DECISION
APPROVING THE TECHNICAL AND VOCA-TIONAL EDUCATION PROJECT
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to Decree No. 52/1999/ND-CP of July 8, 1999 of the Government issuing the Regulation on Investment and Construction Management;
Pursuant to Decree No 87/CP of August 5, 1997 of the Government promulgating the Regulation on Management and Use of Official Development Assistance source;
At the proposals of the Minister of Labor, War Invalids and Social Affairs and the Minister of Planning and Investment;
DECIDES
Article 1.- To approve the Technical and Vocational Education Project with the following major contents:
1. Name of the project: Technical and Vocational Education Project.
2. The body in charge of the project management: The Ministry of Labor, War Invalids and Social Affairs.
3. The project’s objectives:
- To reform technical and vocational education system in order to train out a contingent of qualified and skilled laborers, thus meeting the requirements of the cause of national industrialization and modernization.
- To raise training quality of 15 key schools including vocational training teachers’ training schools and vocational training and technical workers’ training schools representing various branches and regions in the whole country.
- To strengthen vocational training system management apparatus through new policies; the perfection of organizational structure and the professional training for the contingent of cadres.
4. Contents of the project:
a) To reform the technical and vocational education system:
- To set up and invest in a labor market-related information system so as to collect information - data on employment, vocational training demand and capability, which shall serve as a basis for the work of management, training, occupational consultancy and employment services and to raise the efficiency of vocational training system; to associate the managerial work with the training establishments and the training with production.
- To improve training quality of the technical and vocational education system including the formulation and application of a standardized training curriculum to main branches and occupations such as construction, engineering and metallurgy, electricity and electronics, health care, agricultural products and foodstuff treating and preservation, refrigerators and air-conditioners, information technology, chemistry and rubber processing, handicrafts and fine art; to compile of manuals guiding the teaching curriculum, teaching materials, teaching documents on computer software.
- To train teachers to meet requirements of teaching under the new curriculum. To train specialists in compilation of teaching materials, designing document to guide the editing and production of video-tapes and computer software for vocational training.
b) To invest in 15 key schools in order to improve teaching curriculum, raise professional level of teachers, upgrade the technical and material bases; and invest in equipment procurement. The determination of the list of these 15 schools shall comply with Article 2 of this Decision.
5. Total investment capital: is USD 121 million, equivalent to VND 1,688 billion.
6. Capital sources:
- Foreign loans and non-refundable aid: equivalent to USD 100 million at current time, of which:
+ Loans from the Asian Development Bank (ADB): USD 54 million
+ Loans from the French Development Agency (AFD): USD 15 million
+ Loans from the North-European Development Fund (NFD): USD 7 million
+ Non-refundable aid from Japan International Cooperation Agency (JICA): USD 24 million
- Domestic reciprocal capital: USD 21 million, equivalent to VND 292 billion, of which:
+ Reserve capital: USD 2.1 million, equivalent to VND 29 billion
+ Capital spent on taxes: USD 4.8 million, equivalent to VND 67 billion
+ Capital allocated by the State in the project implementation period: USD 7.75 million, equivalent to VND 108 billion
+ Capital contributed by the units participating in the project (in kind and regular funding): USD 6.35 million, equivalent to VND 88 billion
7. Form of effecting the investment: bidding according to current regulations.
Article 2.- The Ministry of Labor, War Invalids and Social Affairs in entrusted to assume the prime responsibility and co-ordinate with relevant agencies in determining the list of 15 key vocational training schools to be submitted to the Prime Minister for approval before the project’s credit agreement takes effect.
The schools to be invested under the project must ensure that the vocational training objectives shall be consistently carried out.
Article 3.- The Ministry of Labor, War Invalids and Social Affairs shall co-ordinate with the Ministry of Education and Training, the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Construction, the State Bank of Vietnam, the People’s Committees of the provinces and centrally-run cities and relevant agencies in organizing the implementation of the project according to assigned functions.
Article 4.- This Decision takes effect after its signing.
