Công văn 682/BGTVT-VT năm 2022 về tiêu chuẩn, điều kiện hành khách, tổ bay trên các chuyến bay nội địa chở khách thường lệ do Bộ Giao thông vận tải ban hành

- Van Don International Airport;
- Airports Corporation of Vietnam;
- Aviation Joint Stock Companies of Vietnam: Pacific Airlines, Vietjet Airlines, Bamboo Airlines;
- Viet Nam Travel Airlines Limited Liability Company.

According to the report of the Ministry of Health, until January 01, 2022, 172.714.400 doses have been administered to people in the whole country. In which, 157.402.956 doses have been administered to people aged 18 and older and 15.311.444 doses have been administered to children aged from 12 to 17. The first dose vaccine coverage is 100%.

In the new situation, to continue to effectively implement the Government’s Resolution No. 128/NQ-CP dated October 11, 2021 on provision regulations on “safety, flexibility and effective control of COVID-19 epidemic ", Decision No. 4800/QD-BYT dated October 12, 2021 of the Ministry of Health and well serve the travel needs of people when participating in flexible air traffic, the Ministry of Transport shall request agencies and units to implement the following contents

1. Conditions for passengers who travel on domestic flights are adjusted as follows:

a) The passengers residing/staying in areas with level 4 epidemics, blockade areas or flying from areas with level 4 epidemics, blockade areas shall have negative test results of Covid-19 according to RT-PCR method; or a valid antigen rapid test within 72 hours from the time of sampling before the flight departure

b) Other conditions:

- The passengers shall make medical declarations in accordance with regulations, use the PC-COVID app and be responsible for the truthfulness of the declared information;

2. Conditions for flight crew: they shall comply with the standards and conditions for flight crew specified in Part 2, Section IV of Decision No. 1840/QD-BGTVT dated October 20, 2021 of the Minister of Transport (except for condition for negative test results of SARS-CoV-2 according to RT-PCR method or a valid antigen rapid test within 07 days from the time of sampling before working on the flight departure)

3. Civil Aviation Authority of Vietnam:

- Continue to closely monitor the situation of domestic air transport operations, proactively decide the frequency of domestic flights to ensure the principles of safety, flexibility and effective control of the Covid-19 epidemic and meet the travel needs of people.

- Direct, urge and instruct relevant agencies and units to implement the contents of this document. Closely monitor and inspect the performance of tasks of agencies or units specified in the Decision No. 1840/QD-BGTVT dated October 20, 2021 of the Minister of Transport, Decision No. 2233/QD-BGTVT dated December 27, 2021 of the Minister of Transport; and the contents of this document to ensure safe flights, reasonable coordination with flights, no congestion at airports and effective prevention and control of COVID-19. Strictly handle violations (if any).

4. The Health Department of the Ministry of Transport of Vietnam shall review and cooperate with agencies and units of the Ministry of Health in adjusting and completing regulations on standards and conditions for passengers to meet travel needs of people in conformity with the actual situation.

5. Continue to implement other contents (except for the contents of sections 1 and 2 above) according to Decision No. 1840/QD-BGTVT dated October 20, 2021 of the Minister of Transport and Decision No. 2233/QD-BGTVT dated December 27, 2021 of the Minister of Transport.

The Ministry of Transport requests agencies and units to urgently implement until further notification./.
