RESOLUTION

THE 13^th NATIONAL CONGRESS

The 13^th National Party Congress will be convened between January 25 and February 2, 2021 at Hanoi Capital, after discussion about documents submitted by the 12^th Central Committee of the Communist Party of Vietnam,

HEREBY RESOLVES:

I- Approve the basic contents of the evaluation of the results of the implementation of the Resolution of the 12^th National Congress and the general evaluation of the 10 years of implementing the National Construction Platform in the transitional period to socialism (1991) (supplemented and developed in 2011), 10 years of implementing the socio-economic development strategy 2011-2020, 30 years of implementing the 1991 Platform, 35 years of implementing reform; development orientations, directions and tasks for the development in the next time stated in the documents of the 12^th Communist Party Central Committee submitted to the Congress. In details:

1. Results of implementation of the Resolution of the 12^th National Congress

During the 12th tenure, seize opportunities and advantages, overcome difficulties and challenges, especially the heavy impact of the global economic crisis and recession caused by the COVID-19 pandemic. The entire Communist Party, people and military have united in attempting to successfully carry out the goals, tasks; achieve a lot of important and remarkable achievements and create outstanding marks. The macroeconomics is stable. The inflation has been controlled. The growth has been maintained at a fairly high level. The potential, scale and competitiveness of the economy have been improved. The social and environmental sectors have made great progress. The people's life have been significantly improved. The Communist Party building, rectification and the building of the political system have been specifically focused; comprehensively, synchronously and effectively implemented. The inspection, supervision, discipline and the fight against corruption, wastefulness and negativity have had dramatic change and breakthrough closely connected to "construction" and "fighting" in an effective and increasingly thorough manner. The Socialist Rule of Law of Vietnam has been continuously consolidated. The leading role of the Communist Party, the State, the Vietnamese Fatherland Front and socio-political organizations has been strengthened. The coordination and cooperation of the organizations has become close and synchronous. The socio-political situation is stable. The national defense and security have been continuously consolidated. The national independence, sovereignty, unity, territorial integrity and interests have been preserved in a resolute and persistent manner. The foreign relation and international integration have been broadened and become more effective. The profile and prestige of our nation in international arena continued to be elevated.  In particular, in 2020, the COVID-19 pandemic caused heavy damage to socio-economic sectors. However, Vietnam has gradually controlled COVID – 19 pandemic in an effective manner; recovered production, business and socio-economic activities; stabilized the people's life; contributed to consolidation and enhancement of the people's belief in the Communist Party, State and the socialism; affirmed the bravery, spirit and good traditions of Vietnamese people and nation due to promotion of the strength of national unity, the superiority of the socialism, the total and great dedication of the whole political system under the right direction of the Communist Party and the strong support of the people.

The achievements in the past 5 years are the result of the creativity of the continual and constant striving of the entire Communist Party, people and military over a lot of tenure of the Congress, contributing to great achievements of historical significance throughout 35 years of reform.  There are many reasons for the achievements but the major and important reasons are the solidarity, unity of Vietnamese people; the right, prompt and effective direction of the Central Committee, the Politburo, the Secretariat and the Communist Party Committees at all levels on the comprehensive and synchronous implementation of the Resolution of the 12^th Congress, the prompt and effective handling of many new problems arising in actual situation; the strict management and administration of the Government and authorities at all levels; the efforts to reform the contents and methods of operation of the National Assembly and the People's Councils at all levels; the active and effective participation of the Fatherland Front and socio-political organizations; the close cooperation of the entire political system; the efforts of officials and members of the Communist Party; the positive, industrious, creative and responsible working spirit of the enterprises and all social classes; support of foreign countries.

The 10 years of implementing the Platform (supplemented and developed in 2011) and the socio-economic development strategy 2011-2020 have made remarkable progress in both theory and awareness; implemented and affirmed the great values ​​of the Platform; continued to affirm that the policy on reform of the Communist Party is correct and creative.  The economy, culture and society have continued to develop. The national defense, security and foreign affairs have been strengthened. The mental and physical aspects of the people's life have been markedly improved. However, thesocio-economic development has not been commensurate with our country's potential and advantages and there has been still many difficulties and challenges. Some socio-economic development targets of the 10-year socio-economic development strategy from 2011 to 2020 and the creation of foundation for the purpose of industrialization and modernization have not achieved.  The process of reform and the international situation continue to pose many theoretical and practical problems that need to be resolved in order to develop the country in a quick and sustainable manner towards socialism, especially the proper and effective perception and handling of major relationships.

Looking back on 35 years of implementing reform, 30 years of implementing the National Construction Platform in the transitional period to socialism (the 1991 Platform), the theory of the policy on reform, socialism and the path to socialism in our country has become more and more  perfect and gradually developed. Vietnam has achieved great achievements of historical significance and developed in a strong and comprehensive manner compared to the previous years of reform. The scale and level of the economy have been raised. The mental and physical aspects of the people's life have been markedly improved. Our country has never had such fortune, potential international position and prestige as it does today. The achievements of 35 years of implementing reform, 30 years of implementing the 1991 Platform, especially 10 years of implementing the Platform (supplemented and developed in 2011) have continued to affirm that the path to socialism is suitable for the actual situations of Vietnam and the development trend of the era. The right direction of the Communist Party is the key factor in  the victory of the Vietnamese revolution. In the context of the world situation with many rapid and complicated changes, the Communist Party's Platform continues to be an ideological flag, a battle flag, a flag that gathers the strength of national unity to strive for "rich people, strong country, democracy, justice and civilization".

2. Vision and development orientation

In the next years, the situation in the world and in Vietnam has both advantages, opportunities and difficulties, challenges; poses many new problems and requirements that are more serious and complex for the national building and defense; requires the entire Communist Party, people and military to unite, continue to strictly develop thinking, have high political spirit, accurately and promptly forecast the development, proactively and promptly respond to all situations, make more efforts to continue to comprehensively and synchronously promote the reform, continuously develop the national potential in all aspects, firmly defend nation and the achieved achievements, develop country in a quick and sustainable manner; successfully implement the following key viewpoints, goals, orientations and tasks:

Directive viewpoints:

- Creatively develop, apply and be consistent with the Marxist-Leninist theory and Ho Chi Minh Thought. Be consistent with the goals of national independence and socialism. Be consistent with  the policy on reform of the Communist Party. Be consistent with the principles of the building of the Communist Party for the purpose of the building and defence of the Socialist Republic of Viet Nam.

- Ensure the national interests in the most effective manner according to the basic principles of the Charter of United Nations and International Law on equality, cooperation and mutual benefit. Continue to rapidly and sustainably develop the country. Closely cooperate and synchronously implement tasks. In particular, the socio-economic development is the central task; the building of the Communist Party is the key task; the cultural development is the spiritual foundation; the assurance about the national defense and security is the major and regular task.

- Strongly promote patriotism, national self-reliance, great national unity and aspiration for national development towards prosperity and happiness. Promote the socialist democracy and the synergy of the whole political system, Vietnamese culture and people. Train and improve the quality of human resources. Have the breakthrough mechanism for attraction and utilization of talents. Promote creative innovation, strictly application of science and technology, especially achievements of the Fourth Industrial Revolution. Strengthen strong motivation for the rapid and sustainable development.

- Combine the national strength with the power of the era; promote independence, self-reliance, proactiveness, active integration and improvement of the efficiency of international cooperation; maximize internal resources, take advantage of external resources, in which the human resources of internal resources are the most important.

General objectives

Improve the Communist Party’s capacity for leading, ruling and strength for the battle; build the Communist Party and political systems that are clean, strong and comprehensive; consolidate and strengthen the people's belief in the Communist Party, State and the socialism; promote the aspiration for national development towards prosperity and happiness; promote the spirit and strength of national unity in combination with the power of the era; comprehensively and synchronously promote the reform, industrialization and modernization; firmly build and defend the nation; maintain a peaceful and stable environment. Vietnam aims to become a socialist-oriented developed nation by the middle of the twenty-first century.

Specific objectives:

- By 2025, the 50th anniversary of the liberation of the South and national reunification: Vietnam aims to become a developing country with the modernity-oriented industry and surpass the low-middle income level.

- By 2030, the 100th anniversary of the founding of the Communist Party of Vietnam: Vietnam aims to become a developing country with the modernity-oriented industry and the high-middle income level.

- By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: Vietnam aims to become a developed country with high income.

Orientation to the main targets for the socio-economic development in the five years from 2021 to 2025:

Economy: The average economic growth rate (GDP) in 5 years is about 6.5 - 7%/year. By 2025, GDP per capita is expected to be about 4,700 - 5,000 USD; the contribution of total factor productivity (TFP) to growth is expected to be about 45%; the average growth rate of social labor productivity is expected to be over 6.5%/year; the urbanization rate is expected to be about 45%; the proportion of processing and manufacturing industries in GDP is expected to be over 25%; the digital economy is expected to be about 20% of GDP.

Society: By 2025, the proportion of agricultural workers in the total social labor is expected to be about 25%; the rate of trained workers is expected to be 70%; the unemployment rate in urban areas in 2025 is expected to be lower than 4%; the rate of multidimensional poverty is expected to maintain a reduction of 1 - 1.5% annually; there are 10 doctors and 30 hospital beds per ten thousand people; the rate of health insurance coverage is expected to be 95% of the population; the average life expectancy is expected to be about 74,5 years; the rate of communes meeting the criteria for a new rural area is expected to be at least 80%, in which at least 10% of communes meeting the standards of "new-style" rural areas.

Orientation to the development of country in the period of 2021-2030:

(1) Continue to strictly develop thinking, synchronously build and complete the institutions for the sustainable development in economy, politics, culture, society, environment..., promptly remove difficulties and obstacles; promote full potential and resources; provide new motivation for the rapid and sustainable development of the country.

(2) Comprehensively and synchronously complete the institution for the development of the socialist-oriented market economy, create the favorable environment for the effective mobilization, allocation and use of resources, promote the investment, production and trade. Ensure the stability of macroeconomics, strongly renew the growth model, restructure the economy, promote industrialization and modernization of the country; focus on infrastructure construction and urban development; develop the rural economy in association with the construction of new rural areas; prioritize resources for the development of rural infrastructure in mountainous and ethnic minority areas; promote the national digital transformation, develop the digital economy according to the platform of science, technology and innovation; improve the productivity, quality, efficiency and competitiveness of the economy; harmoniously and effectively connect domestic markets with international markets.

 (3) Make breakthroughs in the fundamental and comprehensive innovation in education and training, develop the high-quality human resources, attract and utilize talents. Promote research, transfer and application of achievements of the fourth industrial revolution to all aspects of social life in a strict manner, focus on some key sectors and fields with potential and advantages in order to close the gap and surpass other countries in the region and in the world in certain fields..

(4) Develop the human in a comprehensive manner and build the Vietnamese culture imbued with advancement and national identity. Vietnam hopes that the culture can become an internal strength and motivation for the national development and defense. Increase investment in the development of culture. Build, develop and create the most favorable environment and social conditions for promotion of patriotism, national pride, belief and aspiration for national development towards prosperity and happiness. The talents, intelligence and qualities of Vietnamese people are the most important and central factors, goal and motivation for the development of country.

 (5) Manage and develop the society in an effective and strict manner, ensure the security of society and human; make social progress and justice; develop a cultural, ethical, health, civilized environment; focus on the improvement of the quality of health services, the quality of the population in association with the development of population; focus on the entire people; ensure the policies on labor, employment, income; successfully implement the social welfare and social security. Continuously and comprehensively improve the mental and physical aspects of the people's life.

(6) Actively and effectively adapt to climate change; prevent and minimize the natural disasters and epidemics; manage, extract and use resources in a reasonable, economical, efficient and sustainable manner. The protection of the living environment and people's health is the key goal. Effectively eliminate projects that cause environmental pollution, ensure the quality of the living environment, protect biodiversity and ecosystems; build a green economy, circular economy and environmental friendly economy.

 (7) Firmly and persistently protect the independence, sovereignty, unity and territorial integrity of the country; protect the Communist Party, the State, the people and the socialism. Maintain the political security, ensure the social order and safety, human security, economic security, cyber security; build an orderly and disciplined society. Actively prevent the risks of war and conflict early and from afar; early detect and promptly handle adverse factors, especially the risk of mutational factors; promote fight against plots and sabotage activities of hostile forces.

(8) Continue to implement the foreign policy of independence, self-reliance, multilateralization and diversification; promote international integration in all fields proactively, actively, widely, deeply and effectively; maintain a peaceful and stable environment, continuously improve Vietnam's  position and prestige in international arena.

 (10) Build and complete the Socialist Rule of Law of Vietnam that is clean, strong, simplified, effective and efficient serving the needs of the people and the development of the country. Improve the publicity, transparency and accountability; control the power in association with tightness of discipline and rules in the operation of the State and of officials and public employees. Continue to fight against corruption, wastefulness, bureaucracy, crime and social evils.

(11) Continue to build and rectify the Party in a comprehensive manner; strengthen the working-class nature of the Party; reform the methods of leading, improve the Party's capacity for leading and ruling; build the political system that is clean, strong and simplified with the effective and efficient operation; build the contingent of officials, party members and public employees, especially the contingent of officials at strategic level, leaders who are qualified, capable and reputable for their tasks; successfully implement the ideological and theoretical works; focus on protection for the Party and the internal politics; strengthen the inspection, supervision, discipline,  fight against corruption and people’s relations of the Party.

(12) Continue to completely master and handle the major relations: between stability, innovation and development; between economic innovation and political innovation; between compliance with the rules of market and assurance about the orientation to socialism; between the development of productive forces and the development of the construction forces. Gradually improve the socialist relations of production between the State, the market and society; between the economic growth and cultural development. Make progress, social justice and environmental protection between the building and defence of the Socialist Republic of Viet Nam; between independence, self-reliance and international integration; between the Party's leadership, the State's management and the people's mastery; between practice of democracy and enhancement of the rules of law, assurance about the social discipline. In the perception and settlement of major relations, focus on assurance about the socialist orientation; build and complete the productive relations in an appropriate and progressive manner; develop culture, make social progress and justice, protect the environment; protect the Socialist Republic of Viet Nam; maintain independence and self-reliance; promote the people's right to mastery.

Key tasks for the 13^th tenure:

(1) Continue to promote the Party building and rectification; build the Socialist Rule of Law of Vietnam and political systems that are comprehensive, clean and strong. Reform the method of leading and ruling of the Party.  Build the apparatus of the political system that is simplified with the efficient and effective operation. Continue to fight against bureaucracy, corruption, wastefulness, negative factors, "group interests", manifestations of "self-evolution" and "self-transformation". Build the contingent of Party members and officials at all levels, especially the officials at the strategic level, the leaders who are qualified, capable, reputable for their tasks. Consolidate the people's trust and attachment to the Party, State and the socialism.

(2) Focus on the control of the COVID-19 pandemic, mass vaccination against COVID-19 for the community; implement the socio-economy recovery and development, strongly reform the growth model, restructure the economy, synchronously build and complete the institutions for development in conformity with the market economy that is adequate, modern and integrated; synchronously develop and create connection between regions, areas, economic components and types of production and trade; effectively implement the policies on support for enterprises in agriculture; promote research, transfer and application of the advanced science, technology and innovation, especially achievements of the Fourth Industrial Revolution, implement the national digital transformation, develop the digital economy, improve the productivity, quality, efficiency and competitiveness of the economy; effectively mobilize, allocate and use resources, create motivation for the economic development in a rapid and sustainable manner; complete the legal system, especially the law on protection for intellectual property and settlement of civil disputes, remove the bottlenecks from the development of the country.

(3) Maintain independence and self-reliance, continue to improve the quality and efficiency of foreign affairs and international integration; develop potentials for national defense and security, build the revolutionary, regular, elite, and step-by-step modernized People's Police and People's Army with a number of forces moving straight to modernity as a solid foundation for building the revolutionary, regular, elite and modern People's Army and People's Police by 2030; resolutely and persistently defend independence, sovereignty, unification, territorial integrity, sea, islands and airspace; maintain a peaceful and stable environment for the development of the country.

(4) Promote the aspiration for national development towards the prosperity and happiness; promote Vietnam’s cultural values ​​and human strength in the national building and defense, international integration; have the specific policies on the development of culture of ethnic minorities; successfully implement social policies, ensure social security and human security, create significant changes in social development management, make social progress and justice, improve the quality of life and happiness index of Vietnamese people.

(5) Synchronously complete the legal system, mechanisms and policies in order to strongly promote socialist democracy and the people's right to mastery; at the same time build the clean and strong Socialist Rule of Law of Vietnam; reform justice system, strengthen legal system, ensure social discipline, particularly, an exemplary model in abiding by the law and practicing socialist democracy of the Party committees, party organizations, authorities, the Fatherland Front Vietnam and socio-political organizations at all levels, officials and party members; strengthen the great national unity.

Strategic breakthroughs:

(1) Synchronously complete the institutions for development, particularly, the institutions for the development of socialist-oriented market economy. Renovate the national governance towards modernity and competitiveness. Focus on synchronous and successful completion and implementation of the legal system, mechanisms and policies, create an investment and business environment that is favorable, healthy and fair for all business sectors, promote innovation; effectively mobilize, manage and use all resources for development, especially land, finance, public-private cooperation; promote decentralization in a reasonable and effective manner; at the same time, strengthen the inspection, supervision and control of the power by the legal system.

(2) Develop human resources, especially high-quality human resources; prioritize the development of human resources for leadership, management and key fields according to the improvement and a strong, comprehensive and fundamental change in the quality of education and training in association with the mechanisms for recruitment, use and provision of good benefits for talents, strongly promote research, transfer, application and development of science - technology and innovation; promote the aspiration for national development towards prosperity and happiness, promote Vietnam’s cultural values, human strength, solidarity and national pride in the national building and defense.

(3) Building a synchronous and modern infrastructure system in both economic and social terms; give priority to the development of a number of national key projects on traffic and climate change adaptation; focus on the development of information and telecommunications infrastructure, create a foundation for national digital transformation, gradually develop the digital economy and digital society.

II- Approve the political report, the 10-year socio-economic development strategy for 2021-2030, the orientation and tasks for socio-economic development in the next five years from 2021 to 2025. Assign the 13^th Party Central Committee of the Communist Party of Vietnam to finalize and officially promulgate this document according to the explanatory report of the Presidium of the Congress and election results.

III- Approve the report on summarizing the work of the Party building and the implementation of the Communist Party Charter of the 12^th Central Committee; agree not to amend and supplement the current Communist Party Charter. Assign the 13^th Communist Party Central Committee to research and absorb to adjust according to the regulations and guidelines of the Central Committee; strengthen inspection and supervision, ensure strict and consistent implementation of the Charter throughout the Communist Party.

IV- Approve the report on reviewing the leadership and direction of the 12^th Central Committee to submit to the 13^th National Congress. Assign the 13^th Central Committee to collect opinions of delegates, promote its advantages, cope with its shortcomings, improve the quality and effectiveness of leadership and direction in the next tenure.

V- The Congress has re-elected Nguyen Phu Trong, General Secretary of the 12^th Communist Party Central Committee, to the 13^th Communist Party Central Committeeand Politburo as the General Secretary of the 13^th Communist Party Central Committee.

VI- According to the election results, the Congress has elected the members of the 13^th Communist Party Central Committee, including 200 members. In which there are 180 official members and 20 alternate members of the Central Committee.

The Congress calls on the entire Communist Party, people, army and compatriots at home and abroad to strongly promote patriotism, national pride, socialist democracy and the strength of great national unity, cultural values, aspiration to develop the country, the strength of Vietnamese people, the role of science - technology and innovation in order to successfully implement the Resolution of the Congress for the rapid growth and a sustainable development of our country, establishment of a new miracle for a prosperous and happy Vietnam that can stand shoulder to shoulder with the great powers of the five continents as the aspiration of the great President Ho Chi Minh and our entire nation.
