Pursuant to Resolution No. 108/NQ-CP dated August 26, 2022 of the Government on implementation of the Resolution No. 61/2022/QH15 dated June 16, 2022 of the National Assembly on continuation in enhancement of efficiency and effectiveness of implementation of policies and laws on planning and some measures for removal of difficulties and obstacles, and acceleration in formulation and improvement of quality of planning for the period of 2021-2030;

Pursuant to Decision No. 287/QD-TTg dated February 28, 2022 of the Prime Minister on approval for the planning for Mekong Delta for the period of 2021-2030, with a vision towards 2050;
Pursuant to Decision No. 1056/QD-TTg dated July 20, 2020 of the Prime Minister on approval for Can Tho city planning in the period of 2021-2030, with a vision towards 2050;
At the request of the People's Committee of Can Tho city at the Report No. 241/TTr-UBND dated November 13, 2023; Official Dispatch No. 4870/UBND-TH dated November 15, 2023 on approval for Can Tho city planning in the period of 2021-2030, with a vision towards 2050; Appraisal Report No. 1645/BC- HDTD dated March 09, 2023 and results of review of Can Tho city planning dossiers in Document No. 5188/CV-HDTD dated July 04, 2023 of the provincial planning appraisal council.

I. SCOPE AND BOUNDARIES OF PLANNING
The scope and boundaries of Can Tho city planning include the entire Can Tho city with total natural area of 1.440,40 km2 and 09 district-level administrative units (consisting of 05 urban districts: Ninh Kieu, Cai Rang, Binh Thuy, O Mon and Thot Not, and 04 rural districts: Phong Dien, Thoi Lai, Co Do and Vinh Thanh):
- The North borders An Giang province;
- The South borders Hau Giang province;
- The East borders Dong Thap province;
- The West borders Kien Giang province.
Can Tho city has geographical coordinates from 105°13’38’’ to 105°50’35’’ east longitude and from 9°55’08’’ to 10°19’38’’ north latitude.
II. DEVELOPMENT VIEWPOINTS AND OBJECTIVES, KEY TAKS AND BREAKTHROUGH IN DEVELOPMENT

b) Developing a synchronous and modern infrastructure to meet demands for socio-economic development in each planning period; focusing on provision of investment resources for works and projects that have large spillover effects to create the driving force for development of Can Tho city. Utilizing internal and external resources to the maximum, especially regional links and infrastructure connections in the Mekong Delta; focusing on market factors and cooperation among economic sectors; bringing modern technology into focus; carrying out economic restructuring in the direction of reduction in the proportion of agriculture and increase in the proportion of industry, and trade and services.
c) Developing 03 fields, including economy, social culture and environment, in a quick, sustainable, inclusive, balanced and comprehensive manner. Humans shall be the center, subjects, objectives and motivating force for development in association with training and improvement of the quality of human resources; promoting innovation and creation, implementing digital transformation and developing green economy, circular economy and digital economy; protecting the environment, preventing and controlling natural disasters and adapting to climate change. Distributing, exploiting and using natural resources and landscapes that are typical in a reasonable and effective manner.
d) Closely connecting socio-economic development with assurance about national defense and security; maintaining political stability and social order and safety; focusing on improvement of material and spiritual life of the people, thereby ensuring commonly social welfare; preserving and promoting cultural values, historical relics, and cultural heritage; expanding and improving the effectiveness of foreign affairs and international integration; building an orderly, disciplined, secure, safe and civilized society.
2. Development objectives by 2030:
a) General objectives
Can Tho city is the growth pole of the Mekong Delta; is an ecological, civilized and modern city imbued with the cultural identity of the Tay Do region; is an urban center and a center for commercial services, tourism, logistics, processing industry, high-tech agriculture, education and training, advanced healthcare, science and technology, culture and sports of the Mekong Delta; and has a synchronous infrastructure that adapts to climate change, thereby meeting requirements of intra-regional, inter-regional and international transport connectivity.
b) Specific objectives and quotas
- Regarding economy:
+ The average growth rate of gross regional domestic product (GRDP) will range from 7,5% to 8%; GRDP per capital (current price) will reach VND 220 million.

+ The average growth rate of labor productivity will be 11-15% per year.
+ Strongly develop digital infrastructure and data infrastructure in order to facilitate national digital transformation platform and develop digital government, digital economy, and digital society; the proportion of digital economy will reach about 30% of GRDP.
- Regarding society:
+ The average population growth rate will be about 0,67%/year.
+ The average life expectancy is expected to be about 75 years, including at least 68 years of healthy life. The percentage of agricultural workers in the society is expected to reduce to less than 20%.
+ The percentage of trained workers will be over 85%, of which the percentage of workers with degrees and certificates will reach over 40%.
+ The percentage of schools meeting national standards will be over 90% (for preschools), over 95% (for primary schools), over 95% (for lower secondary schools), and over 85% (for upper secondary schools).
+ The number of beds and doctors will be at least 55 and 20 per 10,000 people, respectively; the rate of private hospital beds will reach at least 15%.
+ All communes will meet advanced new rural standards and over 50% of those will meet model new rural standards.

- Regarding natural resources and environment:
+ The rate of urban domestic solid waste collected and treated will reach 100%, rural domestic solid waste collected and treated will reach 80%, ordinary industrial solid waste, hazardous waste, and infectious hazardous waste collected and treated will reach 100%.
+ The rate of industrial parks and clusters that are operating with centralized wastewater treatment systems meeting standards for discharge of waste into the environment will stand at 100%; all production and business establishments will meet environmental standards; 100% wastewater collected and treated will meet standards equivalent to those applicable to the quality of wastewater discharged into receiving sources for domestic purposes.
- Regarding infrastructure development: The urbanization rate will be about 80%; all category-IV urban areas and higher category will meet urban classification criteria applicable to urban infrastructure, especially infrastructure in terms of health, education and training and urban-level cultural works.
- Regarding national defense and security: Tasks of national defense, security and social order and safety shall be effectively performed.
3. Vision towards 2050
Can Tho city will be an ecological, civilized and modern city imbued with the identity of the river-based culture in the Mekong Delta; belong to the group of well-developed cities in Asia, and become a livable smart city in Vietnam.
4. Key tasks and breakthrough in development
a) Strongly change and develop leadership, management and administrative thinking of governments at all levels and the economic thinking of enterprises and people associated with digital transformation according to 03 main pillars (digital economy, digital society and digital government).

c) Attract and develop human resources, especially high-quality human resources and those in key fields; strengthen connection with domestic and international training institutions and research institutions to achieve development objectives.
d) Restructure urban space, especially in central districts in order to increase the efficiency in land use; create land fund to develop key regions in terms of health, education, training, culture, sports, tourism, trade and services.
III. ORIENTATION TO DEVELOPMENT OF KEY SECTORS; PLAN TO ORGANIZE SOCIO-ECONOMIC ACTIVITIES.
1. Orientation to development of key sectors
a) Industry
- Develop chemical industry, mechanical manufacturing industry, and energy industry, pharmaceutical industry, and electronics industry, agricultural and aquatic product processing industry, food industry and supporting industries that are fundamental, modern, sustainable and consistent with local conditions, nature and advantages.
- Accelerate the completion of Vinh Thanh and Thoi Lai - Co Do industrial parks; Thot Not urban area - industrial park - port - logistics center; O Mon Energy, Industry and High Technology Center; promote linkage and integration of the urban economic - industrial corridor from Can Tho to Long An. Orientate development of new gas pipeline system to serve industrial parks in the city.
- Gradually relocate industry and handicraft establishments along Hau River to create land fund for development of urban areas and high-quality services; relocate industry and handicraft establishments that are at risk of causing pollution into industrial parks and clusters.
b) Trade and services

- Promote the development of high quality service industries and products and services that satisfy requirements of domestic and international markets. Give priority to development of services, including logistics, tourism, healthcare, education, finance and banking, science and technology, information technology, transportation, entertainment, shopping, culture and sports.
- Connect with international establishments and enterprises in training specialized resources so as to fulfill the objective of developing Can Tho city into a trade and service center of the Mekong Delta.
c) Agriculture and fishery
- Develop the agriculture and fishery sector in a sustainable, safe and prosperous manner on the basis of multi-sectoral integration with coordination in regional connection and industry linkages.
- Take advantages of and improve effectiveness of resources, focus on development of regions for specialized farming agriculture and fishery production that meet standards according to each market group. Develop agricultural value chains associated with various types of agricultural tourism. Promote hi-tech agriculture production, smart agriculture and circular agriculture in such a way to be environmentally friendly and adapt to climate change.
- Establish high-tech agricultural zones in rural districts of Vinh Thanh, Co Do and Thoi Lai. Make effective development of and attract strategic enterprises to invest in the Center for connection in production, processing and consumption of agricultural products in the Mekong Delta.
- Develop urban agriculture for contribution to construction of an ecological environment and landscape, provision of green food, and establishment of sustainable urban areas. Maximize the advantages of the One Commune One Product (OCOP) program. The agricultural development shall be associated with the new rural construction program to connect resources and comprehensively develop all aspects of agricultural production and rural life.
d) National defense and security
Strengthen national defense and security potential, and maintain political stability and social order and safety. Build the City's armed forces that have combined strength and high combat readiness, and handle situations in a proactively, promptly and effectively. Continue to build and strengthen the all-people national defense and people's security posture, and solid defense areas.

a) 05 economic motivation axes
- 02 horizontal axes: (1) development route alongside Chau Doc - Can Tho - Soc Trang expressway with additional development of industry in the Eastern region and eco-tourism and urban centers in the Western region; (2) existing economic corridor in the West of Hau River, including National Highway 91, Western Ring Road, Provincial Road 920D with main development of trade, services, ecological urban centers and industrial urban centers.
- 03 vertical axes: (1) alongside the Lo Te - Rach Soi expressway; (2) O Mon - Giong Rieng inter-regional road; (3) National Highway 1A and Can Tho - Ca Mau Expressway. To be specific, in Lo Te - Rach Soi and O Mon - Giong Rieng routes, it is oriented to develop industry, thereby making regional connection in industrial corridor; in roads along National Highway 1A, it is oriented to connect main urban corridors of the Mekong Delta.
b) 03 development regions
- First region: Cai Rang urban district, Ninh Kieu urban district, Binh Thuy urban district, Phong Dien rural district (orientation to development of this rural district into a district-level town) and a part of O Mon urban district, Thoi Lai rural district. This is a developed urban area with high density. Enhance connection among aerodromes, railways, waterways and roads to develop Can Tho city into a development motivation center of the Mekong Delta.
- Second region: the rest of O Mon urban district, Thot Not urban district and a part of rural districts: Thoi Lai, Co Do, Vinh Thanh. This region is the driving force for economic development in the North with urban functions, high-class ecological urban areas, industrial urban areas, ports, and trade, service and logistics centers.
- Third region: a part of rural districts such as Thoi Lai, Co Do, Vinh Thanh. This is the Western region of Chau Doc - Can Tho - Soc Trang expressway with new forms of livelihood, including conversion from rice to crops and livestock and combination of solar energy, environmental technology, and river and farm eco-tourism.
c) Plan to arrange commune-level and district-level administrative units
Review and arrange commune-level and district-level administrative units in the 2021-2030 period according to the Resolution No. 37-NQ/TW dated December 24, 2018, Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo and Resolution No. 595/NQ-UBTVQH15 dated September 12, 2022 of the Standing Committee of the National Assembly on continuation in implementation of guidelines for arrangement of commune-level and district-level administrative units in the 2021-2030 period.

IV. PLANS FOR URBAN SYSTEM PLANNING AND SPATIAL ORGANIZATION OF RURAL AREAS
1. Urban system development plan
a) Organizing implementation of the planning for construction and investment in urban development according to results of arrangement of commune-level and district-level administrative units within Can Tho city with the competent authority’s approval.
(Details are provided in the attached Appendix XVIII).
b) Regarding scale and structure of urban system
- Can Tho city is a central-affiliated category-I city with synchronous infrastructure and has been gradually improved to meet the criteria under applicable standards and regulations. - The urban development model is oriented as follows:
+ Urban functions are mainly performed in administrative units of 05 urban districts, including Ninh Kieu, Binh Thuy, Cai Rang, O Mon, and Thot Not that have high population density. Phong Dien rural district will be developed into a district-level town that is a characteristically ecological urban area. Resources are prioritized to serve zoning planning and development of new urban areas along main routes of the city; new urban areas and high quality services will be developed and provided along Hau River after manufacturing facilities that cause environmental pollution and apply outdated technology are relocated.
+ Urban administrative units of districts are established under the project on arrangement of administrative units and the system of urban administrative units of wards and district-level towns affiliated to districts (in Thoi Lai, Co Do, Vinh Thanh); the agricultural land is converted into a non-agricultural land, means of non-agricultural livelihood are provided for people and the characteristically ecological urban structure is developed. To be specific:
. By 2030, in district-level towns affiliated to districts, it is expected to make investment in technical and social infrastructure, meeting standards applicable to category-IV urban areas.

c) Regarding characteristics of urban areas
- Can Tho city is a central city of the Mekong Delta, with focuses on 03 main strategies, (1) inter-regional infrastructure nodes and connections in terms of railways, airways, waterways and expressways; (2) layouts of concentrated zones with dedicated functions which provide services for the entire Mekong Delta; (3) Can Tho city development towards a leading city with urban development models that are typical of the Mekong Delta.
- Can Tho city will become the most advanced river-based ecological tourism city along Hau River, which is the front face of the city, and urban districts/rural districts along tributaries with their own identities.
- Can Tho city is built and developed into a modern, green and eco-friendly city. Multi-modal infrastructure along the East-West economic corridor and the elevated railway are constructed and developed to serve landscape and tourism along Hau River; the urban development is associated with that of railway stations and aerodromes.
- Can Tho city is expected to become a smart city. To be specific: The digital urban development is associated with the digital economic development and digital technical integration to improve the efficiency of hard infrastructure, especially transportation infrastructure.
2. Rural area development plan
a) Organizing arrangement of commune-level and district-level administrative units under decisions of competent authorities.
b) Developing rural settlements towards rural modernization in association with re-organization of economic model and industry structure. Developing new rural model according to national criteria applicable to advanced and model new rural areas.
c) Creating development spaces in rural residential areas according to 04 main models, including (1) residence in rice zones; (2) residence in rural and river areas; (3) modern farms; (4) central farms and garden spaces.

a) Organizing arrangement of district-level administrative units under decisions of competent authorities.
b) Effectively performing main functions of developed districts, including Vinh Thanh, Thoi Lai and Co Do according to their advantages and actual conditions. The remaining functions will be concretized in technical planning, specialized planning, construction planning and urban planning, etc. in conformity with the actual situation and land fund of each urban district and rural district.
V. PLAN TO DEVELOP FUNCTIONAL ZONES
1. Industrial parks
By 2030, establish 14 industrial parks in urban and rural districts, including Cai Rang, Binh Thuy, O Mon, Thot Not, Thoi Lai, Co Do and Vinh Thanh with an area of 7.473 ha.

2. Supporting industry clusters
Continue to conduct study of and call for investment in supporting industry clusters in urban and rural districts, including Binh Thuy, Thoi Lai, Co Do and Vinh Thanh with an area of about 300 ha.

It is expected to expand and develop new tourism areas in urban and rural districts of Can Tho city with a focus on investment in effective operation of services in terms of culture, sports and entertainment in order to promote tourism products that have high quality, brands and competitiveness in domestic and international markets with total area of about 720 ha.
(Details are provided in the attached Appendix XI)
4. Historical and cultural relics and scenic spots
- Gather resources to invest in “Preservation and promotion of the value of historical and cultural relics, intangible cultural heritage, craft villages, and scenic spots” within Can Tho city in association with tourism development. Strongly promote and effectively operate historical and cultural relics and works that have been invested in association with education about tradition and cultural identity and tourism development.
- By 2030, the area of land for construction of historical and cultural relics and scenic spots will be about 210 ha.
5. Concentrated agricultural production areas
- Arrange development spaces in agricultural production areas in association with transport and irrigation infrastructure so as to increase efficiency in consolidation development and strengthen connection between production, circulation and sale of products.
- Establish centers for connection, production, processing and sale of agricultural products in the Mekong Delta with an area of about 250 ha in Binh Thuy urban district and Co Do rural district.

It is expected to upgrade and develop network infrastructure of sports facilities in urban and rural districts of Can Tho city, thereby meeting demands and improving the quality of people’s life, with a total area of about 300 ha.

VI. PLAN TO DEVELOP TECHNICAL INFRASTRUCTURE
1. Plan to develop transport network
Develop transport network in conformity with planning and plan for development of the national transport sector in a synchronous and modern manner in order to facilitate integration and connection in promotion of regional linkage, thereby ensuring traffic safety and convenience, and environmental friendliness and adapting to climate change.
a) National transport infrastructure
Develop expressways, national highways, inland waterways, airports, seaports, and railways according to national specialized plannings approved by competent authorities.
b) Provincial transport infrastructure
- Regarding roads:

+ Build a new inter-provincial route (Sa Dec (Dong Thap) - O Mon (Can Tho) - Giong Rieng (Kien Giang)) and O Mon bridge across Hau River; upgrade and expand National Highway 91, (road section Km0 - Km7) in Ninh Kieu and Binh Thuy urban districts; upgrade and expand National Highway 61C (road section within Can Tho city).
+ Upgrade, expand and build new provincial roads; develop some important district roads into provincial roads; construct ring roads and urban roads and establish urban transport infrastructure in a complete and reasonable manner. The land is reserved for construction of urban road transport infrastructure (up to the regional axis) accounts for about 18% - 25% of the total construction land. Build a smart transport system to serve organization, management and operation of urban transport.
+ Build bus stations to serve inter-provincial passenger transport; construct stations and parking lots in combination with other land use functions in urban areas, residential areas, industrial parks, etc. within the city.
+ Give priority to construction and development of infrastructure and facilities for the mass public passenger transport system so that the public passenger transport rate will reach about 30% - 35%.
- Regarding waterways:
+ Upgrade and renovate important and major inland waterway routes of the city; dredge, maintain and expand the remaining inland waterway routes to fulfill roles of water transport in urban and rural districts.
+ Build large and key inland cargo ports on Hau River, Xa No canal, Cai San canal, O Mon river, Thi Doi - O Mon canal; construct large and key inland passenger ports on Hau River, Can Tho River and some other routes. Establish waterway bus routes associated with ports and wharves on Hau River, Can Tho River and some other routes.
- Regarding railways:
+ Construct urban railways and railway station systems with basic routes alongside Ring Roads in the West, National Highway 91, National Highway 91B, National Highway in the South of Hau River, etc.; develop ground tram routes in urban routes when certain conditions are met.

- Regarding airports:
+ Build a specialized aviation logistics center in association with Can Tho International Airport; and aircraft maintenance and repair centers.
+ Develop aerodromes and water areas for seaplanes on Hau River in areas that have tourism potential in urban districts, including Cai Rang, Ninh Kieu, Binh Thuy, O Mon and Thot Not.
- Regarding seaports: Construct logistics centers associated with Can Tho seaport; build dry ports at Thot Not - Vinh Thanh industrial park, Co Do - Thoi Lai industrial park and other industrial parks in the city, thereby making connection with expressways, national highways and Can Tho seaport.

2. Plan to develop electricity supply network
Develop electricity supply network in conformity with viewpoints, objectives, orientations and plans for development of electricity sources, electricity grids, criteria and arguments according to the National Power Development Plan for the 2021 – 2030 period, with a vision towards 2050 (Power Plan VIII) approved by the Prime Minister and relevant decisions and regulations of competent authorities.

3. Plan to develop communications and information network

Make a roadmap for digitization of other essential infrastructure to serve smart cities, digital government, digital economy and digital society; develop key press and media agencies towards convergence, multimedia, and multiplatform in conformity with development.
(Details are provided in the attached Appendix VII).
4. Plan to develop irrigation, water supply and drainage networks
a) Plan to develop irrigation network
Build a multi-purpose irrigation system in conformity with zoning plan, natural disaster prevention and control and irrigation planning, regional planning and relevant irrigation planning. Consolidate the irrigation system, thereby controlling flood and preventing drought and saltwater intrusion; and flexibly operate this system to stabilize production, prevent and control natural disasters. There are 07 irrigation regions, including region I (the North of Cai San), region II (Cai San - Thot Not), region III (Thot Not - O Mon), region IV (O Mon - Xa No), region V (Binh Thuy - Ninh Kieu), region VI (the South of Cai Rang), region VII – eyots (Tan Loc, Son Islet).

b) Plan to develop water supply network
Build and develop water supply network of the city, meeting demands for water supply for domestic use, services, industrial production and other services according to standards. It is expected to construct reservoirs in urban and rural districts to ensure water storage, distribution and drainage.

- Construct pits for wastewater separation and sluices for wastewater collection at outlets to Hau River, Can Tho River, and canals in the basin; renovate and supplement wastewater sluices; build collection sluices and booster pumping stations to transfer domestic wastewater to wastewater treatment plants. The production wastewater of an industrial park is collected by a completely separate system and treated in a centralized manner in the industrial park to meet standards before it is discharged into the environment.
- Build a synchronous anti-flooding and drainage system in conformity with natural conditions and each drainage basin. Use the system of rivers and canals to the maximum to drain rainwater, apply sustainable water drainage models, increase natural infiltration, and take advantage of public works to temporarily store water.
5. Plan to develop waste treatment areas and cemeteries
a) Waste treatment areas
Do not make planning for hazardous waste treatment areas in Can Tho city according to Decision No. 287/QD-TTg dated February 28, 2022 of the Prime Minister on approval for the Mekong Delta planning for the 2021 - 2030 period, with a vision towards 2050.
a) Domestic solid waste
- Make additional investment in new domestic solid waste treatment plants in Thoi Lai rural district with modern and eco-friendly technology.
- Invest in construction of transfer stations and aggregation points according to regulations and in accordance with local conditions of urban and rural districts and district-level towns.

6. Plan to develop fire safety and rescue
a) Make planning, arrange land, and construct head offices in order to provide enough area for working, living and training. Adequately equip fire safety forces with facilities, devices and equipment in the fire safety sector, with priority given to grassroots fire safety forces of 09 urban and rural districts and district-level towns, 04 fire safety teams in regions and 01 Rescue and Fire Safety Training Center.
b) Build a synchronous technical infrastructure (system of roads and water collectors, system for supplying water to firefighting, communications system and other relevant systems) in accordance with regulations, standards and norms in order for fire safety and rescue forces implement the plan.
VII. PLAN TO DEVELOP SOCIAL INFRASTRUCTURE
1. Plan to develop healthcare establishment network
a) Invest in addition and ugradation of facilities and equipment and development of human resources in health facilities in the city in the direction of increase in capacity of the health system, improvement of the quality of services and in-depth development of health majors. Develop health clusters into health centers of the Mekong Delta. Establish a 115 emergency operation center, a satellite emergency network, Tropical Disease Treatment Center, Hematopoietic Stem-Cell Transplantation Center, and develop Can Tho Stadium into a city-level service, health and sports complex; upgrade Centers for Disease Control and Prevention (CDC) in Can Tho city.
Attract private sector investment and create a private health system with high quality to serve domestic and foreign people’s demands for medical examination and treatment.

2. Plan to develop education and training facility network
a) Call on private sector involvement in education in schools with various levels of education, and focus on development and expansion of international schools so that these schools meet high quality standards, satisfying learning demands of all people, including foreigners residing in Can Tho city.
b) Develop scale and network of preschools, primary schools, lower secondary schools and upper secondary schools, meeting criteria for education development of each educational level and satisfying learning demands of students in urban and rural districts.
c) With regard to vocational education – continuing education: enhance and improve the quality of colleges, professional intermediate schools and vocational schools. Develop and consolidate continuing education centers with vocational centers in urban and rural districts into centers for continuing education, vocational training and job placement, consolidate and complete community learning - culture centers
d) Regarding higher education: expand training scale, upgrade facilities and equipment and improve the quality of universities in Can Tho city to meet the demand for human resources, especially high-quality human resources, achieving socio-economic development objectives; strengthen connection in training and scientific research with domestic and international institutions and universities.

3. Plan to develop network of vocational education institutions and social support facilities
a) Invest in facilities and equipment and raise the quality of education and training of colleges, intermediate schools and vocational education facilities at city level. Make private sector involvement in establishment of private vocational education institutions in urban and rural districts (if required). Build new vocational education institutions, thereby meeting requirements for training human resources for labor market inside and outside Can Tho city.
b) Promptly and fully implement policies and promote private sector involvement to protect and care people with meritorious services and social protection beneficiaries; protect children's rights and create a safe and healthy environment for comprehensive development; help and support children with special circumstances and lonely old people. Raise living standards of people and secure sustainable poverty reduction. Effectively carry out policies on promotion of gender equality for the advancement of women at all levels and fields.

4. Plan to develop network of sports and culture facilities
a) Culture
- Develop Can Tho city into a cultural, artistic and creative city with public spaces and community art and culture activities, thereby increasing the value of urban environment and quality of life.
- Develop cultural institution system, meeting requirements for socio-economic development in Can Tho city in each period in synchronization with the strategy for promoting tourism infrastructure.
- Preserve and promote the value of historical and cultural relics, intangible cultural heritage, craft villages, scenic spots and traditional festivals in association with tourism development and objectives of preservation and promotion of typical cultural identity of Tay Do people.
- Complete cultural institution systems at all levels with assurance about scale and quality, effectively conducting activities in conformity with functions; upgrade and perfect some cultural institutions of the city.

5. Plan to develop network of commercial service establishments, exhibitions and fairs
a) Focus on attraction for investment in development of commerce infrastructure and construct a system of shopping malls, supermarkets, markets and convenience stores; build agricultural and aquatic wholesale markets in the Mekong Delta, logistics centers and international exhibition and fair centers at regional level.
b) Build and promote inter-provincial tourism routes in association with production and development of typical tourism products imbued with river-based cultural identity of the Mekong Delta. Establish amusement and entertainment areas, thereby attracting investment in a system of high-quality, safe, civilized and modern service facilities.
6. Plan to develop network of scientific and technological organizations
a) Invest in upgradation of facilities and equipment in parallel with development of scientific and technological research units and organizations in the city in a synchronous and modern manner so as to carry out tasks in research and transfer of science and technology in conformity with the socio-economic development objectives, effectively making use of achievements of the Fourth Industrial Revolution. Promote science, technology and innovation activities in enterprises.
b) Develop human resources with high qualifications and capacity for creation and innovation; build an Innovation Center in Can Tho city connected with the National Innovation Center; establish a regional quality measurement and testing center in Can Tho city.

2. a) In Can Tho City, there is no any mineral eligible for exploration, exploitation and use at national level.
b) Regarding minerals under management of the city's government:
- Make planning for mineral exploration and exploitation according to viewpoints on sustainable development and in accordance with law regulations. On the basis of demand forecasting, continue to exploit two existing sand mines in Truong Tho area and Thoi An area, until the validity period of license expires, close these mines according to regulations. Carry out procedures for issuance of licenses to two sand mines Tan Loc and Phuoc Loc in Thot Not urban district (in accordance with law regulations) and launch an auction of mineral exploitation rights in mine areas, including Phuoc Loc 2, Tan Loc ward in Thot Not urban district; Tra Noc, Tra Noc ward, Binh Thuy urban district and Phuoc Thoi ward, O Mon urban district; Phu Thu - Tan Phu, Phu Thu ward and Tan Phu ward, Cai Rang urban district; Tan Phu, Tan Phu ward, Cai Rang urban district.
- In Can Tho City, delineate areas prohibited or temporarily prohibited from mineral activities scattered in urban and rural districts. During the implementation process, depending on practical requirements, areas where mineral activities are banned or temporarily banned can be adjusted and supplemented in accordance with socio-economic development and law regulations.

- Increase capacity to investigate and assess underground water resources, restrict exploitation of underground water resources, and prioritize exploitation of underground water resources for domestic purposes and in cases where climate change and natural disasters occur or epidemics break out. Conduct delineation and adopt measures for restricting exploitation of underground water; strictly control drilling, exploration and exploitation of underground water in the city.

c) Distribution of water resources
The priority order of distribution of water sources to users in the planning period is arranged in descending order.
- In normal conditions, distribute water sources in an adequate manner, meeting all water use demands; prioritize water supply for domestic purposes and production industries with high socio-economic effectiveness.
- In case of drought or water scarcity, distribute water sources in order to meet all household demands. Distribute the remaining water quantity to other purposes in an appropriate ratio and according to water supply zoning.
d) Plan to prevent and mitigate negative effects of water
Develop a plan to monitor, forecast, and promptly give warnings about high tides and sea level rise within the city; guarantee the safety of works, prevent and control river bank erosion and saltwater intrusion; consolidate the system of river dykes and sluices, thereby retaining and protecting fresh water; review areas that are likely to water scarcity to change crop structure in an appropriate manner.
4. Plan to prevent and control natural disasters and adapt to climate change
a) Zoning of risks of each type of natural disaster within the city
- Zoning of risks of inundation: areas at risk of inundation are scattered over a large area and across urban and rural districts. Most areas at risk of inundation are scattered in the South of the city, including Ninh Kieu, Cai Rang and Binh Thuy urban districts.

b) Plan to prevent and control natural disasters and adapt to climate change
- Invest in construction of new natural disaster prevention and control works, maintenance of and repair to existing natural disaster prevention and control works with priority given to the system of dykes, embankments, and key sluices; relocate people to safe places out of areas at risk of landslides; increase hydro meteorological monitoring capacity and establish automatic measuring stations in river basins.
- Strengthen provision of information about, propagation and education about prevention and control of natural disasters; promote application of science and technology with a view to improving the quality and promptly giving warnings; regularly organize drills for prevention, control and mitigation of natural disasters.
X. LIST OF PROJECTS EXPECTED TO BE GIVEN PRIORITY
Programs and projects and their execution in order of priority in each industry and field shall be consistent with viewpoints, and development breakthroughs and orientations of key industries according to demands and capacity for balancing and mobilizing investment capital in each period; the priority is given to inter-regional, inter-district, key, breakthrough and pervasive projects; promote socio-economic development to invest in and attract external investment in domestic and foreign resources.

d) Appeal to non-governmental organizations for donation through strong connection with such organizations; make a list of programs and projects to call for foreign non-governmental aid; ensure progress and effectiveness of programs and projects using capital provided by non-governmental organizations; supervise and carry out projects and non-project aid within the city according to law regulations.
dd) Diversify capital mobilization forms. Encourage and attract social resources to invest in development of synchronous infrastructure; mobilize resources for private sector investment in industries and fields according to regulations; strengthen promotion of capital investment in the form of public-private partnership.
2. Development and supply of human resources and promotion of labor market
Improve quality of education and training at all educational levels and grades, especially high education and vocational training Establish appropriate and synchronous mechanisms and polices to attract and use high quality human resources. Promote connection with international training institutions. Strengthen relationship between working environment and economic and social reality of the city. Apply international standards of environment management; develop and apply models of circular economy, clean production, and economical use of energy and resources for all industries and fields within the city. Actively cooperate with domestic and international agencies in environmental protection. Focus on improvement of state’s environmental management capacity. Regularly inspect, monitor and strictly handle violations against laws on environmental protection. Complete the institutional system related to environmental protection.

b) National connection: Promote cooperation with other central- affiliated cities. Governments, regulatory bodies at all levels and district People's Committees shall review, adjust and supplement development programs and plans to conform to the approved planning. During the implementation, regularly monitor and periodically assess results of implementation of the planning according to regulations.
c) Innovate organization of implementation of the planning to meet practical requirements and international practices. Arrange dedicated leaders and capable staff with an effective and efficient management mechanism for successful implementation of the planning.

1. The planning for Can Tho city for the 2021 - 2030 period, with a vision towards 2050 approved in this Decision is the basis for formulation and adjustment to urban planning, rural planning, and technical planning and specialized planning within Can Tho city according to relevant laws.
2. The People's Committee of Can Tho city shall:
a) Organize and publicize Can Tho city planning for the 2021 - 2030 period, with a vision towards 2050 according to regulations of the law on planning.
b) Be responsible for comprehensive management of Can Tho city planning; provide guidance, carry out assignment and decentralization, make cooperation, take control, follow all principles, processes and procedures and comply with regulations during the planning implementation; conduct study and apply information technology and geographic information system (GIS) to planning management and implementation.
c) Develop and submit the plan for implementation of Can Tho city planning for promulgation; organize implementation of the planning associated with guidelines for performance of socio-economic development tasks; periodically organize assessment of the implementation of the planning, and review and adjust the planning according to law regulations.
d) Research, develop and promulgate, within its jurisdiction, or request competent authorities to promulgate mechanisms, policies and solutions in accordance with the city's development requirements and law regulations to mobilize resources for planning implementation.
dd) Organize preparation and adjustment to urban planning, rural planning, technical planning and specialized planning in such a way to conform and synchronize with Can Tho city planning for the 2021 - 2030 period, with a vision towards 2050; strengthen inspection and supervision of implementation of the planning; strictly handle organizations and individuals that commit violations according to law regulations.
e) Organize review of Can Tho city planning for the 2021 - 2030 period, with a vision towards 2050 so as to ensure conformity with relevant plannings and plans approved by competent authorities and make adjustments to the planning in case of conflict over contents as prescribed in Point c, Clause 1, Article 2 of Resolution No. 61/2022/QH15 dated June 16, 2022 of the National Assembly, and then report to the Prime Minister for consideration and decision.
g) Regarding projects expected to be invested after 2030, in case it is required to make investment to serve socio-economic development and mobilize resources for implementation, conduct consolidation and report to competent authorities for approval for earlier investment.

During research and implementation of specific projects, the competent authority approving or deciding investment guidelines shall be entirely responsible to the law for determination of locations, areas, scale, capacity and phases of investment in works and projects in conformity with the ability to mobilize resources, practical development requirements and applicable regulations of relevant laws.
With regard to projects and works that are being reviewed and handled according to conclusions of inspection, examination, investigation, audit and enforcement of judgments (if any), these projects and works shall only be carried out after implementation of full contents according to conclusions of inspection, examination, investigation, audit, judgments (if any), and receipt of approval from competent authorities in accordance with applicable regulations.
4. The Chairperson of the People's Committee of Can Tho City shall be entirely responsible to the law for the accuracy of contents, information, data, documents, diagrams, maps, and databases in the dossier on Can Tho city planning for the 2021 - 2030 period with a vision towards 2050; opinions, explanations, and reservations regarding appraisal, review, and comments from relevant ministries, central and local authorities, organizations, and individuals; appendices issued with this Decision in order to achieve uniformity, conform, and synchronize with relevant plannings; shall strictly and fully implement commitments in Official Dispatch No. 4870/UBND-TH dated November 25, 2023 of the People's Committee of Can Tho City.
5. Relevant ministries, ministerial agencies, and Governmental agencies within their functions and tasks shall be responsible for providing guidance for the People's Committee of Can Tho city during implementation of the planning; cooperate with the People's Committee of Can Tho City in proposing mechanisms, policies, solutions, mobilizing and allocating resources to achieve objectives and orientations of the planning, ensuring unity and synchronization with the implementation of the 10-year socio-economic development strategy (2021 – 2030), strategies, plannings, plans for development of industries and fields and local socio-economic development plans.
Article 3. This Decision comes into force as of its date of signing.
Article 4. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, and Chairperson of People's Committee of Can Tho City are responsible for implementing this Decision./.
