DECISION
APPROVAL FOR NATIONAL STRATEGY FOR ATTRACTING AND RETAINING TALENTS BY 2030, WITH A VISION TOWARDS 2050

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to some Articles of Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Officials dated November 13, 2008;
Pursuant to the Law on Public Employees dated November 15, 2010;
Pursuant to the Law on amendments to some Articles of the Law on Officials and the Law on Public Employees dated November 25, 2019;
Pursuant to Conclusion No. 86-KL/TW dated January 24, 2014 of the Politburo on policy on attraction and development of sources of officials from excellent graduates and young scientists; Conclusion No. 12-KL/TW dated August 12, 2021 of the Politburo on overseas Vietnamese affairs in the new situation;

Pursuant to Government’s Resolution No. 50/NQ-CP dated May 20, 2021 on action program of the Government for implementation of Resolution of the 13th National Congress of the Communist Party of Vietnam;
At the request of the Minister of Home Affairs;
HEREBY DECIDES:
Article 1. The “national strategy for attracting and retaining talents by 2030, with a vision towards 2050” (hereinafter referred to as “the strategy”) is approved with the following main contents:
I. OBJECTIVES AND REQUIREMENTS
1. General objectives:
Formulate and effectively implement breakthrough policies and solutions to attract and retain talents, (both domestic and foreign talents) by 2030, with a vision towards 2050, especially in key industries, including science and technology, education and training, culture, social science, medicine, information and communication, digital transformation, etc., thereby contributing to promoting industrialization and modernization of the country and international integration, meeting the objective that by 2030, Vietnam will become a developing country with modern industry and high middle income and by 2050, Vietnam will become a developed country with high income and a fair, democratic and civilized society.
2. Specific objectives
a) By 2025:

- By the end of June, 2024 all central and local authorities will develop plans to attract and retain talents in line with the national strategy and practical requirements in a focused and concentrated manner with a focus on key and potential industries and fields.
- By 2025, about 10% of newly-recruited employees who work for State agencies, organizations and units are talented.
b) By 2030, with a vision towards 2050:
- Maintain a ratio of at least 20% of talents working for State agencies, organizations and units to total number of talents annually recruited.
- All of the recognized talents will continue to work for State agencies, organizations and units after five years of recruitment. Meanwhile, the proportion of talents receiving training and refresher training in science and technology will reach 30% by 2025, 60% by 2030, and 100% by 2050.
- The Global Talent Competitiveness Index (GTCI) from 2031 onwards will be always improved, and gradually increase compared to that of the previous year; the talent attraction and retention indicators will be highly ranked among high middle-income countries.
- Vietnam will create breakthroughs in promotion of the linkage between talent connection and innovation network Establish a global network of Vietnamese talents, experts and scientists, including leading scientists of international stature, in the fields of basic science, high technology and spearhead economy; talented leaders and managers, including many officials at strategic level; talented entrepreneurs, including many entrepreneurs of regional stature; leading experts, young and potential talents in the fields of politics, economy, science and technology, culture and society and other fields.
3. Requirements
a) Thoroughly grasp and fully implement the Communist Party's guidelines and orientations on talents; strictly implement and take responsibility for implementation of the State's policies and laws on attraction and retention of talents. Unify viewpoints on, innovate thinking about awareness of, and organize implementation of policies on attraction and retention of talents with a focus on formulation of mechanisms and policies on enablement, creation of working environment, arrangement, retention and provision of good benefits for talents.

c) Implement policies for attraction and retention of talents through evaluation, recommendation, and self-recommendation in association with authority and responsibilities of heads of Communist Executive Committees, agencies, and organizations; implement these policies in accordance with the Communist Party's policies and the law on personnel work, thereby meeting requirements for industrialization, modernization and international integration.
d) Allocate resources in conformity with plans and programs; effectively implement breakthrough and outstanding policies to attract and retain talents in a feasible and sustainable manner.
dd) Closely connect and synchronously perform tasks and solutions to attraction and retention of talents all industries and fields with priority given to key industries and fields, strategic breakthroughs, especially science and technology and innovation; education and training, medicine; culture; social science, information technology and digital transformation, cyberinformation security, thereby promoting fast and sustainable development of the country.
e) Promote democracy and uphold responsibilities of heads, persons who introduce and recommend talents; make recommendation, self-recommendation, selection and recognition of talents in a public and transparent manner. Ensure close connection and unity among agencies, organizations and units in respect of detection, recommendation and implementation of policies applicable to talents; adopt policies to commend and honor talents, and strictly handle violations against talent policies.
II. TASKS AND SOLUTIONS
1. Innovating thinking and upholding responsibilities for implementation of policies for attraction and retention of talents
a) Thoroughly grasp the Communist Party's guidelines, State policies and laws on attraction and retention of talents.
b) Raise awareness and sense of responsibilities of heads of authorities at all levels, central and local authorities, officials, public employees, officers of people’s armed forces and the entire society for positions, roles, dedication and great contribution of talents; and for the significance of policies for attraction and retention of talents to development of industries, fields, local areas and the country.
c) The results of implementation of policies for attraction and retention of talents shall be one of the criteria for assessment of agencies, organizations and units.

a) Research and propose amendments to the Communist Party's regulations on planning, training, refresher training, appointment and election of talents working for agencies, organizations and units of the State, regardless of their seniority, retirement age, degrees, regions or age.
b) Review and amend the Law on Officials and the Law on Public Employees; Law on Housing; Law on Personal Income Tax; Law on Nationality; Anti-corruption Law and other relevant laws.
c) Review, develop and perfect legal regulations on attraction and retention of talents; on recruitment, use and management of officials and public employees and benefits to talents in industries and fields.
d) Promulgate a policy framework in order to attract and retain talents in the fields, including leadership and management; economy; science and technology; education and training; medicine; social science; culture and arts; social science; sports; military, national defense and security; information and communication.
3. Encouraging, detecting and recommending talents
a) The search for talents is aimed at discovering people who have moral qualities and standard lifestyle; desire to dedicate and serve the Fatherland and People; outstanding qualifications and creative capacity; special works, products, achievements, merits or contributions that make progress and development of a field, industry, local area or the country, and involves all industries and fields of social life. There are four groups of talents, including:
- Students who have excellent academic achievements, and outstanding qualities and talents, and graduate with excellent grades from education and training institutions.
- Masters, doctors, professors or associate professors whose research projects are recognized and effectively applied to practical life.
- Officials, public employees and employees who work for agencies, organizations and units affiliated to the Communist Party, State, Vietnam Fatherland Front and socio-political organizations, have outstanding capabilities, and always complete tasks and civil services in an excellent manner.

b) Encourage and uphold responsibilities of persons who introduce and recommend talents; introduce, recommend and recognize talents in a public, transparent and democratic manner.
c) Promote roles and responsibilities for detection, introduction and recommendation of talents of the Vietnamese Fatherland Front, socio-political organizations, socio-political-professional organizations, social organizations and socio- professional organizations. Ministries, central and local authorities shall proactively and actively cooperate with education and training institutions in early detecting young talents who are students.
4. Improving quality and making breakthroughs in training and refresher training for talents
a) Innovate training and refresher training programs in industries and fields in the direction of enormously expansion of capacity and full development of specialized talents and outstanding abilities of talents.
b) Increase training and refresher training institutions’ capacity for providing refresher training for talents. Strongly develop some key universities in Vietnam into top universities in the region. Gather and develop groups of lecturers participating in program for training and refresher training for talents who are domestic and foreign experts, educators, scientists, leaders, managers, good and successful entrepreneurs with qualifications, experience and high reputation; invite overseas Vietnamese professors and experts to return to Vietnam to work and teach. Adopt policies for encouragement to non-public education institutions to participate in research and training for high-quality human resources.
c) Formulate programs and plans for cooperation and association with foreign education and training institutions that have high reputation in the world in order to provide training and refresher training for talents according to the regional and international needs and standards.
d) Facilitate learning and research, and provide challenging environments for young talents who are students, especially good and excellent graduates, take opportunities to develop their talents and strengths.
dd) Increase the capacity of public service providers in the fields of scientific and technological research, education, medicine, culture, social science and other key fields through training, refresher training and provision of high-quality human resources and talents, serving industrialization and modernization of the country.
5. Improving the quality of leaders and managers at all levels in respect of detection, attraction and retention of talents

b) Complete the mechanism for using and managing job positions in a scientific, close and unified manner to serve as a basis for arrangement of the right people, for the right jobs, and retention of talents.
6. Strengthening cooperation, exchange and international integration in respect of attraction and retention of talents
a) Promote international cooperation in attraction, retention and development of talents. Adopt policies to attract lecturers who are leading professors and experts in the world to participation in teaching; preside over research and application of science and technology. Adopt policies to attract cultural and artistic stars; outstanding athletes and great talents in these fields in the world to working and living in Vietnam.
b) Proactively cooperate and participate in forums to exchange and share experience of countries in attraction and retention of talents.
c) Organize programs for inviting and attracting overseas Vietnamese talents to working in Vietnam and assisting talents to adapt to life in Vietnam.
d) Establish a global network of Vietnamese talents, a global network of Vietnamese experts and scientists; strengthen the exchange of knowledge between overseas Vietnamese talents and domestic talents, generating motivation in overseas Vietnamese talents so that they return to Vietnam to work and contribute to the homeland and the country.
7. Building a fair and professional working environment; civilized and modern living environment
a) Organize learning and strictly implement regulations on public sector ethics, professional ethics and organizational culture. Build a solidary, fair, democratic, friendly and humane working environment; encourage innovation, creativity, and respect for differences; promote the collective strength along with the creative capacity of talents.
b) Build a professional research environment with advanced and modern equipment, machinery and technology, especially for talents working in the fields of science and technology, education and training, medicine, culture and social science.

d) Continue to reform administrative procedures, enable overseas talents to return to Vietnam to work, stabilize their life and families through procedures for exit and entry, issuance of visas, residence and other procedures.
8. Promoting propaganda of information about attraction and retention of talents
a) Innovate contents, forms and methods to provide new ones that are various, flexible and suitable, thereby contributing to dissemination of information about attraction and retention of talents. Organize and maintain categories of attraction and retention of talents in newspapers, radio, websites, portals and electronic magazines of agencies, organizations and local authorities; provide good examples of success in attraction and retention of talents.
b) Increase promotion of patriotism and sense of national pride to encourage overseas Vietnamese talents to return to Vietnam to work and contribute to their homeland. Proactively adopt appropriate methods of propaganda in foreign countries to invite overseas talents to work in Vietnam.
c) Build a website of "Attraction and retention of Vietnamese talents" to promptly publish the Communist Party's policies and State laws on attraction and retention of talents; introduce talent policies formulated by ministries, central and local authorities; regularly update information about Vietnam, development opportunities and success of talents in Vietnam.
d) Organize annual programs for honoring Vietnamese talents in each industry, field, and region and within national scale; promptly encourage the dedication and contribution of talents by commending, honoring and giving noble awards to talents. Publish publications about Vietnamese talents and periodically update and supplement these publications every year.
9. Encouraging organizations, individuals and heads of agencies, organizations and units to implement talent policies and strictly and promptly handle violations against these policies
a) Promulgate regulations on mechanisms, policies and responsibilities for protection of talents.
b) Commend individuals and organizations that have achievements in recommendation, attraction, refresher training and retention of talents; strictly handle acts of obstructing and suppressing talents.

a) Ensure financial resources from the state budget to invest in attraction and retention of talents in a real way through practical and effective solutions.
b) Establish the National Talent Development Fund to support and encourage the development of Vietnamese talents in all fields of social life, for non-profit purposes; provide funding mechanism for the Fund to operate in accordance with law.
11. Promoting roles of the Vietnam Fatherland Front and its member organizations in gathering and mobilizing domestic and foreign talents to participate in development of the country; promptly grasping their thoughts and aspirations and reflecting their suggestions and recommendations, especially those of overseas Vietnamese talents, to the Communist Party and State; at the same time, participating in development of guidelines and policies to attract and promote talent resources in conformity with the country's development.
III. IMPLEMENTATION RESPONSIBILITIES
1. Ministry of Home Affairs
a) Monitor, urge and inspect the implementation of the strategy by ministries, central and local authorities; make annual report and send it to the Prime Minister; organize preliminary and final reviews of the implementation of the strategy.
b) Preside over formulation of a draft Decree on policy for attraction and retention of talents in state administrative agencies and public service providers and submit it to the Government.
c) Submit proposed amendments to the Law on Officials and the Law on Public Employees in association with talent policies and development of high-quality human resources to the Government for submission to the National Assembly.
d) Submit a Decree on amendments to regulations on recruitment, employment and management of officials and public employees (related to criteria for evaluation, recognition, attraction, retention and management of talents) to the Government to seek its approval for promulgation.

e) Act as the focal point for management of records of people recognized as talents and inspection of the implementation of policies for attraction and retention of talents nationwide.
2. Ministry of Education and Training
Direct and provide guidelines for education and training institutions so that these institutions improve their capacity, quality of teaching, and focus on training and refresher training for talents.
3. Ministry of Science and Technology
a) Submit a Decree on attraction, retention, training and refresher training for talents participating in scientific and technological activities (including overseas Vietnamese and foreign experts participating in scientific and technological activities in Vietnam) to the Government to seek its approval for promulgation.
b) Preside over and cooperate with relevant agencies, organizations and individuals in formulating a project on establishment and development of a global network of Vietnamese experts and scientists.
c) Review and propose mechanisms and policies on capital and tax incentives and incentives for talents participating in the fields of science and technology.
4. Ministry of Foreign Affairs
The Ministry of Foreign Affairs and overseas Vietnamese representative missions shall strengthen organization of meetings and discussion, learn and understand the situation of overseas Vietnamese talents and foreign talents, and make these acts become key tasks in programs and working plans of agencies and units. The overseas Vietnamese representative missions shall build and regularly update the list of overseas Vietnamese talents in various fields.

Study preferential policies on housing applicable to domestic talents and overseas talents who return to Vietnam to work and submit these policies to competent authorities.
6. Ministry of National Defense
Study and promulgate within its jurisdiction or submit policies for attraction and retention of talents to competent authorities for promulgation, and identify criteria for talents in the Vietnam People's Armed forces.
7. Ministry of Public Security
a) Preside over study of policies for attraction and retention of talents and criteria for identification of talents in the Vietnam People's Public Security force and submit them to competent authorities for promulgation.
b) Preside over and cooperate with the Ministry of National Defense, the Ministry of Foreign Affairs and relevant ministries and central authorities in researching, proposing and requesting competent authorities to amend and complete regulations on and administrative procedures for exit and entry, issuance of visas, residence, etc. in the direction of enabling Vietnamese talents and their families to return Vietnam to work and live.
8. Ministry of Finance
Balance the annual state budget for attraction and retention of talents according to regulations of law. Study and propose the establishment of the National Talent Development Fund and provision of funding mechanism for the Fund to operate in accordance with the law.
9. Ministry of Information and Communications

b) Preside over and cooperate with the Ministry of Home Affairs, the Ministry of Foreign Affairs and other relevant ministries and central authorities in publishing "Publications about Vietnamese Talents" and annually updating and supplementing them.
10. Committee for Ethnic Minority Affairs
Preside over and cooperate with ministries and central authorities in researching and submitting policies on detection, search, attraction and retention of talents and criteria for identification of talents who are ethnic minorities to competent authorities.
11. Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media and press agencies
a) Set up specialized pages and categories on attraction and retention of talents.
b) Organizing domestic and international programs with a view to disseminating information and raising awareness of talents; policies of the Communist Party and State on attraction and retention of talents in the current period.
c) Every year, Vietnam Television shall organize a program for honoring Vietnamese talents.
12. Ministries, ministerial agencies, Governmental agencies and People's Committees of provinces and central-affiliated cities
According to the Strategy, Ministries, ministerial agencies, Governmental agencies and People's Committees of provinces and central-affiliated cities shall:

b) Research and promulgate regulations on specification of the concept of talent and criteria for identification of talents depending on industries and fields; provide training and refresher training programs for talents in industries and fields; adopt policies for attraction and retention of talents depending on industries, fields or provinces.
c) Propose, allocate and mobilize funding and resources to organize the implementation of the Strategy according to plans made by agencies and local authorities in an efficient manner and in conformity with the needs and industry and field development plans or local socio-economic development plans.
d) Promulgate regulations on protection and support for talents when they perform their duties and civil services.
dd) Ministries, central and local authorities shall organize the implementation of tasks and solutions of the Strategy; perform the tasks as assigned in the Appendix attached to this Decision.
e) Make periodic reports on attraction and retention of talents and send them to the Ministry of Home Affairs before December 15 of each year for summary and report to the Prime Minister.
13. The Vietnam Fatherland Front, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations, economic organizations are required to monitor, supervise, make recommendations and join hands to implement the Strategy.
IV. IMPLEMENTATION FUNDING
The sources of funding for the implementation of the Strategy include by state budget, enterprise capital and other sources of assistance, donation and mobilized funds as prescribed by law. It is encouraged to mobilize domestic and foreign social resources to participate in the implementation of the strategy in accordance with regulations of the law.
Article 2. This Decision comes into force as of its date of signing.
