HEREBY RESOLVES:
After 08- year implementation of Government's Resolution No. 49/NQ-CP dated July 10, 2014 on promulgation of the Action Program to implement Resolution of the Fourth Plenum of the Tenth Communist Party’s Central Committee on a number of major guidelines and policies for fast and sustainable economic development in the circumstance when Vietnam is a member of the World Trade Organization, results show that ministries, central and local authorities and enterprises have made every efforts to perform the tasks set out in the Resolution, thereby contributing to complete and effective international economic integration; positively contributing to the implementation of the foreign policy of independence, self-reliance, multilateralization and diversification of international relations; attracting great resources for the socio-economic development of the country, whilst maintaining national security, especially economic security and struggling against conspiracies and acts of taking advantage of international economic integration for meddling in internal affairs and political transformation. In the furtherance of the Resolution No. 49/NQ-CP, the legal system, mechanisms and policies have been increasingly improved in conformity with requirements for development of modern market economy and international integration. The awareness of the aspects to international economic integration among the whole political system, ministries, central and local authorities and Vietnamese enterprises has been gradually increased. Market factors and types have gradually developed in such a manner to synchronize with regional and world markets. Vietnam has formed a large network of international economic partners via bilateral, regional and multilateral cooperation frameworks. Vietnam has entered into official relations with 189/193 countries; has had economic, trade and investment relations with over 224 countries and territories and signed 15 Free Trade Agreements (FTAs) with over 60 partners and 71 partners have recognized that Vietnam has a market economy. Achievements in international economic integration have enabled Vietnam to successfully accomplish socio-economic development objectives in the recent past. It is notable that the economy has been growing steadily and improving, the economic scale has been expanded, the major balances of the economy are ensured, people's living standards have been increasingly improved, and social security is concerned and guaranteed. The balance of import and export of goods has been markedly improved and has shifted from a deficit to a surplus. The export market has been expanded and diversified. Markets where Vietnam has signed new generation FTAs have recorded annual growth in exports. The increase in foreign investment flows via international economic integration is the major driving force for Vietnam's economic development.
In addition to the aforesaid achievements, the implementation of Resolution No. 49/NQ-CP also shows that the international economic integration still exposes some shortcomings and limitations. To be specific: In the case of completion of the law, the awareness of the role, importance, opportunities and challenges among agencies at all levels, especially local agencies during the process of international economic integration and the full understanding about international commitments of Vietnam for internalization thereof into domestic legislation in the direction of flexibility, assurance about national security and protection of maximum interests of the State, agencies, organizations, enterprises and citizens at the maximum remain unremarkable. Although the competitiveness of economy, enterprises and products of Vietnam has been improved, it remains weak compared with that of countries in the world and in the region. Taking advantage of opportunities and benefits from international commitments in some fields including science and technology, education and training, etc. still appears ineffective. The unity, synchronism and connection between fields including politics, national security, etc. and economy and sectors involving economy and trade as well as between ministries, central authorities and local authorities, and the support from the State for the community of enterprises, especially sole proprietorships still reveal certain limitations. International economic integration has not been closely linked with requirements for quality and efficiency improvement as well as sustainable development of the economy. The level of innovative thinking, creative thinking and determination to take actions remains low.
In the next period, it is predicted that the world and the region will witness quite a few complicated and unpredictable developments. The multi-polar and multi-center trend in the world is becoming the mainstream; the populism, protectionism and trade disputes among major countries have tendency to increase; both traditional and non-traditional security challenges are changing the order, the economic structure, the economic activity and the social organization of the world. In addition, conflicts occurring in some countries and regions and consequences of the COVID-19 pandemic will continue to slow down the flow of international trade and investment and "break" global supply chains, thereby causing negative impact on the economy of each country, region and the world in the next years. The aforesaid situation has accelerated such existing trends as digital economy, circular economy, green, sustainable and inclusive development. In that circumstance, countries have to find new balance between economic development, opening up and international economic integration and assurance about national security, and at the same time actively promote and make full use of achievements in science, technology and innovation from the Fourth Industrial Revolution that is rapidly developing with breakthroughs, far-reaching and multi-dimensional impacts on a global scale.
The national development orientation for the 2021 – 2030 period set out in the Resolution of the 13th National Party Congress says: “Vietnam will continue to proactively and actively accelerate international integration in a comprehensive, extensive and effective manner; maintain a peaceful and stable environment and constantly improve its international position and prestige”. The problem to reveal is that Vietnam's international economic integration process needs to be promoted in the next period in order to seize opportunities for sustainable economic development of the country, promptly respond and flexibly adapt to difficulties, challenges and negative impacts in the process of deepening Vietnam's international integration.
1. Assert the Communist Party’s leadership and the uniform state management of international economic integration, continue to innovate thinking and ways of working, and take actions in a drastic, synchronous and unified manner, maintain independence and autonomy in identification of the country's economic development guidelines and strategies in the context of deeper international economic integration, firmly protect security and territorial integrity, preserve national cultural identity, and protect the environment. Facilitate and support the development of Vietnamese enterprises which are strong enough to become the core of the country's economy. Multilateralize and diversify international economic relations, proactively and actively integrate into the international economy in order to safeguard national interests.

3. Build an autonomous economy in such a way to serve the enhancement of endogenous strength on the basis of technology mastery, innovation, creativity and proactive and active integration and diversification of the market. Increase productive capacity and focus on new, modern, high-tech sectors... in order to increase autonomy, effectively participate in, improve position in global value chain and effectively resist large and unusual impacts from the outside factors. The promotion of internal forces serves as a decisive factor in association with external forces and the strength of the times.
4. International economic integration acts as the focus and priority of international integration; integration involving other fields shall facilitate international economic integration and the integration shall be implemented in a synchronous manner under an overall international integration strategy with roadmap, plans and steps in conformity with actual conditions and capacity of the country. International economic integration shall contribute to the development and completion of domestic institutions, legal systems, mechanisms and policies in line with guidelines and orientations of the Communist Party and State, commitments, international and regional practices; proactively build new partnerships, entering into new negotiations and promoting bilateral, regional and multilateral economic cooperation relations to facilitate the innovation in growth model and sustainable economic development of the country.
5. Diversify forms of international economic integration, focus on digital economic integration with flexible roadmap in conformity with the country's conditions and objectives in each period. Proactively and early forecast and effectively and promptly handle emerging problems and developments, closely monitor and effectively manage impacts of Vietnam’s international economic integration process.
6. The international economic integration tasks set out shall be so comprehensive, profound, flexible, proactive, creative and predictive to achieve efficiency. Strengthen activities related to expansion of bilateral and multilateral economic and trade relations, attract foreign investment, sign international agreements and treaties and at the same time, ensure focus and prioritize efficiency; proactively research, negotiate and sign FTAs with partners for additional benefits to improve effectiveness in many aspects; effectively exploit benefits of the FTAs that Vietnam has signed in order to serve as the driving force for development of import and export in both quantity and quality on the basis of investment and application of modern science and technology along with high quality human resources.
1. General objectives:
Successfully implement major guidelines and policies that have been set out at the 13th National Party Congress in the circumstance where the 5-year socio-economic development plan (2021-2025) and the socio-economic development strategy for the period of 2021 – 2030 are being implemented; give a focus on building an independent and self-reliant economy, improving the efficiency in international economic integration; sustaining fast and sustainable economic growth on the basis of macroeconomic stability, scientific and technological development and innovation; rapidly recovering the economy in order to alleviate negative impacts of the COVID-19 pandemic; taking the initiative in international integration in comprehensive, extensive and effective manner in order to attract external resources for the country’s development, strengthening the linkage of interests with partners, improving Vietnam's position and prestige in the international arena and ensuring national security.
2. Specific objectives:
- Transform benefits from international economic integration into specific results in the growth of import and export of goods and services; develop the ability to absorb science and technology and effectively use capital of the economy; promote the development of domestic economic sectors, establish a higher position in the global value chain; perfect and improve the quality of institutions and laws in a more complete, modern and integrated manner.

- Strengthen public-private partnership and mobilize social resources, including support from multilateral mechanisms, NGOs, community of enterprises, etc. in the process of fulfillment of international commitments that Vietnam has signed, especially commitments in FTAs.
- Strengthen resilience of the economy to negative external impacts; develop the ability to respond to and handle, in a flexible and effective manner, developments in the world that may cause severe impacts on or threaten import and export, trade transactions and international economic integration of economic sectors; complete the trade remedy system to protect the economy, enterprises and domestic market in conformity with international commitments. At the same time, strengthen the competitiveness of the economy, enterprises and products of Vietnam; create favorable conditions and environment for enterprises to develop stably and firmly.
- Fully understand the role and position of international law in the process of international economic integration of Vietnam; proactively and actively participate in the formulation of international legal rules; make full use of international law to protect legitimate rights and interests of Vietnam in international economic relations, especially resolve legal issues that arise.
- Promote cooperation, training and development of high-quality human resources, improve training quality in order to meet development requirements in the context of the 4th Industrial Revolution and extensive international integration.
- Actively and proactively participate in digital economy integration to contribute to the successful fulfillment of Vietnam's digital economy and society development objectives according to the National Strategy for Digital Economy and Society Development by 2025, with vision to 2030.
- Build an independent and self-reliant economy; improve the efficiency in international economic integration, especially including focus on effective exploitation of FTAs in order to expand and diversify export markets in such a way to avoid heavy dependence on some markets. Actively negotiate bilateral and multilateral trade agreements and participate in new economic cooperation and linkage models and frameworks. Continue to perfect trade policies to make them suit Vietnam's conditions and facilitate international integration.
III. IMPLEMENTATION SOLUTIONS AND ASSIGNMENT OF TASKS
a) Reforming and perfecting economic institutions

- Review and amend applicable legal documents for assurance about uniformity, transparency and efficiency in order to maintain a favorable, stable and predictable business investment environment. Focus on promptly overcoming limitations and shortcomings in mechanisms, policies and regulations of the law in the fields of tax, investment, trade, environment, market management, etc. with the aim of freeing up resources for development, thereby ensuring the efficiency in international economic integration.
- Complete the legal framework in order to fulfil domestic reform objectives and move towards construction of a legal system with modern and progressive regulations; create the basis for the implementation of new business models and promote non-cash payments, e-commerce, digital banking services and financial technology (fintech).
- Effectively reform administrative procedures, especially those related to investment, import and export, tax, etc. and reduce unreasonable business conditions and unnecessary procedures in order to simplify administrative procedures and assist people and enterprises in the process of research and implementation.
- Develop mechanisms and policies to promote the formulation of controlled experimental legal framework in respect of the use of new/integrated business models, products, services and solutions which shall be used as the basis for adopting timely and appropriate development and management policies to promote the digital economy, creativity and entrepreneurship. Adhere to the principle of transparency and non-discrimination among types of enterprises.
- Develop and implement strategies, action programs, plans and projects on international economic integration by 2030, with a vision to 2045, thereby improving the level and quality of international economic integration to expand markets and take advantage of capital, intellectual property, technology, knowledge and management skills from world powers; at the same time, focus on increase in the capacity for domestic integration, especially in regions and local areas.
- Promote cooperation mechanism among agencies, ministries, Vietnam Chamber of Commerce and Industry (VCCI) and business associations in order to promptly and effectively respond to and handle adverse developments in international trade and investment that may cause considerable damage to Vietnam's international economic integration.
- Continue to amend and perfect the relevant legal system on competition management, trade remedy, sustainable development, intellectual property, e-commerce, government procurement, labor and trade unions, etc. in conformity with new generation FTA commitments and ensure the benefits of enterprises, workers and the economy in the process of international economic integration.
- Strengthen ideological work and raise awareness among State managers, enterprises and people of international economic integration in particular and international integration in general, especially opportunities, challenges and requirements to be met in case international economic integration commitments are fulfilled in order to achieve a high level of consensus and effectively participate in the integration process.
b) Improving business environment and enhancing competitiveness

- Continue to develop plans and strategies for the development of specific products and industries in association with the national brand development strategy in order to promote in-depth, effective and sustainable import and export; issue early warning about trade remedies, take advantage of international regulations on geographical indications, origin, copyright registration and trademarks, promote the application of such solutions on as codes, barcodes and tracing to protect Vietnamese enterprises and products in international trade.
- Actively execute programs for trade promotion, investment promotion, tourism, branding; develop e-commerce to enhance the ability to trade, search and expand the market. Promote the role of Vietnam's representative missions overseas in cooperation with the community of enterprises and relevant agencies at home and abroad to expand export market, promote trade and tourism, and attract investment; assist in protecting the interests of Vietnamese enterprises in commercial disputes.
- Continue to well implement Government's Resolution No. 68/NQ-CP dated May 12, 2020 on promulgation of program for cutting and simplifying business regulations during 2020 - 2025, thereby contributing to improvement of effectiveness and efficiency, and achieving the objectives for state management and enterprise development promotion. Gradually improve domestic logistics infrastructure, especially warehousing and transportation from production areas to international ports.
- Focus on directing the implementation of digital transformation tasks and solutions during state management towards construction of a digital government according to the Prime Minister's Decision No. 749/QD-TTg dated June 03, 2020 on approval for the National Digital Transformation Program by 2025, with a vision to 2030” in such a manner to synchronize with the administrative reform. Thoroughly implement the National Strategy for development of digital economy and digital society by 2025, with a vision to 2030 according to Decision No. 411/QD-TTg dated March 31, 2022. Develop digital infrastructure to serve state management agencies in a centralized and smooth manner; synchronously design, build and put into operation a system which is integrated and interconnected with large databases to better serve international economic integration.
- Fully and promptly update data related to public services; focus on great importance to practical public services for the people, provide infrastructure for promotion of e-commerce business.
c) Effectively implementing FTAs
- Review and overcome overlapping between ministries and central authorities in the implementation of tasks related to international economic integration, effectively promote the roles of presiding agencies in the implementation of FTA commitments; clearly define the roles and responsibilities of the parties for the formulation and implementation of strategies, projects, action programs for economic development, etc., which involve and impact on many ministries, central and local authorities.
- Strengthen cooperation between ministries and central authorities; promote the effectiveness of consulting mechanism between state management agencies and enterprises in the process of proposal and selection of partners and development of plans to negotiate new FTAs, and in removal of difficulties from access to export market; sign agreements on mutual recognition of conformity assessment results in fields where Vietnam has strengths and potential for export. Develop research, issue warnings and disseminate technical measures of other countries to domestic enterprises and related management agencies to proactively deal with technical barriers.
- Continue to fully and strictly fulfil commitments on international economic integration and commitments in FTAs; study and propose plans to negotiate new FTAs, and upgrade some FTAs that have been signed; study and focus on effective implementation of the FTAs that Vietnam has joined, especially plans to implement new generation FTAs such as CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership), EVFTA (European-Vietnam Free Trade Agreement), UKVFTA (Vietnam - UK Free Trade Agreement) and RCEP (Regional Comprehensive Economic Partnership), enhance the utilization of incentives in FTAs to promote export and expand markets. Take advantage of reserved rights/exceptions (especially incentives for small and medium-sized enterprises, exceptions to some normative commitments), flexibly fulfil requirements of commitments in order to serve Vietnam's internal interests.

- Review and assess the roadmap for the implementation of international economic integration commitments that are applicable and impacts on each industry and field to adjust the industry development strategy in a suitable manner, promptly consider arising issues and propose solutions.
- Review and innovate the method of implementing commitments on trade in services in FTAs to take advantage of and exploit new markets with the aim of promoting the export of information industry products and services and cultural industries of Vietnam.
- Strengthen measures to support, improve competitiveness, and develop brands for categories and enterprises; remove difficulties and obstacles to policies in order to develop domestic raw materials, thereby helping enterprises meet the rules of origin and well take advantage of opportunities from FTAs, especially new generation FTAs.
- Reform forms and contents of dissemination of FTAs. Cooperate with the Ministry of Industry and Trade in receiving, operating, upgrading and developing the Vietnam Free Trade Agreement Portal (FTAP) in order to connect enterprises with state management agencies in the process of implementation of FTAs.
d) Promoting post-COVID-19 economic growth and sustainable development
- Focus on construction of scenarios of effective response/adaptation to natural disasters, epidemics, etc. in the next period. Implement measures to restore supply chains and facilitate goods circulation, safe and smooth production and trade by enterprises in new normal conditions. Maintain and improve the competitiveness of industries that have risk of declining export after the pandemic. Take advantage of certain opportunities from the restructuring of global production and supply chains after COVID-19 pandemic to increase the participation of Vietnamese enterprises in global production and supply chains; take advantage of the post-COVID-19 investment shift wave to attract foreign investment in Vietnam.
- Promote industrialization, modernization and economic restructuring in association with renovation in the growth model, thereby ensuring substance and efficiency; promote fast, sustainable and green growth on the basis of macroeconomic stability. Well implement the Plan to restructure the economy and renew the growth model for the period of 2021 - 2025. Completely solve the relationship between economic growth and cultural and social development; ensure social security for people, especially disadvantaged groups.
- Drastically execute large-scale investment programs, especially programs intended for strategic infrastructure, thereby promoting inter-regional transport infrastructure projects, green energy, green infrastructure, national digital infrastructure, etc. to create spillover effects and new growth engines for the economy. Formulate regional planning and planning for development of infrastructure industries in the period of 2021 - 2030, with a vision to 2050.
- Continue to propose and effectively implement measures to assist enterprises in restoring production and business, reducing negative impacts of the COVID-19 epidemic and offering job opportunities to vulnerable groups. Develop a labor market recovery plan in the post-COVID-19 period to ensure human resources for enterprises to restore production, especially groups of enterprises participating in the global supply chain.

- Strongly develop science, technology and innovation to create breakthroughs, thereby improving productivity, quality, efficiency and competitiveness of the economy. Develop human resources, education and training, focus on training for digital human resources and workers with skills and high technical qualifications and be willing to follow the trend of supply chain transformation to meet requirements of Fourth Industrial Revolution and international integration.
- Effectively manage and use natural resources; strengthen environmental protection and response to climate change; focus on sustainable development, clearly define and focus on the synchronous and harmonious implementation of economic, social and environmental objectives. Well implement international commitments related to the environment and response to climate change.
dd) Achieving comprehensive integration in the fields of culture, society, science and technology, security and defense
- Actively participate in building and shaping regional and global economic and trade structures, including the development of orientation documents of WTO, ASEAN, APEC, ASEM, and Mekong sub-regional mechanisms, especially those in new fields of cooperation such as digital transformation, green growth, inclusive and sustainable development.
- Closely cooperate with members of ASEAN, ASEM, and APEC in addressing issues related to policy cooperation, developing cooperation initiatives and orientations in the post-COVID-19 period, and actively and proactively participate in these forums to ensure smooth and effective cooperation.
- Well prepare forecast about, fully, carefully and promptly analyze and assess the situation in the world and region, especially major changes that directly affect Vietnam in order to make decisions and take actions in a quick, decisive and appropriate manner; connect international integration and domestic innovation in a harmonious manner; promote domestic and foreign resources to the maximum, and closely and effectively combine domestic and foreign resources.
- Strengthen study and research into development trends, new initiatives, policies and experiences of countries in integration, especially those that are effectively implementing commitments to international integration.
- Expand and gradually deepen integration activities in fields of science, technology and innovation, from basic research to applied research, including humanities and social sciences, natural sciences, interdisciplinary research, intellectual property, standards, quality measurement; transfer technology and promote the process of technological innovation in Vietnam to effectively serve tasks of socio-economic development. Actively participate in international events, stand for election and take up important positions at international organizations; proactively propose initiatives, make a positive impression, and improve and raise Vietnam's position and value in relations with other countries.
- Perfect institution, consolidate national defense and protect political security and social order and safety; continue to renovate and rearrange the organizational apparatus of the political system to be streamlined, effective and efficient; delegate power on the basis of assurance about inspection and supervision by superior state agencies.

- Perfect mechanism for integrated and unified management of the sea, improve the efficiency in law enforcement at sea. Establish security formation inside and outside national borders and on cyberspace, and pay special attention to cybersecurity.
a) Ministry of Industry and Trade
- Develop the FTA Index to create the basis for assessment of results of implementation of FTA by ministries, central and local authorities across the country. Act as the focal point to urge the effective implementation of FTAs that Vietnam has participated in, especially the Plan to implement new-generation FTAs such as CPTPP, EVFTA, UKVFTA and RCEP.
- Formulate and complete legal documents in the field of industry and commerce to effectively implement international commitments. Research and develop the new system of policies and laws to create breakthroughs in the development of domestic industries and trade, especially new industries in line with the development trend of the digital economy and the Fourth Industrial Revolution; increase competitiveness and capacity to participate in global value chains.
- Effectively implement the Project "Improvement of the competitiveness of Vietnam's exports by 2020, with a vision to 2030" according to the Prime Minister's Decision No. 1137/QD-TTg dated August 03, 2017, and the Project "Increase in capacity for trade remedies in the context of participation in new-generation free trade agreements under Decision No. 1659/QD-TTg dated October 02, 2021 of the Prime Minister.
- Take charge and cooperate with relevant ministries, central authorities and the Government Negotiating Delegation in studying, proposing negotiation and developing the plan to negotiate an FTA with regard to commitments within its fields and submitting overall plans on organization, negotiation and signing of FTAs and the implementation of FTAs that have been signed to the Prime Minister; regularly consult VCCI, associations and the community of enterprises about the negotiation of FTAs that are being implemented and will be implemented and removal of difficulties in the implementation of FTAs.
- Strengthen cooperation with ministries, central and local authorities to improve the effectiveness of dissemination of international economic integration towards various forms and in-depth contents under concern of the community of enterprises.
- Continue to organize meetings of Intergovernmental Committees, Joint Committees, Trade Sub-Committees, agreements and cooperation mechanisms that have been established, and negotiate the establishment of Intergovernmental Committees, Joint Committees and new trade subcommittees with partner countries.

- Take charge and cooperate with central and local authorities in monitoring and urging the implementation of Resolution No. 54/NQ-CP dated April 12, 2022 on promulgation of the Government's action plan to implement the Resolution of the National Assembly on economic restructuring plan for the period of 2021 - 2025; To be specific: focus on formulation and implementation of measures to attract foreign direct investment, especially investment from FTA partners in association with mechanisms and policies that encourage advanced technology transfer and modern governance, and connection between production along the value chain and domestic private sector enterprises; renovate investment promotion methods towards efficiency, with a focus on potential partners, and attract strategic investors that have experience and financial capacity and transnational corporations that have high technology, source technology, and environmentally friendly green technology.
- Cooperate with local authorities in monitoring, collecting and synthesizing investment data of countries participating in FTA and Vietnam, providing the data for the Ministry of Industry and Trade to monitor the implementation of FTAs.
- Study the possibility of opening some service sub-sectors for foreign investors to participate in such sub-sectors at an appropriate level; promote the development of domestic enterprises that have potential for capital, technology and competitiveness, and capability of effectively participating in the global value chain to take advantage of the trend of shifting supply chains to Vietnam and improve the self-reliance of the economy in the context of deeper and deeper international integration.
- Effectively implement the Program for assisting enterprises in digital transformation for the period of 2021 - 2025.
c) Ministry of Finance
- Review and complete financial cooperation frameworks and agreements with important partners including financial institutions, international financial forums and financial regulatory agencies in strategic partner countries, strategic partners and traditional partners of Vietnam.
- Deeply develop and increase the substantive efficiency in financial cooperation and external activities in the financial sector, shape regional financial instruments and mechanisms to support macroeconomic, public finance and financial market management; strengthen policy dialogue to enhance credibility in financial cooperation partnerships, and promote and attract external resources, mobilize receipt of and effectively manage technical support activities/programs provided for the Ministry of Finance from partners.
- Complete institutions in synchronous manner and implement integration commitments on tax, customs, insurance services, securities, accounting - auditing, etc. Research and propose implementation of import and export duty commitments within bilateral and multilateral frameworks in a proactive manner in order to reduce trade concentration, especially imports from specific partners.
- Enhance the effectiveness of implementation of financial integration commitments via improvement of the quality of analysis and forecast about impacts on the economy and financial sector; study and propose mechanisms and policies to ensure financial safety in case of full implementation of international integration commitments; strengthen and improve the effectiveness of dissemination of the benefits and challenges from the implementation of financial commitments to relevant organizations and individuals, especially the community of domestic and foreign enterprises; promote the synchronous and complete implementation of the National Single Window and the ASEAN Single Window, digital customs, smart customs, automatic issuance of taxpayer identification number; expand and strengthen cooperation with customs authorities in the world.

Effectively take advantage of favorable factors and external resources to mobilize capital and technology to serve the cause of national development.
- Promote Vietnam's role in international economic mechanisms and forums, especially mechanisms and forums of strategic importance in conformity with interests and conditions of Vietnam; increase Vietnam's participation in multilateral economic cooperation mechanisms and frameworks, including performance of the role of Co-chairs of the OECD's Southeast Asia Program for the period 2022 - 2025.
- Continue to mobilize partners, international organizations and multilateral mechanisms to support increase in health capacity, promote investment projects and support production and technology transfer of vaccines, drugs, medical equipment in the prevention and control of COVID-19 epidemic.

e) Ministry of Justice- Take charge and cooperate with relevant ministries, central authorities and the Government delegation for international economy and trade negotiations in researching and proposing negotiations, synthesizing and developing negotiation plans in the field of legal services and other fields as assigned by the Government.
- Cooperate with the Ministry of Industry and Trade in consolidating the overall negotiation plan and submitting it to the Prime Minister for approval, and at the same time, formulating and implementing legal and institutional negotiation plans.
- Proactively cooperate with relevant ministries, central authorities and organizations in assessing commitments in the field of legal services and relevant fields as assigned to ensure that negotiation plans and contents of commitments in FTAs achieve optimum efficiency for Vietnam.
- Cooperate with agencies that propose negotiations, signing, ratification and approval for FTAs and international treaties in assessing their legal impacts to serve as the basis for submission to competent authorities to propose and decide negotiations, signing, ratification and approval for FTAs and international treaties, thereby ensuring compliance with regulations of the 2016 Law on International Treaties.
- Cooperate with relevant ministries, central authorities and agencies in reviewing and assessing the compatibility of Vietnam's legal system with requirements and obligations to be met according to FTAs.

- Effectively implement programs, schemes and plans for enhancement of standards, measurement and quality to serve international economic integration including: (i) Project on "Strengthening and innovating measurement activities to improve competitiveness and international integration of Vietnamese enterprises by 2025, with a vision to 2030" (Decision No. 996/QD-TTg dated August 10, 2018 of the Prime Minister); (ii) Project on "Implementation, application and management of traceability system" (Decision No. 100/QD-TTg dated January 19, 2021 of the Prime Minister); (iii) Overall plan for increase in productivity based on science, technology and innovation for the period of 2021 - 2030 (Decision No. 36/QD-TTg dated January 11, 2021 of the Prime Minister).
- Continue to improve the effectiveness of the implementation of commitments on technical barriers to trade within frameworks of WTO, CPTPP, EVFTA, UKVFTA, RCEP and FTAs which Vietnam participates in. Build and complete the system of database on technical barriers to trade.

- Promote construction of new rural areas towards a green and sustainable direction, and increase the number of communes meeting new rural standards; review and complete targets and criteria on rural environment; build eco-villages and smart villages that adapt to the climate.
i) Ministry of Information and Communications
- Take charge of organization of the implementation of the National Digital Transformation Program by 2025, with a vision to 2030; organize the implementation of e-Government development strategy towards the digital government in the 2021-2025 period, with a vision to 2030; cooperate with ministries, central and local authorities in making and sending annual reports on implementation to the Government.

- Promote the development of cultural industries, build a healthy cultural market and a digital cultural environment in conformity with the digital economy, thereby meeting requirements for sustainable development of Vietnam in the context of the Fourth Industrial Revolution and extensive international economic integration.
- Promote connection between promotion and advertisement for national cultural values and greatest cultural products of Vietnam to the world and effective exploitation of FTAs, expansion and diversification of export markets. Develop the soft power of Vietnamese culture, thereby contributing to improvement of the national synergy in the next period.
l) Ministry of Labor, War Invalids and Social Affairs
- Continue to effectively implement the international integration strategy with regard to labor and society by 2020, with a vision to 2030, the Vocational Education Development Strategy for the period of 2021 - 2030, with a vision to 2045, and the Government’s Resolution No. 06/NQ-CP dated January 10, 2023 on development of a flexible, modern, efficient, sustainable and integrated labor market for quick socio-economic recovery; take charge and cooperate with the International Labor Organization and relevant ministries and central authorities in effectively implementing the Decent Work Country Programme for the period 2022 - 2026 and the Memorandum of Understanding on the cooperation to promote international labor standards in Vietnam for the period of 2021 - 2030.

- Strengthen international cooperation in environmental protection, protection and sustainable development of natural resources, response to climate change and implementation of relevant international commitments, especially commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26).
- Propose amendment and construction of a new legal system on sea and islands on the basis of assessment and review of the implementation of the Law on Natural Resources and Environment of Sea and Islands.
- Accelerate the formulation and submission of the national marine spatial planning and the master plan on extraction and sustainable use of coastal resources for issuance.
- Strengthen the basic investigation into resources and environment of sea and islands in order to meet requirements for sustainable development of the marine economy and ensure national defense, security, foreign affairs and international cooperation.

- Research and promote the expansion of international cooperation channels with other countries and international organizations in order to grasp the situation, exchange information, share experiences and cooperate in the implementation of measures for preventing, combating and handling crimes, especially transnational crimes, cybercrimes, crimes using high technology, etc; proactively detect difficulties and obstacles to cooperation to encourage countries and partners to cooperate in removing and resolving difficulties in order to maximize Vietnam's benefits and minimize damage; mobilize, enlist and request other countries to support Vietnam's viewpoints, policies and activities in economic forums and issues related to national security and interests.
- Expand international cooperation with the United Nations and foreign partners in implementing the Project on "participation of the People’s Public Security in the UN peacekeeping operations"; promote training and refresher training for officials to be ready to appoint officials and officers to participate in UN peacekeeping operations.
q) Ministry of Construction
- Complete regulations and use management tools to strictly control the process of effective urban development in association with the process of industrialization, modernization and rural development.

Promote the implementation of transport infrastructure development projects in the form of public-private partnership.
- Accelerate the implementation of strategies, programs and plans to strengthen cooperation and transport connectivity with neighboring countries and other countries in the region and in the world in order to take advantage of resources for further development of the transport system and restoration of international transport activities to meet travel demand and restore supply chains and circulation of goods in face of the impact of the COVID-19 pandemic.
s) Committee for Ethnic Minority Affairs
- Cooperate with ministries, central and local authorities in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 approved by the Prime Minister in Decision No. 1719/QD-TTg dated October 14, 2021.
- Strengthen international cooperation to mobilize resources to implement the National Target Program under the Project on "Strengthening international cooperation to support socio-economic development in ethnic minority areas" approved by the Prime Minister in Decision No. 2152/QD-TTg dated December 18, 2020.

- Closely cooperate with relevant ministries and central authorities in synchronously implementing international economic integration activities and solutions mentioned in this Resolution.

- Regularly review and complete mechanisms, policies, laws and regulations on administrative procedures, investment and business conditions and build an integrated information system in all fields, especially market, trade, investment, service, tourism, etc.
u) People's Committees of provinces and central-affiliated cities
- Proactively develop programs and plans to implement this Resolution in line with the Communist Party and State's policies and guidelines and characteristics of local areas.
- Proactively propose specific measures to remove difficulties for local enterprises in the process of fulfillment of FTA commitments. Effectively take advantage of opportunities from international economic integration in accordance with international regulations, laws, standards and multilateral institutions to protect legal interests of enterprises.
- Develop a specific action plan to quickly and effectively implement the Prime Minister's Decision No. 749/QD-TTg dated June 03, 2020 on approval for the National Digital Transformation Program by 2025, with a vision to 2030.
- Strengthen cooperation in organization of trade activities, connect goods supply and demand, and expand exchange activities to learn from international and regional experiences; assist enterprises, cooperatives and business households in advertising, introducing products and promoting product sale, especially agricultural products to the world market.
- Proactively direct and enable enterprises, cooperatives and business households to prevent and control the epidemic, and maintain stable production and safe and effective trade in imports and exports.
- Strengthen connection with the Ministry of Industry and Trade in fulfilling FTA commitments to avoid duplication and wastefulness and achieve optimum efficiency in the context of limited resources.
- Cooperate with the Ministry of Industry and Trade in receiving, operating, upgrading and developing the FTAP Portal to connect enterprises with state management agencies in the fulfillment of FTAs.

v) Vietnam Chamber of Commerce and Industry, enterprise associations and industry associations
- Promote dissemination of contents, impacts and solutions for taking advantage of opportunities and responding to challenges from commitments of WTO, FTAs and other commitments on trade and investment in each field, problem and market which enterprises concern about.
- From enterprise’s perspective, participate in giving opinions and criticism for the development of laws and policies on fulfilment of FTA commitments.
- From enterprise’s perspective, monitor fulfilment of FTA commitments by Vietnamese competent authorities and their partners, especially fulfilment of FTA commitments in aspects directly related to rights and interests of enterprises.
- Consolidate and express obstacles and difficulties of enterprises in fulfilment of commitments and integration; and advise and propose policy solutions to promptly and effectively overcome inadequacies.
- Collect opinions from enterprises, effectively consult negotiating agencies about negotiation of new FTAs and upgradation of existing FTAs.
- Provide advice, support and be representative of enterprises to participate in the process of resolution to international trade barriers, trade remedy investigation cases and different cases in foreign markets.
