Decision No. 59/2001/QD-TTg, on the establishment of the Working Committee for foreign non-governmental organizations, promulgated by the Prime Minister of Government.

DECISION

ON THE ESTABLISHMENT OF THE WORKING COMMITTEE FOR FOREIGN NON-GOVERNMENTAL ORGANIZATIONS

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
At the proposals of the Minister - Director of the Governments Commission for Organization and Personnel, the Minister for Foreign Affairs and the Minister-Director of the Governments Office,

DECIDES:

Article 1.- To establish the Working Committee for Foreign Non-Governmental Organizations to assist the Prime Minister in directing and handling matters related to foreign non-governmental organizations operating in Vietnam.

Article 2.- The Working Committee for Foreign Non-Governmental Organizations is tasked to:

1. Propose strategies and policies concerning foreign non-governmental organizations operating in Vietnam; coordinate with the concerned agencies in guiding, supervising and inspecting the implementation of law and policies related to activities of foreign non-governmental organizations.

3. Periodically report to the Prime Minister on the operation of foreign non-governmental organizations in Vietnam.

4. Perform other duties on foreign non-governmental organizations, which are assigned by the Prime Minister.

Article 3.- The Working Committee for Foreign Non-Governmental Organizations is composed of the following members:

1.A Vice Minister for Foreign Affairs, the Chairman of the Committee;

2. The President of the Vietnam Union of Friendship Organizations, standing member;

3. A Vice Minister of Public Security, member;

4. A Vice Minister of Planning and Investment, member;

5. A Deputy-Director of the Governments Commission for Organization and Personnel, member;

6. The Head of the Governments Commission for Religion, member;

And a Deputy - Head of the Party Central Committees External Relation Commission, invited to be a member.

Article 4.- The Working Committee for Foreign Non-Governmental Organizations has no payroll, but its own seal and use the office and organizational structure of Vietnam Union of Friendship Organizations for working.

Article 5.- The working regime of the Committee and the assignment of specific tasks to its members shall be decided by the Chairman of the Committee. The Committee members shall have to nominate officials and direct their respective branches and agencies to implement the assigned tasks.

Article 6.- This Decision takes effect 15 days after its signing. All previous regulations contrary to this Decision shall be annulled.

Article 7.- The Chairman of Working Committee for Foreign Non-Governmental Organizations, the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the Peoples Committees of the provinces and centrally-run cities and the heads of the concerned agencies and organizations shall have to implement this Decision.
