RESOLUTION
KEY TASKS AND SOLUTIONS TO IMPLEMENTATION OF SOCIO-ECONOMIC PLAN AND STATE BUDGET ESTIMATE IN 2024
GOVERNMENT OF VIETNAM
Pursuant to the Law on Organization of the Government of Vietnam dated June 19, 2015; the Law on Amendments to the Law on Organization of the Government of Vietnam and the Law on Organization of the Local Government of Vietnam dated November 22, 2019;
Pursuant to the National Assembly of Vietnam's Resolution No. 103/2023/QH15 dated November 9, 2023 on the socio-economic development plan in 2024 and Resolution No. 104/2023/QH15 date November 10, 2023 on the state budget estimate in 2024,
HEREBY RESOLVES:
In 2023, the situation of the world and Vietnam continued to develop in a quicker, more complicated, and more difficult manner compared to the prediction, creating a huge pressure on the management and operation of the macroeconomic situation and impacting the recovery and development of many sectors, industries, and people’s life. However, under the leadership of the CPV, effective and efficient management of the State, drastic participation of the political system, the joint effort and consensus of the enterprise community and people, support and assistance from international friends, the socio-economic situation of Vietnam continued to develop positively and fundamentally achieved the proposed general objective with many important results in many sectors, continuing to be a bright spot of the global economy. Macroeconomic situation was stable, inflation was controlled, and major balances were guaranteed. Economic growth gradually recovered, with the following quarter achieving higher results than the previous, and the economic growth of the whole year was estimated to reach 5,05%, being among the high-growth countries in the region and the world; many prestigious international organizations highly appreciated the results and prospects of our country's economy. The average consumer price index (CPI) for the whole year increased by 3,25%. State budget revenues exceeded the estimate by 8,12% while continuing the implementation of measures to exempt, reduce, and defer taxes, fees, charges, and land use levies; public debts, government debts, foreign debts, and state budget deficits were controlled within the permissible limit. Currency and foreign exchange markets were fundamentally stable and interest rates decreased. Import and export tended to recover with the estimated trade surplus of 28 billion USD. Agricultural areas developed stably, continuing to be the firm pillar of the economy during difficulties with an estimated increase of 3,83%, the highest in the last 10 years; service areas developed vibrantly with an increase of 6,82%; industries recovered quickly by each quarter with an increase of 3,02% for the whole year, in which the manufacture and processing industry increased by 3,62%. Energy security and food security were guaranteed. Public investment disbursement in 2023 was estimated to reach 95% of the set plan, higher than in 2022 in terms of percentage and absolute figures. The strategy for infrastructure had a breakthrough implementation, especially traffic infrastructures, which had undergone a remarkable transformation; 475 km of road expressways were completed and put into operation, bringing the total number of kilometers of expressways put into operation to 1.892 km. Planning was accelerated, and the formulation, appraisal, and approval for 108/111 planning was completed. The development and completion of institutions and policies were focused on, with many innovations in leadership, directive, and implementation. National digital transformation was promoted actively, and Scheme No. 06 was implemented drastically. Prolonged existing issues had initial results after the application of focused handling and resolution measures. Sectors of culture and society continued to receive development investment, achieving and exceeding the targets prescribed in the social plan. Policies on meritorious persons, social security assurance, and support for people and enterprises were adequately and promptly implemented. Poverty reduction continued to be a bright spot, highly appreciated internationally. Action programs on responses to climate change, emission reduction, and energy conversion were drastically implemented. Prevention and combat against corruption, negativity, and waste and settlement of denunciations and complaints were intensified. The socio-political situation was stable, and national defense and security were improved; sovereignty and territorial integrity were sustained; occurring situations were handled efficiently, preventing any passivity or surprises, especially about strategies. Diplomacy were a bright spot, reaching many important and historical achievements and creating new opportunities for developing and continuing to consolidate and improve the position and reputation of Vietnam internationally.
2024 is the year of acceleration and breakthrough, having a special meaning for the victorious implementation of the 5-year socio-economic development plan 2021-2025. The situation of the world and region will continue to have unexpected and complicated developments; consequences of the COVID-19 epidemic will continue to have a prolonged impact. Strategic competition between large countries to be more heated, and clashes in Ukraine and the Gaza Strip will potentially be prolonged. Global economic growth, trading, and investment continue the downtrend. Inflation and currency policies of several major economies still contain uncertain elements. Non-traditional security challenges, especially epidemics, natural disasters, and climate change, become permanent risks with increasingly severe impacts. In Vietnam, the economy has interlaced opportunities, advantages, difficulties, and challenges, with difficulties and challenges overwhelming the others. Inflationary pressure is still strong; production and business are expected to face difficulties; the demands of traditional and major import and export markets of Vietnam continue to decrease. Shortcomings, limitations, and inadequacies from inside the economy regarding the economic structure that have accumulated for a long time are still not resolved completely; markets of finance, currencies, and real estate still have potential risks; the scale of Vietnam's economy is still modest, but its openness, competitiveness, and resistance to external shocks are still limited; natural disasters, epidemics, climate change, drought, storms, floods, and landslides continue to have abnormal developments with increasingly severe impacts, etc.

To achieve the victorious implementation of objectives and tasks of the plan for socio-economic development and state budget estimate in 2024 according to Resolutions and Conclusions of Central Authorities and the National Assembly of Vietnam, the Government of Vietnam requests authorities at various levels to be determined to resolve any difficulty and overcome any challenge, maintaining the spirit of overcoming difficulties, solidarity, self-reliance, self-strengthening, proactive adaptation, flexibility, and drastic actions scientifically, effectively, innovatively, and creatively according to the topic of “Discipline, responsibility, activity, timeliness, creativity, sustainable effeciency” with 6 viewpoints and focuses, including:
1. Disseminate, strictly comply, and consistently, drastically, effectively, and substantially implement the Resolution in the 13th CPV Congress and Resolutions and Conclusions of Central Authorities, the National Assembly of Vietnam, and the Government of Vietnam. Focus on consistently and effectively implementing viewpoints, objectives, tasks, and solutions of the Socio-Economic Development Strategy 2021-2030, 5-year plans during 2021-2025, focusing on 3 breakthrough strategies, 6 key tasks, and 12 major solution groups. Strictly, effectively, and promptly cooperate with agencies in the political system; proactively and actively prepare for CPV Congresses at various levels towards the 14th CPV Congress. Focus on summarizing 5-year plans during 2021-2025 and developing 5-year plans during 2026-2030.
2. Promote the strength of great national unity and ignite patriotism, self-reliance, self-strengthening, and the desire to develop a strong and prosperous country. Mobilize and effectively use sources with basic, strategic, long-term, and decisive internal forces combined with important, necessary, breakthrough, and recurrent external forces.
3. Focus on proactive, flexible, timely, and effective directives and strict, consistent, and harmonious cooperation between policies. Follow the actual situations and policy responses promptly and appropriately, especially for urgent short-term issues arising, while effectively carrying out fundamental tasks and solutions in the medium term and long term.
4. Tighten discipline and improve the effectiveness, efficiency, and responsibilities of heads regarding the development and enforcement of laws; accelerate administrative procedure reform and national digital transformation; strengthen decentralization and authorization in association with the allocation of sources appropriately, improve implementation capacity, and intensify the inspection, supervision, and control of power. Continue to promote the prevention and combat against corruption, negativity, waste, and group interests; thoroughly rectify acts of avoiding and shifting responsibilities in the implementation of official work; protect officials who dare to think, do, and take responsibility for mutual benefits.
5. Ensure that the cultural development is on par with the development of the economy, politics, and society; focus on developing a healthy and cultural lifestyle and promote traditional values and customs; prevent the deterioration in morality and lifestyle. Successfully implement policies on meritorious persons, eligible beneficiaries, social security assurance, sustainable poverty reduction, advanced implementation, social justice, environmental protection, and care for the physical and spiritual life of the people, especially for meritorious persons, eligible families, poor households, disadvantaged subjects in remote areas, border areas, and islands, and ethnic minorities.
6. Firmly protect independence, sovereignty, unity, and territorial integrity; ensure political security and social order and safety; develop an independent and autonomous economy with proactive and active international integration comprehensively, deeply, substantially, and effectively; maintain peace and stability for quick and sustainable development. Intensify the information and communications on policies, creating social consensus and consolidating faith among the People.
II. MAIN TASKS AND SOLUTIONS
1. Prioritize the acceleration of economic growth, maintain macroeconomic stability, control inflation, and ensure major balances

Adopt credit solutions in conformity with the developments of the macroeconomic situation and inflation, meeting the capital demand of the economy; direct credit institutions to orient credit toward sectors of production and business, prioritized sectors, and economic growth motivations; control credit for sectors with potential risks. Encourage credit institutions to reduce costs, simplify loan procedures, and strive to reduce loan interest rates to support the economy; continue to implement measures to increase access to credit capital of enterprises and people and measures to restrict and aim towards the early end of “black credit”.
Intensify finance - state budget discipline; strictly manage state budget revenues and tax refund as per regulation; continue to reform administrative procedures concerning taxation, accelerate the digitalization of tax administration; prevent tax collection loss and drastically recover tax debts; ensure the correct, timely, and sufficient collection, utilize revenue sources with fiscal space and adopt measures to nurture revenue sources effectively and sustainably, and strive for the state budget revenue in 2024 to exceed at least 5% of the estimate; allocate and assign the estimate in 2024 to units using the budget while ensuring the time, conditions, and procedures as per regulation; thoroughly save expenditures, especially recurrent expenditures, and reduce and save 5% of the recurrent expenditure estimate right at the start of 2024 compared to the assigned estimate; control deficits, public debts, government debts, and foreign debts within the permissible limit; effectively implement the repurchase, conversion, and payment of government bonds; promptly pay debt obligations of the state budget; research on the continuation of the implementation of policies on exemption, reduction, and deferral of taxes, fees, charges, and land use levies to support the people and enterprises; strictly implement regulations on auction when transferring and leasing public assets and allocating and leasing land. Promulgate and promptly implement policies concerning global minimum tax appropriately and effectively.
b) Grasp and follow the developments of the economy, prices, and inflation in the world and region, increase the capacity for analyzing predictions, grasp the situation, and adopt policy responses promptly, appropriately, and effectively to new issues, ensuring major balances, especially about foods, energy, etc.
c) Intensify trade promotion; continue to diversify export markets, products, and supply chains; consolidate and expand the market share of Vietnamese goods in traditional markets; create a breakthrough to expand new and potential export markets; prioritize utilizing and taking advantage of opportunities from key and strategic export markets. Accelerate the negotiation and signing of trade agreements, commitments, and connections, focus on promoting the negotiation and signing of Free Trade Agreements (FTAs) with the United Arab Emirates (UAE) and Latin America, continue to expand export to African regions and Halal markets; assist enterprises in effectively utilizing commitments in concluded FTAs, especially CPTPP, EVFTA, and UKVFTA, and complete the implementation of the FTA with Israel. Proactively resolve difficulties to accelerate customs clearance of goods, improve the efficiency of import and export at border checkpoints, especially for agricultural and aquatic commodities with seasonal nature; carry out the conversion to official-quota export quickly and strongly. Promptly provide notifications and dissemination to raise the awareness of manufacturers and exporters regarding types of barriers of import markets, especially new requirements for "green" production to improve the quality of goods and limit risks and passivity for enterprises.
Diversify import markets, especially the raw material import market serving production, avoiding any major reliance on one market; gradually improve the balance of trade with Vietnamese markets that have trade deficits in a more balanced direction. Intensify the quality control of imports; urgently review, amend, and supplement regulations on specialized inspection, ensuring conformity with international practices to shorten the customs clearance time of imports.
d) Accelerate the development of internal markets and effectively implement programs and schemes for the development of domestic markets; strive to increase the total retail sales of goods and revenues from consumer services by 9%. Closely monitor the situation of markets and adopt measures to ensure the balance of goods supply and demand, especially during holidays, Tet, etc.; promptly implement solutions to consumer demand increase and trade promotion in Vietnam. Successfully carry out the prevention and combat against goods origin frauds and safeguard measures to protect the Vietnamese economy, enterprises, and markets in conformity with international commitments. Intensify the market management; inspect and control key, effective, and efficient markets, especially in essential sectors and commodities that greatly impact the socio-economic situation, domestic production, and consumers' rights; combat and strictly handle smuggling, commercial frauds, counterfeit goods, speculation, manipulation, and unreasonable price increase.
dd) Accelerate the implementation and disbursement of public investment right at the start of 2024, especially for key and nationally important projects, inter-regional and coastal expressways, and national objective programs; strive for the disbursement to reach more than 95% of the assigned plan; intensify decentralization and authorization in association with the improvement of the heads' responsibilities for deciding investment guidelines, investment in projects, and public investment disbursement; prevent diversified investment, eliminate unnecessary projects, transfer capital of projects that cannot be disbursed to projects capable of disbursement, preventing waste and inefficiency. Proactively prepare necessary conditions concerning sites, material mines, personnel, etc., for immediate implementation after receiving capital plans assigned by competent authorities.
e) Innovate the contents and methods of advertising and promoting tourism. Organize programs on Vietnamese tourism introduction and tourism stimulation to attract international tourism; diversify the utilization of inbound tourist markets. Strengthen communications and provide adequate information on the open door policy and requirements for inbound tourists. Strive to welcome 18 million inbound tourists and serve 110 million domestic tourists by 2024. Accelerate the promulgation and effective implementation of the planning for the system of Vietnamese tourism development by 2030, with a vision toward 2045.
2. Continue to review and complete constitutions, laws, regulations, and policies associated with the improvement of the effectiveness and efficiency of law enforcement; accelerate the reduction and simplification of administrative procedures and regulations on business.

Intensify the inspection and handling of documents contrary to laws; focus on handling and reviewing legislative documents that are contradictory, overlapped, and inadequate. Promote the role of the Working Team of the Prime Minister of Vietnam regarding the review of legislative documents, especially for specific and complicated work concerning industries and sectors; urgently process the results of the review of documents according to Resolution No. 101/2023/QH15 of the National Assembly of Vietnam and Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister of Vietnam. Continue to systemize legislative documents; improve the effectiveness of cooperation in developing, promulgating, inspecting, and enforcing legislative documents.
Improve the role, capacity, professionalism, and quality and intensify communications, information technology application, and modernization of the legal aid system; effectively implement legal aid regulations at Courts and in criminal investigations and cooperation in procedural matters and operations of grassroots authority for the easy access of the people. Improve the effectiveness and efficiency of the state management of sectors of judicial administration, judicial assistance, and legal aid for enterprises, etc. Successfully implement international cooperation in legal development; complete the law on judicial assistance; be active and proactive in settling international investment disputes. Increase guidelines on law enforcement and communications on policies and laws.
b) Focus on reviewing, reducing, and simplifying administrative procedures and business regulations, preventing the occurrence of new administrative procedures, regulations, standards, and technical standards that are unnecessary, unconformable, and infeasible. Continue to intensify the decentralization in the settlement of administrative procedures; resolve to reduce and simplify international administrative procedures among state administrative agencies and in each ministry, central authority, and local authority to improve the effectiveness of official work implementation, unlock resources, and develop the socio-economic situation. Strengthen administrative discipline and responsibilities of heads of agencies and units regarding the improvement of the service quality in the implementation of administrative procedures and provision of public services by effectively using the set of indexes serving people and enterprises.
c) Continue to proactively review and complete constitutions, policies, and regulations and focus on resolving difficulties to stably, healthily, and sustainably restore and develop types of markets, especially markets of corporate bonds, land use rights, real estate, labor, science and technology, energy, etc., contributing to the effective mobilization and use of resources for business production. Intensify the management and supervision, especially the inter-connected supervision among markets, promptly and strictly handle violations, and improve transparency and publicity.
3. Accelerate the construction and development of the system of consistent and modern strategic infrastructures, especially systems of expressways, airports, ports, urban infrastructures, inter-regional infrastructures, digital infrastructures, social infrastructures, medical infrastructures, educational infrastructures, etc.
a) Focus on accelerating the progress of the construction of nationally important traffic infrastructure works: expressways of North-South in the East, belt 4 of Hanoi Capital, belt 3 of Ho Chi Minh City, Khang Hoa – Buon Ma Thuot, Chau Doc – Can Tho – Soc Trang, Bien Hoa - Vung Tau, Tuyen Quang – Ha Giang; Long Thanh International Airport, T3 Terminal - Tan Son Nhat Airport; strive for the early completion and upgrade of maritime channels into Cap Mep - Thi Vai port and Nam Nghi Son port; put into operation the Nhon elevated railways – Hanoi Station and Ben Thanh – Suoi Tien urban railways. Strive to complete 3.000 km of expressways by 2025; put into utilization and use at least 130 km of expressways in 2024. Accelerate the investment progress and construction of inter-regional key projects, such as expressways of Hoa Binh- Moc Chau, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh, Ho Chi Minh City - Chon Thanh, Ho Chi Minh City - Moc Bai, Dau Giay - Lien Khuong, and projects on connecting the Ho Chi Minh road to the Chu Market - Trung Son junction and Rach Soi - Ben Nhat - Go Quao - Vinh Thuan. Request competent authorities to approve investment guidelines of the Project on North-South Express Railway in 2024 and continue to accelerate the investment progress of other key railways, such as Hanoi- Lao Cai - Hai Phong, Ho Chi Minh City - Can Tho, Bien Hoa - Vung Tau, and Long Thanh - Thu Thiem.
b) Focus on resolving difficulties in the implementation of large-scale infrastructure projects, especially the site clearance, compensation, support, resettlement, and repurposing of forest, forest land, and rice land, ensure the supply, control prices of raw materials, and promptly review and adjust land use quotas in conformity with the objectives of the development of infrastructures. Review and complete regulations, policies, and solutions practically and effectively; accelerate the development of infrastructure projects following public-private partnership investment; research the development and promulgation of National Technical Regulations on Expressways. Proactively develop specific regulations and report the promulgation of such regulations or the supplement to resources to implement nationally important works in necessary cases to competent authorities.
c) Continue to monitor the developments of the building material market, ensure the balance of supply and demand, and stabilize the market, especially for key materials; adopt consistent measures to ensure the building materials (sand, foundation soil) for infrastructure works, especially key works in the traffic sector; review and propose measures to manage investment in the development of building material products. Re-review standards and regulations concerning building materials for supplement and amendments conforming with actual requirements. Accelerate the development, promulgation, and effective implementation of the plan to implement the planning for surveys, extraction, processing, and use of minerals used as building materials during 2021-2030, with a vision toward 2050.
d) Promptly and effectively implement the plan to implement the national planning for electricity during 2021-2030, with a vision toward 2050; ensure energy security and sufficient supply of electricity and petroleum for consumption and business production. Accelerate the development and implementation of the program on electricity supply for rural areas, mountainous areas, and islands. Continue to focus on resolving difficulties for electricity projects; ensure the progress of investment and construction of key electricity source works and electricity networks. Research, advise, and develop regulations and policies for attracting investment and promoting the development of electricity and renewable energy conforming with the objectives, planning, socio-economic development conditions, and laws; urgently promulgate regulations on direct electricity trading. Complete and organize the effective implementation of the plan to implement the statement on the conversion from coal to clean energy. Develop and implement the strategy for Vietnamese electricity development for the new stage. Urgently research and request competent authorities to promulgate specific and breakthrough guidelines, regulations, and policies to resolve difficulties in the implementation and attraction of investment in projects on gas power, offshore wind power, and hydrogen development in Vietnam.

e) Actively implement criteria for and standards of trade infrastructures such as the criteria for rural trade infrastructures during 2021-2025; pilot market models for assurance of food safety according to the Vietnamese standard of food markets, etc.
g) Continue to invest in the completion of the system of agricultural and rural infrastructures adapting to climate change with the focus on irrigation works and rural clean water works serving agricultural restructuring and stabilization of rural people's life in association with the new rural development. Focus on promptly and effectively mobilizing and implementing the 2,5 billion VND loan from preferential loan capital and ODA capital for the sustainable development of the Mekong Delta.
h) Research and develop policies and directions for developing and managing urban technical infrastructures and urban underground space. Urge centrally affiliated cities to review, formulate, adjust, and approve specialized planning for technical infrastructures to create the grounds for investment attraction and management. Assess and review the situations of urban drainage and flooding, especially in large urban areas, such as Hanoi, Ho Chi Minh City, Danang City, etc., to adopt effective schemes and solutions to the prevention of urban flooding and responses to natural disasters and climate change. Strengthen the management of clean water production and business and assurance of continuous and clean water supply.
4. Focus on effectively and substantially implementing the economic restructuring in association with models for growth and enhancement of the comprehensive national strength, improvement of competitiveness, and fast and sustainable development; accelerate the development of digital economy, green economy, circular economy, evening economy, e-commerce, emerging sectors and industries, and new and effective business models; renew previous growth motivations and effectively utilize new development motivations
a) Restructure the system of industries and sectors and each industry/sector therein in association with the innovation of the growth model in the direction of intensifying the application of science and technology and improving the productivity, quality, effectiveness, competitiveness, autonomy, adaptive capacity, and resistance of the economy.
Accelerate the industrial restructuring; focus on restoring and developing several industries, especially processing, manufacture, and semiconductor chip production, to motivate the acceleration of economic growth. Improve the effectiveness of operations and competitiveness of enterprises engaging in industrial production; develop regulations on and roadmaps for the development of the number of enterprises, paying attention to the development of supporting enterprises. Promote the application of achievements of Industry 4.0 to industrial production. Focus on investing in the construction of scientific and technological research facilities capable of receiving and mastering new technologies and innovating technologies for the development of prioritized industries and industrial sectors. Intensify investment and accelerate research and development (R&D) to be able to research, design, and invent several hi-tech products while expanding cooperation in national science and technology with strategic partners. Urgently research and request competent authorities to promulgate breakthrough regulations and policies to promptly resolve difficulties in the attraction of development investment in key industries, basic industries, and emerging technologies (semiconductor chips, etc.). Continue to carry out measures to improve the effectiveness of the management of construction investment, strict control of the quality of construction works, and promotion of administrative procedure reform and decentralization in construction investment operations. Focus on completing the system of construction standards, regulations, norms, and prices.
Drastically and effectively implement Resolution No. 19-NQ/TW dated June 16, 2022; continue to convert the mindset of agricultural production to agricultural economy. Promote agricultural restructuring; encourage the development of green, clean, ecological, organic, circular, hi-tech, smart, and climate change-adapted agriculture. Re-organize production according to cultivation areas and key products in association with geographical indications, origin traceability, and development of codes of planting and farming codes. Innovate and develop the cooperative economic situation, support cooperation, and value chain collaboration. Guide and orient provinces, especially key areas for rice production, animal husbandry, and aquaculture, to formulate production plans in conformity with the consumption trends and needs of markets, ensuring food security and promoting the export of agricultural products. Carry out industry development strategies in the direction of multi-value integration, inter-sectoral cooperation, and increase of scientific and technological contents; promote the development of the digital economy of agriculture and develop digital rural areas and digital farmers. Improve the capacity and quality of the agriculture extension system for the restructuring of the industry and new rural development. Focus on effectively implementing the “Phát triển bền vững một triệu héc-ta chuyên canh lúa chất lượng cao và phát thải thấp gắn với tăng trưởng xanh vùng đồng bằng sông Cửu Long đến năm 2030” (Sustainable development of one million hectares of high-quality rice cultivation and low emission in association with the green growth of the Mekong Delta by 2030) scheme.
Continue to restructure important service industries and sectors, such as trade, logistics, etc., and accelerate tourism restructuring, ensuring effectiveness and sustainable development requirements; focus on investing in the “làm mới” (renew) of tourism products; innovate activities of advertising and communications; develop tourism products and services with potentials and competitive advantages; ensure the conditions for physical facilities and service quality. Carry out the digital and green transformation and intensify the application of technologies to tourism.
b) Continue to accelerate the restructuring of state budget expenditures and revenues, improve the management effectiveness, and allocate and use the stage budget. Strictly control state budget deficits and prioritize the arrangement of sources of increased revenues and expense savings of the central budget to pay principal debts. Urgently present competent authorities with the scheme to innovate the regulation on management decentralization and allocation of the state budget in the direction of strengthening the leading role of the central budget and improving the proactivity, activeness, and flexibility of local budgets. Drastically and effectively implement schemes to handle 4/12 remaining behind-schedule and ineffective enterprise schemes. Intensify discipline regarding the management and use of state capital and property at enterprises and state-funded enterprises. Promote the transparency and publicity of information on enterprises and increase the accountability of enterprises.
Continue to re-arrange state-owned enterprises to focus on key and essential industries and sectors, important areas for national defense and security, and areas not invested in by enterprises of other economic components. Improve the effectiveness of business production and efficiency of investment sources of corporations and state corporations, focus on major business sectors, rectify fragmented, diversified, and inefficient investment; minimize investment in industries and sectors that are underperforming or causing state budget deficits. Promote the role of state-owned enterprises participating in important and large-scale projects with leading and pervasive impacts on key economic sectors and new industries and sectors, creating motivations and contributing to growth acceleration.
e) Follow the e-commerce development of the world and Vietnam, promptly promulgate policies, complete the legal framework, and promote the e-commerce development in Vietnam. Research on the development of the open knowledge system of models for and experience in the development of the digital economy and digital society in Vietnam and the world.
g) Effectively implement measures to resolve and promote the real estate market to develop safely, healthily, and sustainably. Research on the development of regulations, policies, and solutions concerning the encouragement and attraction of foreign investment in the real estate market, minimize imbalances in the real estate product supply and demand, and focus on encouraging the development of real estate products meeting major needs of society, such as social housing and commercial housing with reasonable prices. Complete and regularly maintain the system of information and databases on housing and the real estate market. Follow the developments of the real estate market to promptly adjust and resolve difficulties, limitations, and shortcomings of real estate market policies, regulations, and laws.
h) Strengthen the connection between collective economic organizations, cooperatives, and other economic components; research on methods of supporting social enterprises; effectively implement the Law on Cooperatives 2023. Encourage the strong development of the private economy to become an important motivation of the economy. Implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo of Vietnam. Selectively attract foreign-invested projects, especially in emerging industries and sectors in association with the domestic markets and enterprises, and participate in regional and global value chains more deeply.
i) Complete the institution applicable to public service providers; accelerate the approval for planning for the networks and lists of public service providers and promulgate technical economic norms and public service prices. Carry out the price management principle according to the market regulations on service goods, including basic public services; respect the right to self-valuation and price competition of organizations and individuals engaging in business production according to laws. Promote private investment in health, education, culture, sports, etc., where investment is made by enterprises rather than the state according to planning, etc.
5. Focus on developing high-quality personnel, especially personnel in sectors of biotechnology, artificial intelligence, chips, and semiconductors, in association with scientific research, technological development and application, and acceleration of innovative entrepreneurship
a) Continue to drastically and effectively implement guidelines on the fundamental and comprehensive innovation of education and training; innovate preschool education contents, programs, and measures to create a firm foundation for preschool children enrolling in general education; continue to consolidate, maintain, and improve the quality of educational universalization; effectively implement the General Education Program 2018, promote the proactivity and flexibility of schools and autonomous capacity of teachers regarding the implementation of the Program; complete the compilation of remaining textbooks according to the set schedule while ensuring their quality. Accelerate the development of a learning society and develop continuous education programs meeting the requirements for diversified learning of the people. Intensify education concerning ethics, lifestyle, life skills, and school safety assurance; strengthen school health care, physical education, and school sports for students and accelerate support for students' entrepreneurship and training facilities' creative innovation-related matters.

Consistently implement measures to develop teachers and fundamentally settle the situation of local teacher surplus and shortage, especially the shortage of preschool and general education teachers; continue to implement the roadmap for the improvement of the training qualifications of teachers; prioritize investment in physical facilities and teaching equipment for education and training institutions; pay attention to investment in the construction of schools and classes in large urban areas and industrial zones and reinforce schools and classes in ethnic minority areas, mountainous areas, and areas with extremely difficult socio-economic conditions. c) Continue to consistently review, amend, supplement, and complete the legal framework to promote the development of science and technology and creative innovation; develop the enterprise-centered national system of creative innovation. Develop the science and technology market, intermediaries of such a market, and scientific and technological enterprises. Research and propose the pilot regulations on the development of scientific and technological enterprises at research institutes and universities following the spin-off model; implement pilot policies to create motivations for commercialization and put research results and intellectual property created from the state budget to business production. Promote the national innovative entrepreneurship ecosystem and the National Innovation Center; strengthen the connection of domestic and international innovation networks. Develop and implement regulations on the utilization of scientists, especially talented scientists, and implement pilot policies on specific and outstanding incentives in conformity with labor market rules.
Carry out the effective and targeted implementation of schemes, programs, and tasks of science and technology at the national level, focus on determining and implementing tasks of science and technology to serve national products and key products of provinces; promote the role of consulting on socio-economic development policies of scientific research organizations. Promote activities concerning standards, measurement, quality of productivity enhancement support, and quality of goods and products, prioritizing the development of the national quality infrastructure toward concentration, consistency, synchronization, and international integration; focus on promoting the protection of industrial property rights and the development and utilization of industrial property for economic development and international integration. Continue to research and widely implement solutions and technologies in atomic energy for peace. Actively and proactively carry out international integration in science, technology, and creative innovation.
6. Comprehensively develop sectors of culture and society, ensuring the harmonious association with economic development; ensure social security and improve the People's material and spiritual lives; continue to innovate and improve the quality of social policies meeting requirements for the development and protection of the fatherland in the new stage.
a) Continue to implement the Conclusion of General Secretary Nguyen Phu Trong at the National Conference on Culture and Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo of Vietnam; accelerate the promulgation and effective implementation of the planning for the network of culture and sports facilities by 2030, with a vision toward 2045. Organize formal, healthy, safe, and economical events of culture and sports, travel in celebration of the CPV and spring, 70th anniversary of Dien Bien Phu Victory, 65th anniversary of the opening of Ho Chi Minh Road, etc. Focus on developing a healthy cultural environment; pay attention to the development of grassroots cultural life and continue to direct the successful implementation of the “Toàn dân đoàn kết xây dựng đời sống văn hóa” (All people united to develop a cultural life) movement, and movements to develop families, villages, hamlets, communes, wards, and cultural offices. Develop mass sports movements; invest in and improve the achievements of key sports in the direction of approaching the achievements of the continent and the world. Prepare athletes and coaches participating in International Sports Festivals in 2024, such as the 2024 Olympic qualifiers, the Olympic Games in Paris in 2024, etc.
b) Continue to implement Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat of Vietnam and the Ordinance on incentives for revolutionary contributors. Organize the implementation of policies on incentives for and the work of nurturing, caring for, and nursing revolutionary contributors adequately, promptly, and effectively, ensuring publicity and transparency. Urgently promulgate and implement the program on housing support for revolutionary contributors during 2021-2025. d) Continue to consistently implement solutions to the sustainable poverty reduction in a multidimensional, inclusive, and “không để ai bị bỏ lại phía sau” (leaving no one behind) direction, ensuring the minimum living standard and basic social services; support the development of production, livelihood diversity, and gradually improve income and stabilize long-term life for poor and near-poor households according to Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat of Vietnam. Adequately and promptly implement poverty reduction policies as per regulation. Accelerate the review, amendment, and supplement to poverty reduction policies in an integrated, consistent, and effective direction in association with the implementation of sustainable development objectives and ensure a gradually increasing minimum living standard, and increase people’s accessibility to basic social services; accelerate the promulgation of policies on conditional support, increase of social policy credit for poor people, and social protection for poor households incapable of working.
dd) Review and complete social and unemployment insurance policies toward coverage expansion and contributor development. Intensify the inspection of the implementation of policies on social insurance, unemployment insurance, and occupational disease and accident insurance in provinces; strictly manage social insurance contributors and beneficiaries. Promptly implement unemployment insurance policies; promptly provide advice, advanced training in occupational skills, and introduction for workers looking for new jobs. Adopt effective solutions and policies to rectify the situation of lump-sum social insurance withdrawal of workers. Focus on completing the Law on Social Insurance (amended) for presentation to the National Assembly of Vietnam for promulgation and promulgating elaboration documents. Implement the Social Insurance Agreement concluded with Korea and continue to promote negotiation and signing of Bilateral Social Insurance Agreements with other countries.
e) Develop the labor market, intensify the connection of labor supply and demand on the market; invest in the development of the system of public employment service centers. Promote and improve the quality of guest workers-related operations; increase the management, promptly handle arising issues, and ensure the legitimate rights and benefits of workers and enterprises; increase support for the timely return of guest workers for integration into the domestic labor market. Continue to implement Directive No. 09-CT/TW dated September 9, 2021 of the Secretariat of Vietnam. Improve the effectiveness of the management of foreign workers in Vietnam. Instruct employers to comply with the law on the management of foreign workers in Vietnam.
g) Accelerate the development of social housing and housing for workers; focus on effectively and quickly implementing the “Đầu tư xây dựng ít nhất 01 triệu căn hộ nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp giai đoạn 2021-2030” (Investment in at least 1 million social housing apartments for low-income people and workers of industrial zones during 2021-2030) scheme; strive to complete around 130 thousand apartments in 2024. Continue to maintain the operations of the Inter-Sectoral Working Team working with several provinces to resolve difficulties and accelerate the effective implementation of support policies on social housing, housing for workers, and renovation and re-construction of old apartment buildings; determine the damnd, allocate budget, and provide loans for individuals and households to purchase or lease purchase social housing or housing for workers; construct or renovate and repair housing according to social housing policies; monitor the renovation and construction of old apartment buildings in provinces. Research on the promulgation of credit policies on loans for repair and construction of housing for poor and near-poor households in rural areas.
h) Intensify measures to improve the quality of health services, satisfaction of the people, and assurance of safety and security at health facilities. Promote the management of people’s health; care for the health of the elderly, women, and children. Develop traditional medicine and combine traditional medicine with modern medicine. Improve the capacity for prediction, supervision, early detection, and timely and effective control of epidemics and public health emergencies. Intensify the management of non-infectious diseases, occupational diseases, accidents, health environment, food safety, and health improvement. Organize the implementation of Resolution No. 99/2023/QH15 of the National Assembly of Vietnam and Directive No. 25/CT-TW dated October 25, 2023 of the Secretariat of Vietnam. Focus on effectively rectifying the shortage of drugs, supplies, and medical equipment at public health facilities. Adequately and promptly supply vaccines and maintain the percentage of the administration of vaccines in the Extended Vaccination Program above 90%. Complete the development of regulations on supply, reserve, and specific procurement of rare drugs and drugs for rare disease treatment. Promote the implementation of programs on the digital transformation of health nationwide. Implement measures to intensify training, technical transfer, and health staff rotation to improve the quality of grassroots health personnel.
Continue to innovate financial regulations on health, urgently implement the correct road map, and calculate health service prices conforming with the solvency of the people, health insurance funds, and state budget. Research on the completion of health service payment methods; carry out the roadmap to national health insurance. Research and develop the comprehensive policy framework regarding population and ensure that the replacement fertility rate conforms with regions, inhabitants, and the quantity and quality of the population, prolonging and taking advantage of the opportunities of the golden population period. Carry out the preliminary review of the 5-year implementation of the Vietnamese Population Strategy by 2030 in association with the development and promulgation of the National Policy Framework for adaptation and settlement of population ageing issues.
i) Accelerate the consistent and effective implementation of 3 National Objective Programs, especially the National Objective Program on Socio-Economic Development of Ethnic Minority Areas and Mountainous Areas during 2021-2030; continue to implement the objective of multi-dimensional and inclusive poverty reduction. Focus on effectively implementing schemes, programs, strategies, and regulations on the socio-economic development of ethnic minority areas and mountainous areas. Effectively survey the socio-economic situation of 53 ethnic minorities and implement the inspection, review, development, completion, and guidance of ethnic policies. Promptly and substantially resolve difficulties in ethnic work and ethnic policies. Continue to complete and develop an inclusive, comprehensive, and diversified social security system and improve the accessibility of subjects, especially disadvantaged subjects, ethnic minorities, and people in remote areas, border areas, islands, and areas with difficult circumstances.
k) Urgently develop a plan to implement Directive No. 28-CT/TW dated December 25, 2023 of the Politburo of Vietnam. Effectively implement programs and schemes for children, especially the For Children National Action Program during 2021-2030. Develop a safe, friendly, and healthy living environment for the comprehensive development of children; effectively implement policies and laws on child protection, prevention and combat against children’s abuse, accidents, and injuries, child protection in cyberspace, and promotion of children’s participation rights. Prevent, control, and reduce the number of abused children and children suffering from accidents and injuries on all types of accidents and injuries, especially drowning and traffic accidents. Promptly support and intervene in cases where children are at risk of being abused, and children are abused; ensure the life and health of children; provide mental health care for children; ensure that children with mental health issues and orphans have access to appropriate support services to implement children’s rights.

7. Proactively respond to climate change and security of water sources, prevent and manage natural disasters, and increase the management of natural resources and environment; harmoniously settle the relation between economic development and environmental protection
a) Focus on completing the Law on Land (amended) for presentation to the National Assembly of Vietnam for promulgation and promulgating elaboration documents, ensuring that they come into force as of the effective date of the Law; review and propose amendments to current regulations concerning sectors of climate change and biodiversity in conformity with actual situations. Direct and guide the resolution of difficulties for provinces regarding land expropriation, land allocation, land lease, and land repurposing. Focus on developing and presenting the Law on Geology and Minerals.
b) Effectively implement the Scheme to Implement Results of the COP26 Conference, National Strategy for Climate Change, National Plan to Adapt to Climate Change during 2021-2030, with a vision toward 2050, and the Action Plan for Methane Emission Reduction. Complete regulations on the management of carbon credits in Vietnam, promotion of the development of domestic carbon markets, and connection with carbon markets in the region and the world. Research and develop regulations on the attraction of investment sources and effectively use capital support from international partners, especially partners in the Just Energy Transition Partnership with G7 in sectors of clean energy, renewable energy, and green transformation; promote green energy transformation and development of renewable energy and hydrogen; complete surveys and assessments of offshore renewable energy. Implement loss and damage assessments caused by climate change and intensify the management of activities to adapt to climate change. Focus on implementing initiatives and commitments of Vietnam when participating in the COP28 Conference and the plan to mobilize sources to implement the Political Declaration on Just Energy Transition Partnership (JETP).
c) Focus on implementing Resolution No. 36-NQ/TW while completing the national marine spatial planning during 2021-2030, with a vision toward 2050 for presentation to the National Assembly of Vietnam; prioritize the arrangement of resources and accelerate the implementation of key projects on responses to climate change, prevention and management of natural disasters, especially drought, saltwater intrusion, subsidence, erosion on the riverbank and coasts, and landslides, especially in the Mekong Delta, coastal areas, North Central Region, Central Highlands, and northern mountains. Effectively implement the environmental protection planning during 2021-2030, with a vision toward 2050. Develop databases on national environmental protection planning and environmental impact assessment for integration into the national database on the environment. Review and complete regulations on environmental protection, ensure harmony between environmental protection and economic development and continue to improve the effectiveness of the environmental impact assessment.
d) Focus on handling facilities causing severe environmental pollution; ensure the security of water sources and safety of reservoirs and prevent water resource depletion; promote cooperation with upstream countries and international organizations in effectively protecting and using water resources in transboundary river basins, especially the Mekong River and the Red River. Focus on implementing the Law on Water Resources (amended) and ensuring water resources for living activities and production; proactively prevent and manage drought, water shortage, and saltwater intrusion caused by El Nino. Research and propose regulations and policies on the mobilization of resources to handle and restore dead and polluted rivers.
dd) Improve the capacity for monitoring, predicting, and warning, with a focus on prediction and warning about natural disasters, meeting requirements for socio-economic development and prevention, control, and mitigation of damage caused by natural disasters in the new situation.
8. Promote the development of regional connections and effective operations of regional councils and comply with national, regional, and provincial planning; accelerate the speed and improve the quality of the urbanization and urban economic situation.
a) Develop socio-economic situations of regions and strengthen regional connection, especially traffic and energy infrastructures; continue to drastically, consistently, and effectively implement tasks and solutions according to Resolutions of the Politburo of Vietnam on socio-economic development and assurance of national defense and security for 6 socio-economic zones. Conduct a preliminary review and assessment of the implementation of Resolutions of the National Assembly of Vietnam on the pilot implementation of specific policies in provinces; review and develop regulations and policies on the development of regions following Resolutions of the Politburo of Vietnam. a) Accelerate the review to propose amendments and supplement to the Law on Government Organization and the Law on Local Government Organization to continue intensifying decentralization and authorization in association with the allocation of resources, improvement of the capacity of subordinates, and increase of inspection, supervision, and control of power. Drastically implement the arrangement of the internal apparatuses of agencies and units in a streamlined, effective, and efficient direction; complete the arrangement of administrative divisions of districts and communes by the 3rd quarter of 2024 to focus on CPV Congresses at various levels in the beginning of 2025, especially the commune level. Complete the law on autonomous regulations for public service providers based on the level of financial autonomy and intensify decentralization and proactivity for public service providers; complete the arrangement of public service providers of ministries, ministerial agencies, and governmental agencies.
b) Consistently, comprehensively, and effectively implement the salary reform policy according to Resolution No. 27-NQ/TW dated May 21, 2018 of the CPV Central Committee; complete the development of job positions of officials and public employees in the state administrative system before March 31, 2024; determine the responsibility of each ministry, central authority, local authority, and head to use as the basis for implementing the salary reform policy from July 1, 2024.
c) Continue to effectively implement the comprehensive program on administrative reform, focusing on reforming constitutions and the organization of apparatuses, officials, official work, and administrative procedures; focus on developing e-government toward digital government and promoting national digital transformation. Accelerate the development of online public service provision systems serving people and enterprises. Drastically implement and accelerate the completion of objectives and tasks in national programs and strategies for digital transformation and digital government. Continue to comprehensively innovate the single-window and inter-connected single-window regulations on administrative reform; focus on reviewing and handling difficulties and shortcomings concerning administrative procedures; improve the effectiveness of the provision of online public services and promote the consistent implementation of wholly online public services from the central level to the local level, ensuring their wholly online nature and quality.
d) Consistently implement guidelines, policies, and laws on prevention and combat against corruption and negativity, especially the Law on Prevention and Combat against Corruption 2018 and conclusions and directives of the Politburo of Vietnam and the Central Steering Committee for Prevention and Combat against Corruption and Negativity. Implement programs, working plans, and directive documents of the Central Steering Committee for Prevention and Combat against Corruption and Negativity. Implement the National Strategy for Prevention and Combat against Corruption by 2030. Consistently and effectively implement measures to intensify and improve the effectiveness of the prevention, detection, and handling of corruption; focus on inspecting sensitive sectors having high risks of corruption or subject to public opinions on corruption; inspect the responsibility of heads of ministries and central and local authorities in the enforcement of corruption prevention and combat laws; continue to develop the National Database on Control of Property and Income.
dd) Intensify publicity and transparency in inspections. Strictly and effectively implement Regulation No. 131-QD/TW dated October 27, 2023 of the Politburo of Vietnam; civil and administrative judgment enforcement laws; Directive No. 04-CT/TW dated June 2, 2021 of the Secretariat of Vietnam.
e) Thoroughly rectify acts of shifting, avoiding, and being afraid of mistakes and responsibilities of certain officials. Promptly commend and discipline the correct subjects according to regulations; effectively implement regulations and policies on the detection, attraction, and utilization of talents; encourage officials to be active and creative and dare to think, dare to do, and dare to break through for mutual interests; tighten administrative discipline and improve ethics, the culture of official work, and professionalism of officials and public employees to create a strong transformation in the implementation of official work.
g) Effectively implement citizen reception. Promptly settle denunciations and complaints under jurisdiction right from their occurrence according to laws and strive to reach a percentage above 85%; successfully implement decisions on the settlement of complaints and decisions on the processing of legally effective denunciations and strive to reach a percentage above 90%.

Strictly control state budget expenditures according to the assigned estimate and plan, ensuring compliance with regulations, standards, norms, and prescribed capital allocation conditions; reduce unnecessary expenditures and save recurrent expenditures. Intensify inspection and supervision, transparently disclose the use of the state budget, and strictly handle violations.
10. Intensify and consolidate national defense and security potential and firmly protect independence, sovereignty, and territorial integrity; ensure political security and social safety and order. Prevent CPV and State’s passivity and surprises concerning strategies.
a) Successfully provide advice on strategies for the CPV and State concerning military and national defense tasks. Enhance caution, focus on researching, grasping, assessing, and promptly and accurately predicting the situation, and prevent passivity and surprises, especially in essential regions and key strategic areas, contributing to the firm maintenance of sovereignty, territorial integrity, national interests, and peaceful environment for the construction and development of Vietnam. Continue to effectively implement promulgated strategies, resolutions, conclusions, schemes, and laws; direct the implementation of schemes, projects, programs, and plans for socio-economic development in association with the consolidation of national defense and security in 2024.
Proactively develop schemes and plans for combat readiness; regularly organize training and arrange guarding and fighting forces in conformity with situations. Strictly cooperate with departments, ministries, and central authorities in leading and directing national defense, promoting synergy, effectively mobilizing resources, and developing and consolidating a firm and strong all-people national defense. Successfully implement guidelines on the close combination of national defense and security with the socio-economic situation and vice versa in each area and nationwide.
Strictly maintain combat readiness and closely manage airspace, sea areas, borders, inland areas, and cyberspace, especially strategic and key areas; promptly and effectively handle situations, preventing passivity and surprises. Successfully implement civil defense tasks and proactively respond to non-traditional security challenges. Intensify e-reconnaissance and cyberspace combat and ensure contact information and cipher for tasks. Develop, manage, and protect national borders in the direction of peace, friendship, cooperation, and development.
Successfully direct the preparation of forces, equipment, and schemes for civil defense and prevention, management, and rectification of consequences of natural disasters, tragedies, epidemics, and environmental incidents and rescue. Develop and promulgate national documents, plans, and programs; cooperate in researching and grasping the situations of natural disasters and geology to adopt schemes to respond to situations proactively. Successfully implement international cooperation in responding to incidents, natural disasters, and rescue and implementing peace-keeping activities of the United Nations.
b) Proactively improve the quality of understanding, analysis, and prediction of situations and early and remote strategic advice, especially adjustments to policies of countries with great impacts on Vietnam’s national benefits and security. Ensure the security and safety of objectives, key works, and important political, cultural, and social events of Vietnam and major international conferences in Vietnam.
Focus on detecting, preventing, and neutralizing plots, intelligence operations, espionage, terrorism, sabotage, and riot incitement disrupting security and order. Successfully implement internal political security protection, assurance of the security of information on communications, cybersecurity, economic security, and assurance of security among workers. Focus on strongly and drastically suppressing all types of crimes, especially organized crimes concerning “tín dụng đen” (black credit), economy, and corruption, transnational crime with foreign elements, and hi-tech application crimes.
Intensify the effectiveness and efficiency of the state management of security and order, especially the management of foreigners, weapons, explosives, and combat gears. Pay attention to the effective utilization of the application of the National Database on the Population and Scheme No. 06 of the Government of Vietnam for the development of data applications on the population, identification, and e-verification for national digital transformation during 2021-2025, with a vision toward 2030. Implement measures to ensure traffic safety and order, urban order, and work of firefighting and fire prevention.

a) Continue to consolidate a favorable diplomatic situation, maintain the momentum, and successfully implement in-depth and effective relations with neighboring countries, major countries, and important partners. Promote diplomatic activities of superior leaders, deepen bilateral relations with important partners, increase political trust, and interlace interests. Take advantage of opportunities from expanding and upgrading the relations with partners to concretize achieved agreements and commitments into substantive and effective programs and projects. Disseminate and implement the Conclusion of the Politburo of Vietnam on Resolution No. 34-NQ/TW dated January 9, 2023 of the Politburo of Vietnam and schemes for developing Vietnam’s relations with key partners; schemes for upgrading relations with several partners; regulation on consistent management of diplomatic activities. Increase cooperation among foreign affairs pillars to promote synergy and specific advantages of each pillar, especially in strategic research, prediction, and advice. Monitor and grasp situations early and remotely, especially the situations of countries, important partners, general trends, and emerging issues; promptly provide advice on response measures to take advantage of opportunities and resolve challenges.
b) Promote economic diplomacy, take advantage of the effectiveness of external resources, and promote cooperation in sectors practically serving socio-economic development. Implement economic diplomacy to accelerate economic restructuring in association with the innovation of the growth model in an in-depth direction, mainly relying on science and technology, creative innovation, natural resource savings, and green growth. Urge the internalization of international laws, take advantage of the effectiveness of concluded FTAs, especially EVFTA, RCEP, and CPTPP, and negotiate and conclude new cooperation; research the capacity for participating in new initiatives concerning economic connection to ensure Vietnam’s interests. Urge the implementation of agreements and commitments recently concluded with partners; accelerate the resolution of difficulties in economic relations with other countries; support the attraction of high-quality foreign investment, especially in breakthrough sectors, such as digital transformation, green transformation, sustainable development, energy conversion, etc.
c) Proactively and actively participating in multilateral forums on the basis of following diplomatic guidelines, ensuring ensure the highest national and ethnic interests and balance and harmony in international conduct, and continuing to improve the position of Vietnam. Drastically implement achieved commitments and results in multilateral regulations and forums. Continue to host important multilateral events, especially the Partnership for Green Growth and Global Goals (P4G) Summit in 2025 and APEC meeting in 2027, and continue to successfully serve as the Co-Chair of the Southeast Asia Regional Programme (SEARP) of OECD during 2022-2025, etc. Promote the candidacy campaign for election to important agencies and multilateral forums, host international conferences, and promote the role of intermediary and conciliation regarding matters where Vietnam has benefits, capacity, and advantages.
d) Continue to fight for the protection of territorial integrity and sovereignty, appropriately handle arising issues, and maintain maritime and road borders peacefully and stably in compliance with international laws and agreements and legal documents with partners. Closely combine cultural diplomacy and diplomatic information to popularize the image and improve the soft power of Vietnam. Effectively implement the Diplomatic Strategy by 2030 and Conclusion No. 85-KL/TW dated August 19, 2020 of the Secretariat of Vietnam. Intensify unity and ensure more consistent and close cooperation between cultural diplomacy and political diplomacy, economic diplomacy, and work related to Vietnamese residing abroad to actively contribute to the socio-economic development of Vietnam, strong promotion of soft power, and improvement of Vietnam's reputation and position. Accelerate tourism recovery, people-to-people exchanges, and cultural cooperation. Continue to innovate and effectively implement work related to Vietnamese residing abroad and citizen protection. Continue to complete regulations and policies and promote training and advanced training for diplomatic officials meeting the requirements of the new situation. Accelerate the development of comprehensive and modern diplomacy.
12. Intensify information and dissemination, especially policy communications, improve the effectiveness of civil mobilization work, and create social consensus
Focus on informing and disseminating guidelines and directions of the CPV, policies and laws of the State, and Vietnam’s major events; proactively connect and develop a communications network from the central level to the local level. Disseminate the aspiration for national development and promote good models, creative methods, and examples of good people and good deeds. Successfully implement articles and programs on protection of the CPV’s ideological foundation; resolutely and persistently combat wrongdoings and refute distorted views and arguments of hostile forces; promptly reply to issues of public concern; destroy, remove, and prevent harmful, toxic, and false information; strictly handle violating organizations and individuals and gradually develop a healthy cyberculture. Intensify citizen reception, settlement of denunciations and complaints, and assurance of legitimate rights and benefits of citizens. Improve the effectiveness of the civil mobilization work, successfully implement grassroots-level democracy principles, promote the role of the Vietnamese Fatherland Front and its member organizations, socio-political organizations, enterprises, and people, and contribute to social consensus creation and consolidation of the great national unity bloc. Increase diplomatic information and mobilize the support of international communities for the effort and achieved results of Vietnam in socio-economic development, international integration, and assurance of national defense and security and territorial integrity in conformity with international laws and standards.
III. IMPLEMENTATION
1. Ministers, directors of ministerial agencies, directors of governmental agencies, and Presidents of People’s Committees of provinces and centrally affiliated cities shall:
a) Maximize positive aspects and achieved results and make efforts to rectify limitations and shortcomings in related sectors; strictly, quickly, effectively, practically, and comprehensively carry out tasks and solutions prescribed in Conclusion No. 64-KL/TW dated October 18, 2023 of the 8th Central Conference of the 13th CPV Central Committee, Conclusion No. 65-KL/TW dated October 21, 2023 of the Politburo of Vietnam, Resolution No. 103/2023/QH15 of the National Assembly of Vietnam, Resolution No. 104/2023/QH15 dated November 10, 2023, other Resolutions of the CPV and the National Assembly, and tasks and solutions prescribed in this Resolution according to assigned functions and tasks; promptly handle arising issues, create clear changes right from the beginning of the year; take full responsibility before the Government of Vietnam and the Prime Minister of Vietnam for the implementation results of their ministries and central and local authorities.

c) Ministries, ministerial agencies, and governmental agencies shall proactively observe domestic and international developments, improve the capacity, intensify the analysis, assessment, and prediction to promptly adopt comprehensive and consistent solutions, and take advantage of opportunities and advantages to reduce negative impacts on the economy, the business production of enterprises, and people's lives; intensify digital transformation, implement statistical work, and provide timely and accurate reports; quarterly update scenarios for the development of industries and sectors under their management and submit them to the Ministry of Planning and Investment of Vietnam for summary and update on the general growth outlook of Vietnam in Appendix II.
d) Regularly monitor, inspect, and supervise the progress and results of the implementation of assigned targets and tasks; quarterly summarize and assess the implementation of targets prescribed in Appendixes I, III, and IV and send them to the Ministry of Planning and Investment of Vietnam before 20th of the last month of the quarter for summary and report to the Government of Vietnam.
dd) Summarize and assess the implementation of this Resolution within the assigned functions and tasks and prepare the content for the Resolution of the Government of Vietnam in 2025 and send it to the Ministry of Planning and Investment of Vietnam before November 15, 2024 for summary and report to the Government of Vietnam in the meeting of the Government of Vietnam in December 2024.
2. Ministries and central authorities summarizing and monitoring macroeconomic sectors shall closely and effectively cooperate with each other in providing advice, proposing specific solutions and measures to operate the macroeconomic situation, and promptly reporting to the Government of Vietnam and the Prime Minister of Vietnam on arising issues during the implementation. The Ministry of Planning and Investment of Vietnam shall take charge and cooperate with the Office of Vietnam and concerned agencies in urging, monitoring, and inspecting the implementation of this Resolution.
3. The Ministry of Information and Communications of Vietnam shall take charge and cooperate with the Central Propaganda Department of the CPV Central Committee, news agencies, press agencies, ministries, central authorities, and local authorities in widely universalizing and disseminating this Resolution for implementation./.
