To: Social insurance authorities of provinces or central-affiliated cities (hereinafter referred to as "Provincial social insurance authorities)

Today, most interbank transactions of agencies, organizations and enterprises, etc. (hereinafter referred to as “units”) transferring their premiums for social insurance, health insurance, unemployment insurance to accounts of social insurance authorities are not automatically recorded  on the accounting software to be transferred to social security software, and to be automatically allocated in accordance with codes  of social insurance authorities, codes of transferors, social insurance codes of  participants. Therefore, it affects the automatic recognition of the payment  process and the preparation of collection reports and cash flow reports. In order that management of premiums for social insurance, health insurance, unemployment insurance of units is automatically updated on systems and data between systems is connected effectively and promptly, regardless of manual bookkeeping of officials, social insurance authorities of provinces, urban districts, districts, district-level towns and province-affiliated cities (hereinafter referred to as “social insurance authorities of districts”) are requested to perform the following tasks:

1. Social insurance authorities of provinces and social insurance authorities of districts shall send written notifications in person or by email to units when making payment orders for transferring social insurance, health insurance, unemployment insurance premiums which specify contents of the transfer according to the message format provided for by social insurance authorities. The uniform message will help social insurance authorities compare, check and recognize information on payment quickly and accurately to provide benefits for participants faster in accordance with regulations and policies. To be specific:

a) In case of transfer by mobile banking applications: Enter payment information in the application.

b) In case of transfer by payment orders:

- Message format: +BHXH+103+00+ code of unit + code of social insurance agency + dong BHXH+

- For example: Company ABC transfers their premiums for social insurance, health insurance and unemployment insurance, specify +BHXH+103+00+TZ0255Z+00101+dong BHXH

Where: +BHXH+103+00+ is the default option; TZ0255Z is the code of Company ABC; 00101 is the code of the supervisory social insurance agency of Company ABC.

3. Organization of implementation

- Vietnam social Security, Provincial social insurance authorities and district-level social insurance authorities  shall work with banks where the units’ accounts are opened and request them to cooperate in informing units when they transfer social insurance, health insurance and unemployment insurance premiums in person or via electronic means according to the information specified in Clause 1; request banks to provide detailed list of policyholders making payment orders if the collecting organization transfers premiums in batches.

- Directors of provincial social insurance authorities and district-level social insurance authorities shall direct Collection Division/Team to urge units under their direct management; Collection Division/Team shall cooperate with Division/Team of Finance - Plan and Information technology in inspecting and supervising the collection according to the above-mentioned message format.

- Information Technology center shall take charge and cooperate with banking systems in patching the software to satisfy requirements for automatic bookkeeping  and distribution of records of transfer according to the above-mentioned message format to the right codes of supervisory social insurance authorities and transferors.

Provincial insurance authorities shall comply with this Official Dispatch. Difficulties that arise during the implementation of this Circular should be reported promptly to Vietnam Social Security (via the Department of Finance - Accounting for consideration and guidance./.
