DECISION
APPROVAL OF SCHEME FOR NATIONAL PUBLIC SERVICE PORTAL
PRIME MINISTER
Pursuant to Law on Government Organization dated June 19, 2015;
Pursuant to Law on Local Government Organization dated June 19, 2015;
Pursuant to the Law on E-Transactions dated November 29, 2005;
Pursuant to Law on Information Technology dated June 29, 2006;
Pursuant to Decree No. 61/2018/ND-CP dated April 23, 2018 of Government on implementation of single-window system and inter-agency single-window system in processing administrative procedures;
At the request of Minister, Chairperson of the Government Office,
HEREBY DECIDES:
Article 1: Approving Scheme for National public service portal (hereinafter referred to as “Scheme”), with following basic details
I. PRINCIPLES
1. The general public and enterprises shall be the center of service; satisfaction of the general public and enterprises shall be the gauge of quality and effectiveness of officials, public employees and competent agencies in public service provision; strive to achieve administrative reform tasks and requirements, especially reducing and simplifying administrative procedures via application of information technology.
2. The National public service portal shall be established at a single address to ensure public availability and transparency of information related to administrative procedures, provide and assist execution of public services depending on use demands conforming to each type of user; ensure ability to supervise, examine and assess of individuals, organizations and accountability of regulatory agencies in executing public services.
3. Ensure integration for information connection and sharing between the National public service portal and National single-window portal, Public service portal, Single-window information systems of ministries and local governments, national databases and specialized databases serving provision of online public services.
4. Prioritize allocating expenditure on implementation of the Scheme so as to ensure effective, simultaneous, concentrated and unified properties with appropriate roadmap; inherit and develop existent infrastructure of regulatory agencies and data systems on National database on administrative procedures.
II. OBJECTIVES
1. General objectives
Improve quality and effectiveness in public service provision of regulatory authorities in order to serve the general public and enterprises better and digitalize physical documents and papers, convert physical documents and transaction to electronic documents and transactions and provide public services regardless of time and administrative divisions; promote administrative reform, especially administrative reform performed via application of information technology; improve ranking of Vietnam regarding online public service index in e-Government development index according to the United Nations ranking.
2. Specific objectives:
- Develop regulations on provision of online public services, especially processing of administrative procedures on cyber environment.
- Establish the National public service portal at a single address to unify providing information and assisting organizations and individuals in adopting, supervising, assessing administrative procedures and online public services, receiving and dealing with feedback and propositions.
- Integrate to provide level 3 and 4 public services, thereby enabling the National public service portal to integrate at least 30% of public services necessary for the general public and enterprises of ministries, local governments and public service providers by 2020 and increase by 20% each year until the entire (100%) level 3 and 4 public services of ministries and local governments are integrated.
- Provide common electronic verification platform to enable single sign-on (SSO) of individuals and organizations when using online public services in Single-window information systems and Public service portal of ministries and local governments. This platform must achieve high level of assurance according to international standards (Level 3 and 4) and must be applied to other systems namely Single-window electronic information system, policy and legislative document consulting information systems, national reporting systems, etc.
Strive to provide and integrate 500,000 accounts in 2019; 1 million accounts in 2020 and at least 8 million accounts in 2023.
- Assist individuals and organizations in managing information and documents following the principles of information and documents shall be provided once and reused in subsequent online public services.
III. PROFESSIONAL AND TECHNICAL REQUIREMENTS
1. Requirements for National public service portal
The National public service portal shall be established in a manner that satisfies requirements under Decree No. 61/2018/ND-CP dated April 23, 2018 on single-window system and inter-agency single-window system in dealing with administrative procedures and requirements to improve satisfaction of individuals and organizations in online public services. To be specific:
- Act as the contact point to provide information and assist organizations and individuals in performing administrative procedures and online public services; assist and provide guidelines for looking up information, supervising progress of administrative procedures and looking up results of administrative procedures and assessment results of administrative procedure processing; publicize processing results of administrative procedures and online public services.
- Enable organizations and individuals to register user accounts; provide SSO function and user verification mechanisms to for implementation of administrative procedures in Public service portal of ministries and provinces.
- Integrate with National database on administrative procedures to trace administrative procedure data and data regarding processing of administrative procedures of organizations and individuals to ensure consistency.
- Consolidate and inventory document receipt and processing of administrative procedures at request of competent agencies.
- Integrate with systems for receiving and dealing with feedback and propositions of the general public and enterprises to receive, handle and publicize processing results of said feedback and propositions; develop instruments to consolidate and assess satisfaction of individuals and organizations and tools for assessing processing of administrative procedures and implementation of public services of ministries and local governments.
- Provide via multiple platforms, utilize modern approach in providing public services, prioritize displaying services in users’ concern, etc.
- Utilize data integration and sharing platform developed from the National e-document exchange platform to provide common platform for sharing information and data among ministries and local governments to provide high level public services and electronic single-window bridge services.
- Ensure information privacy and safety on the basis of: providing high level user verification solutions; encrypting and providing digital signatures for transactions and data between the National public service portal and Public service portal, information systems and databases of ministries and local governments via data integration and sharing platform.
2. Functions of the National public service portal
a) Providing information and guidelines for implementing administrative procedures and public services
- Implement simple and advanced searching tools to enable individuals and organizations to easily search for information relating to administrative procedures and public services, including: by purposes, by user demands; by keywords, by sector, by presiding agency, by level of online public services, etc.
- Administrative procedure information provision, guidelines and publicizing shall be established on the basis of integration, development and upgrade of National database on administrative procedures.
- Provide ability to search for information on online public services provided by ministries and local governments on the basis of integration between National single-window portal, Public service portal and Single-window electronic information systems of ministries, agencies and local governments.
- Implement user interface that prioritizes displaying public services according to timeline of individuals and organizations and customize, personalize depending on users that have been verified; assist multiple access channels with interface suitable for requirements and demands of users.
- Implement functions that instruct and assist implementation of administrative procedures
+ Provide frequently asked questions and answers thereof regarding common issues in processing popular administrative procedures of ministries and local governments.
+ Implement functions that exchange, instruct and assist users via different means: Automatic assisting hotlines; receipt and instruction via mailbox; guidelines for filling forms, declarations and implementing online public services in form of documents and videos; automatic notice and instruction submission via internal exchange systems; tools for automatically responding and providing guidelines for using artificial intelligence (AI) technology to make recommendations depending on users’ needs and locations.
+ Make suggestions, reminders and notice for individuals and organizations: The National public service portal makes suggestions and reminders in following procedures and tasks that enable individuals and organizations to be active in implementing relevant administrative procedures.
b) Providing online public services
- Implement user verification functions that enable users to log in and declare once on the National public service portal to be able to perform online public services provided by different ministries and local governments depending on different verification level of each public service, in which:
Implement verification systems with high safety level via mobile identification solutions utilizing SIM cards integrated with digital signature and other digital equipment and certificates. Conduct research and implement other advanced verification solutions namely verification via digital signatures integrated with mobile applications or verification via biometric solutions.
Connect and integrate with important databases to examine, inspect and verify individuals and organizations, including: National databases on population, citizen identity cards, social insurance, tax and enterprise registration. For the time being, use social insurance number, TIN and enterprise ID number to verify individuals and organizations.
Integrate with specialized digital signature infrastructure of Government Cipher Committee and public digital signature infrastructure under management of Ministry of Information and Communications and use telecommunication network infrastructure of all domestic service providers.
Implement open application programming interface (Open API) to enable ministries, local governments and other agencies, organizations to integrate verification services with their services and information systems.
Implement verification solutions suitable for foreigners and Vietnamese overseas or use verification systems provided by Ministry of Foreign Affairs.
- Integrate with the National single-window portal, Public service portal, single-window electronic information systems of ministries and local governments and public service provision system of public service providers (health, education, power, water, etc.) to provide level 3 and 4 online public services regardless of time and administrative divisions.
- Implement user data management functions on the basis of connecting and sharing data used in National public service portal, National single-window portal, Public service portal, single-window electronic information systems of ministries and local governments, national databases and specialized databases serving provision of online public services following the principles of documents and information of organizations and individuals shall not be required for subsequent adoption of administrative procedures after having been successfully provided for adoption of online public services and results of administrative procedures shall be legitimately recognized across systems.
- Integrate to provide online payment when implementing level 3 and 4 online public services.
- Implement functions for monitoring progress and results of administrative procedures on the basis of integrated data in National single-window portal, Public service portal, single-window electronic information systems of ministries and local governments and public postal information systems (information on receipt and transfer of documents via public postal service). To be specific:
Monitor progress and results of administrative procedure applications at request of individuals and organizations at any stage of the process, including: Current status of applications, process history of applications, processing officials, duration of processing, etc. Information regarding application status shall be informed in accounts and other information channels namely mailboxes and messages at request of users.
Publicize final information on status and results of administrative procedures by time, sector, ministries and local governments, consisting of following basics information: total applications received and processed; total applications received online and in person; total processed applications (before deadline, after deadline); total unprocessed applications (before deadline, after deadline); etc.
c) Functions for assessing satisfaction, receiving and handling feedback and propositions of individuals and organizations
- Functions for receiving and handling feedback and propositions shall be implemented on the basis of integration, development and upgrade of information system for receiving and dealing with feedback and propositions of the general public and enterprises.
- Implement functions for assessing satisfaction of individuals and organizations for service provision of public service providers via electronic assessment reports on the National public service portal.
- Implement functions for analyzing, integrating, classifying and ranking assessment results of administrative procedure processing of ministries and local governments.
- Publicize results feedback and proposition processing; results of classification and ranking of ministries and local governments in processing administrative procedures.
d) Other technical functions of the system
- Functions for managing and publishing details of information provision for individuals and organizations via web applications on computers, tablets, phones, smart phones and switchboard/SMS services; functions for online interaction between individuals, organizations with regulatory authorities.
- System administration functions enabling Government Office to monitor, supervise and administer the National public service portal: status of the National public service portal (transmission, performance, used resources, available resources, information safety, etc.); status of verification systems; information and connection status of agencies and entities; information systems, databases and services integrated with the National public service portal.
dd) Other functions decided by the Prime Minister.
3. Requirements not related to functions
The National public service portal shall satisfy requirements and regulations on provision of online public services and assurance of convenient accessibility according to Circular No. 32/2017/TT-BTTTT of Ministry of Information and Communications. Specific requirements include:
a) Requirements for display
- Capable of displaying and operating accurately and sufficiently on most of popular browsers in the latest version (Google Chrome, Mozilla Firefox, Microsoft Edge, Safari, etc.).
The National public service portal shall be capable of customizing displays on computer, tablet and smart phone screens depending on resolutions thereof without changing interface and system displays and functions.
- The National public service portal shall be displayed in Vietnamese with English functionality for public services provided for Vietnamese overseas and foreigners.
b) Requirements for information security and safety
- Satisfy modern security standards applicable to an information technology system.
- Satisfy all security standards issued by authorities of the Vietnam’s Government.
Satisfy regulations on ensuring safety for level 4 information systems according to Decree No. 85/2016/ND-CP dated July 01, 2016 of the Government on the security of information systems by classification.
- Verification solutions must achieve high security level according to international standards.
- Data of the entire systems must be backed up on a periodic basis.
- Data must be encrypted with encryption key provided by the Government Cipher Committee when it is transferred and stored to illegal monitor, collection and adjustment.
- Information security and safety solutions of the data integration and sharing platform developed from the National e-document exchange platform include:
+ Verification: Only members who have registered and have been granted rights to access may access data on the systems.
+ Undeniability: Ensure that individuals and organizations cannot deny transactions that they have made or information that they have sent.
+ Legitimacy: All information exchanged between agencies and organizations shall bear digital signatures and retain legitimacy according to regulations and law of Vietnam.
+ Provide safe connection between members based on TLS certificate. Encrypt exchange details between users and data providers using encryption standards of Vietnam.
c) Requirements for performance
- The National public service portal must guarantee processing capacity, rapid response and ability to satisfy large number of people accessing the portal and facilitate the general public and enterprises. Thus the system must satisfy following requirements:
The National public service portal must be able to satisfy 500,000 accesses/day and 40,000 simultaneous accesses in 2019. Until 2023, the National public service portal shall be able to satisfy 2,500,000 accesses/day and 200,000 simultaneous accesses.
- Services provided on the National public service portal must have high performance and take no more than 3 seconds to respond to users. Statistical reports must be accurate and responded to within 30 seconds.
- Performance must not be affected by time and growth of main data, ensure uninterrupted working capacity in terms of data for at least 10 years.
d) Requirements for readiness
- The National public service portal must operate 24/7;
- the National public service portal must be designed to support data back up in real time and automatic conversion in case of incidents in order to not interrupt service provision and information, data exchange.
dd) Requirements for ability to expand
The National public service portal must be able to be expanded in a short period of time to satisfy performance and service provision duration when number of users, connecting entities and services increases. The ability to expand shall be determined by system resource demands (namely central processing units, disks and network bandwidth).
e) Requirements for infrastructure
The National public service portal shall be installed on data center satisfying at least tier 3 standards; installed with disaster recovery site (DR site) and back up with scale at least of 1:1 to transmission, systems and data.
The systems must be implemented and operated on infrastructure that guarantees high security level with regulations on safety and security of network systems and management of terminal devices of the entire network systems. The systems must separate different network zones: implement separate network zone for servers of the systems; implement demilitarized zone (DMZ) to provide services over the Internet.
g) Requirements for data integrity
Ensure integrity and authenticity of electronic data messages and information provision to enable monitoring of motion of electronic data messages.
h) Ability to recover
The systems shall maintain operation even in case of hardware, software or operating unit defects or external threats.
i) Requirements for operation and assistance
- During rental period, all system defects must be repaired or eliminated without incurring any expenditure.
- Providers of services for establishing National public service portal (hereinafter referred to as “service providers”) must provide the entire source code of the systems for the Government Office; do not use or provide information and data from the system to any individuals or organizations without consent of the Government Office, ensure compliance with regulations on protection of personal data and sharing of information and data.
- Service providers shall expand infrastructure capacity when data, services and transactions increase to ensure that the National public service portal and verification system operate safely, securely, coherent and free of defects due to equipment performance;
- Service providers must ensure 24/7 assistance during implementation and operation.
- Service providers must implement and support solutions and tools for converting and updating application programming interface (API) to serve data connection and sharing between National public service portal and information systems, databases; single sign-on and single log-out (SSO, SLO).
k) Examination and test
Proposed solutions must meet requirements related and not related to functions mentioned above.
The National public service portal must undergo operational acceptance testing for 2 months prior to official launch with 1 month open to public use for assessment and feedback of the general public and organizations.
IV. TASKS
1. Complete legal basis for implementing online public services
- Develop and request the Government to promulgate Decree on electronic identification and verification.
- Develop and request the Government to promulgate Decree on data management, connection and sharing.
- Develop and request the Government to promulgate Decree on protection of personal data.
- Develop and request the Government to promulgate Decree on implementation of administrative procedures on cyber environment.
- Develop and request the Prime Minister to promulgate Regulation on management and operation of National public service portal.
- Develop and request issuance of national technical regulations on structure and format of data packet serving connecting the National public service portal with public service portal, single-window electronic information systems of ministries and provinces and national, specialized databases.
2. Develop and complete technical infrastructure, information systems and databases
- Establish the National public service portal.
- Upgrade the National databases on administrative procedures; information systems for receiving and dealing with feedback and complaints of the general public and enterprises on administrative regulations.
- Establish and complete Public service portal, single-window information systems, Electronic public service portal and single-window electronic information systems of ministries and provinces.
- Connect the National public service portal with National single-window portal, Public service portal and electronic single-window systems of ministries and provinces.
3. Online public services integrated on the National public service portal
a) During 209 - 2020:
The National public service portal shall prioritize following tasks:
- Integrate level 3 and 4 online public services, with large amount of applicants and/or applications or related to individuals and organizations, including:
+Public services for social insurance: Applying and revising compulsory social insurance, health insurance, unemployment insurance, occupational incident – disease insurance; issuing social insurance number and health insurance card.
+ Public services in financial sector (Tax and customs): Online invoice declaration; Online tax declaration.
+ Public services in planning and investment: Enterprise registration.
+ Public services in transportation:
. Public services in road traffic: domestic; international;
. Driving license revision services; issuance of international driving license.
+ Public services in health sector:
. Services in food safety;
. Services in management of medical devices.
+ Public services in legal sector: Public services in civil status-related affairs.
+ Public services in industry and trade sector: Public services related to issuance of certificate of origin; import chemical declaration verification services.
+ Public services in natural resources and environment: Registration of land use right change and ownership of assets attached to land.
+ Public services provided by public service providers: power, water.
- Integrate online public service provision of ministries, provinces and central-affiliated cities and public service providers, to be specific:
+ Integrate with 3 provinces and cities namely Hanoi, Quang Ninh, Ho Chi Minh City in 2019 and implement nationwide in 2020.
+ Integrate registration for power and water provision in following companies and corporations: Vietnam Electricity; Hanoi Clean Water Company; Sai Gon Water Supply Company.
b) After 2020
- On a yearly basis, the Prime Minister shall issue list of level 3 and 4 online public services integrated with the National public service portal.
- Increase number of provinces integrating provision of online public services according to the Scheme by 20% each year until reaches 100%. Increase number of public service providers providing online public services via the National public service portal.
V. EXPENDITURE ON IMPLEMENTATION
1. Expenditure on implementation of the Scheme shall be taken from state budget and other legitimate funding sources.
2. Implementation
Rent information technology services of domestic enterprises. Enterprises utilizing funding sources of enterprises, state budget and other legitimate funding sources shall develop the system on the basis of requirements of the Government Office and lease the Government Office while complying with regulations and law; enterprises providing information technology services are responsible for guaranteeing security and safety for information systems. The rental period of information technology services shall not exceed 5 years, except for cases in which service providers fail to meet the requirements, the Government Office shall adopt necessary procedures to terminate the contracts and select other service providers.
VI. IMPLEMENTATION
1. Responsibilities of ministries and local governments
a) Inspect and issue internal procedures and electronic procedures for handling administrative procedures in the 2nd quarter of 2019 and update on a regular basis.
b) Expeditiously establish and complete the National public service portal, single-window electronic information systems in a joint and focused manner to receive, deal with administrative procedures and provide online public services within powers of ministries and local governments in the 4th quarter of 2019.
Public service portal and single-window electronic information systems of ministries and provinces shall execute functions and ensure compatibility with public service portal specified in Circular No. 01/2018/TT-VPCP dated November 23, 2018 of Minister, Chairperson of the Government Office on providing guidelines for implementation of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementation of single-window system and inter-agency single-window system in handling administrative procedures.
c) Take charge and cooperate with the Government Office in implementing technical measures to connect and share data among National Single-window Information Portal, Public service portal and Single-window information systems of ministries and provinces with the National public service portal in the 3rd quarter of 2020.
Complete, standardize and integrate level 3 and 4 online public services according to the list specified in Point a Clause 3 Section IV of this Decision in 2019 and follow the list approved by the Prime Minister on a yearly basis.
d) Calibrate the public service portal and single-window electronic information systems of ministries and provinces in order to enable both to utilize verification systems of the National public service portal. Deadline: 2nd quarter of 2020.
Refrain from implementing new verification functions and systems for public service portal and single-window information systems of ministries and provinces, except for cases in which verification systems on the National public service portal cannot be connected.
dd) Develop frequently asked questions and answers thereto for common issues during processing of administrative procedures, publicize on the public service portal of ministries and local governments and integrate onto the National public service portal in the 4th quarter of 2019.
The FAQs of each ministry must have at least 500 questions/answers.
e) Receive, respond to feedback on the inform33tion system for receiving and dealing with feedback and complains of individuals and organizations and upload on the National public service portal.
g) Prioritize allocating expenditure on executing tasks of the Scheme.
2. Responsibilities of the Government Office
a) Request the Government to promulgate Decree on implementation of administrative procedures on cyber environment within the 3rd quarter of 2019.
b) Establish, manage and operate the National e-document exchange platform in the 4th quarter of 2019.
c) Request the Prime Minister to promulgate Regulation on management and operation of National public service portal in the 4th quarter of 2019.
d) Develop solutions and instruct ministries and local governments to connect the public service portal and single-window electronic information system with the National public service portal in the 4th quarter of 2019.
dd) Upgrade and develop the national database on administrative procedures; conduct research and implement additional administrative procedure support tools automatically provided online for individuals and organizations in the 2nd quarter of 2019.
e) Upgrade and develop systems for receiving and responding to feedback and complaints of individuals and organizations by directing and transferring feedback and complaints to ministries and local governments and integrate with single-window electronic information systems of ministries and provinces to handle administrative procedures, complete within the 2nd quarter of 2019.
g) Request the Prime Minister to issue list of level 3 and 4 online public services integrated with the National public service portal in the 4th quarter of 2019 and of every year.
h) Take charge and cooperate with Ministry of Information and Communications in working with telecommunication service providers (Vietnam Posts - Telecommunications Group, Vietnam Military Telecommunications Group, Mobifone Telecommunications Corporation, etc.) and providers of public certificate of authority services (public CA) to guarantee public digital signature infrastructure and SIM cards integrated with digital signatures to serve implementation of online public services and National public service portal.
i) Take charge and cooperate with Vietnam Television, Vietnam News Agency and other press, media and news agencies in publicizing policies on promoting provision and implementation of online public services on the National public service portal via mass media.
k) Take charge and cooperate with Vietnam Post, ministries and local governments in publicizing and providing guidelines for using public services on the National public service portal.
3. Responsibilities of Ministry of Information and Communications
a) Request the Government to promulgate Decree on electronic identification and verification; Decree on data management, connection and sharing in the 3rd quarter of 2019.
b) Take charge and cooperate with the Government Office in issuing national technical regulations on structure and format of data packet serving connecting the National public service portal with public service portal, single-window electronic information systems of ministries and provinces and national, specialized databases within the 4th quarter of 2019.
c) Adopt measures to monitor and ensure information safety for the National public service portal according to Decree No. 85/2016/ND-CP of Government; provide guidelines for guaranteeing information safety for public service portal and single-window electronic information systems of ministries and provinces; promptly exchange information and cooperate with Ministry of Public Security in case the National public service portal is attacked by hackers.
d) Propose the Prime Minister with plans for promoting issuance of digital certificates for individuals and organizations while reducing costs for issuing and maintaining annual certificate of authority operations to serve implementation of online public services in the 2nd quarter of 2019.
4. Responsibilities of Ministry of Public Security
a) Take charge in preparing and request the Government to promulgate Decree on protection of personal data in the 4th quarter of 2019.
b) Expeditiously develop and complete the national database on population and database on citizen identity cards; connect and share population data from these databases with the National public service portal and public service portal of ministries and local governments to provide online public services for individuals and organizations.
c) Take charge in appraising, assessing, examining, supervising cyber security and coordinating cyber security incident response and rectification for the National public service portal as specified in Cybersecurity Law and guiding documents.
5. Responsibilities of Ministry of Planning and Investment
a) Take charge and cooperate with Ministry of Finance in allocating and ensuring expenditure on establishing the National public service portal.
b) Connect and share national database on enterprise registration with the National public service portal, public service portals of ministries and local governments to provide information, online public services and verify enterprise information.
6. Responsibilities of Ministry of Home Affairs
Take charge and cooperate with relevant agencies in developing regulations on storing electronic administrative procedure documents and proposing the Prime Minister in the 4th quarter of 2019.
7. Responsibilities of Ministry of Finance
a) Request competent authorities to provide recurrent expenditure in order to execute tasks of ministries and local governments under this Scheme.
b) Cooperate with the Government Office in integrating and connecting the National single-window information portals with the National public service portal regarding verification systems; information of provided procedures and consolidated information on document receipt and processing, etc.
c) Cooperate with the Government Office in integrating TIN database with verification systems of the National public service portal.
8. Responsibilities of Ministry of Education and Training
Promote awareness of online public services and National public service portal of learners and students via integrating and introducing related contents in academies, higher education institutes, teacher training colleges, teacher training vocational schools and upper secondary schools.
9. The responsibilities of the Vietnam Social Security
Connect and integrate databases of Vietnam Social Security with the National public service portal: integrate social insurance database with verification of the National public service portal in 2019.
10. Responsibilities of Government Cipher Committee
a) Connect and integrate specialized government public encryption infrastructure with verification systems to develop verification infrastructure for ministries, officials and public employees in administrative agencies of all levels in the 4th quarter of 2019.
b) Promote provision of equipment for officials and public employees to process online public services.
Issue 100,000 new equipment (certificate of authority and PKI SIM cards) in 2019; issue 300,000 new equipment in 2020 and ensure 100% of officials and public employees are fully equipped by 2023.
c) Implement solutions guaranteeing specialized digital signature infrastructure to meet processing capacity and large use demand in 2019.
d) Implement information security solutions utilizing encryption for data transmitted, shared and stored in the National public service portal.
11. Responsibilities of telecommunication service providers (Vietnam Posts - Telecommunications Group, Vietnam Military Telecommunications Group, Mobifone Telecommunications Corporation, etc.)
a) Provide SIM cards capable of integrating digital signatures for individuals and organizations with low cost or free for implementation of online public services.
b) Cooperate with the Government Office in connecting and integrating mobile subscription database with electronic identifier systems of the National public service portal to ensure authenticity of mobile identification.
12. Responsibilities of public service providers participating in the Scheme
a) Public service providers chosen to provide online public services on the National public service portal shall take charge and cooperate with the Government Office in developing, completing and integrating provision of online public services according to the list specified in Point a Clause 3 Section IV of this Decision and the list approved by the Prime Minister annually.
b) Vietnam Post shall cooperate with the Government Office, ministries and local governments in publicizing and providing guidelines for using public services on the National public service portal and public service portal of ministries and provinces.
Article 2. This Decision comes into effect from the date of signing.
Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities and relevant agencies, entities are responsible for implementation of this Decision./.
