APPROVING PROGRAM FOR DEVELOPMENT OF OPEN EDUCATIONAL RESOURCES MODEL IN HIGHER EDUCATION

THE PRIME MINISTER OF VIETNAM

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019; 

Pursuant to the Law on Education dated June 14, 2019;

Pursuant to the Law on Higher Education dated June 18, 2012; the Law on amendments to the Law on Higher Education dated November 19, 2018;

Pursuant to the Law on Intellectual Property dated November 29, 2005;

Pursuant to the Law ob Library dated November 21, 2019;

Pursuant to the Government’s Resolution No. 50/NQ-CP dated May 20, 2021 introducing the Action Plan for implementation of the Resolution of the 13^th National Congress;

Pursuant to the Decision No. 489/QD-TTg dated April 08, 2020 of the Prime Minister promulgating the Plan for implementation of the Conclusion No. 49-KL/TW dated May 10, 2019 of the Secretariat of the 12^th Central Committee of the Communist Party of Vietnam on continuing implementation of the Directive No. 11-CT/TW of the 10^th Politburo on intensifying the leadership of the Communist Party of Vietnam in performing study promotion, talent promotion and learning society development tasks;

At the request of the Minister of Education and Training of Vietnam at the Statement No. 1435/TTr-BGDDT dated August 25, 2023 for approval of the “Development of open educational resources model in higher education” Program.

HEREIN DECIDES:

Article 1. The Program for development of open educational resources model in higher education (hereinafter referred to as “Program”) is herein approved. This Program shall, inter alia, include the following contents:

I. OBJECTIVES

1. General objectives:

Develop a model for development, sharing, exploitation and use of open educational resources (OER) in higher education with the aim of improving quality and efficiency of research, teaching and learning activities, and meeting learners’ demand for qualifications/degrees and lifelong learning.

2. Special objectives in the 2023 - 2026 period:

b) Create and develop OER in higher education:

- Over 40% of total higher education institutions are expected to engage in creation and development of OER in higher education;

- Teaching and learning syllabi and materials of over 20% of total training majors of different higher education levels are expected to be published on the “OER in higher education” portal;

- Over 300 teaching and learning syllabi and materials in higher education are expected to be published on the “OER in higher education” portal.

c) Exploit and use OER in higher education:

- Over 50% of total higher education institutions are expected to exploit and use teaching materials and syllabi obtained from the OER in higher education;

- Over 50% of training courses provided by higher education institutions are expected to be provided using teaching and learning syllabi and materials obtained from the OER in higher education, including over 20% of training courses for degrees of different higher education levels;

- Over 50% of total officials and lecturers of higher education institutions are expected to exploit and use teaching and learning syllabi and materials obtained from the OER in higher education for their teaching and research activities;

- Over 50% of total students of higher education institutions are expected to exploit and use teaching and learning syllabi and materials obtained from the OER in higher education for their learning and research activities.

a) Upgrade and develop the “OER in higher education” portal into a convenient, useful and credible website address for searching teaching, learning and research materials for students, officials and lecturers of higher education institutions and self-learners who wish to acquire higher education knowledge;

b) Continue developing the “OER in higher education” model:

- Over 60% of total higher education institutions are expected to engage in creation and development of OER in higher education;

- Teaching and learning syllabi and materials of over 40% of total training majors of different higher education levels are expected to be published on the “OER in higher education” portal;

- Over 600 teaching and learning syllabi and materials in higher education are expected to be published on the “OER in higher education” portal.

c) Exploit and use OER:

- Over 75% of total higher education institutions are exploiting and using teaching materials and syllabi obtained from the OER in higher education;

- Over 75% of training courses provided by higher education institutions are expected to be provided using teaching and learning syllabi and materials obtained from the OER in higher education, including over 40% of training courses for degrees of different higher education levels;

- Over 75% of total officials and lecturers of higher education institutions are exploiting and using teaching and learning syllabi and materials obtained from the OER in higher education for their teaching and research activities;

II. TASKS AND SOLUTIONS

1. Establish a complete system of legislative documents prescribing the creation, exploitation and use of OER. To be specific:

a) Formulate and promulgate Government’s regulations on creation, publishing, connection, sharing, exploitation and use of OER in higher education; regimes and policies for encouraging the contribution, sharing, exploitation and use of OER in higher education by higher education institutions, lecturers and scientists;

b) Formulate and promulgate regulations and standards for creation, development, connection, sharing, exploitation and use of OER in higher education.

2. Build and develop a the “OER in higher education” data warehouse for Vietnam’s higher education system:

a) Build and develop “OER in higher education” data warehouses for training levels, majors and programs of training institutions which shall be connected to the “OER in higher education” data warehouse for Vietnam’s higher education system;

b) Mobilize and encourage domestic and foreign scientists to participate in creation and development of OER in higher education.

3. Build and operate the “OER in higher education” portal:

a) Build the “OER in higher education” portal of Vietnam’s higher education system which shall be connected with the “OER in higher education” data warehouse of each higher education institution, the portal of digital higher education materials, and other higher education data warehouses;

4. Improve awareness about the role and significance of creation, operation and exploitation of the “OER in higher education” model:

a) Intensify information dissemination and communication activities on mass media and in higher education institutions on the role and significance of the “OER in higher education” model in improving quality and efficiency of research, teaching, learning and lifelong learning activities;

b) Organize seminars and provide training in development of the “OER in higher education” model, and development, sharing, exploitation and use of OER in higher education for managerial officers, lecturers and students of higher education institutions.

III. FUNDING FOR THE PROGRAM

This Program shall be implemented using the following funding sources:
1. Funding derived from state budget and included in annual budget estimates of the Ministry of Education and Training of Vietnam, Ministries, central-government authorities and provincial-government authorities that are supervisory authorities of higher education institutions in accordance with the Law on State Budget.

2. Lawful revenues earned by higher education institutions.

3. Funding received from sponsors and lawfully contributed by domestic and foreign organizations and individuals, and private sector entities, and other lawful revenues as prescribed by law.

IV. IMPLEMENTATION OF THE PROGRAM

1. The Ministry of Education and Training of Vietnam shall:

b) Direct, expedite, instruct and inspect the implementation of objectives, tasks and solutions of this Program; submit annual reports on implementation process to the Prime Minister of Vietnam;

c) Organize preliminary review of the implementation of the Program in 2027 and final review of the implementation of the Program in 2030, and submit reports on implementation results to the Prime Minister of Vietnam.

2. The Ministry of Information and Communications of Vietnam shall:

a) Direct performance of information dissemination and communication activities on mass media so as to ensure the provision of adequate and accurate information on the role and significance of the “OER in higher education” model in improving quality and efficiency of research, teaching, learning and lifelong learning activities;

b) Direct telecommunications enterprises and information technology enterprises to assist the development of telecommunications and information technology infrastructure serving the operation of the “OER in higher education” portal which shall be connected with the “OER in higher education” data warehouse of each higher education institution.

3. The Ministry of Finance of Vietnam and the Ministry of Planning and Investment of Vietnam shall:

Play the leading role and cooperate with the Ministry of Education and Training of Vietnam, relevant Ministries, regulatory authorities and provincial governments in allocating funding for implementing this Program in accordance with regulations of the Law on public investment and the Law on state budget.

4. Ministries, ministerial agencies, Governmental agencies, and Provincial People's Committees that are supervisory authorities of higher education institutions shall:

a) Direct higher education institutions under their management to implement this Program; adopt solutions for providing resources to higher education institutions for implementing this Program;

Article 2. This Decision comes into force from the date on which it is signed.

Article 3. Ministers, heads of ministerial agencies, heads of governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, Directors/Rectors of higher education institutions, and relevant organizations and individuals shall implement this Decision./.
