DECISION
strengthening and renaming the national committee on electronic government
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to Decision No. 34/2007/QD-TTg dated March 12, 2007 of the Prime Minister promulgating Regulations on establishment, organizations and activities of the interdisciplinary associations;
Implementing Resolution No. 17/NQ-CP dated March 07, 2019 of the Government on major tasks and measures to develop electronic Government for the period of 2019-2020 towards 2025;
Implementing the Government’s Resolution No. 69/NQ-CP dated September 09, 2019 on the Government’s regular meeting in August, 2019;
Implementing Resolution No. 50/NQ-CP dated April 17, 2020 of the Government on Government’s Action Program on the Resolution No. 52-NQ/TW dated September 27, 2019 of the Political Bureau of the Central Committee of the Communist Party of Vietnam on a policies and regulations on active participation in the fourth industrial revolution;

HEREBY DECIDES:
Article 1. The National Committee on E-Government shall be strengthened and renamed the National Committee on Digital Transformation (hereinafter referred to as "the Committee”), including the following members:
1. The Chairperson of the Committee: Prime Minister.
2. The Vice Chairperson of the Standing Committee: Deputy Prime Minister shall monitor and direct affairs in the field of information and communications in person.
3. The Vice Chairperson of the Committee: the Minister of Information and Communications.
4. The Committee’s members:
- The Minister of Public Security of Vietnam;
- The Minister and Head of the Government Office of Vietnam;
- The Minister of Science and Technology of Vietnam;

- The Minister of Planning and Investment of Vietnam;
- The Minister of Home Affairs of Vietnam;
- The Minister of Education and Training of Vietnam;
- The Minister of Health of Vietnam;
- The Minister of Industry and Trade of Vietnam;

- The Minister of Agriculture and Rural Development of Vietnam;
- The Governor of the State Bank of Vietnam;
- The Deputy Minister of Information and Communications of Vietnam.

Conduct researches on policies, strategies and regulations on creating a legal environment to promote the process of Vietnam’s digital transformation and close association with administrative reforms; develop an E–Government, digital Government, digital economy and society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam, submit a proposal concerning them to the Government and the Prime Minister and assist them in directing and cooperating in implementation thereof.
Article 3. Tasks of the Committee
1. Conduct researches on directions and solutions for handling issues arising in the process of implementing policies, strategies and regulations on creating a legal environment to promote the process of Vietnam’s digital transformation and close association with administrative reforms; develop an E–Government, digital Government, digital economy and society and smart city; facilitate the implementation of the Fourth Industrial Revolution in Vietnam and submit a proposal concerning them to the Government and the Prime Minister.
Express its opinions on strategies, programs, regulations, policies, schemes and projects related to digital transformation; develop an E–Government, digital Government, digital economy and society and smart city within the domain of the Government and the Prime Minister.
2. Assist the Government and the Prime Minister in directing ministries, central and local authorities to fulfill digital transformation objectives, tasks and solutions, develop an E–Government, digital Government, digital economy and society and smart city; regulate the implementation of interdisciplinary strategies, programs, regulations, policies, schemes, projects and solutions concerning digital transformation, development of the E–Government, digital Government, digital economy and society and smart city; together regulate the execution of a National Digital Transformation Program; monitor and regulate the implementation of the relative contents of the National Strategy for Fourth Industrial Revolution by 2030.
3. Assist the Government and the Prime Minister in urging and inspecting the implementation of the interdisciplinary strategies, programs, regulations, policies, schemes, projects and solutions concerning digital transformation, development of the E–Government, digital Government, digital economy and society and smart city; urge the execution of the National Digital Transformation Program.
Partially sum up and evaluate the status and results of the performance of central digital transformation tasks and solutions; develop the E–Government, digital Government, digital economy and society and smart city.
4. Perform other tasks at the request of the Government and the Prime Minister.
Article 4. Organizations and activities of the Committee

2. The Committee shall establish a Working Group assisting the Committee (hereinafter referred to as “the Working Group”), located at the Ministry of Information and Communications, including the Minister of Information and Communications acting as the Head of the Group and the Deputy Minister of Information and Communications, the Deputy Minister of Planning and Investment, the Deputy Minister of Industry and Trade and the Deputy Minister of Construction acting as the Deputy Head of the Group; manage the Committee for Management of State Capital at Enterprises.
The Working Group includes senior representatives of Departments of the following Ministries and agencies: the Ministry of Public Security, the Government Office, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Education and Training, the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Agriculture and Rural Development, the State Bank of Vietnam, the Ministry of Information and Communication, the Ministry of Natural Resources and Environment, the Ministry of Transport, the Ministry of National Defense, the Ministry of Justice, the Committee for Management of State Capital at Enterprises, the Government Cipher Committee, leaders and specialists of the Viettel Military Industry and Telecoms Group (Viettel), Vietnam Posts and Telecommunications Group (VNPT), Vietnam Post Corporation (VNPost), FPT Corporation (FPT) and some domestic and international experts on e-Government, digital Government, digital transformation, digital economy, smart city and digital society. In case of emergency, the Working Group shall be able to mobilize domestic and international consulting experts to perform the assigned tasks.
The Ministry of Information and Communications shall perform full-time duties of the Committee and the Working Group; ensure essential conditions for the operation of the Committee and the Working Group.
3. The Head of the Working Group shall submit the list of the Committee’s members and leaders of the Working Group, Operating Plans and Operation Rules of the Committee to the Chairperson of the Committee for approval; submit the Operation Rules of the Working Group to the Chairperson for approval and promulgation.
4. The members of the Committee and the Working Group shall work part-time and be entitled to benefits as prescribed by the applicable regulations.
5. Operating funds of the Committee and the Working Group shall be allocated from the state budget for the Ministry of Information and Communications and other lawful sources of funding.
Article 5. Implementation provisions
1. This Decision comes into force from the day on which it is signed and replaces Decision No. 701/QD-TTg dated May 26, 2020 of the Prime Minister strengthening the National Committee on E-Government.
2. Pursuant to this Decision, ministries, ministerial agencies, Governmental agencies and the People's Committees of provinces and central-affiliated cities shall rename their Steering Committees for E-Government Development of ministries, central and local authorities to Steering Committees for Digital Transformation, which shall be headed by the Ministers, Heads of ministerial agencies, Governmental agencies and the Presidents of the People's Committees of provinces and central-affiliated cities.
