Official Dispatch No. 4222/BHXH-VP dated December 14, 2023 on Saturday working and document reception at centers for administrative procedures in respect of social insurance of provinces

(Hereinafter referred to as “provincial social insurance”)

On March 9, 2023, Vietnam Social Security promulgated Official Dispatch No. 615/BHXH-VP on review and evaluation of effectiveness of assigning officials to work at provincial centers for public administrative procedures, district departments for reception and return of administrative procedure results (hereinafter referred to as “centers for administrative procedures”) and assigning officials to work on Saturday mornings to receive administrative procedure documents regard provincial social insurance. On the basis of reports and propositions of provincial social insurance, Vietnam Social Security remarks:

1. Regarding working on Saturday morning on a weekly basis

Provincial social insurance organized reception and processing of administrative procedure documents on Saturday mornings1 on a stringent and law-compliant manner. Implementation process is plagued with difficulties and issues primarily regarding effectiveness of personnel working on Saturday mornings relative to the amount of documents received and processed in a week which indicate that the number of people arrive at headquarters of social insurance authority to file on Saturday morning is low and, in some locales, none at all.

Depending on review results, evaluation, proposition, and recommendations of provincial social insurance, in order to improve effectiveness of personnel working on Saturday mornings, adhere to practical conditions of each locale, satisfy administrative reform requirements, develop electronic Government and digital Government, Vietnam Social Security hereby unifies the solution as described below:

a) In respect of provincial social insurance that proposes a continuation of reception of administrative procedure documents on Saturday mornings as substantial effectiveness has been achieved and as local population is used to arriving at headquarters of social insurance on Saturday mornings to file documents: respective provincial social insurance shall assign officials to work on Saturday mornings on a weekly basis while maintaining efficiency and effectiveness.

b) In respect of provincial social insurance that proposes suspension of reception of administrative procedure documents on Saturday mornings as the number of documents received are too low or none at all and/or as effectiveness is deemed inadequate or provincial/district social insurance that opts to receive documents at centers for administrative procedures at the same working hours as the centers for administrative procedures from Monday to Friday and not Saturday: Directors of provincial social insurance shall decide to temporarily suspend assigning personnel to work on Saturday mornings at single-window departments of social insurance authority and be responsible for receiving administrative procedure documents in their provinces and cities, satisfy demands of the general public and enterprises as per the law.

2. Regarding assigning officials to work at centers for administrative procedures

As follow-up to documents guiding3 implementation of Decision No. 1291/QD-TTg, Vietnam Social Security hereby unifies document reception at centers for administrative procedures:

a) Regarding provincial social insurance proposing continuation of document reception at centers for administrative procedures as a result of effective, stable implementation and relatively high rate of documents received at centers for administrative procedures, for the purpose of cooperating with local centers for administrative procedures: provincial social insurance shall continue to assign officials to work at centers for administrative procedures, regularly cooperate with the centers in reviewing and producing lists of administrative procedures request received and administrative procedure results returned at corresponding centers.

b) Regarding other provincial social insurance: directors of provincial social insurance shall decide on reception at headquarters of respective social insurance after obtaining consensus of the same People’s Committees.

3. Organizing implementation

a) On the basis of direction of Vietnam Social Security, directors of provincial social insurance shall decide and be responsible for implementation respective to their provinces and cities; submit reports on implementation results to Vietnam Social Security before March 19, 2024 (integrate with Report on administrative procedure statistics of the first Quarter of 2024 of provincial social insurance; report all data and document reception rate for the purpose of management, information, and coordination). Starting from the second Quarter of 2024, reports shall include new details (if any).

b) Directors of provincial social insurance shall be responsible for communicating and guiding the transition of means to file administrative procedure request and receive administrative procedure results (if any) so as to prevent interruption and impact on benefits of the general public and enterprises.

c) Office of Vietnam Social Security shall consolidate and monitor implementation at provincial social insurance.

Difficulties that arise during implementation shall be reported to Vietnam Social Security (via the Office of Vietnam Social Security)./.
