In the last period, People’s Committee of Ho Chi Minh City has cooperated with provincial People's Committees to transport people to their hometown while Ho Chi Minh City implemented social distancing measures according to the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020. Currently, the pandemic is gradually controlled. Ho Chi Minh City has developed the Plan to intensify COVID-19 prevention and control and recover economic activities of Ho Chi Minh City.
In order to facilitate people’s transport to Ho Chi Minh City for working, the People's Committee of Ho Chi Minh City has developed the Plan to transport people to Ho Chi Minh City for working in the new normal (hereinafter referred to as “Plan”), and kindly requests provincial People's Committees to assist and cooperate in performing the following tasks:
1. Facilitate the travel of workers who meet the conditions set out in the Plan to Ho Chi Minh City for working.
2. Direct provincial Departments of Transport to cooperate with the contact point of Ho Chi Minh City (Department of Transport of Ho Chi Minh City) in organizing the transport of workers to Ho Chi Minh City for working according to the Plan.
3. Direct competent authorities at Covid-19 control posts under the management of the provincial government to facilitate the transport of workers to Ho Chi Minh City by vehicles carrying QRCode identification document (issued by Department of Transport of Ho Chi Minh City) according to the Plan.
4. Direct transport service providers to strictly comply with the COVID-19 prevention and control plans adopted by the Ministry of Health, Ministry of Transport, relevant provincial People’s Committees, Directorate for Roads of Vietnam (in the Official Dispatch No. 4973/TCDBVN-VT dated July 17, 2021) and relevant authorities.
5. Consider giving exemption from medical quarantine to vehicle operators and personnel serving on vehicles when they return to provinces/cities.
The People’s Committee of Ho Chi Minh City is looking forwards to the cooperation of provincial People’s Committees./.

PLAN
TO TRANSPORT PEOPLE TO HO CHI MINH CITY FOR WORKING IN THE NEW NORMAL
(Enclosed with the Official Dispatch No. 3232/UBND-DT dated September 30, 2021 of the People’s Committee of Ho Chi Minh City)
1. Purposes - Requirements:
Facilitate the safe and convenient transport of workers from provinces/cities to Ho Chi Minh City for working.
Such transport must meet Covid-19 prevention and control requirements set out by the Ministry of Transport, Ministry of Health and governments of provinces of departure and arrival.
Transport activities must satisfy the Criteria for safe transport to facilitate Covid-19 prevention and control in Ho Chi Minh City (enclosed with the Decision No. 3324/QD-BCD dated September 15, 2021 of Ho Chi Minh City Steering Committee for Covid-19 Control). Ensure that only eligible workers are transported and such transport is made under the supervision of competent authorities.
2. Eligible passengers:
2.1. Employees (of enterprises and cooperatives performing business activities in Ho Chi Minh City, including workers and experts) who need to transport from provinces/cities to Ho Chi Minh City.
2.2. An employee to be transported to Ho Chi Minh City is required to meet the following conditions:
- Have received the first dose of Covid-19 vaccine for at least 14 days from the vaccination date or have recovered from Covid-19 according to confirmation given by health authorities (or instructions given by the provincial Department of Health).
- Possess an unexpired Certificate of negative SARS-CoV-2 test results according to regulations of health authorities.
3. Methods of transport of workers by road:
3.1. Method 1: The transport is organized by employers
Employers (enterprises that need to transport their workers) shall send their transport plans to contact points (People's Committees of Thu Duc city and other urban/rural districts, Ho Chi Minh City Export Processing and Industrial Zones Authority, Hi-tech Park Management Board, Project Management Authorities, Corporations affiliated to the People's Committee of Ho Chi Minh City or supervisory Ministries) for reviewing and preparing a consolidated report sent to Department of Transport of Ho Chi Minh City for consideration.
Mean of transport: Vehicles with more than 10 seats, which have been registered to provide transport services.
Department of Transport of Ho Chi Minh City shall consider issuing QRCode identification documents to vehicles and notify the transport plan to provincial governments (through provincial Departments of Transport).
Vehicles shall be concentrated at Mien Dong Coach Station or Mien Tay Coach Station when entering Ho Chi Minh City. Then, workers shall travel from coach stations to their places of residence/accommodation by taxi as permitted by Department of Transport or transfer vehicles specified in the enterprise’s transport plan.
Transport costs: paid by employers themselves or as agreed upon with employees.
3.2. Method 2: Ho Chi Minh City Export Processing and Industrial Zones Authority, and Hi-tech Park Management Board shall consolidate demands to transport workers of enterprises operating in export-processing zones, industrial parks and hi-tech zones under their management; cooperate with passenger transport service providers in developing transport plans and submitting them to Department of Transport of Ho Chi Minh City for issuing QRCode identification documents and notifying transport plans to provincial governments (through provincial Departments of Transport).
Passengers shall be only dropped off at registered locations specified in transport plans.
Transport costs: paid by employers themselves or as agreed upon with employees.
3.3. Method 3: Fixed traffic routes from interprovincial coach stations to Mien Dong and Mien Tay Coach Stations in Ho Chi Minh City shall be organized.
Operating frequency: not exceeding 04 trips/day/route.
Transport units: Fixed-route transport service providers that operate on each route as assigned by Department of Transport of Ho Chi Minh City after reaching agreement with relevant provincial Departments of Transport and have their vehicles carrying QRCode identification documents.
Transport costs: according to bus ticket fares declared and listed by transport service providers as prescribed.
3.4. Implementation period:
- Period 1 (from October 01, 2021 to October 31, 2021): Transport by road shall be organized adopting Method 1 and Method 2.
- Period 2: Transport method 3 shall be organized according to interprovincial road transport plan adopted by the Ministry of Transport (planned time: November, 2021).
4. Transport of workers by railway and airway: Comply with the plan adopted by the Ministry of Transport.
5. Requirements to be satisfied by enterprises, vehicles, vehicle operators and attendants on vehicles
- Enterprises, vehicles, vehicle operators and attendants on vehicles must satisfy the Criteria for safe transport to facilitate Covid-19 prevention and control in Ho Chi Minh City (enclosed with the Decision No. 3324/QD-BCD dated September 15, 2021 of Ho Chi Minh City Steering Committee for Covid-19 Control).
- Each person on the vehicle must wear facemask, have their hands cleaned with sanitizers and undergo required health check before boarding the vehicle, and complete health declaration as prescribed.
- Providers of transport by automobile must adopt specific provisions on vehicle lists and seats in a vehicle which must ensure contact tracing for Covid-19.
- Any difficulties that arise during transport and implementation of Covid-19 prevention and control measures must be promptly reported to competent authorities.
- Vehicles shall be only parked at rest stops that meet pandemic prevention and control requirements.
6. Requirements to be satisfied by workers
- When buying ticket and boarding the vehicle, a worker is required to present (1) the original certificate of negative SARS-CoV-2 test results (by RT-PCR test or quick test) which must have been issued no more than 72 hours from the time of taking sample and (2) certification given by competent authorities that the worker has received the first dose of Covid-19 vaccine for at least 14 days or has recovered from Covid-19.
- Seat properly and ensure distance according to instructions given by the vehicle operator and attendants on the vehicle.
- Wear facemask during the trip; make health declaration; provide adequate and accurate information (including full name, residence and telephone number, etc.) for recording in the list of passengers on the vehicle and strictly comply with other health measures as prescribed./.
