RESOLUTION
ON GOVERNMENT’S REGULAR MEETING IN JUNE, 2021 AND GOVERNMENT’S VIRTUAL MEETING WITH PROVINCIAL GOVERNMENTS
THE GOVERNMENT
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating Working Regulation of the Government;
Based on discussion of the Government’s Members at the Government’s Regular Meeting in June, 2021 held on July 01, 2021 and opinions given at the Government’s virtual meeting with provincial governments held on July 02, 2021, and the conclusion of the Prime Minister;
HEREBY RESOLVES:
A. Socio-economic developments in the first 6 months of 2021, and orientations and tasks to be performed in the last 6 months of 2021
I. Socio-economic developments in the first 6 months of 2021
Since the beginning of the year, fast-paced, complicated and unpredictable changes have occurred in the world and the region, including favorable changes intertwined with unfavorable ones. The Covid-19 pandemic with new variants has constantly appeared and some countries have re-established Covid-19 prevention and control measures. Some major economies have recovered strongly. However, the world economy in general still faced many difficulties. There are potential risks posing to the international financial and money markets. Prices of materials, fuels and essential supplies increased. Domestically, the Covid-19 situation, with the new variant - Delta variant, continued to be complicated. Two outbreaks, especially the one took place since the end of April, have caused negative impacts on the socio-economic development of our country.
In that context, as a result of the efforts of the whole political system, the strong support and consensus of all enterprises and the people, under the leadership of the Communist Party, the supervision of the National Assembly, the decisive and timely decisions issued by the Government, the Prime Minister, governments and authorities at all levels, and the active and effective cooperation and participation of the Vietnamese Fatherland Front and socio-political organizations, the “dual goal” of the Covid-19 control and socio-economic rehabilitation and development has been effectively achieved while the 13th National Party Congress and election of the 15th National Assembly and People's Councils at all levels for the 2021-2026 tenure have been also successfully organized.
Macro-economy remained stable while the inflation remained low as well as the average CPI in the period of the first 6 months increased by 1,47%, the lowest increase since 2016. Average 6-month GDP growth rate reached 5,64%, higher than that of the same period in 2020 (1,82%). Major balances of the economy continued to be secured. State budget revenue reached 58,2% of the annual budget estimate, increased by 16,3%. Industrial and construction sectors grew by 8,36% of which manufacturing and processing accounted for 11,42% and became the main driving forces for economic growth. Agriculture, forestry and fisheries sectors recorded positive growth which reached 3,69%, the highest rate in the past 5 years. Export and import operations continued to increase considerably. Especially, exports were estimated at over USD 157 billion, increased by 28,4%. Money market and banking operations remained stable. Credit growth recovered quickly and lending interest rates continued to decrease. Positive outcomes of digital transformation have been achieved.
Due attention was paid to social security affairs. In principle, people’s life was stable. Policies to support employees and employers facing difficulties due to Covid-19 have been promptly promulgated. Plans for organization of the national secondary school final exam in 2021 have been properly prepared. The nation’s cultural values have been promoted, especially in the pandemic prevention and control, which continued to affirm our nation’s tradition of solidarity and compassion, resilient will and preeminent natures.
Inspection, receipt of citizen’s opinions, settlement of complaints and denunciation as well as anti-corruption works have been promoted. National defense and security have been intensified. Public order and social security have been maintained. External affairs and international integration continued to promote Vietnam’s active and positive role in dealing with regional and international issues. Diplomatic affairs in service of vaccine strategy have been effectively implemented.
However, various socio-economic limitations and shortcomings still remained. The Covid-19 pandemic, with Delta variant, remained complicated in many provinces. Targets in economic growth have not been achieved. Mobilization of resources for investment and development faced different difficulties. Disbursement of public investment capital remained slow, especially ODA loans. Bad debts tended to increase. FDI investment remained low. A lot of enterprises have withdrawn from the market. Prices of materials, fuels, essential supplies and international freight costs increased. Livestock and poultry diseases continued to occur in many provinces and cities. Inappropriate mechanisms, policies and regulations have been slowly amended. The pandemic has considerably affected production, business, labor and employment in various sectors. Unemployment rate increased. A part of people still encountered difficulties in life. Potentially complicated incidents could still occur in some areas, etc.
II. Orientations, tasks and key solutions in the last 6 months of 2021
In the last 6 months of 2021, the world economy was anticipated to continue to recover but various risks and challenges remained. The Covid-19 pandemic with new variants shall still be complicated and unpredictable. Economic opportunities and advantages as well as difficulties and challenges will continue to intertwine but difficulties and challenges would be more prevalent. The Covid-19 pandemic continues to develop complicatedly in some provinces, including Ho Chi Minh City and some other key economic regions.
The tasks set for the last 6 months of 2021 would be very heavy and require the effort, consensus and outstanding attempts of the whole Communist Party, people and armed forces to overcome difficulties and challenges and thus successfully achieve socio-economic development goals and objectives in 2021.
The Government decided not to adjust the socio-economic development goals and objectives in 2021 which have been set out, and requested ministries and provincial governments to focus on taking actions to achieve such goals and objectives, especially the defined “dual goal”, on the basis of the guidelines and instructions given in the Resolution No. 63/NQ-CP dated June 29, 2021 and other Government’s Resolutions; focus and prioritize resources for Covid-19 prevention and control on the basis of a flexible, creative, harmonious and effective combination of efforts between the pandemic prevention and control, and socio-economic development; based on the actual conditions of each province, decide to prioritize pandemic prevention and control or socio-economic development or combine pandemic prevention and control tasks and socio-economic development tasks; Ho Chi Minh City and some other southern provinces and cities, especially the southern key economic region, at this time, should give special priority to the fight against the Covid-19.
The Government requests the Government’s Members, heads of Governmental agencies, and Chairpersons of People’s Committees of provinces and central-affiliated cities to promptly perform and implement the tasks and solutions set out in the Resolutions of the central government, Poliburo, National Assembly, and Government, heighten the sense of responsibility before the Communist Party, the State and people, and avoid delaying performance of tasks; proactively, flexibly and creatively direct and manage but always stick to the reality, properly understand each situation to make timely, accurate and most effective decisions. Special attention should be paid to the following main tasks and solutions:
1. Special focus on Covid-19 prevention and control, and effective implementation of vaccine strategy
a) The Ministry of Health, Ministries and provincial governments shall:
- Continue strictly implementing the “5K + vaccine” motto and step up the application of technologies to the epidemic control by the way of “active prevention, early detection, quick quarantine, effective treatment, complete elimination and fast situation stabilization”.
- Focus on formulation and implementation of short-, medium- and long-term Covid-19 vaccine strategies; buy vaccines as quickly and as much as possible, ensure quality of vaccines; diversify sources of vaccine supply associated with appropriate vaccine control mechanism. Promote the transfer of Covid-19 vaccine production technologies and carry out domestic vaccine production as soon as possible; launch the vaccination campaign across the country so as to achieve herd immunity; prioritize the prescribed subjects for Covid-19 vaccine.
b) The Ministry of Health shall provide guidelines on isolation methods, conditions, standards and criteria such as isolation of F1 cases at home, Covid-19 self-testing procedures; play the leading role and cooperate with the Ministry of Foreign Affairs, Ministries and relevant authorities in developing plans for lifting travel restrictions and reopening the economy with a rational roadmap; adopt practical policies and solutions for supporting and encouraging frontline forces in Covid-19 fight.
2. Maintenance of macroeconomic stability and major economic balances and promotion of economic growth
Ministries, ministerial agencies, and Governmental agencies were requested to fully absorb the conclusions of the Standing Committee of National Assembly in the 57th Session and opinions given by the Government’s Members at the Government’s Regular Meeting in June, 2021, and especially focus on the following tasks:
a) Ministry of Planning and Investment shall play the leading role and cooperate with the Ministry of Finance, Ministry of Industry and Trade, the State Bank of Vietnam, and relevant authorities and provincial governments in:
- Effectively promoting the cooperation mechanism for macroeconomic management; closely monitoring developments to update growth scenarios, continue maintaining macroeconomic stability, controlling inflation and ensuring major economic balances.
- Focusing on settlement of difficulties and obstacles to disburse public investment capital according to the Government’s Resolution No. 63/NQ-CP in 2021. Assisting and providing guidelines for provincial governments in formulating and appraising provincial planning; submit master plans, national plans, regional and provincial plans to the Government and the Prime Minister as prescribed.
- Doing research and formulating economic recovery and development programs; carrying out investment promotion and attraction activities, and reporting special investment attraction cases to the Prime Minister.
- Urgently completing reports on assessment of socio-economic developments in the first 6 months and solutions adopted in the last 6 months of 2021; The Minister of Planning and Investment is assigned to act on behalf of the Government and with the authorization of the Prime Minister to sign such reports and submit them to the National Assembly as prescribed.
b) The Ministry of Finance shall direct and instruct provincial governments to intensify measures for tightening financial and state budget regulations and rules so as to minimize recurrent expenditures; Update information and urgently complete reports on state budget revenues and expenditures in the first 6 months and solutions adopted in the last 6 months of 2021; The Minister of Finance is assigned to act on behalf of the Government and with the authorization of the Prime Minister to sign such reports and submit them to the National Assembly as prescribed.
c) Ministry of Planning and Investment, and Ministry of Finance shall fully absorb and implement the conclusions at the 3rd Plenum of the 13th Central Executive Committee of the Communist Party to complete reports on the 5-year socio-economic development plan, the 5-year national financial plan, and the medium-term public investment plan for the 2021-2025 period; submit such reports to the Prime Minister for consideration before signing such reports with the authorization of the Prime Minister, and submitting them to the Standing Committee of National Assembly and the National Assembly as prescribed.
d) The State Bank of Vietnam shall:
- Proactively and flexibly manage money policies which should be closely combined with other financial and macro polices for the purposes of inflation control and macroeconomic stability; submit to competent authorities for promulgation and organize the implementation of the Scheme for restructuring of credit institution system associated with bad debt settlement for 2021-2025 period; develop scenarios for bad debt settlement by the end of 2021 and 2022.
- Manage the credit growth in a reasonable manner, focus on production and other sectors given priority; simplify procedures and required documents in order to facilitate the access to loans.
dd) The Ministry of Industry and Trade shall direct and ensure the balance between supply and demand of essential goods, price and market stability; adopt positive solutions for controlling trade deficit to maintain harmonious and sustainable balance of trade; Implement programs for stimulating domestic consumption; summarize experiences learned from domestic consumption of agricultural products over the past time, and develop scenarios and plans for consumption of large-scale and high-output and value agricultural products of provinces.
3. Formulation and revision of legal framework; resolution of difficulties in business and production; apparatus restructuring and improvement of effectiveness and efficiency of state administrative agencies
a) The Ministry of Justice shall play the leading role and cooperate with relevant Ministries, authorities and provincial governments in frequently reviewing and promptly providing advice for dealing with difficulties arising during the implementation of mechanisms, policies and laws so as to promote business and production activities. Ministries, authorities and provincial governments are requested to review and report difficulties arising during the implementation of this Decree to the Prime Minister by July 20, 2021.
b) The Ministry of Transport shall play the leading role and cooperate with the Ministry of Finance, relevant authorities and provincial governments in establishing a working team in charge of reviewing and immediately resolving difficulties in logistics costs and shortage of containers; cut down or prevent the increase in costs of transportation of imports and exports.
c) The Ministry of Home Affairs shall complete and submit the Scheme for organization of the Government for the 2021-2026 term to the National Assembly for approval; cooperate with relevant Ministries, authorities and provincial governments to review, arrange and consolidate the organizational apparatus and administrative units at all levels; make rational amendments and revisions to functions and tasks of Ministries and ministerial agencies so as to avoid conflicts, overlapping, unclear assignment of responsibilities or omission of tasks; propose solutions for promoting delegation of authority and powers, determining personal responsibilities, and adopt specific mechanisms for intensifying inspection and control of exercise of delegated powers.
The progress of the "Improvement and modernization of records/maps of administrative divisions and establishment of database on administrative divisions” project specified in the Decision No. 513/QD-TTg dated May 02, 2012 and relevant decisions issued by the Prime Minister must be speeded up with guaranteed quality.
4. Industrial and agricultural development, and disaster preparedness and control
a) The Ministry of Industry and Trade shall do research and propose effective solutions on mechanisms and policies for attraction of investment in industrial development with special attention to the branches of processing, manufacturing and supporting industries associated with digital transformation; direct and manage to ensure adequate power supply for production and daily life as well as prevent local shortage of electricity; urgently complete the Electricity Planning VIII and the National Energy Master Plan.
b) The Ministry of Agriculture and Rural Development shall play the leading role and cooperate with Ministries, relevant authorities and provincial governments in developing the Strategy for sustainable agricultural and rural development in the 2021-2030 period with a vision by 2050 in the spirit of the Resolutions and documents of the 13th Party Congress and the Resolution of the 7th Conference of the 10th Central Committee of the Communist Party on agriculture, farmers and rural areas, and submitting it to the Prime Minister in Quarter IV, 2021; Prepare and submit feasibility study report to the Prime Minister for deciding investments under the National target program on development of new-style rural areas, and promulgating the National criteria for new-style rural areas in the 2021-2025 period immediately after obtaining approval for investment guidelines from the National Assembly.
c) The Ministry of Natural Resources and Environment shall focus on improvement of capability and quality of forecasting and warning of climate changes, severe weather and hydrologic phenomena to effectively serve disaster preparedness, control and mitigation.
5. Acceleration of digital transformation by taking advantage of opportunities during Covid-19 pandemic
a) The Ministry of Information and Communications shall play the leading role and cooperate with relevant authorities and provincial governments in effectively implementing the E-Government Development Strategy towards Digital Government in the 2021-2025 period with a vision by 2030; propose solutions for achieving the target of providing 100% of public services online at level 4.
b) The Ministry of Planning and Investment shall urgently formulate and implement the Program for supporting Vietnamese enterprises in digital transformation and the Scheme for supporting small and medium-sized enterprises in digital transformation by 2025 with a vision by 2030.
6. Promotion of development of traffic and urban infrastructure, formulation and approval for national planning
a) The Ministry of Transport shall play the leading role and cooperate with Ministries, relevant authorities and provincial governments in urgently completing and submitting master plans on networks of roads, inland waterways, seaports, railway and airports nationwide in the 2021-2030 period with a vision by 2050 to the Prime Minister; Cooperate with the Ministry of Construction and the People's Committee of Ha Noi City to urgently put Cat Linh - Ha Dong urban railway into operation.
b) The Ministry of Construction shall urgently direct the review of implementation of and revisions to the Resolution No. 1210/NQ-UBTVQH13 dated May 25, 2016 of the Standing Committee of National Assembly on classification of urban areas, and submit the report thereof to the Government within August, 2021 before submitting it to the Standing Committee of National Assembly; play the leading role and cooperate with relevant authorities and provincial governments in proposing solutions for development of social housing, especially housing for workers in industrial parks.
c) The Ministry of Natural Resources and Environment shall:
- Promptly complete the formulation, appraisal and reporting to the Government on the national land use plan for the 2021-2030 period and the national land use plan for the 2021-2025 period for submission to the National Assembly in the 2nd Session (in October, 2021); speed up the progress and operation of the national land database; direct and instruct provincial governments in completing the formulation and approval for provincial- and district-level land use plans.
- Promptly formulate, appraise and submit the national marine spatial planning to the Government for consideration and submission to the National Assembly for decision according to the assigned schedule; request the Government to consider and promulgate a Decree on land reclamation.
- Play the leading role and cooperate with Ministries, relevant authorities and provincial governments in intensifying the management of natural resources and minerals; consolidating difficulties arising during the licensing, exploration and extraction of minerals and the late implementation of projects resulting in uncultivated land; propose remedial measures to the Prime Minister.
7. Development of education and training, science and technology, labour and employment, and cultural and social sectors
a) The Ministry of Education and Training shall play the leading role and cooperate with relevant authorities and provincial governments in organizing the national secondary school final exam in 2021 in a strict and safe manner; make the best preparations for the new school year 2021-2022.
b) The Ministry of Science and Technology shall promptly complete science and technology development and innovation strategies for 2021-2030 period; support mechanisms and policies for development of science and technology market; consistently organize the implementation of national science and technology programs by 2030.
c) The Ministry of Labour, War Invalids and Social Affairs shall:
- Play the leading role and cooperate with Ministries, relevant authorities and provincial governments in fully implementing policies for people with meritorious services to the revolution and families benefiting from policies; organizing practical activities of gratitude and remembrance of heroic martyrs, war invalids, sick soldiers and Vietnamese heroic Mothers on the Ward Invalids and Martyrs Day.
- Play the leading role and cooperate with Ministries, relevant authorities and provincial governments in promptly and effectively implementing the Government’s Resolution No. 68/NQ-CP dated July 01, 2021; and adopting solutions for handling local and temporary shortage of workers.
- Prepare feasibility study report and submit it to the Prime Minister to make investment in the national target program for poverty reduction and sustainable social security for the 2021-2025 period immediately after obtaining approval for investment guidelines from the National Assembly.
d) The Committee for Ethnic Affairs shall urgently complete and submit to the Prime Minister for considering and issuing a decision on investment in the national target program for socio-economic development of ethnic minority and mountainous areas in the 2021-2030 period.
dd) The Ministry of Culture, Sports and Tourism shall:
- Urgently complete Vietnam's cultural strategy for the 2021-2030 period and Vietnam’s tourism development program for the 2021-2030 period, and submit them to the Prime Minister in August, 2021.
- Strengthen information, communication and promotion of domestic and overseas tourism; stimulate domestic tourism in line with the pandemic situation.
8. Promotion of settlement of complaints and denunciations, and anti-corruption works
The Government Inspectorate, Ministries, authorities and provincial governments shall:
- Attach special importance to strict implementation of regulations on citizen reception, settlement of complaints and denunciations so as to ensure that complaints, denunciations and suggestions of people and enterprises shall be promptly settled at their respective provinces or enterprises; continue reviewing and settling complicated and prolonged cases.
- Promote the prevention and fight against corruption at all levels, authorities and units; burden responsibility of holders of leading positions and ensure openness and transparency as well as recovery of corrupted assets.
9. Ensuring national defense and security; maintaining public order and social security
a) The Ministry of National Defence shall direct the proper performance of military and national defense tasks; closely monitor the situation and proactively formulate response plans to avoid passive cases.
b) The Ministry of Public Security shall grasp the situation and implement plans and measures for ensuring absolute security and order of the nation's important political events, especially the 3rd Plenum of the 13th Central Executive Committee of the Communist Party and the 1st Meeting of the 15th National Assembly; strive to defeat all intrigues and acts of sabotage of hostile and reactionary forces; Suppress criminals of all kinds, especially criminals using high technologies to defraud and appropriate property. Intensify measures for ensuring traffic order and safety, reduce traffic jams; prevent and fight against fire and explosion.
10. Enhancing efficiency in external affairs and international integration
The Ministry of Foreign Affairs shall play the leading role and cooperate with Ministries and relevant authorities in organizing high-level external affairs and other external affairs in appropriate forms. Promote Vietnam’s active role in intra-ASEAN cooperation; properly undertake and implement the country’s priorities as a non-permanent member of United Nations Security Council; Continue mobilizing Covid-19 vaccines and receive transfer of vaccine production technologies from other countries. Fulfill the tasks to protect Vietnamese citizens abroad.
11. Promotion of information and communication and social consensus
Ministries and provincial governments shall focus on proper performance of information and communication tasks as a leadership approach of the Communist Party in direction and administration. The Ministry of Information and Communications shall direct press agencies to operate according to their principles and defined purposes; provide inspiration for people to actively participate in and effectively implement guidelines, policies and laws of the Communist Party and of the State, especially those for Covid-19 prevention and control in the current period. Prevent social media crisis; Actively fight and refute false viewpoints and distorting claims of hostile forces.
III. Key tasks and solutions for provincial governments
The Government requests Chairpersons of provincial People’s Committee to grasp and urgently and effectively organize the implementation of the Resolution of the 13th Party Congress, and Resolutions of Party Committees of all levels in the province; the tasks and solutions set out in the Resolutions of the National Assembly and of the Government and directives of the Prime Minister; closely cooperate with Ministries and authorities in performing the tasks and solutions set out in Section II Part A of this Resolution; strive to achieve objectives and goals in 2021 of each province, and contribute to the overall results of the whole country; Accordingly, special attention must be paid to the following tasks and solutions:
1. Pay the utmost attention to Covid-19 prevention and control in the spirit of “fighting against Covid-19 like enemies”. In affected provinces, strengthen investigation, tracing, rapid testing, timely zoning and strictly implement isolation, health monitoring and treatment to control epidemic outbreaks as soon as possible; establish a data analysis team in charge of connecting and analyzing data serving the direction and control of pandemic prevention and control. Implement social distancing and isolation within an appropriate scope; maintain normal daily life, production and business activities in areas, where the covid-19 prevention tasks are effectively performed, or there is no transmission or no new cases of covid-19, in association with strict and effective implementation of pandemic prevention measures. Make the best preparations for implementing the Covid-19 vaccination campaign in the province.
2. Promptly update growth scenarios suitable for actual conditions of each province. Review the performance of objectives and tasks in the first 6 months of 2021 in the province, assess outcomes, shortcomings, restrictions and point out reasons thereof so as to develop and implement appropriate solutions. Promote the activeness and creativity in applying measures for achieving the "dual goal” in a flexible and appropriate manner according to delegated authority.
3. Closely monitor state budget revenues and give direction to ensure the completion of the assigned estimates in the province. Properly manage state budget expenditures; thoroughly save recurrent expenditures, prioritize funding from state budget for covering costs of pandemic prevention and control, and other important, urgent and unexpected tasks.
4. Strictly comply with regulations and rules in disbursement of public investment capital within their competence; review the disbursement progress of each project, transfer capital from projects to which investment capital is slowly or ineffectively disbursed to projects with high disbursement capacity; take actions against projects with late or prolonged progress; strictly control prices and quality of building materials used to build public investment projects; strive to achieve the established capital disbursement goals by the end of 2021 under the Government’s Resolution No. 63/NQ-CP.
5. Give directions for development of industrial production, restructuring and improvement of efficiency in agricultural production which must be conformable with actual conditions and strengths of each province. Review and solve difficulties, especially those in land clearance and investment procedures, arising during the implementation of investment projects, especially provincial key and leading projects. Continue formulating provincial planning, prevent occurrence of delays or legal gaps which adversely affect socio-economic development of the province; intensify urban management and development as well as development of new-style rural areas. Formulate plans for coping with disaster, climate changes, severe weather, especially in the coming rainy and stormy season. Frequently carry inspection of compliance with the Law on environmental protection. Strengthen digital transformation in the context of Covid-19 pandemic; develop various types of e-commerce and online services, and intensify provision of online public services in the province.
6. Proactively cooperate with relevant Ministries and authorities in consistently implementing solutions for supporting introduction and promotion of products, and search for product consumption markets; expand and develop domestic markets; focus on development and improvement of capacity to export provincial key products; strengthen the fight against smuggling, trade frauds, counterfeits and violations against regulations on food safety. Maintain smooth transportation operations.
7. Speed up the implementation of the Government’s Resolutions on improvement of business environment, reduction and simplification of business regulations, and administrative reform. Actively carry out talks with enterprises and people, and request competent authorities to resolve difficulties arising during the implementation of mechanisms and policies in the spirit of the Government’s Resolution No. 45/NQ-CP in 2021 and the Prime Minister’s directives. Develop plans and programs for business recovery and development, and support for enterprises to restore their business immediately after the pandemic had been basically reined.
8. Consistently and effectively perform tasks and solutions for cultural, educational and healthcare development, and social security guarantee, especially those for policy beneficiaries, ethnic minorities, and residents in remote and isolated areas, border areas and islands. Maintain and create employment, support and ensure labour forces for production activities, especially in industrial parks in the province. Promptly and effectively organize the implementation of the Government’s Resolution No. 68/NQ-CP dated July 01, 2021, and frequently organize inspection of the implementation of this Resolution. Ensure conditions for provision of medical examination and treatment as well as healthcare services for people.
9. Direct the organization of the secondary school final exam for the school year 2020-2021 which must comply with Covid-19 prevention and control requirements; make the best preparations for the new school year 2021-2022, and adopt the new general education program in the province according to guidelines given by the Ministry of Education and Training.
10. Review, consolidate and arrange the organizational structure of administrative agencies at all levels within their competence and towards streamlining, effective and efficient operation; strengthen delegation of authority and division of powers associated with inspection and control of powers. Strictly carry out inspection, citizen reception and settlement of complaints and denunciations, especially complicated cases involving multiple entities; effectively prevent and fight against corruption from grassroots level.
11. Properly perform military and national defense tasks in the new situation according to the set plan, and firmly grasp the situation to promptly and properly make revisions. Maintain security, political stability, public order and social safety; properly manage and promptly detect and take actions against illegal residence or entry cases; consistently implement solutions for ensuring traffic order and safety; effectively perform fire and explosion prevention and fight tasks in the province.
B. Implementation of key tasks and solutions for improving business environment and enhancing national competitiveness
The Government has agreed with the Report No. 4156/BC-BKHDT dated June 30, 2021 of the Ministry of Planning and Investment on implementation of the Resolution No. 02/NQ-CP dated January 01, 2021. Ministries, authorities and provincial governments are requested to:
1. Do research and make revisions or request competent authorities to make revisions to regulations to immediately deal with difficulties encountered by enterprises due to lack of connection and cooperation between relevant authorities and units, and ensure the clear and transparent division of responsibilities; ensure that there is the only focal point assigned to manage each type of commodities in each ministry or branch; connect and share information to serve the development of a shared database serving state management tasks.
2. Speed up digital transformation in state management, consistently adopt solutions for support enterprises in digital transformation, and promote e-commerce development and non-cash payment.
3. The Ministry of Finance is requested to promptly formulate a Decree prescribing management, methods and procedures for quality and food safety inspection of imported goods, and submit it to the Government in July, 2021.
4. Vietnam Chamber of Commerce and Industry, Vietnam Association of Small and Medium Enterprises (VINASME), and other business and trade associations shall monitor and frequently carry out independent assessment of the implementation and outcomes of the Resolution No. 02/NQ-CP.
C. Implementation of Program for reduction and simplification of regulations on business operations in the 2020-2025 period
The Government has agreed with the Report No. 4370/BC-VPCP dated June 30, 2021 of the Office of the Government on implementation of the Resolution No. 68/NQ-CP dated May 12, 2020. Ministries, authorities and provincial governments are requested to:
1. Complete the plans for reduction and simplification of regulations on business lines or sectors within their authority, and submit them to the Prime Minister for consideration and approval by September 30, 2021; promulgate or request competent authorities to promulgate documents on implementation of such approved plans.
2. Promote the delegation of authority to settle administrative procedures in such a manner that administrative procedures shall be settled by authority of the lowest level as possible so as to avoid transfer of a case to authorities of multiple levels or delay in settlement of procedures or acts of harassment or misconduct.
3. The Office of the Government shall take charge and cooperate with relevant Ministries, authorities and provincial governments in effectively organizing the implementation of the Program for reform of regulations on business operations in the 2020-2025 period; effectively implementing the Scheme for renovation of single-window system, inter-agency single-window system and central model serving handling of administrative procedures in the 2021-2025 period; expedite Ministries, authorities and provincial governments to intensify the online submission, receipt and processing of applications and documents, data-based direction, improvement of quality of public services, and integration of data into the National Public Service Portal.
4. The Advisory Council for Administrative Procedure Reform of the Prime Minister, Vietnam Chamber of Commerce and Industry, business and trade associations shall strengthen talks to promptly grasp and determine specific provisions on business operations laid down in legislative documents or instructional documents which create obstacles or increased operating costs to enterprises, and then request competent authorities to make appropriate amendments to facilitate, reduce operating costs and enhance competitiveness of enterprises while management requirements are still ensured; report the cases beyond their competence to the Government or the Prime Minister for consideration.
D. Reporting on review of regulations and ordinances which cause difficulties to Covid-19 prevention and control
1. Ministers, heads of ministerial agencies, and heads of Governmental agencies shall continue reviewing and consolidating regulations that cause difficulties included in laws, ordinances and resolutions of the National Assembly, decrees of the Government, and other relevant laws; submit proposed amendments or revisions to the Ministry of Health and Ministry of Justice.
2. The Ministry of Justice shall play the leading role and cooperate with the Ministry of Health and relevant authorities in making proposal for formulation of the Law on amendments to some laws concerning Covid-19 prevention and control in accordance with the Law on promulgation of legislative documents, and submit a report thereof to the Government by July 20, 2021 for reporting to the Standing Committee of National Assembly for including it in the Program for formulation of laws and ordinances in 2021, and requesting the National Assembly to consider giving approval for bills according to simplified procedures at a meeting.
3. Regarding the centralized procurement of biological products serving the performance of Covid-19 prevention and control tasks, the Ministry of Finance shall play the leading role and cooperate with the Ministry of Planning and Investment and Ministry of Justice in providing guidelines on legal grounds and authority to issue the list of biological products to be procured and procedures for centralize procurement of such biological products. On that basis, the Ministry of Health shall cooperate with relevant authorities to carry out the procurement of biological products as prescribed.
DD. Drafting of Prime Minister’s decision on criteria for classification of state-owned enterprises and state-invested enterprises that shall undergo ownership conversion, restructuring and divestment in 2021-2025 period
The Government has agreed with the proposal of the Ministry of Planning and Investment to issue the Prime Minister’s decision on criteria for classification of state-owned enterprises and state-invested enterprises that shall undergo ownership conversion, restructuring and divestment in 2021-2025 period which shall supersede the Decision No. 58/2016/QD-TTg dated December 28, 2016. The Ministry of Planning and Investment shall be assigned to play the leading role, with receipt of opinions from the Government’s Members, in completing the draft decision and submit it to the Prime Minister in a manner that ensures the clear division of powers, facilitates implementation and inspection, avoid acts of misconduct, wastefulness and loss, and ensures the adherence to regulations of law.
E. Implementation organization
1. Ministries, authorities and provincial governments are requested to, within the ambit of their assigned functions and tasks, intensify disciplines, regulations and rules, promptly and effectively implement the tasks and solutions set out in this Resolution; frequently carry out the inspection and assessment of the implementation; promptly submit reports and proposals to the Government and the Prime Minister on difficulties and issues arising beyond their competence. Ministers, heads of ministerial agencies, heads of Governmental agencies, and Chairpersons of provincial People’s Committees shall closely monitor the situation, direct and encourage officials, public employees and workers in state administrative agencies from central to local government so as to promote their sense of responsibility to overcome all difficulties by their best efforts, optimal solutions and decisive actions to complete all assigned tasks.
2. Agencies of the Communist Party, National Assembly, Vietnamese Fatherland Front, socio-political organizations, business community and people nationwide are requested to accompany and close cooperate with administrative agencies at all levels to intensify the inspection of performance of public tasks, give opinions and make contribution to creation of social consensus./.
