APPROVING NATIONAL DATA CENTER PROJECT
THE GOVERNMENT
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to some Articles of Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on People’s Public Security Force dated November 20, 2018; the Law on amendments to the Law on People’s Public Security Force dated June 22, 2023;

At the request of the Minister of Public Security;
HEREBY RESOLVES:
Article 1. The National Data Center project (hereinafter referred to as “Project") is approved. To be specific:
I. VIEWPOINTS ON ESTABLISHMENT OF NATIONAL DATA CENTER
1. The establishment of the National Data Center shall comply with the Communist Party's orientations and guidelines and State’s policies and laws; conform to national development plannings and strategies; and ensure synchronism and consistency with the development of national databases and the national digital transformation process, in line with the e-Government architecture, thereby contributing to the construction and development of digital government, digital economy and digital society. Objectives, tasks and methods for implementation of the Project shall be feasible in order to establish, manage and operate the National Data Center in an effective and sustainable manner.
2. The establishment of the National Data Center shall meet national and international standards and follow global trends, and the National Data Center shall be developed into a word-class data center It shall be established in a quick manner to build a foundation for fundamental and comprehensive change in collection, storage, management, provision, integration, sharing of information and analysis of data of the Government, thereby achieving objectives of social management, operation direction, provision of public services and utilities for the people and promotion of socio-economic development; products to be created shall be tools that solve and remove bottlenecks, and make breakthroughs in the development of the national database and other databases to be established in the future. The National Data Center shall become an important digital infrastructure component which serves the economic development and social management in conformity with Vietnam’s characteristics.

4. The National Data Center shall be an important center which serves the national digital transformation process, provides great support and modernizes social management. The National Data Center shall be a place where information and data from national databases are collected and aggregated, and become a center which integrates, synchronizes, stores, shares and manipulates information, and analyzes human-related data and national data aggregated. This Center shall ensure high availability and stability and operate continuously (24/7); the data, information and cyberinformation security shall be ensured at the highest level; the National Data Center shall operate in an open direction, develop utilities and services and increase value added, thereby better meeting the demands for integration, collection, storage, sharing, and analysis of data.
5. The scope and development roadmap of the Project shall be clearly defined; special mechanisms in terms of investment, construction, configuration, bidding, direct contracting, payment, settlement, auditing, disbursement, etc. shall be applied so as to ensure practicality, efficiency, economy, anti-corruption and group benefits during implementation of the Project; at the same time, it is necessary to separate investment phrases in an appropriate, synchronous, consistent and focused manner and in such a way to avoid duplication, overlap and wastefulness, thereby meeting the set requirements; the Project shall be conformable with the national general planning and plannings for development of sectors, fields, local areas and territories.
II. POSITION AND ROLES OF NATIONAL DATA CENTER
1. Position
The National Data Center is a data center established, managed and operated by the Government which integrates, synchronizes, stores, shares, analyzes, operates and manipulates the data of state agencies as prescribed by law to set up a human-related data warehouse and a data warehouse aggregated with national databases; the data at the National Data Center is a core platform offering services related to data, giving support for policy drafting, leading the development and establishment of digital government, digital society and digital economy and satisfying requirements for national defense and security. The center also provides information technology infrastructure for political and social organizations, the system of national databases and agencies in need of use for exploitation, operation, efficiency improvement and assurance of information safety and security.
2. Roles
- Integrate, synchronize, store, exploit, share, analyze and manipulate all data aggregated with national databases and human-related data (including persons having Vietnamese nationality and those related to socio-economic activities in Vietnam) in accordance with regulations of law to establish a human-related data warehouse; the human-related data contains human-associated information that is digitized, including data on population, insurance, healthcare and social welfare, education and training, officials, public employees, identification, civil status, financial activities, and other activities from national database, databases of ministries, central and local authorities and other databases.
- Use the collected and synchronized data in order to simplify administrative procedures and improve services provided by state agencies for people and enterprises. At the same time, carry out in-depth analysis to assist the Government in state management; propose social welfare policies related to insurance, healthcare, education, etc. thereby contributing to promotion of the social development and progress.
- Analyze data in a detailed manner to support formulation of national policies, plannings, and development strategies. Simultaneously, facilitate the development of new products and services on the basis of digital data collected from and aggregated with the shared and open data warehouses, thereby contributing to promotion of socio-economic development.

- Make international connection and exchange to share information, study establishment and implementation of national development strategies and build a foundation for research and support for application and development of the national science and technology.
III. OBJECTIVES AND REQUIREMENTS
1. General objectives
a) Regarding development of the National Data Center
Serve as a prerequisite to promote the development process and extraction of national databases for socio-economic development when the center is put into operation; contribute to fulfillment of the objective of making Vietnam's strategy for the development of digital economy on par with other countries in the world, thereby enabling Vietnam to develop and integrate into the global digital economy.
b) Regarding development of the national data
Develop the aggregated data warehouse, human-related data and data aggregated with national databases into a main pillar of data to create a foundation for the development of e-Government, promotion of the digital economy and establishment of the digital society. Build reliable and stable data systems of the State and enterprises, thereby adopting solutions to connection, sharing, reuse and development of models/applications of in-depth analysis of the data to create new values, products and driving forces for the socio-economic development in the period of digital transformation in Vietnam.
c) Regarding development of e-Government, and simplification and reform of administrative procedures
Provide infrastructure to create national databases and establish a digital identity information database to help citizens and organizations carry out administrative procedures in combination with synchronization and interconnection among other national databases. This will contribute to development of the E-Government and simplification and reform of administrative procedures that are no longer suitable, thereby increasing people's satisfaction with operations of state management agencies. Support direction, management and policy drafting by the Government and ministries, central and local authorities on the basis of digital data.

Carry out commercial transactions on the digital environment in a more frequent, continuous, secure and transparent manner. Simultaneously, establish and gradually expand the human-related data warehouse so that citizens and enterprises access and use it to innovate and deploy new industries and business sectors, thereby contributing to promotion of development of the digital economy and the digital society.
2. Specific objectives
a) Regarding data
- Complete creation of the aggregated data warehouse and put it into operation, immediately consolidate data related to Vietnamese citizens and foreigners living and performing activities in Vietnam to serve as a prerequisite for development of national databases in service of national security and socio-economic development (this data warehouse is basically completed by 2025); provide accurate, sufficient, clean and live data which is aggregated and compared with data of multiple resources for national databases and those of agencies and organizations; reduce intermediate steps in the process of connection and sharing. The human-related data warehouse includes data in the fields of population, biometric data, migration, insurance, healthcare and social welfare, education and training; employment, civil status and information in other fields, including administrative violations, taxes, personal income, etc.
- By the end of 2025, complete basic establishment of the aggregated data warehouse that is synchronized from national databases and put it into operation and cooperate in extraction of the human-related data warehouse; from 2026, perform in-depth data analysis to support deployment of policies and national development strategic planning; at the same time, facilitate the development of many new products and services on the basis of digital data extracted from the shared and open data warehouses, thereby contributing to promotion of the socio-economic development.
- From 2025, develop the National Data Center into a center for international exchange and connection with a view to sharing information, studying development strategies and building a foundation for study and support for application and development of science and technology of the country.
- By 2030, complete the establishment of the National Data Center which stores data and information of national databases, and connects and integrates data with specialized databases, domestic information systems, and those of Governmental organizations of other countries in order to serve activities in the digital environment, thereby ensuring the legitimate interests of Vietnam.
b) Regarding planning for data architecture of the National Data Center
- By 2025, complete construction and deployment of the Standards applicable to the planning for architecture of national databases at the National Data Center regarding classification and categorization of data according to public, confidential, second-degree top secret, first-degree top secret levels and impact on the nation, citizens and enterprises; complete the specific storage planning and establish information security policies which are appropriate to beneficiaries, access methods and extraction rights, and applicable to each type of data.

c) Regarding analysis and extraction of data
- By the end of 2025, successfully apply modern technologies and solutions, and train data science experts, especially high-level data analysts so as to develop, consolidate, access and analyze data in a comprehensive, multidimensional and objective manner.
- From 2026, prepare forecast reports aimed at providing advice to the Government, ministries, central and local authorities to serve management and administration via the data. Provide the shared and open data that is vital to meet the demands of people, enterprises and foreign partners for socio-economic development.
- By 2030, over 90% of administrative activities involved in exchange and cooperation in provision of information among state agencies will be replaced by the sharing of digital data from the aggregated data warehouses at the National Data Center.
d) Regarding information technology devices and infrastructure
- By the end of 2025, complete the basic construction of station infrastructure of the National Data Center in compliance with international technical regulations and standards applicable to data centers and information security, thereby ensuring the availability of modern and synchronous technology infrastructure and systems. Proactively deploy cloud computing platform in the National Data Center and continuously update the platform according to the latest technology trend, thereby avoiding wastefulness and meeting the objectives of the Industrial Revolution 4.0.
- From 2026, provide station infrastructure (power source, air conditioning, fire safety, etc.) and sites to install information technology equipment according to the ANSI/TIA-942 standard (at least Tier 3 or equivalent standards) for ministries, central and local authorities (if needed) in order to ensure information safety and security in a synchronous manner. Simultaneously, strengthen security and national defense upon assuring confidentiality and public order and security in and around the National Data Center; provide information technology infrastructure (system resources) for national databases, ministries, central and local authorities (if needed) and all political - social organizations; promote integration with the existing information technology infrastructure of units for consistent and synchronous operation and management and assurance of security, safety, economy and efficiency.
- By 2030, manage and store basic information systems of ministries, central and local authorities at the National Data Center (if needed) (except for systems which serve national defense and security and other specialized systems decided by the Prime Minister).
dd) Regarding simplification and reform of administrative procedures

e) Regarding development of e-Government
By 2025, Vietnam will belong to the group of 70 leading countries in e-Government (EGDI); the group of 50 leading countries in information technology (IDI); and the group of 40 leading countries in cyberinformation safety and security (GCI).
By 2030, Vietnam will belong to the group of 50 leading countries in e-Government (EGDI); the group of 30 leading countries in information technology (IDI); and the group of 30 leading countries in cyberinformation safety and security (GCI).
g) Regarding socio-economic development
Develop new economic fields and industries on the basis of the data and make contribution to raise the digital economy’s proportion in GDP according to the national goal. To be specific: "By 2025, Vietnam's digital economy will make up about 20% of GDP and Vietnam will become the second-largest digital economy in Southeast Asia. By 2030, the digital economy will account for 30% of GDP. Actively participate in development of the data economy, thereby ensuring that the data economy makes contribution to Vietnam’s GDP
IV. USERS AND SCOPE
1. Users of the National Data Center
a) Regarding ministries, central and local authorities, and social-political organizations: systems using station and information technology infrastructure in the shared areas of the National Data Center, including:
- Shared and open data warehouses that are synchronized with the aggregated data warehouse at the specialized area.

- Systems of agencies and organizations of the Communist Party, the National Assembly and socio-political organizations.
- Systems of agencies, units and organizations of state agencies that wish to use station and information technology infrastructure at the National Data Center.
b) Regarding people and enterprises
People and enterprises provide and extract their information data and that of the open data warehouse at the shared area in the National Data Center according to regulations of law.
2. Scope
a) Scope of establishment of station infrastructure of the National Data Center
- The Ministry of Public Security shall invest in construction of buildings and shared infrastructure of the National Data Centers according to the planned roadmap of construction in each stage specified in the Resolution (each National Data Center includes a data center building for specialized areas, a data center building for shared areas and shared items, including basic infrastructure, office buildings, power systems, communication lines and physical security layers).
- Agencies and units that already have station infrastructure meeting standards (TIA-942 or Uptime Tier-3 standard, Tier III Data Center - TCVN 9250:2021) shall continue to manage and operate their data centers; however, it is necessary to cooperate with the National Data Center and relevant agencies in research and assessment of investment in upgradation of station infrastructure in conformity with the roadmap of transfer of their IT solutions, equipment and systems to the National Data Center and termination of maintenance and upgradation of station infrastructure of the data center.
- Agencies and units with station infrastructure that does not meet standards shall maintain their systems and cooperate with the National Data Center and relevant agencies in research and assessment of investment in maintenance of station infrastructure in conformity with the roadmap of the deployment of National Data Centers and the depreciation period of equipment and solutions for the operation of station infrastructure.

b) Scope of investment in IT solutions, equipment and system
- The National Data Center shall invest in the entire station and IT infrastructure of the specialized area; and invest in, adopt information technology infrastructure solutions in a safe and secure manner, and develop the cloud computing platform system and the high-performance computing system, etc. of the shared area (agencies and units may invest in equipment and solutions according to technical standards of the National Data Center for integration into the shared cloud computing platform to deploy their own systems).
- Regarding agencies and units that are users:
+ Agencies and units that have invested in systems or have their detailed designs and estimates approved shall continue to manage operation and upgrade their systems according to their needs. During transfer of their systems, equipment and solutions to the National Data Center or integration into cloud computing platform of the National Data Center, it is necessary to cooperate with the National Data Center and relevant agencies in assessment of investment in conformity with the roadmap of implementation of the Project and the depreciation period of equipment and solutions for effective use and inheritance.
+ Agencies and units that have not yet invested in systems or are currently leasing infrastructure from enterprises shall, according to guidelines and technical standards of the Ministry of Information and Communications and the Ministry of Public Security (the National Data Center), invest in equipment and solutions and integrate them into the National Data Center's cloud computing platform to build and develop their own systems.
- Regarding agencies and units that are not users: they shall continue to carry out procedures for investment and procurement of technological solutions and equipment, or lease IT infrastructure from enterprises in accordance with applicable regulations.
c) Scope of data storage
- The National Data Center shall store data aggregated with national databases; and human-related information data from national databases and those of ministries, central and local authorities and other data synchronized by agencies, organizations and individuals according to regulations of law to build shared data warehouses (excluding data in the military and defense fields) for creation of a reliable area where units may access the data according to their functions and tasks. Hence, units may search other information from the shared and open data warehouses, and results after aggregation and analysis, etc provided by the National Data Center to make assessment and promptly propose appropriate and accurate policies and decisions.
- The human-related data consists of at least the following components:

- Data of ministries, central and local authorities are still stored and processed at their data center systems according to their specific needs, thereby serving various state management tasks of the units.
d) Management scope
- Regarding data:
+ The National Data Center shall manage and ensure information security and safety regarding information data synchronized with the specialized area and the shared and open data warehouses at the shared area; at the same time cooperate with agencies and units in integration and sharing of the data at the shared area of the National Data Center.
+ Ministries, central and local authorities, and socio-political organizations shall continue to manage databases in their own systems, and cooperate with the National Data Center in information security and safety and data security at units during synchronization of the data with the National Data Center.
- Regarding system operation management:
+ The National Data Center is responsible for managing the entire IT infrastructure, database of the specialized area and shared items, including basic infrastructure, office buildings, power systems, communication lines, and physical security layers of the National Data Center; and operating IT infrastructure in a safe and secure manner, the cloud computing platform, the high-performance computing system, etc. of the shared area.
+ The units shall continue to manage and operate systems that are only located at the National Data Center and ensure information safety and security.

V. TASKS
1. Regarding establishment and completion of legal frameworks
a) Review legal documents
Review, consolidate, assess, and propose amendments to laws related to the national database and databases of ministries, central and local authorities.

3. Regarding fulfillment of requirements for management and operation of the National Data Center
a) Establish an organizational structure, define functions and duties, and allocate personnel for a departmental-level unit under the Ministry of Public Security to manage and operate the National Data Center.

b) Provide training and refresher training courses and develop human resources in service of management and operation of the National Data Center.

VI. SOLUTIONS

- Immediately consolidate mechanisms and polices and add them to programs for development of Laws and Ordinances in order to ensure legal frameworks for implementation of the Project (Group of tasks in formulation and completion of legal frameworks).
- Complete mechanisms and policies to promptly attract personnel, especially high-level experts, thereby serving implementation of the Project from the investment preparation stage.
- Accelerate completion and deployment of component projects under the Project. Review, assess, update and promptly issue mechanisms and policies to assist units in providing and using services of the National Data Center, etc.
- Regularly review and update regulations on operation, provision and use of services of the National Data Center and update and synchronization of the data from specialized databases with data of the National Data Center in such a way to obtain the accurate, sufficient, clean and live data and comply with regulations on information security.
- Complete mechanisms and policies to encourage citizens and enterprises to effectively use data services provided by the National Data Center, thereby serving the socio-economic development.
- Promote cooperation among ministries, central and local authorities in implementation of the Project.
2. Solutions to development of human resources
a) Assurance about sufficient quantity of personnel
- Mobilize personnel, including police forces of local units and students of the People's Police Academy for the National Data Center.

- Deploy support mechanisms and encourage higher education institutions and domestic and international IT units to train and develop data science human resources in Vietnam to develop fields relevant to human-related data and provide the open data, thereby contributing to socio-economic development.
- Conduct study and prepare a plan to hire professional operation services provided by enterprises in order to ensure service quality and system security and safety.
b) Training and refresher training
Formulate and implement detailed training plans applicable to officials of the National Data Center. Develop various forms of training links to meet the needs and enhance the quality of human resources. In the immediate future, focus on organization of thematic seminars to increase capacity for effectively carrying out component projects under the Project. Promptly mobilize technology units and enterprises of the people's public security to actively participate in the performance of the Project's tasks with a view to taking advantage of resources in terms of technology, highly skilled personnel, technical infrastructure services, etc. of units for acceleration in implementation of the Project.
c) Provision of preferential treatment and benefits
Information technology is a specialized field that requires a high level of complexity in the handling of professional tasks with potentially high incomes Therefore, consider applying mechanisms and policies mentioned in Resolution No. 27-NQ/TW dated May 21, 2018 of the 12th Central Executive Committee: "The head of an agency/organization/unit is entitled to use its salary fund and current expenditures allocated every year to hire experts, scientists and special talents to carry out its tasks and decide incomes payable to them in correspondence with their assigned tasks." in order to make competition in the labor market and appeal to experts, scientists and special talents in the field of information technology to participate in the implementation of activities of the National Data Center.
In addition, propose mechanisms using fees and public service revenues and charges to support provision of preferential treatment and benefits for officials of the National Data Center as prescribed by law.
3. Solutions to science and technology
- Give priority to investment in projects on research and development and transfer of technology in provision of data and applications for processing and collection of the data, etc. including the development of models of analysis, forecast and use of human-related data for specialized social management and establishment of the open data warehouse; apply new techniques and technologies to access, collection and performance of analytical calculation of the human-related data in the aggregated data warehouse.

- Promote scientific and technological cooperation with domestic and foreign organizations in all forms so as to make transfer of advanced technology and management experience in relevant fields. Stimulate public security enterprises to participate in study and development of and master core technologies, including cloud computing platform, big database, middleware, distributed computing and storage, data-flow diagram, etc.
- Encourage use of software, solutions and equipment that are products of scientific research tasks developed and designed by Vietnamese academies, universities, research institutes and enterprises for establishment of data storage, analysis and sharing infrastructure, and data sharing and integration platforms; application systems which support and serve direction and control; applications and solutions to monitoring, supervision and management of the entire process of data connection and sharing.
4. Solutions to mobilization of capital and distribution of investment capital
Sources of capital for the Project include state budget sources (investment and development capital and recurrent expenses) currently allocated and other legally mobilized capital sources. The capital is used to perform the following tasks:
- Invest in construction of works and purchase of equipment, software and databases of the center.
- Offer training and refresher training courses to improve qualifications of officials and officers.
- Issue and amend legal documents.
- Make investment preparation (survey, conventions and hire of consultants, experts, etc.); prepare pre-feasibility and feasibility study reports for projects.
- Manage, operate, maintain, repair, renovate and upgrade physical facilities and equipment during access and use.

In addition, enterprises are encouraged to subsidize costs for provision of training courses and attraction of high-quality personnel to serve operation and management of technology.
5. Solutions to assurance about transmission network connection with no interruption between the National Data Center and ministries, central and local authorities
According to units’ current status and connection needs, the National Data Center may be flexibly connected with ministries, central and local authorities on:
- Current WAN infrastructure of each unit: The National Data Center will cooperate with ministries, central and local authorities to add WAN transmission lines of their units to the IT infrastructure of units at the National Data Center.
- Specialized data transmission network infrastructure: The Ministry of Public Security will cooperate with the Ministry of Information and Communications in providing guidance for relevant units, thereby fulfilling requirements and tasks in implementation of the Project.
- Internet network infrastructure of the National Data Center.
6. Solutions to international cooperation
- Promote international cooperation in data science in association with the fields of education and training, research and transfer in order to meet requirements for development of data science human resources for the country and the National Data Center.
- Strengthen cooperation in training for data science resources between universities, colleges and enterprises, and major universities, research institutes and large domestic and foreign enterprises to develop high-quality human resources in the field of data science.

- Urgently take activities to promote investment in the open data access sector, contributing to socio-economic development.
VII. IMPLEMENTATION PHASES
To effectively implement the Project, the implementation process will be divided into 3 specific phases:
1. Phase 1: from 2023 to the end of 2025 (Basic establishment phase)
a) Formulation and completion of legal frameworks
- Study and propose issuance and amendment to legal documents and then submit them to competent authorities for approval, setting legal frameworks for implementation of the Project.
- Submit guiding decisions on management, operation and maintenance of the National Data Center; and standards of storage, connection, synchronization, access and sharing of data and software at the National Data Center to competent authorities for approval.
b) Development of human resources
- Complete establishment of organizational structure and personnel of the unit which manages, operates and develops the National Data Center and submit them to competent authorities for approval.

- Train human resources for implementation of the Project and develop plans to cooperate with enterprises in system management and operation.
c) Construction of technical infrastructure for the Data Center
- In 2023 - 2024: Complete and submit 02 component projects of the Project, including a project on construction of the National Data Center No. 01 and a project on IT for the National Data Center No. 01, for approval.
- In 2024 - 2025: (1) Carry out projects on basic construction and operation of main components of the National Data Center No. 1 (a Data Center for shared areas, a Data Center for specialized areas, office buildings and other auxiliary structures); (2) Purchase and install IT solutions and equipment to build systems; (3) Add necessary technology equipment and solutions so as to build backup systems at the National Population Data Center and Data Centers according to standards of ministries, central and local authorities while waiting for investment and construction of the National Data Center No. 02.
- In 2025, carry out and complete procedures for preparing investment in 02 projects, including a project on construction of the National Data Center No. 02 and a project on IT for the National Data Center No. 02, and start construction of the National Data Center No. 02 from the first Quarter of 2026.
d) Database development by 03 following entities:
- The National Data Center is responsible for the initial phase in development of the aggregated data warehouse, the human-related data warehouse and the data aggregated with national databases and those of ministries, central and local authorities in social fields; and gradually creates the shared and open data warehouses.
- Ministries, central and local authorities standardize the data according to guidelines of the Ministry of Public Security (the National Data Center); study and build national databases and integrate and synchronize national databases and those of ministries, central and local authorities with the national data center to gradually create the aggregated data warehouse and the shared data warehouse of the Government (depending on conditions and actual situation of national databases and those of ministries, central and local authorities).

2. Phase 2: from 2026 to the end of 2028 (Expansion phase)

- The National Data Center will (1) expand the development of human-related data warehouse and the data minimally aggregated with databases of ministries and central authorities, including the Ministry of Natural Resources and Environment, the Ministry of Planning and Investment, etc. (2) integrate and synchronize the data from national and specialized databases with the National Data Center, and aggregate them with the shared and open data warehouses according to planning/strategy; (3) deploy and expand specialized databases of political and social organizations at the National Data Center.
- Ministries, central and local authorities, political and social organizations will urgently build national databases, continue to develop and expand specialized databases of their own organizations and units, and ensure continuous integration and synchronization with the National Data Center.
dd) Service provision:
- The national data center will (1) expand the provision of station and IT infrastructure services (including both the main data center and the backup data center) for ministries, central and local authorities (if needed); (2) expand the provision of infrastructure to develop specialized information systems of agencies of the Communist Party, the National Assembly, political and social organizations; (3) expand distribution and sharing of the data from the shared data warehouse to/with ministries, central and local authorities; (4) expand the provision of the open data for citizens and enterprises to access and use this data, thereby serving socio-economic development; and (5) pilot the provision of some cloud computing services using the PaaS/SaaS model (Platform as a Service/Software as a Service) for units (if needed).
- Ministries, central and local authorities, political and social organizations will increase and expand the scope of using services provided by the National Data Center according to their needs and development conditions.
3. Phase 3: from 2029 to the end of 2030 (Development phase)

- Ministries, central and local authorities, political and social organizations will continue to develop and expand specialized databases of their own organizations and units to integrate and synchronize them with the National Data Center.
dd) Service provision:
- The National Data Center will expand (1) the provision of infrastructure and resources for all information systems of ministries, central and local authorities (if needed); (2) the provision of services to develop all specialized information systems of political and social organizations; (3) the provision of some cloud computing services using the PaaS/SaaS model (Platform as a Service/Software as a Service) for units if needed; (4) the shared and open data warehouses and development of additional utilities.

VIII. FUNDING
1. Funding for implementation of the Project is derived from state budget currently allocated.
2. Ministries, ministerial agencies, Governmental agencies, and People's Committees of provinces and central-affiliated cities shall provide funding for performance of the Project’s tasks in their annual state budget estimates assigned by competent authorities.
3. It is encouraged to mobilize funding sources other than central government budget for the implementation of the Project according to regulations of law.
Article 2. Implementation
1. Responsibilities of the Working Group for the implementation of Project 06
a) Direct organization of development and implementation of the National Data Center Project and its component projects.
b) Organize improvement of organizational structure and appoint additional representatives of the Ministry of Construction, the Ministry of Science and Technology, and the Government Cipher Committee to the Working Group.

g) Ho Chi Minh City People's Committee, Hanoi People’s Committee, the People's Committee of Lam Dong province, the People's Committee of Hoa Binh province, the People's Committee of Can Tho city and relevant local authorities shall cooperate with the Ministry of Public Security in introducing and allocating land and developing the National Data Center.
h) Any difficulty arising during the implementation of the Project shall be reported to the Ministry of Public Security for consolidation and submission of reports to the Prime Minister, thereby promptly resolving difficulties and implementing the Project in an effective and quick manner.

a) Preside over and cooperate with the Government Office, the Ministry of Information and Communications, and relevant ministries, central and local authorities in organizing, providing guidance on, inspecting and urging implementation of the Resolution.

d) Act as a focal point for registration of connection and sharing of data between information systems of state administrative units and enterprises and the data warehouse aggregated with national databases through the data integration and sharing platform of the National Data Center.
dd) Act as a focal point for receipt of requests for assistance in provision, installation and integration of information technology equipment and systems from units if needed.
e) Be a focal point which consolidates the demands for IT infrastructure of ministries, central and local authorities, and prepares and develops a plan for expansion and development (in terms of capacity for computing, storage and security, scope and scale) in order to meet annual growth demands.
g) Preside over and cooperate with the Ministry of Information and Communications in appraising, assessing, inspecting and supporting supervision and response to incidents involve network security and safety during construction, deployment, and operation of important information systems and databases in the National Data Center.
h) The Minister of Public Security shall elaborate functions, tasks, powers and organizational structure of the National Data Center.
i) Promptly report difficulties in organization and implementation of the Resolution faced by ministries, central and local authorities to the Prime Minister for settlement.
k) Preside over and cooperate with the Ministry of Information and Communications and the Ministry of Science and Technology in establishing standards and regulations on classification of data, software architecture, system architecture, organization, connection and sharing of data of the National Data Center.

a) Take charge of providing guidance for ministries, central and local authorities on development and improvement of technical infrastructure according to standards, thereby avoiding scattered and wasteful investment.
b) Give guidance to ministries, central and local authorities on standardization, connection and sharing of data and optimal calculation of investment in new infrastructure and use of infrastructure provided by the National Data Center.
c) Review and assess specialized data transmission network of agencies to develop upgradation plans, thereby ensuring that units can access and manage systems located at the National Data Center through the specialized data transmission network.
d) Complete the IT infrastructure planning for the period of 2021-2030, with a vision towards 2050 submitted to the Prime Minister for issuance; make a Decree on list of national databases, and construction, update, maintenance and provision thereof submitted to the Government for issuance; issue or request competent authorities to issue the e-Government Architecture Framework 3.0; provide guidance on and strictly assess construction of the e-Government Architecture (version 3.0) by ministries, central and local authorities, thereby ensuring its compatibility and consistency with the E-Government Architecture Framework 3.0.

On the basis of the proposals of the Ministry of Public Security and central and local ministries and agencies participating in the implementation of the Project (if any), the Ministry of Planning and Investment shall preside over and cooperate with the Ministry of Finance in requesting competent authorities to add projects on investment in construction and procurement of equipment, software and databases of the Project to the mid-term public investment plan when the conditions prescribed by the Law on Public Investment and the Resolution of the National Assembly on mid-term public investment plan are met.
9. Responsibilities of the Ministry of Finance:
a) Allocate funding to implementation of the Resolution in accordance with regulations of the law on the state budget.
b) Advise and request competent authorities to prioritize allocation of additional funding to implementation of the Resolution (other than annual budget expenditure estimates).
c) Cooperate with the Ministry of Public Security in advising competent authorities to amend and issue legal documents on collection and management of fees for extraction and use of information in the National Data Center.

3. Technical regulations, standards and requirements to be met
- National Data Centers are designed and built in accordance with technical requirements and standards applicable to Data Centers at at least Tier 3.
- In addition, National Data Centers are designed and established according to domestic and international standards, specifications, and technical requirements to resist to bombs and terrorism; and standards and requirements applicable to Green Data Centers with priority given to use of renewable energy sources and implementation of smart measures for energy control.
- Latest and maximum security solutions shall be adopted to control, detect and prevent attack, intrusion and sabotage acts in each area, underground corridor, and airspace.
4. Optimal solutions for construction of station infrastructure of the National Data Center
- The National Data Center shall make investment in and construction of station infrastructure of the National Data Center No. 01 which is built in Hoa Lac, Ha Noi and station infrastructure of other National Data Centers constructed in conformity with the planning for information and communications infrastructure according to the construction roadmap in each phase.
- Agencies and units that already have station infrastructure meeting standards (TIA-942 or Uptime Tier-3 standard, Tier III Data Center - TCVN 9250:2021) shall continue to manage and operate their data centers; however, it is necessary to cooperate with the National Data Center and relevant agencies in research and assessment of investment in upgradation of station infrastructure in conformity with the roadmap for development of National Data Centers and the depreciation period of equipment and solutions serving the operation of station infrastructure, thereby ensuring maximum utilization and inheritance in case of (1) transfer of IT systems, equipment and solutions to the National Data Center and (2) termination of maintenance and upgradation of station infrastructure of Data Centers
- Agencies and units with station infrastructure that does not meet standards (TIA-942 or Uptime Tier-3 standard, Tier III Data Center - TCVN 9250:2021) shall continue to manage, operate and upgrade their systems and cooperate with the National Data Center and relevant agencies in research and assessment of investment in maintenance of station infrastructure in conformity with the roadmap of the deployment of National Data Centers and the depreciation period of equipment and solutions for the operation of station infrastructure, thereby ensuring successful investment and resources for management and operation.

1. Main components
a) Cloud computing platform
Cloud computing platform and development of functional areas:
- The cloud computing area satisfies the needs of ministries, central and local authorities, and the National Data Center with subsystems for integrating, synchronizing and accessing data and high requirements for information security. Main investment items for this area include network equipment; information security; servers; storage; commercial software; cloud computing software; etc. (including upgradation of the National Population Data Center for backup).
b) Aggregated data warehouse for management

2. Technical regulations, standards and requirements to be met
- The National Data Center's IT system is designed and built according to technical standards and requirements in terms of system availability and design and special redundancy in order to ensure that the system is available for expansion when necessary.
- The official operating environment of the National Data Center's information system is designed and built in such a way to be separate from development, testing and experimentation environments.
- The design and operation of the IT system shall maintain security and confidentiality at the highest and most modern level, and meet national and international standards and regulations to control, detect and prevent cyberattacks.

- Agencies and units that have invested in systems shall continue to manage, operate and upgrade systems according to their needs in conformity with the depreciation period and the implementation roadmap stated in the Resolution. During transfer of their systems, equipment and solutions to the National Data Center or integration into cloud computing platform of the National Data Center, it is necessary to cooperate with the National Data Center and relevant agencies in assessment of investment in conformity with the roadmap of implementation of the Project and the depreciation period of equipment and solutions for effective use and inheritance.
- Agencies and units that have not yet invested in systems or are currently leasing infrastructure from enterprises shall, according to guidelines and technical standards of the Ministry of Public Security (the National Data Center), invest in equipment and solutions and integrate them into the National Data Center's cloud computing platform to build and develop their own systems or lease services from public service providers of the National Data Center.
dd) Regarding agencies and units that are not been mentioned in the Resolution
They shall continue to carry out procedures for investment and procurement of technological solutions and equipment, or lease IT infrastructure from enterprises in accordance with applicable regulations.
APPENDIX III
LEGAL STATUS, FUNCTIONS AND TASKS OF NATIONAL DATA CENTER
(Enclosed with the Government’s Resolution No. 175/NQ-CP dated October 30, 2023)
I. LEGAL STATUS
The National Data Center is an independent administrative unit equivalent to a Department under the Ministry of Public Security, and directly managed and directed by the Minister of Public Security. The Minister of Public Security shall elaborate functions, tasks, powers and organizational structure of the National Data Center.

1. The National Data Center manages national data under the direct management of the Minister of Public Security and ensures storage, management, sharing and access to data of the Communist Party and the State. It also manages the data sector and assists the Minister of Public Security to perform state management tasks related to data.
2. The National Data Center assists the Minister of Public Security in advising the Communist Party and the State on guidelines, policies and laws, fulfillment of state management functions for human-related data and procedures for synchronization, management, sharing and access to data between agencies, organizations, people, enterprises and the National Data Center.
3. The Center organizes operation, management, storage, sharing, study, application, access and development of data; provides IT infrastructure and technical solutions for agencies and units if needed; and ensures security and safety of its system and database.
4. The Center stores, manages, accesses and develops data; exchanges data with ministries and central authorities; carries out analysis in order to serve management and formulation of policies; studies and develops data; and provides the shared data warehouse to perform state management tasks.
III. TASKS
1. Data management, including: policies; plannings; sharing and manipulation; analysis and application of the data.

IV. RELATIONSHIP BETWEEN THE NATIONAL DATA CENTER AND AGENCIES AND ORGANIZATIONS
During development and operation, the National Data Center shall ensure that its functions and tasks do not overlap with those of other units since these units still manage and operate systems and databases of ministries, central and local authorities, and run professional software to collect and update information according to the assigned tasks and functions. The National Data Center only obtains data integrated and synchronized by units and provides IT infrastructure for units (if needed) to quickly deploy systems, but does not manage and operate systems, data, and specialized and professional processes of units. The development of the National Data Center shall meet specific requirements as follows:
1. Regarding data synchronization
With regard to national databases and those established and managed by ministries and central authorities according to their needs and specialized and professional processes, the latest human-related data and data of national databases shall be connected to the National Data Center for concentrated storage and access. Data shall be synchronized through national integration platforms in a manner that meets requirements for correct, sufficient, clean and live data.
2. Regarding data management
a) The National Data Center shall manage and ensure information security and safety regarding information data synchronized with the specialized area and the shared and open data warehouses at the shared area; at the same time cooperate with agencies and units in integration and sharing of the data at the shared area of the National Data Center.
b) Ministries, central and local authorities, and socio-political organizations shall continue to manage databases in their own systems, and cooperate with the National Data Center in information security and safety and data security at units during synchronization of the data with the National Data Center.
3. Regarding data storage
a) The National Data Center shall store data aggregated with national databases; and human-related information data from national databases and those of ministries, central and local authorities and other data synchronized by agencies, organizations and individuals in order to build shared data warehouses (excluding data in the military and defense fields) for creation of a reliable area where units may access the data according to their functions and tasks. Hence, units may search other information from the shared and open data warehouses, and results after aggregation and analysis, etc provided by the National Data Center to make assessment and promptly propose appropriate and accurate policies and decisions.

b) Data of ministries, central and local authorities shall be still stored and processed at their data center systems according to their specific needs, thereby serving various state management tasks of the units.
4. Data access and use
a) The National Data Center shall provide data integration and sharing platform for systems developed on its cloud computing platform.
b) Regarding systems that are not developed on the National Data Center's cloud computing platform, connection and sharing platforms that are being deployed shall be still applied.
c) If ministries, central and local authorities wish to access data of information fields, they shall ensure that the data is only accessed during the access session, and are prohibited from storing and sharing information fields not under their management. They shall maintain security and safety for the accessed and used data, and the data shall be accessed and used for intended purposes and in accordance with the regulations of law.
5. Regarding system development and operation:
With regard to information systems of ministries, central and local authorities that are built and developed with infrastructure of the National Data Center, the operation and management of these systems shall be conducted as follows:
a) Units shall proactively manage and operate components in terms of application layers, data management, operating environment, middleware and operating system.
b) The National Data Center will manage and operate components in terms of virtualization, management of servers, storage devices, network infrastructure, and security.

a) The National Data Center shall provide ministries, central and local authorities with locations for installation of servers and IT infrastructure in the form of Infrastructure as Services (services allow use of necessary IT infrastructure, including connection channels, internal transmission networks, network security, etc. for system deployment). At the same time, it shall provide secure management channels for units to proactively develop and ensure information security of their application systems and provide relevant services.
b) After receiving infrastructure, ministries, central and local authorities shall self-manage application systems and IT services deployed on the provided infrastructure (core systems of agencies and units).
7. Regarding IP address planning: The National Data Center shall manage IP address resources and routing in a consistent manner according to national IP address use orientations, plans and plannings.
8. Regarding information security and safety
a) For shared area: The National Data Center shall provide storage and infrastructure services (IaaS) that meet information security requirements at different levels according to the needs of units. The National Data Center shall maintain cybersecurity and information security and safety for the shared cloud computing platform and develops a centralized cybersecurity monitoring system for the shared area; ministries, central and local authorities shall guarantee information safety for their application systems and databases.
b) For specialized area: The National Data Center shall provide infrastructure services that meet information security requirements at level 5 and comply with security regulations and standards to protect the aggregated data warehouse. Therefore, the National Data Center will establish a separate and independent security monitoring area for this specialized area.
c) For information safety and security monitoring task (SOC): The National Data Center shall connect with the National Security Operations Center (Ministry of Public Security) and other information safety and security monitoring centers if necessary. Security monitoring data at the National Data Center will be centrally synchronized with the National Security Operations Center. Ensure unified supervision and prevention of illegal access to and attacks on the National Data Center.
9. Regarding backup assurance
a) During the phase of construction of the National Data Center No. 02 (expected to be completed in 2028)

- Systems deployed in the shared area by ministries, central and local authorities, during the period until 2028 will be connected to station infrastructure of their data centers invested in accordance with data center standards in order to meet backup requirements.
b) During the phase after completion of the National Data Center No. 02
- After completion of the construction of the National Data Center No. 2, National Data Centers shall be responsible for backups.
- The National Data Center No. 2 will be established at a location in conformity with the information and communications infrastructure planning and requirements for quality of transmission lines serving connection and synchronization of data in order to maintain network connection infrastructure and simultaneous operations (active-active) between the National Data Center No. 1 and the National Data Center No. 2, and utilize operation advantages and human resources for system management and operation to the maximum.
c) At the same time, it is expected that the National Data Center No. 3 and other National Data Centers will be built in locations other than those of the National Data Center No. 01 and the National Data Center No. 02 to meet backup requirements in case of natural disasters or war.
10. Regarding financial mechanism
a) Finance for investment in equipment and solutions:
- Ministries, central and local authorities, and organizations shall self-purchase equipment according to technical regulations and standards (the National Data Center cooperates with relevant agencies in issuing such regulations and standards and submitting them to competent authorities for approval) and cooperate with the National Data Center to integrate such equipment into the technical infrastructure and the cloud computing platform of the National Data Center. Ministries, central and local authorities shall propose, allocate and maintain funding for additional equipment and information security solutions, and integration of new equipment according to information security solutions and technology platforms deployed by the National Data Center.
- The National Data Center shall propose investment in additional equipment and solutions shared for the National Data Center, including internet channels, specialized data transmission networks, core network equipment, security equipment, etc.

- The National Data Center shall not collect fees for use of station and IT infrastructure invested by the Government from agencies, units and organizations. Funding for operation of the National Data Center will be derived from state budget and other legal budget sources annually allocated on the basis of economic and technical norms and the demands for use of station and IT infrastructure of ministries, central and local authorities.
- Agencies, units and organizations shall proactively propose funding and self-maintain equipment, software and components invested by them (they may hire units and enterprises according to regulations).
