Official Dispatch No. 4144/BHXH-VP dated December 07, 2023 on not requiring submission or presentation of household registration book s or temporary residence card in administrative procedures of social insurance

(Hereinafter referred to as “provincial social insurance”)

In implementation of Decree No. 104/2022/ND-CP dated December 21, 2022 of the Government on amendment to Decrees relating to submission and presentation of household registration books or temporary residence books in administrative procedures and public services. Vietnam Social Security has reviewed all administrative procedures and public services within the sector and removed components that are “household registration book, temporary residence books” in administrative procedures relating to collection of social insurance, health insurance, unemployment insurance, occupational accident and disease insurance, issuance of social insurance cards, health insurance cards. At the moment, all administrative procedures processed by Vietnam Social Security no longer require the submission, presentation of household registration books, temporary residence books (Decision No. 490/QD-BHXH dated March 28, 2023; Decision No. 948/QD-BHXH dated June 5, 2023; Decision No. 1318/QD-BHXH dated September 19, 2023 of Vietnam Social Security). At the same time, Vietnam Social Security has finished connection to national database on population to facilitate the search and cross-examination of information of citizens and promulgated Official Dispatch No. 1796/CNTT-PM dated August 25, 2023 guiding implementation.

Vietnam Social Security hereby requests social insurance authorities of provinces to not request submission or presentation of household registration books in receiving application, processing application, and returning results of administrative procedures and take note of the following details:

1. Strictly comply with Decision No. 475/QD-BHXH dated March 27, 2023 of the Vietnam Social Security. Ensure that document compositions are compliant with Decisions declaring administrative procedures of Vietnam Social Security: Decision No. 222/QD-BHXH dated February 25, 2021; Decision No. 538/QD-BHXH dated April 4, 2023 and Decision No. 1318/QD-BHXH dated September 19, 2023; not request additional documents not mandated by the law.

2. Identity verification of individuals applies to all application for administrative procedures in order to guarantee accurate applicants and compliance with the law. Verified information shall be accessed and extracted by:

2.1. Citizen information search function from National database on population on Book, card collection and management software in accordance with Official Dispatch No. 1796/CNTT-PM of Vietnam Social Security.

2.2. Electronic identification account of citizens displayed in VneID application (if citizens provide information via the VNeID application) in accordance with instructions under Official Dispatch No. 2048/BHXH-VP dated July 5, 2023 of the Vietnam Social Security.

2.3. Reading instruments connected online to National database on population, including QR code scanner or chip reader for chip-based ID Card (if QR code scanner or chip reader for chip-based ID Card has been equipped by Vietnam Social Security).

4. If administrative procedures require application at residence and the applicants apply in locations other than residence specified on (valid) ID Card, instructions under section 2 and section 3 hereof shall be adhered to.

5. Social insurance authorities of provinces and cities are responsible for posting this document on their websites and publicly posting at Departments for receiving applications and returning results of administrative procedures. Difficulties that arise during implementation shall be reported to Vietnam Social Security (via the Office of Vietnam Social Security)./.
