CIRCULAR

PROMULGATING GENERAL\r\nEDUCATION PROGRAM

Pursuant to Education Law dated June 14, 2005;\r\nthe Law on amendments to Education Law dated November 25, 2009;

Pursuant to Resolution No.88/2014/QH13 dated\r\nNovember 28, 2014 of National Assembly on renovation of general education\r\nprogram and textbooks; Resolution No.51/2017/QH14 dated November 24, 2017 of\r\nNational Assembly adjusting the roadmap for applying new general education\r\nprogram and textbooks according to Resolution No.88/2014/QH13;

Pursuant to Decree No.69/2017/ND-CP dated May\r\n25, 2017 of the Government on functions, duties, rights and organizational\r\nstructure of the Ministry of Education and Training;

Pursuant to Decree No.75/2006/ND-CP dated August\r\n02, 2006 of the Government on guidelines for implementing a number of Articles\r\nof Education Law; Decree No.31/2011/ND-CP dated May 11, 2011 of the Government\r\namending a number of Articles of Decree No.75/2006/ND-CP; Decree\r\nNo.07/2013/ND-CP dated January 09, 2013 of the Government amending Point b\r\nClause 13 Article 1 of Decree No.31/2011/ND-CP;

Pursuant to Decision No.404/QD-TTg dated March\r\n27, 2015 of the Prime Minister approving the Scheme for renovating general\r\neducation program and textbooks;

According to the appraisal record provided by\r\nthe national committee for appraisal of general education program;

Article 1.ThisCircular is issued\r\ntogether with the General education program, Including:

1. General program

2. Curriculums and educational activities for\r\nprimary lower secondary and upper secondary schools.

Article 2.The general education program\r\napplies to:

1. first grade from academic year 2020-2021.

2. second and sixth grade from academic year\r\n2021-2022

3. third and seventh grade from academic year\r\n2022-2023

4. fourth, eighth and eleventh grade from academic\r\nyear 2023-2024.

5. fifth, ninth and twelfth grade from academic\r\nyear 2024-2025.

1. The general education program issued together\r\nwith Decision No.16/2006/QD-BGDDT shall be applied until the enforcement of\r\nregulations provided in Article 2 hereof.

2. Lower and upper secondary schools not applying\r\nthe general education program in foreign language subject as prescribed in\r\nClause 2, 3, 4 and 5 Article 2 hereof shall continue to provide education\r\naccording to the general education program specified in Decision No.16/2006/QD-BGDDT\r\nuntil the end of twelfth grade.

3. The subject of national defense and security\r\nshall be taught as specified in Circular No.02/2017/TT-BGDDT dated January 13,\r\n2017 of the Minister of Education and Training on national defense and security\r\nprogram in high schools.

Article 4.Chief Offices, Directors of\r\nPrimary Education Department, Secondary Education Department and relevant\r\nagencies affiliated to the Ministry of Education and Training, Chairpersons of\r\nPeople’s Committees of provinces and centrally-affiliated cities, Directors of\r\nDepartments of Education and Training and relevant organizations and\r\nindividuals shall take responsibility to implement this Circular./.
