program of the Government for thrift practice and wastefulness prevention in 2023 is promulgated together with this Decision.
Article 2. This Decision takes effect from the date on which it is signed.
Article 3. The Ministers, Heads of the Ministerial-Level agencies, Heads of the Governmental agencies, the Presidents of the People's Committees of provinces and General Directors of single-member limited liability companies 100% of charter capital of which is held by the State under establishment of the Prime Minister shall be responsible for the implementation of this Decision.

THRIFT PRACTICE AND WASTEFULNESS PREVENTION IN 2023
(Issued together with Decision No. 1658/QD-TTg dated December 30, 2022 of the Prime Minister)
I. OBJECTIVES, REQUIREMENTS, KEY TASKS IN 2023
1. Objectives
The objectives of thrift practice and wastefulness prevention in 2023 include synchronous and effective implementation of the objectives, tasks and solutions to thrift practice and wastefulness prevention in all sectors, development of thrift practice and wastefulness prevention into key and regular tasks of agencies, organizations and units, contribution to mobilization, allocation and use of resources in an effective manner for assurance about maintained macroeconomic stability, promotion of socio-economic recovery and development, enhancement of national defense and security, promotion of external activities, enhancement of anti-corruption and wastefulness prevention.
2. Requirements
a) Strictly follow requirements, tasks, targets and solutions in the overall program of the Government for thrift practice and wastefulness prevention in the 2021 - 2025 period and fulfil main socio-economic targets set out in the socio-economic development plan in 2023.
b) Be comprehensive and specific goal-oriented; focus on the theme of 2023 which is "full, strict and effective implementation and assurance about the progress of the tasks, solutions and recommendations set out by the National Assembly in Resolution No. 74/2022/QH15 dated November 15, 2022 on promotion of the implementation of policies and laws on thrift practice and wastefulness prevention".
c) Maximize quantification of thrift practice and wastefulness prevention criteria in the sectors, make sure that they are practical and reveal the true nature and have the basis for the evaluation, inspection and monitoring of the results of implementation in accordance with regulations.
d) Be associated with enhancement of inspection, examination, auditing and supervision, promotion of administrative reform, reorganization of the political system’s apparatus and anti-corruption.

The program for thrift practice and wastefulness prevention in 2023 shall focus on the following key tasks:
a) Effectively implement tasks and solutions under the socio-economic development and recovery program, strive to achieve socio-economic development objectives and tasks of 2023 proposed by the National Assembly in order to contribute to increase of about 6,5% in gross domestic product (GDP) and size of GDP per capita (about 4.400 USD/person).
b) Focus on review and promulgation of legal documents on elaboration and provision of guidance on the implementation of Laws related to thrift practice and wastefulness prevention; review and promulgate national regulations and standards, unit prices, economic-technical norms in investment, construction and public services that are needed, duplicated or conflicting; amend norms of public expenditure, public property, public vehicles, fixed expenditures and fixed funding for the use of public property; personnel and payrolls; management and use of natural resources, land and minerals.
c) Tighten discipline of finance and budget; strictly implement solutions to prevention of revenue loss, transfer pricing, tax evasion and collection of tax arrears; strictly control the state budget deficit. Strive to balance resources to carry out reform in the policies on salary and social insurance according to Resolutions No. 27-NQ/TW and Resolution No. 28-NQ/TW of the seventh plenary session of the 12th Central Executive Committee. Thoroughly grasp the principle of transparency and requirement for thorough thrift and wastefulness prevention right from the stage of identification of tasks to ensure uniform implementation of tasks from the stage of making of estimates to the stage of allocation, management and use of the state budget; strictly, thriftily and effectively control state budget expenditures; cut unnecessary expenses. Review all unused funds by December 31, 2021 to cancel and recover the funds that are not needed or not disbursed within the prescribed duration.
d) Strengthen management and use of public investment capital. Authorities at all levels shall strictly implement tasks and solutions to the plan for disbursement of public investment capital. Consider this as the most important political task of 2023. Focus on resolution to difficulties and obstacles in terms of institutions, mechanisms and policies. In principle, the authority promulgates institutions, mechanisms and policies as follows: Each authority shall resolve the difficulties and obstacles caused by their own policies. Issues that exceed an authority’s jurisdiction shall be reported to the superior authority. Strengthen cooperation between ministries, central and local authorities, agencies and units to handle works in an effective and practical manner.
dd) Promote the effective execution of the Law on management and use of public property; review and complete documents on elaboration and provision of guidance on the Law to create a synchronous and unified legal basis for convenient organization and implementation for agencies, organizations and units.
e) Strengthen management, extraction and use of land, natural resources and minerals in an effective manner. In which, focus on completion of institutions and policies on synchronous management and use of land in conformity with institutions on the development of socialist-oriented market economy. Management, extraction and use of land resources shall ensure the highest efficiency, sustainability and thriftiness; fulfillment of requirements for promotion of fair industrialization, modernization and social stability; national defense and security; environmental protection and adaptation to climate change; creation of the driving force for development of Vietnam into a developed and high-income country.
g) Innovate and improve the effectiveness of state-owned enterprises. Promote restructuring, equitization and divestment; improve the effectiveness of state capital investment in enterprises.
h) Raise the awareness of authorities at all levels, central authorities, officials and public employees about direction, operation and organization the implementation of targets and solutions to thrift practice and wastefulness prevention. Strengthen dissemination, inspection and examination of thrift practice and wastefulness prevention in association with mechanism for prompt reward and discipline to create important change in awareness and organization of implementation at agencies and units.

Thrift practice and wastefulness prevention in 2023 will be carried out in all sectors as prescribed by the Law on thrift practice and wastefulness prevention and relevant specialized laws. In which, thrift practice and wastefulness prevention will focus on some specific sectors as follows:
1. Management and use of recurrent expenditures of the state budget
a) In 2023, tighten state budget - fiscal discipline; ensure that the state budget expenditure is thrifty and effective according to the estimate approved by the National Assembly. In which, focus on the following contents:
- Cut unnecessary expenses, thoroughly save recurrent expenditures, especially expenditures on public procurement, domestic and foreign business trips, use of public cars, organization of conferences, seminars, meetings, research, survey, electricity and gasoline for increase in expenditures on development investment and other urgent tasks. Cut 10% of estimate for increase in recurrent expenditures of 2023 (except for salaries, allowances, salary-based contributions, salary-related expenditures and benefits) for ministries, central agencies; cut 10% of estimate for recurrent expenditures of 2023 (except for salaries, allowances, salary-based contributions, salary-related expenditures and benefits), 70% of the increase in realized revenues of the local- government budget compared to the estimate of 2022 as funds for reform of salary policies according to regulations.
- Strictly control the allocation, management and use of state budget expenditures.
b) Continue to innovate organization and management system, improve the quality and effectiveness of operation of public service providers under Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Meeting of the 12th Central Executive Committee of the Communist Party of Vietnam on innovation of organization and management system and improvement of the quality and effectiveness of operation of public service providers in order to gradually reduce expenditures on support from the state budget for public service providers according to the roadmap, improve the effectiveness of state budget expenditure for public service providers to restructure the state budget, reform salary policies and raise the income of public employees in the public service providers.
2. Management and use of public investment capital
a) The allocation of public investment capital of 2023 shall be focused, specific goal-oriented and consistent with the capacity to balance public investment capital, implement and disburse according to the project; complete all procedures for investment of the project and adhere to disbursement duration of groups A, B and C projects in accordance with regulations of the Law on Public Investment; follow conditions and the order of priority specified in the Law on Public Investment, the Resolution of the National Assembly, the Resolution of the Standing Committee of National Assembly, allocate sufficient capital for tasks and projects under the program for socio-economic development and recovery under the regulations of Point 1.2.dd, Clause 1, Article 3 of the National Assembly's Resolution No. 43/2022/QH15 dated January 11, 2022 on fiscal and monetary policies for supporting socio-economic recovery and development program; prioritize full payment for outstanding debts accruing from capital construction activities (if any) and recovery of the remaining advance funding that must be recovered in the medium-term public investment plan for the 2021-2025 period; allocate sufficient capital for projects that have been completed, handed over and implemented before 2023, reciprocal capital for investment projects using ODA and other preferential borrowed funds of foreign sponsors, state capital for participation in PPP projects, investment preparation and planning; promote rapid and sustainable economic-social development via projects of national importance, projects of interregional connection and impact. After allocation of sufficient capital for the above tasks, the remaining capital shall be allocated for new construction projects with all investment procedures.
b) Impose discipline in the disbursement of public investment capital, strictly handle violations and remove obstructions from the progress in capital allocation and disbursement; attribute responsibility of the head in case of slow disbursement and assess the level of completion of the assigned tasks. Review, synthesize, classify and develop the plan and roadmap to have the plan for complete handling of difficulties and obstacles to projects, especially projects of national importance, key projects and projects funded by ODA capital with ineffective use of the capital and slow progress, transfer of investment capital for projects with slow progress, projects whose capital is not disbursed or not completely used. Expeditiously operate and use projects that have been completed or projects that have been basically completed.

3. Management and use of public property
a) Accelerate review and disposition of public property, especially for pieces of property according to regulations of Decree No. 167/2017/ND-CP dated December 31, 2017 of the Government on disposition of public property, Decree No. 67/2021/ND-CP on amendments to some Articles of Decree No. 167/2017/ND-CP; adopt solutions to handle pieces of property that are appropriated, under dispute, used for improper purposes or lacking legal documents to prove the origin. Inspect the implementation of the approved plan on disposition of property, especially property subject to forfeiture and auction. Accelerate disposition of property in the post-merger agencies and units and approval for the plan for disposition of property according to regulations in order to avoid wastefulness, mistakes, appropriation, conversion, use for improper purposes or abandonment.
b) Continue to synchronous complete and review the system of legal documents on management and use of public property. In particular, focus on amendments and promulgation of new documents on elaboration of management and use of number of types of infrastructural property in accordance with the Law on management and use of public property and relevant specialized laws to serve as a basis for organization of effective operation of financial resources from such property.
c) Review and complete standards and norms on management and use of public property to serve as a basis for making of plans, estimates, management, allocation of disposition of public property in accordance with regulations. In particular, focus on amendments and completion of the norms of public cars in conformity with real context, assurance about thrift and wastefulness prevention in management and use of public property in association with improvement of the effectiveness of use of public cars.
d) Develop a scheme on the total stocktaking of public property at agencies, organizations and units; infrastructural property invested and managed by the State. Complete the total stocktaking of public property before 2025.
4. Management, extraction and use of resources
Thriftily and effectively use, manage and extract resources according to the objectives and targets of the overall program for thrift practice and wastefulness prevention of the Government for the 2021 – 2025 period. In particular, focus on strict management, improvement of the effectiveness of use and promotion of economic and financial resources from land for economic development with the following specific criteria:
a) Complete amendments to the 2013 Land Law and some relevant laws, ensure the uniformity and consistency in accordance with the orientations in Resolution No. 18-NQ/TW dated June 16, 2022 of the fifth plenum of the 13th CPV Central Committee on “ongoing innovation and improvement in regulatory institutions and policies; enhancement of efficiency and effectiveness in management and use of land, serving as the driving force in developing our country into a high-income economy for anti-corruption and wastefulness prevention in management and use of land.
b) Research solutions to enhancement of the improvement and protection of the land environment, especially for degraded land for agricultural production, the prevention and minimization of land degradation and pollution, research policies to assist people in recovering abandoned and degraded land due to the influence of production.

d) Accelerate formulation of land use planning and plan to ensure completion of the approval for the land use planning for the 2021 – 2030 period and the 5-year land use plan for the 2021 – 2025 period in 2023.
dd) Propose solutions to take control of projects that are slow in progress or do not put land into use in accordance with the law, ensure transparency, fairness and harmony between interests of the state and investors, reduce lawsuits and complaints to quickly put projects into operation and use, promote effectiveness without causing loss or wastefulness. Review compensation and land clearance in some local areas to propose solutions to acceleration in the implementation of these works, thereby contributing to improvement of the effectiveness of land management and use.
5. Management and use of capital and assets of the State in enterprises
a) Assess and adopt specific solutions to accelerate the restructuring of enterprises according to regulations of Decision No. 360/QD-TTg dated March 17, 2022 of the Prime Minister on approval for the Scheme" Restructuring of state-owned enterprises with a focus on economic groups and state-owned corporations in the period of 2021 - 2025", Decision No. 22/2021/QD-TTg dated July 2, 2021 of the Prime Minister on criteria for classification of state-owned enterprises and state-invested enterprises undergoing ownership conversion, restructuring and divestment in 2021 – 2025 and Decision No. 1479/QD-TTg dated November 29, 2022 of the Prime Minister on approval for the Plan for rearrangement of state-owned enterprises and state-invested enterprises for the period of 2022 – 2025.
b) Develop specific roadmaps, plans and solutions to handle state-funded projects that cause loss in enterprises. Inspect responsibilities and strictly handle organizations and individuals, especially the heads of enterprises that ineffectively operate and cause loss and wastefulness in management and use of state capital in enterprises and other state capital sources.
c) Cut costs, optimize resources of capital, land…. of state-owned enterprises, completely solve diversified investments outside the main business lines via divestment, ensure that state-owned enterprises focus on their main business lines.
d) Effectively manage and use revenues from equitization and divestment of state capital in enterprises to ensure thrift and effectiveness in accordance with the Government's regulations on management and use of revenues generated by transfer of ownership of enterprises and public service providers, revenues generated by transfer of state capital and equity amount that exceeds charter capital of enterprises.
6. Organization of apparatus, management, use of labor and working time
a) Complete review and reorganization of organizational structure of ministries, ministerial-level agencies and Governmental agencies for the 2021-2026 term towards simplification, effectiveness and efficiency in association with reduction in staff, restructuring and improvement of the quality of officials and public employees.

c) Promote administrative reform, especially administrative procedure reform in association with enhancement of organization, reduction in staff to ensure the democracy, transparency and professionalism, and serve the people; build and develop e-Government towards digital government according to the objectives and tasks specified in the Government's Resolution No. 76/NQ-CP on promulgation of the overall program for state administrative reform for the 2021 - 2030 period and Decision No. 942/QD-TTg dated June 15, 2021 of the Prime Minister on approval for strategy for development of e-Government towards digital government for 2021 - 2025 with orientations towards 2030, Resolution No. 131/NQ-CP dated October 06, 2022 of the Government on promotion of administrative reform and modernization of methods of direction and management to serve people and enterprises.
III. SOLUTIONS TO ACHIEVEMENT IN OBJECTIVES, TARGETS FOR THRIFT AND WASTEFULNESS PREVENTION
it is necessary to stick to the solutions stated in the overall program of the Government for thrift practice and wastefulness prevention in the 2021 - 2025 period to achieve objectives, targets for thrift and wastefulness prevention. In which, it is necessary to focus on the following solutions:
1. Intensification of management and administration of thrift practice and wastefulness prevention
The ministers, heads of ministerial-level agencies, heads of Governmental agencies and the presidents of the People's Committees of provinces shall, within their management, direct and unify the implementation of the objectives and targets for thrift practice and wastefulness prevention in 2023 according to the orientation and policy of the Communist Party on thrift practice and wastefulness prevention. Develop the plan for the implementation of objectives and targets for thrift in each assigned sector. In which it is necessary to clearly decentralize and assign the responsibility of each affiliated unit, agency and organization, each official and public employee in association with regular inspection and assessment to ensure the effective implementation of the program.
2. Promotion of dissemination and education for development of awareness about thrift practice and wastefulness prevention
a) Disseminate information, the law on thrift practice and wastefulness prevention, the guidelines and policies of the Communist Party and the State related to thrift practice and wastefulness prevention in various forms in order to raise and unify the awareness and the responsibility for objectives, requirements and meaning of thrift practice and wastefulness prevention for agencies, enterprises, organizations, individuals and the whole society.
b) The ministries, ministerial-level agencies, Governmental agencies, the People's Committees of provinces shall actively, closely cooperate with the Vietnamese Fatherland Front, socio-political organizations, news agencies and press in effective dissemination of information on thrift practice and wastefulness prevention.
c) Promptly praise and commend good examples of thrift practice and wastefulness prevention; adopt measures to protect information providers who detect wastefulness.

a) Management of state budget
- Summarize and assess the implementation of the 2015 Law on State Budget to serve as a basis for proposal for amendments to the Law and related legal documents in order to innovate state budget decentralization mechanism, basically avoid integration in management of the state budget, strengthen the key role of the central budget and improve the initiative of local authorities.
Continue to innovate the method for management of recurrent expenditure, strengthen tendering, ordering and provision of fixed funding, encourage decentralization and assignment of autonomy to units which use the state budget in association with improvement of the responsibilities of ministries, central and local authorities and units which use the state budget, attribute personal responsibility for management and use of the state budget and public finance resources.
Strengthen inspection, examination, supervision and transparency of the use of recurrent expenditure of the state budget, especially sectors that are prone to loss and wastefulness.
- Amend Decree No. 60/2021/ND-CP dated June, 21 2021 of the Government on financial autonomy of public administrative units to remove obstacles in the implementation of financial autonomy of public administrative units.
Innovate the system of organization and management, improve the effectiveness of operation to decrease the contact points, overcome overlaps, spread and duplications of functions and tasks of public administrative units, thereby contributing to the improvement of the quality of provision of public services for fulfillment of the social requirements.
b) Management and use of public investment capital
Review and propose amendments to regulations of the Laws related to implementation of public investment projects and disbursement of public investment capital which are still inadequate, inconsistent, inappropriate, and cause difficulties and obstacles in real context.
Improve the quality of preparation for investment projects, select the qualified, experienced and potential consultants, minimize adjustment of projects throughout implementation that wastes time and slow down the progress in disbursement.

Publish information and strengthen supervision, assessment, inspection and inspection throughout the implementation of public investment projects, remove difficulties and obstacles for projects to promote disbursement. Impose sanctions to strictly handle investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct or slow down the progress of allocation of capital, implementation and disbursement of public investment capital according to the law. Promptly replace officials and public employees who are incapable and stagnant, and cause corruption, strictly handle violations against management of public investment.
c) Management and use of public property
Continue to modernize management of public property and upgrade the national database on public property to gradually update and manage information on all public property specified in the Law on management and use of public property.
Strengthen inspection and supervision of management and use of public property at agencies, organizations and units; review responsibilities and strictly handle organizations and individuals under their management that commit violations according to relevant laws
d) Management of resources and minerals, especially land
Complete the system of land law and other relevant laws according to the orientations in Resolution No. 18-NQ/TW. Research and develop criteria, norms and regulations on investment per m2 to ensure effective and economical management and use of land resources.
Strengthen the application of information technology to the formulation and supervision of the implementation of land use planning and plans; forecast, warn about investigation, assessment, response to climate change, resource management and environmental protection to meet requirements for land management and international integration. Accelerate digital transformation towards completion, integration and connection between the land information system and the centralized and unified national database on land, including the data on planning for update and management of changes to each land plot; publish and create conditions for people and enterprises to access information and data on land use planning and plans.
Publish land use planning and plans in accordance with the law in forms which are suitable for each group of entities.
Strengthen inspection and inspection; review and properly assess the status of projects that are slow in progress or do not put land into use nationwide, propose solutions to remove difficulties and obstacles; effectively direct and adopt solutions and measures to remove difficulties and obstacles in order to tap into land resource, accelerate implementation of projects, put land to use in an effective manner and develop land resource.

Research, amend the Law on management and use of state capital invested in production and business operations of enterprises and legal documents related to equitization and divestment of state capital in enterprises in order to ensure synchronism, consistency and feasibility; complete regulations of the law on enterprise valuation, calculation of the value of land use rights into the enterprise value in case of equitization or divestment of state capital in enterprises.
Improve financial capacity, innovate management, technology, product structure, business lines, development strategies and improve the process of production to improve the quality of products and competitiveness of state-owned enterprises.
State-owned enterprises with a focus on economic groups and state-owned corporations shall urgently dispose property under their management under the Scheme "Restructuring state-owned enterprises with a focus on state-owned corporations and economic groups in the 2021-2025 period", approved by the Prime Minister in Decision No. 360/QD-TTg dated March 17, 2022.
Promote inspection, examination, audit and supervision of the implementation of policies and laws on the equitization of state-owned enterprises according to the plan in order to avoid corruption and loss of state capital and assets.
e) Organization of apparatus, management of labor and working time
Expeditiously build the system of job positions and structure of official ranks according to the Government's Decree No. 62/2020/ND-CP dated June 01, 2020, and working positions of public employees according to Decree No. 106/2020 /ND-CP dated September 10, 2020 of the Government to serve as a basis for management and use of officials, public employees and working time in an effective manner, and reform of salary policies .
Strongly innovate processes and methods; ensure the democracy and transparency in planning, promotion, appointment, rotation of officials and recruitment, use and management of officials and public employees in order to attract capable and qualified people, improve the quality of officials and public employees and reduce complaints and denunciations related to officials and official-related works.
4. Intensification of inspection and strict handling of violations against regulations on thrift practice and wastefulness prevention
Promote and improve the effectiveness of inspection and examination of the formulation and implementation of the program for thrift practice and wastefulness prevention; inspect and examine the implementation of regulations of the law in the sectors as prescribed by the Law on thrift practice and wastefulness prevention and specialized laws. The ministries, central and local authorities shall develop specific plans for inspection related to thrift practice and wastefulness prevention. To be specific:

- Land management and use with a focus on projects that are slow in progress or do not put land into use
- Implementation of projects on public investment;
- Management of funding for science and technology-related public services;
- Compilation and publication of textbooks.
b) The heads of units shall actively develop the plans for inspection, self-inspection at their units and direct inspection and self-inspection at their inferior units.
c) With regard to violations detected via inspection and examination, the heads of units must remedy, handle or request competent agencies to take handling measures. Strictly comply with regulations of the law on handling of violations of the heads of agencies, units and individuals who cause wastefulness. Strictly handle the results of inspection and examination in order to sufficiently recover assets and money for the State that have been violated, appropriated, used for improper purposes and wasted in case of detection via inspection and examination.
IV. IMPLEMENTATION
1. According to the overall program for thrift practice and wastefulness prevention in 2023, the ministers, the heads of ministerial-level agencies, the heads of Governmental agencies and the Presidents of the People's Committees of provinces shall develop the program for thrift practice and wastefulness prevention in 2023 of their ministries, central and local authorities within 30 days from the date of issuance of the overall program for thrift practice and wastefulness prevention in 2023; direct the development of the program for thrift practice and wastefulness prevention in 2023 of affiliated units, all levels and agencies. In the program for thrift practice and wastefulness prevention of each level, it is necessary to specify objectives and targets for thrift and requirements for wastefulness prevention of its level; clearly identify key tasks and sectors under its management, and solutions and measures that must be adopted in 2023 in order to achieve objectives and targets for thrift which have been set out.
2. The ministries, ministerial-level agencies, Governmental agencies, the People's Committees of provinces shall thoroughly direct the following tasks:

b) Strengthen inspection and examination of the formulation and implementation of the program for thrift practice and wastefulness prevention in 2023; inspect and examine the compliance with regulations of the law on thrift practice and wastefulness prevention and the implementation of the program for thrift practice and wastefulness prevention under their management.
c) Strengthen cooperation with the Vietnam Fatherland Front and mass organizations in the implementation of this program. Ensure transparency in the program for thrift practice and wastefulness prevention, publish acts of wastefulness and the results of handling of such acts; improve the quality and innovate the method of assessment of the result of thrift practice and wastefulness prevention in order to ensure an accurate and transparent comparison of the result of thrift practice and wastefulness prevention between agencies and units, thereby contributing to improvement of the effectiveness.
d) Make report on the situation and result of the implementation of the overall program of the Government for thrift practice and wastefulness prevention and the specific program for thrift practice and wastefulness prevention of their ministries, central and local authorities, and assess the result of thrift practice and wastefulness prevention in recurrent expenditures according to the criteria specified in Circular No. 129/2017/TT-BTC dated December 04, 2017 of the Ministry of Finance. Accordingly, make an annual report on thrift practice and wastefulness prevention to send to the Ministry of Finance for synthesis and submission to the Government to report to the National Assembly at the first meeting of the following year within the prescribed period of time of the law. In particular, the ministries, ministerial-level agencies and Governmental agencies shall synthesize the results of thrift practice and wastefulness prevention in state management and send them to the Ministry of Finance.
3. The General Directors of single-member limited liability companies 100% of charter capital of which is held by the State under establishment of the Prime Minister shall be responsible for organization of the formulation and implementation of the program for thrift practice and wastefulness prevention in 2023 of their companies; follow the program for thrift practice and wastefulness prevention in 2023 of the Government and send it to the Ministry of Finance for general monitoring. In particular, they shall specify objectives, targets for thrift and requirements for wastefulness prevention in management and use of state capital and assets; clearly identify key tasks, solutions and measures that must be adopted to achieve objectives and targets for thrift in 2023 that have been set out.
4. The Ministry of Finance shall guide and inspect the compliance with regulations of the law on thrift practice and wastefulness prevention of ministries, central and local authorities. In particular, the Ministry of Finance shall inspect the implementation of the overall program for thrift practice and wastefulness prevention of the Government and the development and promulgation of the program for thrift practice and wastefulness prevention of ministries, central and local authorities according to the approved plan for inspection and examination.
