DECISION
PRESCRIBING THE REWARD REGIME FOR PUPILS AND STUDENTS WINNING PRIZES IN TALENTED PUPILS AND STUDENTS CONTESTS, NATIONAL AND INTERNATIONAL OLYMPIADS, NATIONAL AND INTERNATIONAL JOB SKILLS CONTESTS
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the December 2, 1998 Education Law;
Pursuant to the Government’s Decree No. 43/ND-CP of August 30. 2000 detailing and guiding the implementation of a number of articles of the Education Law;
At the proposal of the Minister of Education and Training in Report No. 9422/CTCT of October 18, 2002,
DECIDES:
Article 1.- Rewarded subjects:
1/ Pupils and students currently learning at senior secondary schools, universities, colleges, vocational intermediate schools and job-training establishments, who win gold, silver or bronze medals or consolation prizes at international olympiads in study subjects and international job skills contests.
2. Pupils and students currently learning at senior secondary schools, universities, colleges, vocational intermediate schools and job-training establishments, who win gold, silver or bronze medals or consolation prizes at regional international olympiads in study subjects and regional international job skills contests.

4. Pupils and students currently learning at universities, colleges, vocational intermediate schools and job-training establishments, who win the first, second or third prizes (or gold, silver or bronze medals) in national olympiads in study subjects and national job skills contests.
Article 2.- Pupils and students falling into the subject specified in Clause, Article 1 of this Decision shall be rewarded as follows:
a/ Gold medalists shall be awarded certificates of merit and VND 15,000,000 by the Prime Minister.
b/ Silver medalists shall be awarded certificates of merit and VND 10,000,000 by the Minister of Education and Training or the Minister of Labor, War Invalids and Social Affairs.
c/ Bronze medalists shall be awarded certificates of merit and VND 7,000,000 by the Minister of Education and Training or the Minister of Labor, War Invalids and Social Affairs.
d/ Consolation prize winners shall be awarded certificates of merit and VND 3,000,000 by the Minister of Education and Training or the Minister of Labor, War Invalids and Social Affairs.
2. Pupils and students falling into the subject specified in Clause 2, Article 1 of this Decision shall be awarded certificates of merit together with the following rewards by the Minister of Education and Training or the Minister of Labor, War Invalids and Social Affairs:
a/ Gold medallists: VND 10,000,000
b/ Silver medallists: VND 7,000,000

3. Pupils being the subjects specified in Clause 3, Article 1 of this Decision shall be awarded certificates of merit together with the following rewards by the Minister of Education and Training:
a/ First-prize winners: VND 1,000,000.
b/ Second-prize winners: VND 700,000.
c/ Third-prize winners: VND 400,000.
4. Pupils and students being the subjects specified in Clause 2, Article 1 of this Decision shall be awarded certificates of merit together with the following rewards by the Minister of Education and Training or the Minister of Labor, War Invalids and Social Affairs:
a/ First-prize winners: VND 600,000.
b/ Second-prize winners: VND 400,000.
c/ Third-prize winners: VND 200,000.

1. The source of funding for implementing the reward regime prescribed in this Decision shall be incorporated in the annual State budget estimates of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs.
2. The estimation, use management and settlement of reward fundings prescribed in this Decision shall comply with the current regulations.
Particularly for the implementation of the reward regime in 2002, the Ministry of Education and Training and the Ministry of Labor, Ward Invalids and Social Affairs shall base themselves on the practical conditions and the provisions of this Decision to elaborate funding estimates then send them to the Ministry of Finance for additional allocations to their respective 2002 budgets.
The Ministry of Education and Training shall take responsibility for the rewarding of pupils and students of senior secondary schools, vocational intermediate schools, colleges and universities.
The Ministry of Labor, War Invalids and Social Affairs shall take responsibility for rewarding pupils in job-training establishments.
Article 4.- This Decision takes effect 15 days after its signing.
All previous provisions contrary to the provisions of this Decision shall be hereby annulled.
Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
