DECISION
APPROVING THE GENERAL PLANNING OF THE NEW URBAN CENTER OF PHU MY, BA RIA-VUNG TAU PROVINCE
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the Urban Planning Management Regulation issued together with the Government’s Decree No. 91/CP of August 17, 1994;
At the proposals of the president of the People’s Committee of Ba Ria - Vung Tau province in Report No. 5138/TTr-UB of December 18, 2001 and of the Construction Minister in Report No. 03/BXD-KTQH of January 2, 2002,
DECIDES:
Article 1.- To approve the general planning of the new urban center of Phu My, Ba Ria - Vung Tau province, till 2020 with the following principal contents:
1. Area covered by the general planning:
The area covered by the general planning shall be the whole administrative territory of Tan Thanh district, Ba Ria - Vung Tau province, with an acreage of 33, 794 hectares
2. Nature: Being a new center, paying the role of an industrial, port, service, tourist hub, being an important traffic junction of Ba Ria - Vung Tau province and a key southern economic region, and occupying an important security and defense position.
3. Population size:
a) By 2005, the urban center’s population shall be 125,000,
b) By 2010, the urban center’s population shall be 180,000,
c) By 2020, the urban center’s population shall be 280,000.
4. Construction land area:
a) By 2005: The urban construction land shall cover about 3,580 ha, with the norm of 358 m2/person, of which 850 ha shall be used for civil purposes with the norm of 85 m2/person;
b) By 2010: The urban construction land shall cover about 4,340 ha with the norm of 289 m2/person, of which 1,200 ha shall be used for civil purposes with the norm of 80 m2/person;
c) By 2020: The urban construction land shall cover about 6,624 ha, with the norm of 264.9 m2/person, of which 1,750 ha shall be used for civil purposes with the norm of 70 m2/person;
5. Orientations for spatial, architectural and urban landscape development:
a) Development orientation: The urban center shall develop on the basis of existing district township of Phu My, Tan Thanh district, then expand southward and eastward.
b) Functional zones:
- The population zones shall cover 925 ha, including My Xuan zone of 222 ha in the area from Ngoc Ha stream to the north, Phu My zone of 444 ha in the area from Ngoc Ha stream to the road leading to Cai Mep port, and Phuoc Hoa zone of 259 ha in the area of Phuoc Hoa commune.
- Industrial parks and warehouses shall occupy 3,374 ha, including 5 industrial parks and 3 deep-water port clusters, namely My Xuan A1 industrial park of 300 ha; My Xuan A2 industrial park of 370 ha; My Xuan B1 industrial park of 500 ha; Phu My industrial park of 954 ha; and Cai Mep industrial park of 670 ha.
- The system of centers shall consist of an administrative and political center of 38 ha and office buildings of 4.1 ha lying outside the urban center; public-service centers of 20 ha, arranged into three categories: urban, residential and office; and tourist, rest and recreation zones occupying 4,300 ha located at the Dinh Mount tourist resort in Thi Vai.
- The specialized centers shall include the educational center of 74,9 ha; health centers of 10 ha, consisting of the ward-level and regional health stations and hospitals; a cultural, sport and physical training center of 30 ha, consisting of a sport center, a stadium and a sport club arranged along the urban center system and in each zone in combination with green tree-planted areas and cultural projects; security and defense zones of 1,671.72 ha, consisting of the drill-ground of the Armor Offices’ School in Phuoc Hoa and Hoi Bai communes and other military zones.
- The system of green tree-planted areas, cultural parks and forest parks covering 451 ha, including zone 1 of 160 ha located in My Xuan; zone 2 of 268 ha, including the western central park of 23 ha, the eastern sport and physical training complex of 30 ha and the mountain-edge forest park of 215 ha; and zone 3 of 23 ha located in Phuoc Hoa commune.
c) Regarding urban architecture and landscape: To exploit the features of an urban center lying along a river, canals, Thi Vai mountain range and Dinh mount, forming a diversified architectural space on the basis of developing the architecture of low-rise houses in the industrial parks; sparsely-populated residential areas adjacent to tourist and recreation resorts as well as a system of green parks; at the same time to develop the residential and downtown areas with high-rise buildings.
6. Orientations for the technical infrastructure development planning:
a) Regarding traffic:
- Land road: The outbound roads including the Bien Hoa - Vung Tau expressway linking with the urban center to the east; the system of inner roads arranged with 0.5 to 1 km apart along the North-South and East-West axes.
- Waterway: The system of main ports including My Xuan port, the integrated ports of Thi Vai and Cai Mep.
- Railway: The railway linking the North-South railway with Vung Tau shall be built along a road and a gas pipeline, thus forming a technical corridor.
b) Regarding the technical preparation of land:
The construction base limit for larger areas is +2.17 m. For non-flooded high-lying areas, to apply mostly the method of sectional leveling, thus minimizing changes in the natural terrain, to create some lakes and use the excavated earth to heighten the base of low-lying areas, to build reservoirs, create beautiful landscapes, and build storage basins. For frequently-flooded low-lying areas lying mostly along Thi Vai river and to the south of the urban center, it is necessary to ensure the limit level of between +2m and +2.5m.
c) Regarding the power supply:
- The power source: The Phu My power plant.
- The norm for calculation of the electricity for domestic use is 1,500 KWh/person/year; the norm for supply of electricity for industrial use is 250kWh/ha;
- The required total capacity: 3.911.150,000kWh/year;
- To build a 110 KV power line and eight 110/22kV transformer station.
d) Regarding the water supply:
- Water shall be taken from the subterranean water source of Phu My water plant with a capacity of 20,000 m3/day and the Toc Tien surface water plant with a capacity of 20,000 m3/day and a surface water plant of 200,000 m3/day;
- The norm for supply of water for domestic use is 150 liters/person/day and night and the norm for supply of water for industrial use is 40 m3/ha;
- The total demand for water is 240,000 m3/day.
e) Regarding the waste water drainage and environmental sanitation:
- To build a system of water drainage sewage;
- To build 10 waste water-treating stations covering a total area of 20.5 ha, of which 15 hectares for 7 stations in service of the industrial parks and 5.5 hectares for 3 others in service of the population quarters;
- The dumping ground and a garbage-treating factory shall cover an area of 30 ha close to Mo Nhat river, Phuoc Hoa commune, separated by a green-tree strip satisfying the prescribed criteria and standards;
- A cemetery of 24 ha located at the foot of Dinh mount; a crematorium is planned to be built also in this area.
7. The first-phase construction planning:
The construction programs and projects for development of the new urban center of Phu My at the first phase:
a) To build industrial park and port technical infrastructures;
b) To build residential quarters for industrial park workers and for resettlement;
c) To build a system of major technical and social infrastructures.
Article 2.- To assign the People’s Committee of Ba Ria - Vung Tau province:
1. To approve the dossier of the blueprint of the new urban center of Phu My till 2020.
2. To organize the publicization of the general planning of the new urban center of Phu My till 2020 for the people to know, supervise and implement; to prepare records for putting up red-line landmarks.
3. To issue, and inspect the implementation of, the regulations on the architecture and planning management according to the approved general planning.
4. To coordinate with the concerned ministries and branches in elaborating, considering and approving the detailed plans, investment projects, and submitting them for approval according to the provisions of law.
Article 3.- This Decision takes effect after its signing.
The president of the People’s Committee of Ba Ria - Vung Tau province, the Minister of Construction, the ministers, the heads of the ministerial-level agencies and the heads of the agencies attached to the Government, and the concerned organizations shall have to implement this Decision.
