Pursuant to Article 63 of the Constitution of the Democratic Republic of Vietnam;

NOW ANNOUNCEMENT:

The Ordinance stipulates the agency in charge of the management of fire prevention and fighting and the rank regime of officers and non-commissioned officers of fire prevention and fighting.

ORDER

REGULATIONS AGENCIES IN CHARGE OF FIRE PREVENTION AND FIRE FIGHTING MANAGEMENT AND LEVEL MODE OF FIRE PREVENTION AND FIRE FIGHTING OFFICERS

Considering that the work of fire prevention and fighting is closely related to the protection of general order and security, which is undertaken by the Ministry of Public Security;

At the proposal of the Government Council;

The Standing Committee of the National Assembly of the Democratic Republic of Vietnam stipulates the agency in charge of the management of fire prevention and fighting work and the hierarchy of officers and non-commissioned officers of fire prevention and fighting as follows:

Article 1. - Transferring the management of fire prevention and fighting from the Ministry of Home Affairs to the Ministry of Public Security .

Set up the Fire Prevention and Fighting Department under the Ministry of Public Security.

Set up professional fire prevention and fighting teams of cities, provinces and equivalent administrative units directly under the police offices of cities, provinces and equivalent administrative units.

Article 2. - The professional fire prevention and fighting force consists of officers, non-commissioned officers and soldiers.

The rank system of officers and non-commissioned officers of fire prevention and fighting according to the rank system of officers and non-commissioned officers of the People's Police was stipulated in the ordinance dated July 16, 1962.

Article 3. - All previous regulations on the management of fire prevention and fighting work contrary to this Ordinance are annulled .

This Ordinance was approved by the Standing Committee of the National Assembly of the Democratic Republic of Vietnam on March 23, 1963.
