DECISION
INTRODUCING THE ACTION PLAN OF THE BANKING SECTOR FOR IMPLEMENTATION OF THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT
THE GOVERNOR OF THE STATE BANK
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12 dated June 16, 2010;
Pursuant to the Government’s Decree No. 16/2017/ND-CP dated February 17, 2017 on functions, tasks, authority and organizational structure of the State Bank of Vietnam;
Pursuant to the Prime Minister’s Decision No. 622/QD-TTg dated May 10, 2017 introducing the national action plan for implementation of the 2030 Agenda for sustainable development;
At the request of the Director of the Banking Strategy Institute,
HEREBY DECIDES:
Article 1. Promulgated together with this Decision is the action plan of the banking sector for implementation of the 2030 Agenda for sustainable development (hereinafter referred to as “the Plan”).
Article 2. This Decision takes effect from the date on which it is signed.
Article 3. Director of the Banking Strategy Institute, heads of affiliates of the State Bank, Directors of State Bank branches of provinces and central-affiliated cities, Chairpersons of Boards of Directors, Chairpersons of Members’ Councils and general directors (directors) of credit institutions and foreign bank branches shall implement this Decision./.

ACTION PLAN
OF THE BANKING SECTOR FOR IMPLEMENTATION OF THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT
(Enclosed with the Decision No. 1731/QD-NHNN dated August 31, 2018 by the Governor of the State Bank)
For the purposes of the Prime Minister’s Decision No. 622/QD-TTg dated May 10, 2017 introducing the national action plan for implementation of the 2030 Agenda for sustainable development (hereinafter referred to as “the National Action Plan”), the State Bank promulgates the action plan of the banking sector for implementation of the 2030 Agenda for sustainable development with the following objectives and tasks:
I. OBJECTIVES
1. Improve the capacity of domestic credit institutions to expand and diversify the channels for distribution and development of banking goods and services in a manner that meets the needs and budget of the majority of adults and enterprises, especially the residents of rural and remote areas and small and medium enterprises.
2. Facilitate enterprise’s access to banking services, especially small and medium enterprises, including credit services; Encourage enterprises to participate in the value chain via suitable credit mechanisms.
3. Gradually minimize and eliminate the discrepancy in the ability to access basic banking services of different regions and populations in the society; enable the impoverished and the vulnerable in Vietnam to gain access to financial services, facilitating financial inclusion.
4. Enhance Vietnam’s voice and position in international economic, financial - monetary institutions and monetary and banking forums of the region and around the world.
5. Actively contribute to other national sustainable development objectives, including improving energy efficiency, promoting development of renewable energy and clean energy; facilitating manufacturing activities with high production and good and sustainable employment opportunities; assisting with development of small and medium enterprises and microenterprises via suitable credit mechanisms and policies; developing payment tools that can be utilized for safe and convenient traffic systems for the people; taking further actions against money laundering, terrorism financing, high-technology crime, organized crime and multinational crime related to the banking and monetary areas.
6. Raise the awareness towards the roles and responsibilities of the banking sector for implementation of Vietnam’s sustainable development objectives.
II. TASKS AND SOLUTIONS
1. Improving the capacity of domestic credit institutions to diversify the banking goods and services distribution channels for the people (Target 8.10 of the National Action Plan). To be specific:
a) Fundamentally, thoroughly and completely restructuring the credit institution system towards stability, efficiency, safety and modernization, with a diversified structure in terms of ownership, scale and types, with higher ability to compete, and on the basis of advanced banking management and technology that meet international standards and practice according to the solutions and roadmaps specified in the scheme for restructuring system of credit institutions associated with settlement of bad debts in the period of 2016-2020 enclosed with the Prime Minister’s Decision No. 1058/QD-TTg dated July 19, 2017.
b) Modernizing activities of credit institutions to diversify distribution channels and banking products and services for the people and enterprises, including:
- Reviewing and completing the legal framework to enable credit institutions to develop new and modern banking products and services that suit Vietnam’s realities and comply with international standards and practice.
- Completing the legal framework for developing financial technology in a safe and efficient manner via researching and proposing an experimental and controlled legal framework for new banking technologies; promoting healthy competition and cooperation between commercial banks, financial technology organizations, non-banking organizations, macrofinance organizations and the People’s Credit Fund system to develop low-cost products, services and distribution channels based on new technologies for the populations with no or little access to traditional banking services in rural areas, remote and isolated areas and areas with economic difficulties.
- Boosting development and application of modern and easy-to-use money transfer/payment methods and models that suit rural circumstances (payment via mobile phones, digital devices, etc.) to promote non-cash payment in rural areas, remote and isolated areas and islands, which is also applicable to those without a bank account. Such development and application are carried out on the basis of credit institution’s available networks, stamp auction networks, and networks of intermediary payment service providers and other non-banking organizations in connection with the development of programs and plans for advancing financial inclusion in Vietnam.
- Increasing investment, upgrade and development of financial and technological infrastructure of the banking sector, including interbank e-payment systems, automated clearing house, credit information systems, etc., to enable credit institutions to expand their distribution channels; generate strong growth of electronic distribution channels via completing regulations on permission granting and management of the credit institution network.
- Actively acceding to international and regional financial markets via encouraging and ensuring favorable legal conditions to enable commercial banks to establish overseas branches.
- Credit institutions shall focus on modernizing banking operations in the following direction:
+ Modernizing information technology (“IT”) systems and internal payment systems; Upgrading core banking systems in a manner that suits the scale, operation complexity and requirements for management and operation of domestic credit institutions; Increasingly applying IT to operation and management, risk analysis and prevention; while investing in and producing solutions for IT security assurance.
+ Investing in infrastructure, rigorously developing electronic payment methods and other modern payment methods; applying new and advanced security measures and standards that follow the global payment trend, ensuring that payments are fast, safe and convenient and payment fees are affordable.
+ Carrying out plans for switching from magnetic-stripe cards to chip cards in Vietnam to ensure security and safety in card payment, and facilitate connection with other payment systems.
c) Formulating special financial institutions, assisting with provision of basic banking services to the disadvantaged, the impoverished, policy beneficiaries and residents of rural areas, remote and isolated areas and areas with economic difficulties. To be specific:
- The Vietnam Bank for Social Policies shall take charge of all policy-based credit activities from commercial banks; develop into an independent and stable organization while maintaining its role as a public financial institution for social policies of the Government; focus on the areas that financial organizations operating according to market principles are unable to cover or can only cover partially.
- The Co-op Bank shall enhance its roles and responsibilities for capital regulation, assistance with operation and inspection and supervision of loan use of affiliated People’s Credit Funds.
- The People’s Credit Funds shall continue to consolidate its current finance, management and operation in a comprehensive manner and in combination with stable expansion of networks of new People’s Credit Funds; be mostly in charge of capital mobilization and loan granting for local members, especially rural areas, to mobilize available resources for local economic development, poverty and hunger alleviation and usury elimination.
- Developing and implementing schemes for consolidation and development of the People’s Credit Fund system by 2020 with vision towards 2030 to ensure the safe, effective and stable operation of the system of credit institutions being cooperatives; gradually strengthening such system into one of the foundations for monetary, credit and banking activities in the agriculture - rural sector.
- The Vietnam Bank for Agriculture and Rural Development shall fundamentally handle leftover difficulties and bad debts; strive for privatization at a suitable time and ensure that the State holds at least 65% of its charter capital; and maintain its major role in agricultural and rural credit.
- Microfinance institutions shall continue to consistently implement the solutions specified in the scheme for establishment and development of the microorganism system in Vietnam by the end of 2020 approved by the Prime Minister in the Decision No. 2195/QD-TTg dated December 06, 2011 and solutions for this type of institution specified in the strategy for development of the banking sector by 2025 with vision towards 2030.
2. Facilitating enterprise’s access to banking services, especially small and medium enterprises, including credit services, including credit services (Target 9.3 of the National Action Plan). To be specific:
a) The State Bank shall focus on:
- Improving quality of information from the National Credit Information Center of Vietnam (CIC); Further upgrading and investing in informational infrastructure for CIC to become a trustworthy credit information channel; Providing full information to credit institutions to ensure effective and safe credit extension.
- Reviewing, amending and promulgating legal frameworks related to grant of loans of credit institutions and foreign bank branches in a manner that simplifies lending processes but still ensures full compliance with regulations of law on grant of loans and safety of loans; improving appraisal capabilities and quality to shorten loan approval time and enable enterprises to access loans from banks.
- Continuing to deploy bank - enterprise connecting programs, and programs and policies of the Government and Prime Minister to assist enterprises, especially small and medium enterprises, with accessing loans.
- Encouraging credit institutions to develop and deploy lines of credit, banking services and programs that suit the characteristics of every type of enterprise, especially small and medium enterprises, microenterprises and enterprises employing eco-friendly technologies.
- Promoting enrichment of financial knowledge; improving credit transparency; further promoting banking services to the people and enterprises with focus on information related to loan processes in banks to enable people and enterprises to access loans.
b) Credit institutions shall:
- Review, renovate and simplify loan processes, enabling enterprises, especially small and medium enterprises, to access loans.
- Develop banking products and services in the eco-friendly direction; prioritize capital mobilization and grant of loans for projects on renewable energy, clean energy, low-carbon manufacturing and consumption and enterprises investing in such areas to protect the environment and utilize resources and energy.
- Increase loans for small and medium enterprises that employ many workers in rural areas; enterprises operating according to the inclusive business model, creating jobs and improving living standards of farmers and people living in remote and isolated areas and areas with economic difficulties.
3. Implementing solutions for financial inclusion promotion (a part of targets 8, 10 and 11 of the National Action Plan). To be specific:
a) Consistently and effectively implementing the solutions specified in the scheme for improvement of accessibility of banking services for the economy approved by the Prime Minister in the Decision No. 1726/QD-TTg dated September 05, 2016; Focusing on supervision and evaluation of the performance of such scheme and promptly taking measures to achieve the specified objectives and targets.
b) Developing and deploying the national financial inclusion strategy; striving to ensure that all people and enterprises, especially the vulnerable, can frequently and conveniently access and use basic banking services, including payment, transfer, savings, credit and insurance services. These services shall suit their needs and creditworthiness, and are provided by official financial service providers in a responsible, sustainable and affordable manner.
c) Effectively implementing the solutions specified in the scheme for development of non-cash payment in Vietnam for the 2016-2020 period enclosed with the Decision No. 2545/QD-TTg dated December 30, 2016 and the scheme for promotion of bank transfer payment for public services such as tax, electricity, water, tuition, hospital fees and for social security programs enclosed with the Prime Minister’s Decision No. 241/QD-TTg dated February 23, 2018.
d) Formulating and completing incentive credit policies for poor households, near-poor households and ethnic minority households in communes with exceptional difficulties.
dd) Consistently and effectively implementing solutions for development of modern banking products and services, forming the basis for improvement of banking service’s accessibility as specified in the strategy for development of the banking sector by 2025 with vision towards 2030.
4. Proactively and actively participating in activities to enhance Vietnam’s voice and position in regional and international economic-financial institutions, mobilizing and utilizing assistance and sponsorship for sustainable development (Target 10.5.c of the National Action Plan). To be specific:
a) Boosting dialogues on policies for international economic integration of the banking sector, aiming for stability and socio-economic development, healthy business environment and strengthening of investor’s trust.
b) Cooperating with relevant ministries and regulatory bodies in requesting ODA grants and concessional loans from the World Bank (WB) and Asian Development Bank (ADB) to reduce Vietnam’s loan expenses; deploying technical assistance, programs and plans of WB and ADB for microfinance development.
c) Enhancing international cooperation in financial inclusion and promotion of financial inclusion in Vietnam.
d) Formulating training programs, and seconding Vietnamese officials to international banks and financial - monetary organizations, especially to macroeconomic supervisory activities of countries in the region.
dd) Actively participating in bilateral/multilateral forums and negotiations on financial services within the scope of FTAs to promote commercial investment between Vietnam and its partners, utilize advanced foreign management technology and skills, improve ability to forecast, prevent and respond to crises and further consolidate regional and global financial stability.
e) Actively developing and maintaining cooperative activities with central banks of other countries and international organizations, and seeking opportunities to expand and foster bilateral and multilateral cooperative relations so as to utilize foreign assistance and sponsorship for sustainable development.
5. Cooperating with relevant ministries and regulatory bodies in contributing to other national sustainable development objectives. To be specific:
a) Allocating foreign funding to energy projects in rural areas, mountainous areas and islands; renewable energy investment projects; and projects on development of new renewable energy-based power plants in areas that are lacking electrical grids.
b) Proactively searching and utilizing the assistance from international financial organizations and international funds (e.g. International Fund for Agricultural Development - IFAD, Organisation for Economic Co-operation and Development - OECD, etc.) to develop financing programs for agricultural value chains for sustainable development, responses to climate change challenges, microfinance, improvement of financial awareness and promotion of financial education.
c) Further utilizing funding from the Asian Infrastructure Investment Bank (AIIB) that is specifically allocated to infrastructure investment via connection with financial intermediaries that are Vietnam’s commercial banks, while encouraging privatization of infrastructure investment projects.
d) Implementing incentive credit policies in a manner that suits regional characteristics to attract enterprises, especially small and medium enterprises, to development of business operation and infrastructure, vocational training, and employment of local workers. Combining incentive credit with incentive policies for agriculture, industry, forestry, fishery and science - technology transfer.
dd) Encouraging investment of development capital in safe traffic systems and expansion of public transport systems that meet the specific needs of women, children, the disabled and the elderly.
e) Taking further actions against money laundering, terrorism financing, high-technology crime, organized crime and multinational crime.
6. Providing further education and training on sustainable development and the roles of the banking sector in sustainable development. To be specific:
a) Organizing specialized seminars/open conferences, utilizing the State Bank’s website, mass media and other media to raise the awareness of the roles and responsibilities of the banking sector for national sustainable development objectives, and promoting policies, programs and actions of the banking sector for fulfillment of national sustainable development objectives.
b) Enhancing the close cooperation between ministries and regulatory bodies while encouraging the participation of social organizations and communication authorities to deploy the contents of national action plans for sustainable development.
III. IMPLEMENTATION
1. Responsibilities
a) Within their competence, relevant affiliates of the State Bank shall:
- Actively perform the tasks as assigned in the Plan and incorporate sustainable development contents into their annual schemes, projects, policies, plans, tasks and programs in a manner that meets quality and progress requirements, and promptly report any difficulty during implementation.
- Take charge in preparing and sending reports on the assigned targets, tasks and solutions as specified in Appendixes 1 and 2 enclosed therewith to the Banking Strategy Institute before November 20 of every year. After the Head of the State Bank has approved such reports, they shall be sent to the Ministry of Planning and Investment for compilation and reporting to the Government and the National Assembly.
b) The Banking Strategy Institute shall:
- Supervise and compile the results from affiliates of the State Bank according to the assigned tasks specified in the Plan, and promptly report any difficulty during the implementation to the Governor of the State Bank.
- Take charge in supervising and evaluating the performance results of the targets, tasks and solutions according to the objectives for sustainable development of the banking sector specified in the Plan; proactively propose modifications to the targets, tasks and solutions of the Plan (if any).
- Take charge in preparing and sending reports (per request) on evaluation of the implementation and results of the Plan to the Head of the State Bank for approval before sending to the Ministry of Planning and Investment for compilation and reporting to the Government and the National Assembly.
c) The Monetary Forecasting & Statistics Department and other relevant units shall cooperate with the Banking Strategy Institute in providing data from the database of the State Bank to support the evaluation of fulfillment of sustainable development objectives of the banking sector.
d) The Department of Personnel and Organization shall:
- Take charge and cooperate with the Banking Strategy Institute in strengthening the steering committee of the strategy for sustainable development of the banking sector, and provide consultancy on implementation of the Plan.
- Carry out training plans and programs to raise the awareness and improve the capacity of officials for sustainable development.
dd) The Communication Department shall take charge and cooperate with the Banking Strategy Institute and relevant affiliates of the State Bank in developing communication-related contents of the Plan in specific, and educate and raise the awareness of officials and public employees towards sustainable development in general.
e) The Department of Credit for Economic Sectors, ODA project management boards, Payment Department, Baking Superhuman Agency, National Credit Information Center of Vietnam, Monetary Policy Department, International Cooperation Department and Department of Legal Affairs shall closely cooperate with the Banking Strategy Institute in performing the relevant tasks specified in the enclosed Appendixes.
g) Credit institutions shall incorporate sustainable development tasks, solutions and objectives into their business strategies, programs and plans and business processes; direct the implementation throughout their systems, and periodically report such implementation to the State Bank (the Banking Strategy Institute) before November 20 of every year to submit a compiled report to the Governor of the State Bank.
2. Funding
The Plan shall be funded according to regulations of the Prime Minister’s Decision No. 622/QD-TTg dated May 10, 2017 introducing the national action plan for implementation of the 2030 Agenda for sustainable development./.
