CIRCULAR
OF THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS NO.05/2005/TT-BLDTBXH DATED JANUARY 05, 2005, GUIDING THE IMPLEMENTATION OF THE ALLOWANCE REGIME FOR MOBILE JOBS IN STATE COMPANIES UNDER THE GOVERNMENT’S DECREE NO. 205/2004/ND-CP OF DECEMBER 14, 2004
In furtherance of the Government’s Decree No. 205/2004/ND-CP, of December 14, 2004, prescribing the system of salary scales, salary tables and salary allowance regimes in State companies, the Ministry of Labor, Invalids and Social affairs guide implementation of the allowance regime for mobile jobs as follows:
I. SCOPE OF APPLICATION
The scope of application for the allowance regime for mobile jobs under the Decree No. 205/2004/ND-CP is companies operating under the Law on State-owned enterprises, including:
1. State companies:
- State corporations:
+ State corporations established under the 1995 Law on State-owned enterprises and corporations of which investment and establishment are decided by State and established under the 2003 Law on State-owned enterprises;
+ Corporations which are invested and established by companies (Corporations under the model of Mother company- subsidiary companies)
+ Corporations of which investment and business are funded by state capital.
- Independent state companies.
2. Member companies, which make accounting separately, under corporations of which investment and establishment are decided by state.
The corporations and companies mentioned above are abbreviated as companies.
II. LEVELS AND OBJECTS OF APPLICATION OF THE ALLOWANCE FOR MOBILE JOBS
The allowances for mobile jobs include 3 levels: 0.6; 0.4; 0.2 compared to the minimum general salary level, specified as follows:

1. Level 1, coefficient 0.6, applied to persons working in teams, groups, works, including:
- Teams, groups in charge of surveying, searching, drilling and exploring minerals;
- Teams, groups in charge of surveying, measuring in building the system of national measurement points, system of special-use measurement, land, terrain measurement establishments.
- Teams, groups in charge of surveying construction of Hydro-power works;
- Teams, groups in charge of hot power repair (high-voltage lines, power network); managing, operating the 500KV lines;
- Construction works in mountainous areas, remote islands.
2. Level 2, coefficient 0.4, applied to persons working in teams, groups, works, including:
- Teams, groups in charge of surveying, measuring to set up cadastral maps;
- Teams, groups in charge of surveying specialized construction;
- Teams, groups in charge of surveying in agricultural and forestry farms;
- Teams, groups in charge of building, installing and repairing high-voltage lines; managing, operating lines with voltage of 220 KV or lower;
- Teams, groups in charge of building, installing and repairing inter-province telecommunication cables and rescuing for inter-province information system;
- Construction works in mountainous and midland areas.
3. Level 3, coefficient 0.2, applied to persons working in teams, groups, works, including:
- Teams, groups in charge of re-survey;
- Construction works in delta;
- Officers collecting power, telephone or water charges at households;
- Officers purchasing agricultural, forest and fishery products.
III. METHOD TO CALCULATE FOR PAYMENT OF ALLOWANCES FOR MOBILE JOBS
1. The allowances for mobile jobs are included in unit price of salary and accounted in cost price or business cost and paid in the same period of paying salary monthly according to the number of actual days for mobile jobs.
Objects enjoyed allowances for mobile jobs will not be applied the regime of working-trip allowances.
2. This Circular takes effect within 15 days after it is printed on public gazette and replaces the Circular No. 19/LDTBXH-TT dated June 02, 1993, of the Ministry of Labor, Invalids and Social affairs, guiding implementation of the allowance regime for mobile jobs. Provisions in this Circular shall be implemented from October 01, 2004.
In the course of implementation, Ministries managing sectors, People’s Committees of provinces and central-affiliated cities, and state-owned companies, if there is any arising problem, should report to the Ministry of Labor, Invalids and Social affairs for consideration and settlement.
