Frequently asked questions

What is a business activity code?

A business activity code is an identifier that classifies each economic activity under the Vietnam Economic Activity Classification System issued with Decision 36/2025/QĐ-TTg (effective 15/11/2025). Businesses use these codes to declare their industries when registering a new enterprise or amending their business registration.

How many levels does the Vietnam Economic Activity Classification System have?

The system has 5 levels: level 1 (21 sections, coded by letters A–U), level 2 (2 digits), level 3 (3 digits), level 4 (4 digits) and level 5 (5 digits). When registering a business, enterprises usually declare a level 4 code, then specify details down to level 5 if sector-specific law requires it.

How should industry codes be written when registering an enterprise?

Enterprises select level 4 economic activities from the Vietnam Economic Activity Classification System and enter them in the enterprise registration application. For activities with specific regulations (conditional business lines, level 5 codes, etc.), enter the detailed code as required by the relevant specialized legislation. In practice, filings usually follow the format “level 4 code — level 4 industry name”, then a new line with “Details:” listing the specific activities the business actually performs.

How many industry codes can an enterprise register at most?

The Law on Enterprises does not limit the number of registered business lines. Enterprises may conduct any business lines that the law does not prohibit, so they may register several codes at once to avoid supplementing them later. However, registering industries you do not intend to pursue — especially conditional ones — may cause the enterprise to be subject to inspection of the corresponding conditions.

Is it penalized to operate in an industry that is not registered?

Yes. Operating in a business line not included in the enterprise registration content is an administrative violation subject to penalties. When a new activity arises, the enterprise should notify changes to its enterprise registration content before implementing it, rather than starting first and supplementing later.

When is a level 5 industry code used?

Level 5 is the most detailed level of the Vietnam Economic Activity Classification System. Enterprise registration only requires codes up to level 4; level 5 is used when activities need to be described precisely in the “Details” section, when filing statistics, or when specialized legislation refers to a specific level 5 code.

Which document does Decision 36/2025/QĐ-TTg replace?

Decision 36/2025/QĐ-TTg was issued on 29/09/2025 and took effect on 15/11/2025, replacing the Vietnam Economic Activity Classification System previously in force. The list on this page follows the new document, so some codes may differ from those printed on business registration certificates issued before this date.
