DECREE

ADDING AND MODIFYING COMMON NAMES AND SCIENTIFIC NAMES OF A NUMBER OF SUBSTANCES ON THE LIST OF NARCOTIC SUBSTANCES AND PRE-SUBSTANCES PROMULGATED TOGETHER WITH THE GOVERNMENT'S DECREE NO. 67/2001/ ND-CP OF OCTOBER 1, 2001, AND THE GOVERNMENT'S DECREE NO. 163/2007/ ND-CP OF NOVEMBER 12, 2007, AMENDING AND SUPPLEMENTING DECREE NO. 67/2001/ND-CP OF OCTOBER 1,2001

THE GOVERNMENT

Pursuant to the December 25, 2001 Law on Organization of the Government;Pursuant to the December 9, 2000 Law on Drug Prevention and Fight (amended and supplemented in 2008);At the proposal of the Minister of Public Security, Minister of Health, Minister of Industry and Trade and Minister of Science and 'technology,

DECREES:

Article 1. To add and modify the common names and scientific names of a number of substances on the list of narcotic substances promulgated together with the Government's Decree No. 67/2001/ND-CP of October 1.2001, promulgating the list of narcotic substances and pre-substances as follows:

1. To add some narcotic substances to List II:

2. To modify the common name of Metamfetaminc and the scientific name of (+)-(s)-N-α-dimethylphenethylamine (No. 151 on List II) into Methamphetamine and (+)-(S)-N,α-dimethylphenethylamine.

3. To modify the common name of Metamfetaminc raccmate and the scientific name of (+)-N,α-dimelhy]phcnethylamine (No. 152 on List II) into Methamphetamine racemate and (±)-N,α-dimethylphenethylamine.

Article 2. To amend "Safrol, Isosafrol or any substance containing Safrol or Isosafrol" into "attar or any mixture containing Safrol, Isosafrol'* specified at Point c, Clause 3, Article 1 of the Government's Decree No. 163/2007/ ND-CP of November 12, 2007, renaming, adding, changing and eliminating a number of substances on the list of narcotic substances and pre-substances promulgated together with the Government's Decree No. 67/2001/ND-CP of October 1, 2001, promulgating the list of narcotic substances and pre-substances.

Article 3. This Decree takes effect on April 10,2011.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People's Committees of provinces and centrally-run cities shall implement this Decree.
