DECISION
APPROVING THE SCHEME ON A NUMBER OF SOLUTIONS TO THE CONSOLIDATION OF GRASSROOTS ADMINISTRATIONS IN THE CENTRAL HIGHLANDS REGION IN THE 2002-2010 PERIOD
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;Pursuant to the Politburo’s Resolution No. 10-NQ/TW of January 18, 2002;Pursuant to the Prime Minister’s Decision No. 168/2001/QD-TTg of October 30, 2001 on long-term orientations for the 2001-2005 five-year plan and fundamental solutions to socio-economic development in the Central Highlands region;At the proposal of the Minister of the Interior in Report No. 839/TTr-BNV of November 25, 2002 regarding the scheme on a number of solutions to contribute to the consolidation of grassroots administrations in the Central Highlands region in the 2002-2010 period,
DECIDES:
Article 1.- To approve the scheme on a number of solutions to the consolidation of grassroots administrations in the Central Highlands region in the 2002-2010 period with the following principal contents:
1. The scheme’s objectives:
To consolidate the grassroots administrations in the Central Highlands region (the 2002-2010 period), to step by step build up and perfect the contingent of officials of grassroots-level administrations of Gia Lai, Kon Tum, Dak Lak and Lam Dong provinces, who are politically steadfast and quantitatively adequate, have moral as well as managerial and executive capability; to promote democracy and autonomy of each village, hamlet and population cluster; to enhance and tighten the close relationship between the grassroots administrations and people, thus contributing to building an all-sidedly strong Central Highlands.
2. The scheme’s principal contents:
a/ To reach singlemindedness in ideological perception, determine the work of building, consolidating and raising the quality of grassroots political system as the responsibilities of all levels and branches, which constitute one of the important contents decisive for ensuring the promotion of socio-economic development and the maintenance of political stability and security in the Central Highlands region.
b/ To organize training and fostering courses on political theory, State management and professional knowledge for the contingent of grassroots officials, especially those who are secretaries and deputy-secretaries of commune Party Committees (Party cells) as well as secretaries and deputy secretaries of the Party cells under grassroots Party organizations; chairmen and vice-chairmen of the People’s Councils, presidents and vice-presidents of the People’s Committees, members of the People’s Committees, heads of socio-political organizations, and holders of professional titles of the commune (ward, township) People’s Committees; as well as chiefs and deputy-chiefs of villages or hamlets (in localities where deputy chiefs of villages or hamlets exist) under the commune People’s Committees.
c/ To organize courses on fostering of knowledge about the Party’s lines and policies on nationalities and religions as well as the State’s laws for officials and public servants, giving first priority to officials and public servants who are working in regions inhabited by ethnic minority people or have regular contacts with ethnic minority people.
d/ To organize training and fostering courses on ethnic minority languages for officials and public servants of Kinh ethnic majority working in regions inhabited by ethnic minority people.
e/ To attach importance to the work of training local officials, providing adequate staff for the contingent of grassroots officials, who have political quality as well as working methods and styles close to grassroots level and people.
f/ To reinforce officials for the grassroots level and work out preferential regimes and policies for the reinforced officials.
g/ To prescribe a reasonable allowance regime for chiefs and deputy-chiefs of villages or hamlets (in localities where deputy-chiefs of villages or hamlets exist) and village elders in the Central Highlands region.
h/ To ensure working offices for the commune, ward and township political system; to build houses for community meetings and cultural activities in villages and hamlets by mode of joint efforts of the State and people.
i/ To study the adjustment of a number of district- and commune-level administrative units in localities where it is so really necessary and submit it to the competent authorities for consideration and decision.
k/ Urgent tasks of enhancing grassroots and ethnic minority officials in the Central Highlands region.
Article 2.- Funds for implementation of the scheme’s contents shall be included in the annual budget estimates of the Ministry of the Interior after the agreement thereon is reached with the concerned ministries and branches. The Ministry of the Interior shall have to apportion this funding source to Gia Lai, Kon Tum, Dak Lak and Lam Dong provinces for the implementation of the scheme’s contents.
Article 3.- Implementation organization:
1. The presidents of the People’s Committees of Gia Lai, Kon Tum, Dak Lak and Lam Dong provinces shall base themselves on this scheme’s contents to take initiative in coordinating with the Ministry of the Interior and the concerned ministries and branches in drawing up the implementation plan and preparation of the planning on the contingent of officials in the political system in service of the election of deputies to People’s Councils for the 2004-2009 term.
2. The Ministry of the Interior shall assume the prime responsibility and coordinate with the National Institute of Public Administration, the Ho Chi Minh National Political Institute, the Ministry of Education and Training, the Nationality Committee, the Government’s Committee for Religious Affairs and the People’s Committees of the Central Highlands provinces in elaborating the curricula and compiling textbooks and documents, training teachers and organizing training and fostering courses on political theory, State management, nationality- and religion-related policies, laws, professional skills and ethnic minority languages for officials and public servants of the provincial to commune levels, chiefs and deputy-chiefs of villages or hamlets and village elders who are working in regions where religious people live in the Central Highlands provinces and their vicinities according to the scheme’s contents.
3. Annually, the Ministry of Finance shall assume the prime responsibility and coordinate with the Ministry of the Interior and the Ministry of Planning and Investment in reaching agreement on the inclusion of funds in the State budget estimates of the People’s Committees of Gia Lai, Kon Tum, Dak Lak and Lam Dong provinces, ensuring the implementation of the scheme’s contents.
4. The Nationality Committee shall have to coordinate with the Ministry of the Interior and the concerned ministries and branches in implementing specific contents on creating sources of officials, training programs as well as regimes and policies towards grassroots officials and public servants who are ethnic minority people in the Central Highlands region.
5. The Ministry of Public Security and the Ministry of Defense shall coordinate with each other in directing the Central Highlands provinces to concentrate efforts on building the strong grassroots public security and self-defense militia forces, which shall become core forces in building up a firm people’s national defense disposition and people’s security disposition in the Central Highlands region.
6. The Radio Voice of Vietnam and Vietnam Television Station shall have to direct the increase of time volume for programs broadcast in ethnic minority languages on the central and local radio and television stations.
7. The Ministry of the Interior shall have to guide, monitor, inspect, urge and report on the results of implementation of this Decision. The presidents of the People’s Committees of Dak Lak, Gia Lai, Kon Tum and Lam Dong provinces as well as the concerned ministries and branches shall settle in time and report on problems arising in the course of organizing the scheme implementation to the Prime Minister and the Central Highlands’ Steering Committee; and annually, report on the situation of the scheme implementation to the Prime Minister and the Central Highlands’ Steering Committee (and at the same time to the Ministry of the Interior for sum-up).
Article 4.- This Decision takes implementation effect 15 days after its publication on the Official Gazette.
Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of Gia Lai, Kon Tum, Dak Lak and Lam Dong provinces shall have to implement this Decision.
