PROMULGATING THE MINISTRY OF FINANCE’S ACTION PLAN OF VIETNAM STATISTICAL DEVELOPMENT STRATEGY IN THE PERIOD 2011 - 2020 AND A VISION TO 2030
THE MINISTER OF FINANCE
Pursuant to the Government's Decree No. 215/2013/NĐ-CP dated December 23, 2013 defining the functions, tasks, entitlements and organizational structure of the Ministry of Finance;
Pursuant to the Prime Minister’s Decision No. 1803/QĐ-TTg dated October 18, 2011 approving Vietnam Statistical Development Strategy in 2011 – 2020 period and a vision to 2030;
Pursuant to the Prime Minister’s Directive No. 10/CT-TTg dated April 29, 2014 intensifying statistical tasks in the ministries and departments;
Pursuant to the Minister of Finance’s Decision No. 2179/QĐ-BTC dated August 27, 2010 promulgating development plan of information and data system and financial statistics to 2015;
At the request of Director General of Department of Information Technology and Financial Statistics;
HEREBY DECIDE
Article 1. Enclosed herewith is the Ministry of Finance’s action plan of Vietnam statistics development strategy in 2011 - 2020 period and a vision to 2030;
Article 2. This Decision takes effect from the signing date.
Article 3. Chief of the Ministry Office, General of Department of Information Technology and Financial Statistics, heads of relevant units affiliated to Ministries shall be responsible for executing this Decision./.

ACTION PLAN
VIETNAM STATISTICS DEVELOPMENT STRATEGY IN THE PERIOD 2011 - 2020 AND A VISION TO 2030 BY THE MINISTRY OF FINANCE
(Enclosed with the Minister of Finance’s Decision 3036/QĐ-BTC dated November 27, 2014)
Implementing the Prime Minister’s Decision No. 1803/QĐ-TTg dated October 18, 2011 approving the Vietnam Statistical Development Strategy in 2011 – 2020 period and a vision to 2030 and the Directive No. 10/CT-TTg dated April 29, 2014 intensifying statistical tasks in the ministries and departments and to constantly innovate and improve quality of fiscal statistics, the Ministry of Finance issues the action plan to implement the Vietnam Statistics Development Strategy in 2011 - 2020 period and a vision to 2030 as follows:
I. Targets
1. General targets
Develop concentrated financial statistics information system in agreement and association with statistical system of national economy and currency of the State, in accordance with international principles and standards on government finance statistics aimed at collecting sufficient financial statistics information in the entire national economy serving the construction of socio-economic strategy and plan, meeting requirements of the Ministry of Finance, the Communist Party and State’s leadership for analysis, assessment, planning and adjustment of policies on management of national economy, and demands for access to financial statistics information by other organizations, individuals at home and broad;
2. Particular targets
a) Review and complete the legal framework for financial statistics, create adequate conditions of mechanisms, policies and legal environment for financial statistics system from central to local to operate synchronously and uniformly;
b) Construct and complete indicator system, financial statistics reporting system in synchronization with national indicator system and general statistical reporting system that apply to the ministries and departments and in accordance with international statistical standards serving financial analysis, forecasting and management; Make supplements and adjustments to the statistical indicator system towards overall and adequate coverage of financial aspects in order to create tools and measures to stabilize and develop the economy and ensure social security;
c) Make effective application of information technology (IT) and communication in activities of financial statistics to create the base for integrating and synchronizing manners of information collection, methods of handling and summarizing information, disseminating and sharing financial statistics information, hence a statistical information system is established uniformly across the entire financial sector;
d) Reinforce and fulfill functions, duties and organization of the system and improve quality of human forces involved in statistical tasks;
dd) Construct international cooperation program in financial statistics towards enhancing efficiency of bilateral and multilateral cooperation in order to approach advanced statistical methods quickly; Gradually fulfill all the commitments to cooperation and provision of financial statistics information to other countries and international organizations;
II. Solutions
1. Solutions for completing legal framework and mechanisms of coordination;
a) Construct and complete legal system in finance – budget, and guiding documents as the basis for the construction and deployment of financial statistical tasks as well as professional statistical tasks (budget, tax, customs, treasuries, state reserves, public debt management, price management, management and use of state-owned property, securities, insurance...);
b) Review, supplement and amend guiding documents on financial statistics indicators creating legal bases for enhancing information collection and supplying capacity of National financial database system and the database system that serves financial statistical tasks; complete and assign to the Ministry of Finance for implementation the national statistical indicator system as prescribed in the Prime Minister’s Decision No. 43/2010/QĐ-TTg dated June 02, 2010 and the financial statistics indicator system as prescribed in the Decision No. 2331/QĐ-BTC dated October 04, 2011 of the Minister of Finance promulgating indicator system and financial statistics reporting system; among them, focus on completion of indicators of Group B including statistical indicators on state owned property and international trades;
c) Construct and promulgate regulations on sharing and keep confidential financial statistics information within the Ministry of Finance and local financial agencies;
d) Construct regulations on coordination of tasks and exchange of information between the Ministry of Finance and the Ministry of Planning and Investment (General Statistics Office of Vietnam); between the Ministry of Finance and relevant ministries and departments;
dd) Study, review and complete regulations on functions, duties and organization of the system and human forces meeting requirements for financial statistics tasks;
2. Solutions for professional competence in statistics
a) Study and deploy method of government finance statistics, associate government finance statistics with International Public Sector Accounting Standards (IPSAS), classify government finance statistics; government finance statistics and public debt as instructed in GFSM, versions 2001, 2014 by IMF; complete the lists, table of classification serving financial statistics tasks; compile and publish financial statistics competence manual; study and deploy projects as the basis for the deployment of financial statistics tasks;
b) Fulfill the implementation of the general statistics reporting system that apply to the ministries, departments as prescribed in the Prime Minister’s Decision No. 15/2014/QĐ-TTg dated February 2014 and the general statistics reporting system as prescribed in the Decision No. 2331/QĐ-BTC dated October 04, 2011 of the Minister of Finance;
c) Innovate and improve quality of the handling, summarizing and dissemination of statistical information; Develop synchronous implementation of the policy on dissemination of state statistical information as prescribed in the Prime Minister’s Decision No. 34/2013/QĐ-TTg dated June 04, 2013; take the initiative in identifying demands and amount of statistical information appropriate for organizations and individuals in order to enhance feasibility of dissemination and effective use of statistical information; construct and make public announcement of schedule of dissemination of finance-related statistical information;
d) Organize statistical analysis and forecast; enhance quality of research, apply models of statistical analysis and forecasts as the basis for financial and economic policy planning in financial sector;
3. Solutions for application and development of information technology and communication
a) Organize development of IT application plan in financial sector in the 2011-2020 period and the following years to create the bases for the deployment of financial statistical tasks based on application of information technology with respect to professional competence in finance, establish financial statistics figure and data system with high accuracy and reliability;
b) Construct, develop and enhance information supplying capacity of national financial database system; construct data synthesis mechanisms from professional databases to ensure connectivity and integration of flows of government finance database in units, organizations affiliated to the Ministry of Finance and relevant ministries, departments, provide data inputs to data exploitation and analysis equipment; increase effective exploitation of information systems serving steering and management tasks;
c) Develop, upgrade application softwares in collecting, processing, summarizing, analyzing, forecasting, transmitting, storing and disseminating statistical information in financial management; construct and deploy statistical reports softwares for the Service of Finance;
4. Solutions for organizing and developing human forces
a) Do research on amendments and supplements to strengthen functions, tasks, powers of units, departments involved in statistical tasks in organizations affiliated to the Ministry of Finance, meeting requirements through each period;
b) Standardize titles of civil servants that perform financial statistics, determine quantity, ranks of civil servants that perform financial statistics in the units affiliated to Ministry; Have appropriate mechanism for recruiting specialists, persons experienced in statistics to the units, departments of statistics, ensure sufficiency of personnel for carrying out statistical analysis and forecasts in units affiliated to ministries;
c) Do research on the construction of human force training and development project in information technology and financial statistics to 2020; organize training and updating professional knowledge in statistics, computers and management skills for officials involved in statistics, concurrently hold statistics jobs in the Ministry of Finance, the Service of Finance; accelerate scholarship programs of other countries, international organizations in statistics; analyze, forecast and plan policies intended for the Ministry of Finance;
d) Develop application of occupational allowances scheme for civil servants perform statistical work as prescribed in the Prime Minister’s Decision No. 45/2009/QĐ-TTg dated March 27, 2009;
5. Collaborative solutions for sharing statistical information, creating synchronous, uniform and smooth statistical information system:
a) Collaborate, connect and share the use of statistical information among units inside and outside financial sector to ensure the information is communicated in a timely, synchronous manner without overlapping, especially connection of statistical information among general departments of budget management, tax administration, treasury, public property and price management;
b) Collaborate with agencies, units inside and outside financial sector to share and exchange use of results of statistical analysis and forecasting;
c) Construct forms for exchange of statistical information between the Ministry of Finance and the Ministry of Planning and Investment (General Statistics Office of Vietnam); between the Ministry of Finance and relevant ministries and departments;
6. International cooperation in financial statistics
a) Units that perform statistical work shall be encouraged to cooperate and receive technical and financial supports from international organizations, ODA and sponsorships in statistics to the Ministry of Finance to enhance capacity of personnel that perform statistical work as well as enhance statistical and forecasting capacity of the Ministry;
b) Units that perform statistical work, analysis and forecasting are encouraged to cooperate with international units, organizations in statistics in mobilizing sponsorships from international organizations and experts for the fulfillment of the statistical duties, analysis and forecasts of the Ministry;
c) Units, individuals that perform statistical work, analysis and forecasting are encouraged to cooperate and exchange scientific information to approach advanced statistical and forecasting methods
III. Tasks
Key tasks of the action plan shall be carried out in accordance with the contents, plan and responsibilities as prescribed in the Appendix enclosed herewith.
IV. Implementation
1. The units shall preside over the implementation of the assigned tasks from the action plan as prescribed in the Appendix enclosed herewith; take the initiative in deploying specific programs to ensure quality and progress of the implementation of the assigned tasks; immediately report difficulties during the deployment of statistical work to the Ministry (Department of Information Technology and Financial Statistics)for handling.
2. Organization and Personnel Department
a) Study, review and propose plans for strengthening organizational and staff structure of the units, departments that perform statistical work at units affiliated to Ministries as prescribed in the Decree No. 03/2010/NĐ-C; arrange sufficient personnel that perform statistical work, analysis and forecasting to meet requirements for satisfactory performance of statistical work at the units affiliated to the Ministry;
b) Organize and instruct the deployment of occupational allowances scheme for civil servants that perform statistical work as prescribed in the Prime Minister’s Decision No. 45/2009/QĐ-TTg dated March 27, 2009; and at the same time cooperate with Department of Information Technology and Financial Statistics in constructing plans for training in statistics and computers in order to enhance professional competence for civil servants performing statistical work in financial sector.
3. Department of Planning – Finance:
a) Provide guidance to units affiliated to the Ministry on formation of budget estimates for the implementation of this action plan;
b) Appraise budget estimates according to applicable regulations;
c) Arrange budget for the units affiliated to the Ministry for the implementation of this action plan;
4. Department of Information Technology and Financial Statistics:
a) Act as an advisor to the Minister of Finance in organizing the implementation of the action plan, speed up and oversee relevant units in the implementation of the action plan;
b) Construct mechanism and policies relating to financial statistics in general; review, fulfill and supplement documents of financial statistic indicator system, general statistics reporting system applied to the ministries, departments, policies on dissemination of state statistical information;
c) Organize training courses to strengthen statistical capacity of the civil servants performing statistical work at the units affiliated to the Ministry;
d) Oversee and speed up the units affiliated to the Ministry in the implementation of state regulations on statistics; preside over and cooperate with the units affiliated to the Ministry in making regular preliminary reports and summary reports on the implementation of the action plan and proposing to the Ministry of Finance handling alternatives for issues arising during the implementation of the strategy;
dd) International cooperation in financial statistics./.
