DECISION

ON THE APPROVAL OF THE FOURTH AMENDMENT OF THE INTERNATIONAL MONETARY FUND’S CHARTER

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to Ordinance No. 07/1998/PL-UBTVQH10 of August 20, 1998 on the Conclusion and Implementation of International Agreements;
At the proposal of the State Bank Governor and the opinions of the Ministry for Foreign Affairs, the Ministry of Justice, the Ministry of Planning and Investment, the Ministry of Finance and the Ministry of Trade,

DECIDES:

Article 1.- To approve the amendment to Part 1, Article XV (the special right to capital withdrawal) of the International Monetary Fund’s Charter and the addition of Annex M to such Charter so as to additionally give the special right to capital withdrawal to the member countries as well as to the International Monetary Fund’s new member countries which have not been given it.

Article 2.- The Minister for Foreign Affairs shall have to inform the International Monetary Fund of Vietnam’s approval of the fourth amendment of the International Monetary Fund’s Charter.

Article 3.- The Vietnam State Bank and the Ministry of Finance shall have to carry out necessary procedures for the accounting and management of the allocated special rights to capital withdrawal.

Article 4.- This Decision takes effect after its signing.

The Minister for Foreign Affairs, the Governor of Vietnam State Bank, the Minister of Finance and the heads of the relevant agencies shall have to implement this Decision.
