In consideration of the reports of the Ministry of Public Security and the Ministry of Foreign Affairs (Documents No. 1792/BC-BCA dated December 27, 2021, No. 170/BNG-LS dated January 18, 2022) granting entry to foreigners, Deputy Prime Minister Pham Binh Minh has opinions as follows:

1. Procedures for entry of foreigners, Vietnamese people residing with relatives overseas will be simplified.

2. Foreigners:

The foreigners shall have invitation or guarantee of agencies, organizations and individuals in accordance with the Law on entry, exit, transit and residence of foreigners in Vietnam. For the foreigners entering Vietnam for the purpose of tourism, the Ministries shall continue to apply the pilot program for international tourism reopening.

3. Competence and procedures for granting entry:

- The foreigners, Vietnamese people residing with relatives overseas who have legal documents on entry (unexpired certificate of visa-free entry, permanent residence card, temporary residence card, visa) shall be entitled to enter Vietnam according to regulations of the Law on entry, exit, transit and residence of foreigners in Vietnam and the Government's Decree No. 82/2015/ND-CP dated September 24, 2015, without having to re-apply for inspection of identity, grant of visa/visa-free entry, permission for entry from the central or local authorities.

4. The Ministry of Public Security shall review the latest cases of entry ban and notify the Ministry of Foreign Affairs, which will request Vietnamese diplomatic missions to invalidate entry documents that were granted; cooperate with the Ministry of Foreign Affairs and relevant agencies in providing instructions on procedures for entry to be available for nationwide deployment in accordance with the Law on entry, exit, transit and residence of foreigners in Vietnam and ensuring compliance with medical requirements and guidelines.
