CIRCULAR
ON APPLICATION OF INFORMATION AND TECHNOLOGY IN ONLINE MANAGEMENT AND TRAINING
Pursuant to the Law on Education dated June 14, 2005; the Law on amendments to a number of Articles of the Law on Education dated November 25, 2009;
Pursuant to Law on Higher Education dated June 18, 2012;
Pursuant to Law on Information Technology dated June 29, 2006;
Pursuant to Decree No. 36/2012/ND-CP dated April 18, 2012 of the Government on functions, tasks, powers, and organizational structure of ministries and ministerial agencies;
Pursuant to Decree 32/2008/ND-CP dated March 19, 2008 of the Government on functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 64/2007/ND-CP dated April 10, 2007 of the Government on information technology application in state agencies operations;
Pursuant to Decree No. 72/2013/ND-CP dated July 15, 2013 of the Government on management, provision and use of internet services and online information;
At request of Director General of Agency of Information and Technology,
Minister of Education and Training promulgates Circular on application of information and technology in online management and training.
Chapter I
GENERAL PROVISIONS
Article 1. Scope and regulated entities
1. This Circular prescribes application of information technology in online management and training including: requirements and contents of internet training, and implementation; responsibilities for managing application of information and technology in online management and training.
2. This Circular applies to training establishments, including: higher education institutions, academies and universities (including member universities affiliated to national universities and regional universities).
Article 2. Term interpretation
In this Circular, terms below are construed as follows:
1. “application of information technology in online training” refers to use of electronic equipment, software, studying materials and telecommunication networks (primarily the Internet) to assist teaching and learning activities in order to renovate teaching – learning methods and improve training operations. Several popular models of applying information and technology in online training are:
a) Blended learning refers to a combination of e-Learning and traditional teaching – learning method (in which teachers and learners are both present) to improve training and education effectiveness.
b) E-Learning refers to a learning model in which learners can learn anytime and anywhere via multimedia electronic learning materials (lecture, explanation, sound, images, videos, illustrations, etc.). Other learning methods namely m-Learning (via mobile devices: smart phones, tablets, and interactive screens), u –Learning (via virtual interactive devices), or smart-Learning (via smart learning devices) are all different forms of e-Learning model.
2. “electronic learning materials” refers to a combination of electronic materials serving teaching and learning, including: textbooks, books, reference materials, assessment tests, projection boards, data boards, audio, image, video files, electronic lectures, virtual learning and experimenting software, etc.
3. “Learning Management System” (LMS) refers to: a software system allowing organization, management and implementation of online training activities from the date of enrollment to the date on which learners complete online courses; assisting training facilities to monitor and manage process of learners; creating a virtual learning and studying environment; enabling teachers to communicate with learners in assigning homework, supports and explanation; assisting learners in monitoring learning progress, participating in online learning contents, and connecting with teachers and other learners for discussion.
4. “Learning Content Management System” (LCMS) refers to a software system managing online learning contents and allowing storage and distribution of learning contents to learners. LCMS shall have a close cooperation with LMS (in transmitting learning contents to learners) and software, tools for preparing lectures (in creating learning contents).
Article 3. General principles in applying information and technology in online management and training
1. Application of information technology in online management and training must conform to this Circular and training regulations issued by Ministry of Education and Training to improve training quality and effectiveness.
2. Information systems related to online training must satisfy relevant regulations and law on application of information technology in regulatory authorities and regulations on information safety and security.
Article 4. Contents of online training
Heads of training facilities shall decide on subjects and credits in training programs of entities permitted to provide online training (hereinafter referred to as “online training credit”) on the basis of application training regulations. Online training credits shall have load, contents and knowledge structure similar to credits within programs of the same grades and education levels.
Article 5. E-Learning package standards
Electronic learning materials, e-Learning lectures, LMS and LCMS are encouraged to adopt renowned packaging standards namely: SCORM (Sharable Content Object Reference Model), AICC (Aviation Industry Computer-Based Training Committee).
Article 6. Use of open source software
Encourage training facilities to utilize open source software in online training (under Annex attached to this Circular).
Chapter II
REQUIREMETNS FOR APPLICATION OF INFORMATION AND TECHNOLOGY IN ONLINE MANAGEMENT AND TRAINING
Article 7. Requirements for application of information and technology in online management and training
In order to organize online training, training facilities must implement following categories:
1. Online training portal.
2. Server systems and infrastructures connecting to the Internet.
3. Learning Management System.
4. Learning Content Management System.
5. Digital learning materials.
6. Personnel ensuring implementation of online training including:
a) Technical staff for administering information technology;
b) Staff for designing studying materials;
c) Teachers that can develop e-Learning lectures;
d) Teaching assistants.
7. Regulations on application of information and technology in online management and training.
Article 8. Online training portal
1. Online training portal must integrate following systems and functions:
a) Learning Management System
- Allowing learners to access online learning contents as registered and study, assess, acknowledge their learning progress and results.
- Allowing training facilities to manage scores and learning process of learners and activities of lecturers and teaching assistants online.
- Providing forums for discussion and other assisting equipment to enable learners to discuss with lecturers and departments of training facilities regarding online training.
b) Digital learning materials consists of digitalized textbooks, books, reference materials, assessment tests, projection boards, data boards, audio, image, video files, electronic lectures, virtual learning and experimenting software, etc. serving learning and research demands of learners;
c) Forums and other assisting equipment for academic discussion and dealing with complaints of learners with participation of lecturers and teaching assistants;
d) Provide information related to online training including:
- Documents and regulations related to online training;
- Training programs, subject programs and online training plans;
- Timetables and instructions on learning, examination and assessment for each online training content;
- Link to relevant contents.
dd) Login accounts and email addresses granted to learners to exchange information related to online training process.
2. Online training portal must conform to Decree No. 72/2013/ND-CP dated July 15, 2013 of the Government on management, provision and use of internet services and online information.
Article 9. Server systems and infrastructures connecting to the Internet
1. Servers and infrastructure systems for connecting to the Internet must have adequate bandwidth and capacity to meet access demands of users and prevent congestion or overload.
2. Training facilities may choose to invest or hire information technology infrastructure while ensuring information safety, security and investment effectiveness.
Article 10. Learning Content Management System
1. Permit storing and distributing learning materials to learners online.
2. Integrate lecture preparation tools for lecturers.
3. Depending on practical conditions, training facilities may integrate LMS with LCMS in a manner that is most effective.
Article 11. Electronic learning materials
1. Electronic learning materials must have contents closely related to training objectives, highly academic, easy to use and suitable for self-learning demand of learners.
2. Methods of providing electronic learning materials to learners:
a) Online via the internet;
b) Online via private network;
c) CD, DVD and flash drives to enable learners to study without internet connection.
3. Learning materials serving online training credits must be fully prepared prior to organizing courses.
Article 12. Officers for implementing online training
1. Teachers participating in online training must be well familiar with online teaching skills; capable of managing, orienting, instructing and dealing with questions of learners in online training methods; expertly utilizing online LMS and information technology devices at request of training facilities as lecturers and fully satisfactory to lecturer standards prescribed by Ministry of Education and Training under Clause 1 Article 77 of Law on Education and relevant provisions.
2. Technical staff for administering online training systems must well understand information technology systems related to online training of training facilities; receive instructions and technology for administering and operating information technology systems to ensure stable operation.
3. Staff for designing electronic learning materials must comprehend learning material designing and manufacturing procedures; expertly use relevant information technology equipment and cooperate with teachers of specific subjects in designing and developing electronic learning materials to serve online training of training facilities.
4. Teaching assistants must well understand activities of online training, instruct learners on how to participate and use information technology applications before organizing online training courses and monitor learning process of learners.
Article 13. Regulations on application of information and technology in online management and training
Heads of training facilities shall organize development and issue regulations on application of information technology in management and organization, which specify:
1. Procedures for organizing and implementing application of information and technology in online management and training.
2. Regulations on management and operation of information technology systems: online training portal, LMS and LCMS.
3. Functions, tasks, powers and responsibilities of entities and individuals when participating in management, organization and use of information technology applications in online management and training.
4. Procedures for organizing appraisal of electronic learning materials before bringing into use.
5. Other regulations.
Chapter III
IMPLEMENTATION
Article 14. Organization for implementation
1. Responsibilities of entities affiliated to Ministry of Education and Training
a) Department of Information Technology:
- Directing, expediting implementation of this Circular.
- Examining compliance with information technology operation in online management and training of training facilities as stated under this Circular.
b) Relevant agencies and entities affiliated to Ministry of Education and Training are responsible for cooperating in performing state management for application of information technology in online management and training within their competence.
2. Heads of training facilities
a) Being responsible for managing and implementing application of information technology in online management and training as stated under this Circular.
b) Organizing appraisal of electronic learning materials before bringing into use. Being responsible for online training contents and quality provided by training facilities.
c) Enabling lecturers, technical staff, teaching assistants and staff designing electronic learning materials to participate in classes for improving professional operations satisfactory to requirements of assigned tasks.
d) Organizing assessment of effectiveness of applying information technology in online management and training via feedback channels of lecturers, teaching assistants and learners for appropriate adjustments.
dd) Issuing regulations on organization, operation and provision of information for online training portal of training facilities.
Article 15. This Circular comes into force from June 9, 2016.
Article 16. Chief of the Ministry Office, Director of Department of Information Technology, heads of relevant agencies affiliated to the Ministry of Education and Training; directors of universities, institutes, heads of higher education institutes that provide online training shall be responsible for the implementation of this Circular. /.
