Considering report No. 463/BC-BNG-LS-m dated March 1, 2022 of the Ministry of Foreign Affairs on the safe resumption of Vietnam's visa services amid Covid-19 pandemic and report No. 277/BC-BCA dated February 28, 2022 of the Ministry of Public Security on proposal to remove restrictions on immigration policies, Standing Deputy Prime Minister Pham Binh Minh expresses his opinions as follows:

1. The Government agrees to resume implementation of the same immigration measures and procedures for foreigners and Vietnamese nationals residing abroad from March 15, 2022 as those before application of restriction measures to prevent and control the Covid-19 according to the Law on Entry, Exit, Transit and Residence of foreigners in Vietnam and guidelines on implementation thereof.

2. The Ministry of Public Security, the Ministry of Foreign Affairs, relevant ministries and authorities shall promptly implement the Government's Resolution No 32/NQ-CP dated March 15, 2022 on fixed-term visa waiver for citizens of Germany, France, Italy, Spain, United Kingdom of Great Britain and Northern Ireland, Russia, Japan, Korea, Denmark, Sweden, Norway, Finland and Belarus.

3. The Ministry of Foreign Affairs shall take charge and cooperate with relevant ministries and authorities in formulating immigration policies with partners within the framework of bilateral and multilateral relations; continue negotiations with other countries on the recognition of each other's vaccine passports to enable Vietnamese citizens to go abroad; promulgate guidelines for application of vaccine passports by foreigners in Vietnam; notify relevant countries/territories about changes in Vietnam's immigration policies.

4. The Ministry of Health shall provide guidance on medical conditions for inbound passengers in accordance with the new situation.

5. The Ministry of Public Security shall strengthen the resident management for inbound foreigners according to regulations and anti-covid measures.
