DECISION
ON OCCUPATION INVESTIGATION MEASURES FOR 2022
GENERAL DIRECTOR OF GENERAL STATISTICS OFFICE OF VIETNAM
Pursuant to Law on Statistics dated November 23, 2015;
Pursuant to Decree No. 97/2016/ND-CP dated July 1, 2016 of the Government on statistical indicator under national statistical indicator system;
Pursuant to Decision No. 10/2020/QD-TTg dated March 18, 2020 of Prime Minister on functions, tasks, powers, and organizational structure of General Statistics Office of Vietnam affiliated to Ministry of Planning and Investment;
Pursuant to Decision No. 43/2016/QD-TTg dated October 17, 2016 of Prime Minister on National statistical investigation program;
Pursuant to Decision No. 1793/QD-BKHDT dated December 12, 2016 of Minister of Planning and Investment authorizing General Director of General Statistics Office of Vietnam to sign Decision on conducting statistical investigation assigned under National statistical investigation program;
Pursuant to Decision No. 738/QD-TCTK dated June 23, 2021 of General Director of General Statistics Office of Vietnam on Statistical investigation plan for 2022 of General Statistics Office of Vietnam;
At request of Director of Department of Data Collection and Statistical Technology Application.
HEREBY DECIDES:
Article 1. Conduct Occupation investigation 2022 in 63 provinces and central-affiliated cities as per Investigation measures attached hereto.
Article 2. Assign Department of Data Collection and Statistical Technology Application to take charge and cooperate with Department of Population and Labor Statistics, relevant entities of General Statistics Office of Vietnam, and Statistics Offices of provinces and central-affiliated cities in complying with the Measure accordingly.
Article 3. Director of Department of Data Collection and Statistical Technology Application, Director of Department of Population and Labor Statistics, Director of Department of Solutions and Statistic Quality Control, Director of Department of Legal Affairs and Statistics Inspection, Director of Department of Financial Planning, Chief of Ministry Office of General Department, Directors of Statistics Offices of provinces and central-affiliated cities and provinces, and heads of relevant entities are responsible for implementation hereof./.

MEASURES
FOR OCCUPATION INVESTIGATION OF 2022

I. INVESTIGATION OBJECTIVES AND REQUIREMENTS
1. Investigation objectives
Occupation investigation in 2022 refers to investigation and selection of sample in national statistics investigation program for: collecting information on participation in labor market of people at 15 years of age or older and living in Vietnam to consolidate and prepare national statistical indicators regarding occupation, employment, unemployment, and income of workers. Investigation results assists the Government, Prime Minister, and ministries to assess, estimate fluctuation of labor market on the scale of the nation, provinces, and central-affiliated cities, develop, and prepare policies for development of human resources and manufacturing-business plans corresponding to trend of the labor market.
2. Investigation requirements
- Comply with contents of the Measures.
- Secure information collected from survey respondents as per Law on Statistics.
- Manage and employ expenses of the investigation as per applicable laws, efficiently, and effectively.
- Investigation results must meet international competitive requirements, satisfy standard framework regarding occupation and labor as per recommendations of International Labour Organization (ILO).
II. SCOPE OF INVESTIGATION, TARGETS OF INVESTIGATION, AND ENTITIES FOR INVESTIGATION
1. Scope of investigation
Occupation investigation is conducted in 63 provinces and central-affiliated cities.
2. Targets of investigation
Targets of investigations are individuals at 15 years of age or older and living in households, including individuals working in armed forces and living in households as permanent residents; not including individuals working in armed forces and living in boot camps.
3. Entities for investigation
Entities for investigations are households. A household may include one individual living alone or a group of individuals living together. For households with at least 2 members, all members may or may not share the same fund; may or may not have biological relationship, marital relationship, or nurturing relationship; or a combination of both.
III. TYPE OF INVESTIGATION
Occupation investigation is an investigation for sample collection with sample size sufficient for statistics estimations in regional level, Hanoi City, and Ho Chi Minh City on a quarterly basis, and provincial level on an annual basis.
Occupation investigation adopts stratified sampling methods in 2 stages: Stage 1: Choose sample location of investigation; Stage 2: Choose households in each sample location of investigation selected in stage 1 using systematic random sampling method. Sampling methods are presented in detail under Annex 1 hereof.
Sample location for investigation selected and used for investigation in 2021 shall continue to be used for investigation in 2022. There are a total of 4,911 locations for investigation in a quarter. Conduct investigations in 1,637 locations on a monthly basis.
IV. TIME, DATE, AND METHODS OF INVESTIGATION
1. Time of investigation
Time for identifying number of individuals living in households as permanent residents shall be 12 a.m. of the first day of the month where the investigation is conducted.
2. Period of investigation
The period of investigation shall be 7 days before the time of investigation, except for cases of looking for employment where period of investigation shall be 30 days before the time of investigation.
3. Duration of investigation
Duration for collecting information at investigation location shall be 7 days (including time for moving around) starting from the first day of the month in which the investigation takes place.
4. Method of investigation
Occupation investigation shall adopt face-to-face interview utilizing electronic forms installed on tablets or smart phones or investigators. Investigators shall arrive at each household to investigate informants, collect information, and keep the answers in electronic forms.
5. Informants
Household owners (or individuals who know other members of the household while the household owners are away) shall be the informants for providing information on permanent residents of households; residents at 15 years of age or older and living in Vietnam shall provide information on their economic activities.
V. CONTENTS AND INVESTIGATION FORMS
1. Contents of investigation
Occupation investigation collects information on demographic of household members, information on employment and work of household members at 15 years of age or older, to be specific:
a. Information on demographic of household members
- Full name of actual permanent residents of the households;
- Relationship with household owners;
- Gender;
- Date of birth or rounded down calendar age;
- For individuals at 15 years of age and living in Vietnam: collect information on economic activities; ID Card number of citizen identity card number;
- For individuals at 15 years of age or older and living overseas: collect information on country of residence.
b. Information on employment and work of household members at 15 years of age or older and living in Vietnam
- Marital status;
- Movement status;
- Academic and training statuses;
- The highest academic level and technical specialty;
- Major of training and time of graduation;
- Classification of economic activities;
- Primary work in the past 7 days;
- Work prior to being suspended;
- Number of working hours and income;
- Lack of employment condition;
- Unemployment condition or economic inactivity condition;
- Work creating products or services for themselves and family.
2. Investigation forms
Occupational investigation employs a type of investigation form to collect information on household members, including household members at 15 years of age or older and living in Vietnam.
VI. CLASSIFICATION OF STATISTICS USED IN INVESTIGATION
Occupational investigation employs the following schedules and statistic classification:
- Schedule of Vietnamese administrative divisions attached to Decision No. 124/2004/QD-TTg dated July 8, 2004 of Prime Minister and changes updated by the General Statistics Office of Vietnam by December 31, 2021;
- Vietnam's system of business lines attached to Decision No. 27/2018/QD-TTg dated July 6, 2018 of Prime Minister;
- Schedule of education and training of national education system attached to Decision No. 01/2017/QD-TTg dated January 17, 2017 of Prime Minister;
- Schedule of occupations attached to Decision No. 34/2020/QD-TTg dated November 26, 2020 of Prime Minister;
- Schedule of countries and territories under professional manuals of occupational investigation;
- Schedule for conversion of lunar year to calendar year;
- Schedule for conversion of formal education level.
VII. PROCESSING AND OUTPUT SCHEDULES OF THE INVESTIGATION
1. Information processing
Investigation data from the electronic form uploaded by the investigators on a daily basis to servers via online data transmission. Here, supervisors of all levels shall inspect figures and accept figures online as per procedures for inspecting and accepting figures under professional manuals of occupational investigation.
2. Consolidation of investigation results
Occupational investigation results shall be consolidated on a quarterly basis to serve production of analysis reports of the quarter, 6-month period, 9-month period, and the whole year.
Occupation investigation shall be conducted within the following time frame:

IX. INVESTIGATION ORGANIZATION
1. Preparation
a. Review location, update, adjust manifest, and select households for investigation
Location of occupational investigation is residential areas identified under General population and residence investigation in 2019.
Employ manifest regarding number of households and number of household members of General population and residence investigation in 2019 as the model to select households for occupational investigation. This manifest is an important tool to assist investigators to immediately and conveniently access and allow superiors to monitor investigators.
Department of Data Collection and Statistical Technology Application is responsible for providing detail guidelines, inspecting location review, updating manifest, and selecting households for investigation. Statistical Offices of provinces and central-affiliated cities shall assign Statistical Sub-offices to cooperate with officials of hamlets, neighborhoods in reviewing and updating manifest to select households for investigation as per the plan.
b. Select investigators and supervisors
Occupational investigation is a specialized investigation and thus requires investigators to have experience in conducting statistical investigation, have at least upper secondary education level, use smart phones or tablets with ease to investigate and collect information using electronic forms in order to guarantee quality information and balance information collectors. Specific standards applicable to investigators are presented under Annex 2 hereof.
Supervisors shall supervise activities of investigators and provide specialized assistance for subordinate supervisors and investigators in field investigation. 3 levels of supervisors: central-level, provincial-level, and district-level.
c. Training for investigation operation
Training for investigation operation is conducted at 2 levels with each levels provide training in 2 days (1 of the 2 days involves providing instructions on how to use electronic forms).
- Central-level: General Statistics Office of Vietnam shall take charge and organize training for provincial lecturers and provincial lecturers.
- Provincial-level: Statistical Offices of provinces shall take charge and organize training for investigators and district-level supervisors.
d. Investigation documents
Investigation documents include guiding documents compiled by Department of Data Collection and Statistical Technology Application and sent to Statistical Offices of provinces within the correct time and contents.
2. Physical investigation
Statistical Offices of provinces shall direct Statistical Sub-offices of districts to organize investigation and information collection in investigation location while collecting information at the correct households, within the correct standards, and within the correct deadline.
3. Examination and supervision
Examination and supervision focus on investigation, examination, and form approval on supervision software. Examination and supervision procedures are as follows:
- For district-level supervisors: Supervise, examine, and approve figures of investigators assigned to take charge of the following tasks:
+ Examine daily investigation progress of investigators;
+ Examine quality of information on investigation form when the program notifies error related to investigation form in order to inform investigators about information in the form to be examined and verified again;
+ Approve re-investigation form in assigned areas when investigators have finished investigating and correcting errors;
+ Inform investigators about professional issues or answer questions of investigators relating to professional operation and use of smart electronic equipment;
+ Communicate with provincial supervisors regarding professional issues or technical issues in using smart electronic equipment during investigation.
- For province-level supervisors: Supervise, examine, and approve figures in investigation locations within assigned provinces with the following tasks:
+ Examine daily investigation progress of investigators via investigation form approved by district-level supervisors;
+ Examine quality of information on investigation form when the program notifies error related to investigation form in order to inform district-level supervisors about information in the form to be examined and verified again; approve figures of investigation locations assigned to supervise;
+ Inform district-level supervisors about professional issues; answer questions of district-level supervisors relating to professional and technical issues in using smart electrical equipment;
+ Communicate with central-level supervisors regarding professional issues or technical issues in using smart electronic equipment during investigation.
- For central-level supervisors: Supervise, examine, and approve figures in assigned provinces with the following tasks:
+ Examine daily investigation progress of investigators via investigation form approved by province-level supervisors;
+ Examine quality of information on investigation form when the program notifies error related to investigation form of households in order to inform province-level supervisors about information in the form to be examined and verified again; approve figures of provinces assigned to supervise;
+ Inform province-level supervisors about professional issues; answer questions of district-level supervisors relating to professional and technical issues in using smart electrical equipment;
4. Examination, specifying of investigation form, and information processing
Statistical Offices of provinces shall organize examination and specifying of code after finishing investigation and transmitting data to General Statistics Office of Vietnam as per the law.
Department of Data Collection and Statistical Technology Application shall develop requirements for software to specify code, investigation form, logistic algorithm, and form inspection and acceptance procedures.
Department of Data Collection and Statistical Technology Application shall take charge and cooperate with Department of Population and Labor Statistics in developing data for investigation serving consolidation, inspection, and verification of investigation results of provinces where investigation has been conducted. Consolidated results of occupational results shall be submitted to local governments for research and use while assessing quality, analyzing, compiling, and publishing investigation results as per the plan.
5. Directing implementation
a. Department of Data Collection and Statistical Technology Application: Take charge developing measures, investigation form, designing form, selecting investigation form, calculating figure, compiling documents guiding investigation operation, guiding update of manifest, developing applications and software for managing investigation network and examining and approving figures online, developing software for consolidating investigation results, software for online supervision and technical support during investigation process, filtering and processing figures; cooperate with Department of Population and Labor Statistics in providing guidelines for software and applications in central professional and application training conferences, executing output result schedules, extracting in form of Excel spreadsheet, and sending to Department of Population and Labor Statistics.
b. Department of Population and Labor Statistics:
- Design output schedules, cooperate with Department of Data Collection and Statistical Technology Application in developing measures, investigation form, designing form, selecting investigation form, calculating figures, compiling documents guiding investigation operation, guiding update of manifest and requirements for software applications (manifest software, CAPI, website for operation coordination, sampling software), providing professional training, applying information technology, consolidating figures, and analyzing. Compile and publicize investigation results, and conduct other affairs as per the Measures.
- Cooperate with relevant agencies in inspecting for acceptance in order to complete application software, finish instruction manuals for CAPI and website for operation coordination, investigation supervision, and figure examination and approval.
c. Department of Financial – Planning: Take charge and cooperate with Department of Data Collection and Statistical Technology Application and Department of Population and Labor Statistics in estimating expenditure; guaranteeing investigation expenditure; providing guidelines on expenditure quotas for entities that utilize investigation expenditure; distributing expenditure; guiding entities to manage and utilize distributed expenditure and approve final accounts of entities.
d. General Statistics Office of Vietnam: Cooperate with Department of Data Collection and Statistical Technology Application and Department of Population and Labor Statistics in organizing central training conferences within the period specified under these Measures.
dd. Department of Legal Affairs and Statistics Inspection: Take charge and organize inspection of investigation as per annual approved inspection plans.
c. Statistical Offices of provinces and central-affiliated cities: Organize and direct the investigation in selected investigation locations, update of manifest; select; provide training for investigators and supervisors; conduct physical investigation; supervise and examine training and information collection in investigation locations; conduct inspection for acceptance and encode investigation form.
Directors of Statistical Offices of provinces are responsible to General Director of General Statistics Office of Vietnam for quality of investigation information and management, use of investigation expenditure.
In order to rally support of ministries and the general public regarding the investigation, Statistical Offices of provinces shall develop thorough plans, utilize direction and encouragement of People’s Committees of all levels on a regular basis, and publicize purposes and meaning of the investigation, rights and obligations of targets of investigation in investigation locations.
f. Statistical Sub-offices of districts: Instruct investigators to implement tasks; participate in supervising investigation in their districts; examine and approve figures under investigation form as per assignment of Statistical Offices of provinces.
X. EXPENDITURE AND PHYSICAL REQUIREMENTS FOR INVESTIGATION
Expenditure on Occupational investigation 2022 shall be guaranteed by the State budget for activities under these Measures. Management, use, and statement of expenditure shall conform to Circular No. 109/2016/TT-BTC dated June 30, 2016 of Ministry of Finance.
General Statistics Office of Vietnam is responsible for guiding management, use, and statement investigation expenditure as per applicable laws.
Within assigned estimates, heads of entities assigned with tasks are responsible for implementing the Occupational investigation 2022 as per Investigation measures, guiding documents of General Statistics Office of Vietnam, and applicable financial policies./.
