Official Dispatch No. 4796/SGTVT-VTDB dated April 23, 2020 on Safe transport in Ho Chi Minh City amid Covid-19 pandemic, applicable from April 23, 2020

To: The People’s Committee of Ho Chi Minh City

Pursuant to Official Dispatch No. 3864/BGTVT-VT dated April 22, 2020 of the Ministry of Transport on implementation of the Prime Minister’s directives at the Government meeting on Covid-19 prevention and control on April 22, 2020;

Pursuant to directives of the People’s Committee of Ho Chi Minh City at the meeting on April 23, 2020, Department of Transport has prepared a plan for organization of transport in Ho Chi Minh City from April 23, 2020 until further notice. To be specific:

1. Road transport

a) Passenger transport by taxis and charter vehicles (ride-hailing vehicles with less than 9 seats): may operate normally from April 23, 2020.

b) Buses

- For subsidized buses: Department of Transport shall review and announce the routes that may be operated after May 03, 2020.

- For non-subsidized buses and buses operating adjacent interprovincial routes: Department of Transport consider and cooperate with relevant provinces in announcing their normal operation according to proposals of the operating enterprises and cooperatives.

- For buses operating fixed routes: up to 30% of the schedule in medium-risk provinces and up to 50% in low-risk provinces (not less than 01 trip/route); Department of Transport of Ho Chi Minh City shall cooperate with Departments of Transport of relevant province in uniform implementation of these regulations from April 23, 2020.

- For charter vehicles (except ride-hailing vehicles with less than 9 seats) and tourist vehicles: up to 30% of the vehicles may operate the routes connected to medium-risk provinces and up to 50% of the vehicles may operate the routes connected to low-risk provinces from April 23, 2020.

2. Waterway passenger transport:

a) Cat Lai Ferry Wharf:

- Timetable: 5 am – 10 am, 3 pm – 8 pm for passengers and vehicles with gross vehicle weight (GVW) not exceeding 08 metric tons.

- Passengers and motorbikes are not served outside these hours. Other vehicles will be served except vehicles with GVW exceeding 08 metric tons.

b) Binh Khanh Ferry Wharf may operate normally.

c) Waterway routes No. 01 shall be suspended until the end of May 03, 2020.

d) Interprovincial routes: not more than 01 trip/route/day (according to Official Dispatch No. 3864/BGTVT-VT dated April 22, 2020 of the Ministry of Transport).

3. All transport businesses shall ensure safety according to the criteria for assessment of transport safety in Ho Chi Minh City amid Covid-19 pandemic, regulations of the Ministry of Transport and health authorities.
