CIRCULAR

ON AMENDMENTS TO CIRCULAR NO. 324/2016/TT-BTC DATED DECEMBER 21, 2016 OF THE MINISTRY OF FINANCE ON THE SYSTEM OF STATE BUDGET ENTRIES

Pursuant to the Law on State Budget dated June 25, 2015;

Pursuant to Government’s Decree No. 163/2016/ND-CP dated December 21, 2016 on elaboration of the Law on State Budget;

Pursuant to Government's Decree No. 87/2017/ND-CP dated July 26, 2017 on functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the request of General Director of State Treasury;

Minister of Finance promulgates a Circular on amendments to Circular No. 324/2016/TT-BTC dated December 21, 2016 of the Ministry of Finance on the system of state budget entries (hereinafter referred to as Circular 324/2016/TT-BTC).

Article 1. Supplement certain National target programs set out in Appendix IV of Circular No. 324/2016/TT-BTC as follows:

- 0470 “National target program of sustainable poverty reduction in 2021-2025”.

- Sub-programs, objectives, projects of the National target program of sustainable poverty reduction in 2021-2025:

a) 0471 “Support investment in socio-economic infrastructure development of poor districts, severely disadvantaged communes in coastal and island areas”;

b) 0472 “Diversify livelihoods, develop poverty reduction models”;

c) 0473 “Support production development and improve nutrition”;

d) 0474 “Develop vocational education, decent work”;

dd) 0475 “Support dwelling for poor and near poor households in poor districts”;

e) 0476 “Improving people's access to and use of communication and information technologies (ICTs)”;

g) 0477 “Build capacity, and supervise and evaluate Program”.

- Sub-programs, objectives, projects of the National target program of new rural construction in 2021-2025:

a) 0491 “Improve the efficiency of new rural construction management and implementation, in accordance with the plan, to promote rural socio-economic development in the context of urbanization”;

b) 0492 “Develop comprehensive and modern socio-economic infrastructure to connect rural and urban areas and regions”;

c) 0493 “Continue to effectively implement the restructuring of the agricultural sector and rural economic development; vigorously implement the One Commune One Product Program (OCOP) to increase added value, aligned with the digital transformation process and adapted to climate change; promote thriving rural trades; develop rural tourism; improve the operational efficiency of cooperatives; support rural start-ups, and improve the quality of vocational training for rural workers to contribute to sustainable income growth”;

3. Supplement the National target program of socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030, phase I: from 2021 to 2025, as follows:

- Supplement 0510 “National target program of socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030, phase I: From 2021 to 2025”.

- Sub-programs, objectives, projects under the National target program of socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030, phase I: From 2021 to 2025:

a) 0511 “Address shortages of residential land, housing, production land, tap water”;

b) 0512 “Plan and manage the population in key locations, ensuring stability”;

c) 0513 “Develop sustainable agricultural and forestry production, promote the potentials and strengths of regions to produce goods along the value chain”;

dd) 0515 “Develop education and training and improve human capital quality”;

e) 0516 “Preserve and promote fine traditional cultural values of ethnic minorities associated with tourism development”;

Article 2. Entry into force

This Circular comes into force as of the signing date and applies from the budget year 2022.

Article 3. Implementation

2. Ministries, central and local agencies shall guide, inspect, and urge their affiliated entities and subordinates to implement this Circular.

Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Finance for consideration./.
