Decision No. 1745/QD-TTg dated December 04, 2019 on establishment of National Tuberculosis elimination committee

DECISION

ON ESTABLISHMENT OF NATIONAL TUBERCULOSIS ELIMINATION COMMITTEE

THE PRIME MINISTER

Pursuant to the Law on organization of Government dated June 19, 2015;

Pursuant to the Decision No. 34/2007/QD-TTg dated March 12, 2007 of the Prime Minister on promulgation of Regulation on establishment, organization and operation of interdisciplinary cooperation organizations;

Pursuant to Decision No. 374/QD-TTg dated March 17, 2014 of the Prime Minister giving approval for the National Strategy for Tuberculosis Prevention and Control by 2020 and the vision by 2030;

At the request of the Minister of Health;

HEREBY DECIDES:

Article 1. The National Tuberculosis Elimination Committee (hereinafter referred to as the “National Committee”) is hereby established and comprised of the following members:

1. Mr. Vu Duc Dam, Deputy Prime Minister – Chairman of the National Committee.

2. Mr. Nguyen Truong Son, Deputy Minister of Health – Standing Deputy Chairman of the National Committee.

3. Mrs. Truong Thi Ngoc Anh, Deputy Chairman of the Central Committee of Vietnam Fatherland Front – Deputy Chairwoman of the National Committee.

4. Mrs. Le Thi Yen, Standing Member of the National Assembly’s Committee on Social Affairs – Member.

5. Mr. Le Tan Dung, Deputy Minister of Labor, War Invalids and Social Affairs – Member.

6. Mr. Hoang Vinh Bao, Deputy Minister of Information and Communications – Member.

7. Mr. Nguyen Huu Do, Deputy Minister of Education and Training – Member.

8. Mr. Trieu Van Cuong, Deputy Minister of Home Affairs – Member.

9. Mrs. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism – Member.

10. Mr. Nguyen Van Son, Deputy Minister of Public Security – Member.

11. Mr. Tran Don, Deputy Minister of National Defence – Member.

12. Mr. Le Hoai Trung, Deputy Minister of Foreign Affairs – Member.

13. Mr. Tran Van Hieu, Deputy Minister of Finance – Member.

14. Mr. Nguyen Van Trung, Deputy Minister of Planning and Investment – Member.

15. Mrs. Tran Thi Huong, Deputy Chairwoman of Vietnam Women's Union – Member.

16. Mr. Nguyen Xuan Dinh, Deputy Chairman of the Central Executive Committee of Vietnam Farmer’s Union – Member.

17. Mr. Tran Quoc Hung, Deputy Chairman of the Central Committee of Vietnam Red Cross Society – Member.

18. Mrs. Nguyen Thi Thu Hien, Deputy General Director of Vietnam Television – Member.

19. Mrs. Vu Viet Trang, Deputy General Director of Vietnam News Agency – Member.

20. Mr. Nguyen Viet Nhung, Manager of National Tuberculosis Control Program cum Director of National Lung Hospital – Member.

21. Mr. Doan Huu Bay, Deputy Head of Department for Culture, Education and Social Affairs (affiliated to Office of the Government) – Secretarial Member of the National Committee for AIDS, Drugs and Prostitution Prevention and Control – Secretarial Member.

Article 2. Duties and powers of the National Committee

The National Committee shall assist the Prime Minister in directing, expediting and coordinating relevant ministries, regulatory authorities and organizations to prevent and control tuberculosis with the aim of eliminating tuberculosis in 2030, and contributing to protection, caring and improvement of human health. To be specific:

1. Doing research and suggesting action strategies, plans, solutions and/or programs to the Prime Minister for solving all matters relating to tuberculosis prevention and control with the aim of eliminating tuberculosis in Vietnam in 2030.

2. Assisting the Prime Minister in directing and coordinating relevant ministries, regulatory authorities and local governments for solving matters relating to tuberculosis prevention and control nationwide; expediting relevant ministries, regulatory authorities and organizations in performing duties, action programs and activities for preventing and controlling tuberculosis with the aim of eliminating tuberculosis in Vietnam in 2030.

3. Submitting periodical and ad hoc reports on operation of the National Committee to the Prime Minister.

Article 3. Working regime of the National Committee

The National Committee and its members work under the dual office-holding regime. Regulation on organization and operation of the National Committee shall be promulgated by its Chairman. Chairman of the National Committee shall use the seal of the Government; Deputy Chairmen and Members of the National Committee shall use the seals of authorities/organizations where they are working during their performance of assigned duties.

The National Committee shall share the same assisting apparatus with the National Committee for AIDS, Drugs and Prostitution Prevention and Control.

The Ministry of Health shall act as the standing body in charge of ensuring operating conditions of the National Committee.  The Minister of Health shall employ its apparatus for organizing the performance of duties by the National Committee.

Article 4. Funding for covering operational expenses of the National Committee is derived from state budget and included in funding for operational recurrent expenditures of the Ministry of Health.

Article 5. This Decision comes into force from the date on which it is signed and promulgated.

The National Committee will be automatically dissolved upon its fulfillment of duties.

Article 6. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of people’s committees of central-affiliated cities and provinces and members of the National Tuberculosis Elimination Committee are responsible for the implementation of this Decision./.
