\r\n\r\nForeword
\r\n\r\nQCVN\r\n01-186: 2017/BNNPTNT is prepared by the National Technical Regulation Drafting\r\nCommittee, submitted by the Department of Livestock Production for approval and\r\npromulgated together with the Circular No. 29/2017/TT-BNNPTNT dated December\r\n29, 2017 of the Ministry of Agriculture and Rural Development.

NATIONAL TECHNICAL REGULATION ON RAW MILK
\r\n\r\n\r\n\r\n1.1.\r\nScope
\r\n\r\nThis\r\nRegulation provides for quality and food safety indicators and regulatory\r\nrequirements for raw milk.
\r\n\r\n1.2.\r\nRegulated entities
\r\n\r\nThis\r\nRegulation applies to raw milk producers and traders possessing an enterprise\r\nregistration certificate in Vietnam and related agencies.
\r\n\r\n1.3.\r\nDefinition
\r\n\r\n“raw\r\nmilk” in this Regulation means fluid milk obtained from cows, buffalo,\r\ngoats, sheep without either addition to it\r\nor extraction from it, not processed by any method and used as an ingredient\r\nfor processing.
\r\n\r\n\r\n\r\n2.1.\r\nOrganoleptic indicators and physico-chemical indicators
\r\n\r\nOrganoleptic\r\nindicators and physico-chemical indicators of raw milk are provided in the\r\nAppendix A to this Regulation.
\r\n\r\n2.2.\r\nSomatic cell count threshold
\r\n\r\nThe\r\nsomatic cell count in 1 ml of milk shall not exceed 1 000 000 cells.
\r\n\r\n2.3.\r\nBacterial count
\r\n\r\nThe\r\nmaximum bacterial count in raw milk is provided in the Appendix B to this\r\nRegulation.
\r\n\r\n2.4.\r\nMycotoxins (Aflatoxin M1)
\r\n\r\nThe\r\nmaximum limit of Aflatoxin M1 in raw milk is 0.5 µg/kg of milk.
\r\n\r\n2.5.\r\nHeavy metals
\r\n\r\nThe\r\nmaximum limits of heavy metals in raw milk are provided in the Appendix C to\r\nthis Regulation.
\r\n\r\n2.6.\r\nVeterinary drug residues
\r\n\r\nThe\r\nmaximum limits of veterinary drug residues in raw milk shall comply with the\r\nCircular No. 24/2013/TT-BYT dated August 14, 2013 of the Ministry of Health\r\nproviding for maximum levels of veterinary drug residues in food.
\r\n\r\n2.7.\r\nPesticide residues
\r\n\r\nThe\r\nmaximum limits of pesticide residues in raw milk shall comply with the Circular\r\nNo. 50/2016/TT-BYT dated December 30, 2016 of the Ministry of Health providing\r\nfor maximum levels of pesticide residues in food.
\r\n\r\n2.8.\r\nRequirements for storage and transport
\r\n\r\n2.8.1.\r\nStorage
\r\n\r\nRaw\r\nmilk shall be stored at 2 °C to 6 °C using stainless food refrigeration\r\nequipment and instruments which can protect milk from contamination; quality\r\nand food safety shall be also ensured during the storage.
\r\n\r\n2.8.2.\r\nTransport
\r\n\r\nRaw\r\nmilk shall be transported using stainless food refrigeration equipment and\r\ninstruments which can protect milk from contamination; quality and food safety\r\nshall be also ensured during the transport.
\r\n\r\n2.9.\r\nTest methods
\r\n\r\nThe\r\ntest methods applied are specified in the Appendix D to this Regulation or the\r\ntest methods with equivalent accuracy may be adopted. Where it is\r\nnecessary to check any indicator for which a test method is unavailable in this\r\nRegulation, the Ministry of Agriculture and Rural Development shall decide a\r\ntest method according to recognized test method.
\r\n\r\n\r\n\r\n3.1.\r\nConformity assessment
\r\n\r\n3.1.1.\r\nThe assessment of conformity with this Regulation for raw milk producers and\r\ntraders shall be carried out using Method 5 specified in the Circular No.\r\n28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and\r\nTechnology on declaration of standard conformity and technical-regulation\r\nconformity and methods for assessment of conformity with standards and\r\ntechnical regulations.
\r\n\r\n3.1.2.\r\nAny facility that purchases or stores raw milk for commercial purpose shall\r\ncarry out conformity assessment using Method 1 specified in the Circular No.\r\n28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and\r\nTechnology on declaration of standard conformity and technical-regulation\r\nconformity and methods for assessment of conformity with standards and\r\ntechnical regulations.
\r\n\r\n3.1.3.\r\nAny certification body that carries out conformity assessment and testing\r\nserving such conformity certification shall obtain registration as prescribed\r\nin the Government’s Decree No. 107/2016/ND-CP dated July 01, 2016 and be\r\ndesignated by a competent authority.
\r\n\r\n3.2.\r\nConformity declaration
\r\n\r\nThe\r\nraw milk producers and traders mentioned in 1.2 must declare conformity of raw\r\nmilk with the provisions set out in this Regulation and register conformity\r\nthereof at provincial Departments of Agriculture and Rural Development where\r\ntheir production and business is registered.
\r\n\r\n\r\n\r\n4.1.\r\nThe raw milk producers and traders\r\nmentioned in 1.2 shall certify conformity or carry out self-assessment and\r\ndeclare conformity in accordance with the Circular No. 28/2012/TT-BKHCN dated\r\nDecember 12, 2012 of the Minister of Science and Technology on declaration of\r\nstandard conformity and technical-regulation conformity and methods for\r\nassessment of conformity with standards and technical regulations and Circular\r\nNo. 02/2017/TT-BKHCN dated March 31, 2017 of the Minister of Science and\r\nTechnology on amendments to some Articles of the Circular No. 28/2012/TT-BKHCN\r\ndated December 12, 2012 of the Minister of Science and Technology on\r\ndeclaration of standard conformity and technical-regulation conformity and\r\nmethods for assessment of conformity with standards and technical regulations\r\nand prevailing legal documents.
\r\n\r\n4.2.\r\nThe Ministry of Agriculture and\r\nRural Development shall assign the Department of Livestock Production to\r\npreside over and cooperate with relevant units in disseminating and providing\r\nguidelines for implementation of this Technical Regulation and designate\r\nconformity assessment service providers to assess the conformity with this\r\nTechnical Regulation.
\r\n\r\n4.3.\r\nWhere any of the provisions\r\nspecified in this Regulation is changed, added or replaced, the provisions set\r\nout in the newest documents issued by competent authorities shall prevail.
\r\n\r\nWhere\r\nVietnam is a signatory to a bilateral or multilateral agreement that contains\r\nprovisions different from those under this Regulation, the former shall\r\nprevail./.
