DECISION
APPROVAL FOR NATIONAL TARGET PROGRAM FOR SUSTAINABLE POVERTY REDUCTION IN THE 2021-2025 PERIOD
THE PRIME MINISTER
Pursuant to the Law on Government Organization of Vietnam dated June 19, 2015; the Law on amendments to some articles of the Law on Government Organization of Vietnam and Law on Local Government Organization of Vietnam dated November 22, 2019;
Pursuant to the Law on Public Investment dated June 13, 2019;
Pursuant to Law on State Budget dated June 25, 2015;
Pursuant to Resolution No. 24/2021/QH15 dated July 28, 2021 of the National Assembly on approval for the investment policy for the national target program on sustainable poverty reduction for the 2021 - 2025 period;
At the request of the State Appraisal Council and the Minister of Labor, War Invalids and Social Affairs in Documents No. 25/BC- HDTDNN dated January 05, 2022 and No. 124/TTr-LDTBXH dated December 09, 2021 on the results of appraisal of the Feasibility Study Report and approval of the national target program for sustainable poverty reduction in the 2021-2025 period.

Article 1. The national target program on sustainable poverty reduction in the 2021-2025 period is promulgated together with this Decision.
Article 2. This Decision takes effect from the date on which it is signed.
Article 3. The Ministers, Heads of the ministerial-level agencies, Heads of agencies affiliated to the Government, the Presidents of the People's Committees of provinces and Heads of relevant agencies and units shall be responsible for the implementation of this Decision.

I. OBJECTIVES
1. General objectives:
Achieve the goal for multidimensional, inclusive and sustainable poverty reduction, prevent households from entering and returning to poverty; assist the poor and poor households to raise the standard of living, access the basic social services according to the national multidimensional poverty line and improve the quality of life; assist poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands to get rid of poverty and especially difficult circumstances.
2. Specific objectives:
- The rate of multidimensional poverty household is expected to reduce by 1,0 - 1,5%/year;
- The rate of poor ethnic minority households is expected to decrease by over 3,0%/year;
- 30% of poor districts, 30% of communes with special difficulties in coastal sand dunes, coastal areas and islands will get rid of poverty and especially difficult circumstances;
- The rate of poor households in poor districts is expected to decrease by 4-5%/year.
3. Results and key targets that are expected to be achieved by 2025:

- The number of poor and near-poor households is expected to decrease by half compared to the beginning of the period according to the national multidimensional poverty line;
- All poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands will receive assistance to invest in development of socio-economic infrastructure linking the region, serve people’s lives, production, commerce, circulation of commodities, provide the basic social services; prioritize investment in essential infrastructure, including: roads, schools, medical facilities, bridges, electricity infrastructure, irrigation works.
- Assist in formulation and expansion in over 1.000 models and projects on poverty reduction to support for the development of production, trade, services, tourism, entrepreneurships in order to create livelihoods, jobs and sustainable incomes, adapt climate change and epidemics for poor households, near-poor households and households that have just got rid of poverty; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands;
- 80% of people who have ability to work and demands from poor households and households in poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands will receive assistance to improve the capacity for agriculture, forestry and fishery production and salt production in order to renovate methods and techniques for production, ensure food security, meet nutritional needs and increase incomes;
- At least one member under working age of poor households and near-poor households will receive assistance to have a stable job;
- All officials who are engaged in poverty reduction will receive training courses on the basic knowledge and skills in management, organization and implementation of programs, policies and projects on poverty reduction. Make plan with participation and formulation of the plan for development of community and poverty reduction.
b) Targets of solutions to the shortage of basic social services
The national target program for sustainable poverty reduction in the 2021-2025 period associated with the system of policies on poverty reduction and social security contribute to solution to the shortage of basic social services. To be specific:
- Shortage of jobs:

+ At least 100.000 workers from poor households, near-poor households and households that have just got rid of poverty, poor areas and disadvantaged areas will receive assistance to successfully connect to jobs;
+ At least 9.500 workers who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands will receive assistance in training. In which, about 5.700 participate in guest worker programs (at least 80% of households that have members working abroad will get rid of poverty). About 1.200 workers will receive assistance to participate in training courses to improve foreign language skills before working abroad under the Agreements signed between the Government of Vietnam and the Government of the receiving country.
- Shortage of healthcare: All the poor and near-poor households will receive assistance to participate in health insurance. The rate of malnutrition and stunting of children who are under 16 years old in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands is expected to reduce to under 34%.
- Shortage of education:
+ The rate of children from poor and near-poor households going to school at the right age is expected to reach 90%;
+ The rate of workers from poor households, near-poor households, households that have just got rid of poverty and the rate of trained workers in poor and disadvantaged areas are expected to reach 60%. In which, the rate workers who have certificates is expected to reach 25%. All low-income workers and workers who belong to poor households, near-poor households, households that have just got rid of poverty and have demands will receive assistance in training in vocational skills.
- Housing shortage: At least 100.000 poor and near-poor households in poor districts will receive assistance with housing, assurance about the safe, stable housing which is capable of withstanding the impact of natural disasters. It contributes to improvement of the quality of their lives. and poverty reduction.
- Shortage of domestic water and sanitation: 90% of poor and near-poor households will use clean water. At least 60% of poor and near-poor households use hygienic latrines.
- Information shortage: 90% of poor and near-poor households that have demands will receive assistance to access and use telecommunications and internet services. 95% of households of poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands will access to information on sustainable poverty reduction through publications and communication products.

1. Scope
The national target program for sustainable poverty reduction in the 2021-2025 period has been carried out in the whole of country. In particular, the Program focuses on poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
2. Subjects
a) Poor households, near-poor households, households that have just got rid of poverty (within 36 months from the time on which the competent authorities recognize that the households have got rid of poverty) in the whole of country. The priority is given to assist poor ethnic minority households and poor households whose members are people with meritorious services to the revolution; children, the disabled, women from poor households, near-poor households and households that have just got rid of poverty.
b) Workers from poor households, near-poor households and households that have just got rid of poverty; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands; provinces with poor districts.
c) Poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands.
d) Vocational education institutions, employment service organizations, enterprises and cooperatives in provinces with poor districts
dd) Relevant organizations, individuals.
3. Time for implementation of the Program: By the end of 2025.

1. Project 1: Investment in development of socio-economic infrastructure in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
a) Subproject 1: Assistance in investing in development of socio-economic infrastructure in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
- Objective: Build infrastructure linking regions, essential infrastructure, serve people's lives, production and circulation of goods in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands; assist poor areas to develop socio-economic infrastructure, improve the quality of people's lives and promote economic growth.
- Subject:
+ Poor districts according to decision of the competent authorities;+ Communes with special difficulties in coastal sand dunes, coastal areas and islands according to decision of the competent authorities.
- Contents of assistance: investment in socio-economic infrastructure, infrastructure in poor areas. To be specific:
+ Investment in the development of socio-economic infrastructure linking regions, essential infrastructure in poor districts (district and inter-commune level investment works) that serve the people's lives, production, commerce and circulation of goods and access to basic social services, including:
. Traffic works, bridges, electricity infrastructure that serve people's lives and production;
. Education works that meet national standards;

. Works that serve the domestic water for people;
. Irrigation works that serve production;
. Works that serve the demands for cultural and sports activities;
. Other types of socio-economic development infrastructure construction works proposed by poor communities in poor districts in conformity with customs, practices, national identity, culture and demands of the poor, the Program's objectives and regulations of the law. Prioritize works for poor communities, works from which the poor and women can receive benefit.
Investment works shall ensure connection in terms of traffic, economy and society to assist the development of production, circulation of goods, services and access to basic social services among communes, between communes and districts or between districts and central areas, development dynamic areas.
Investment works shall directly serve production and people's lives, meet the demands of beneficiaries, give priority to works with many beneficiaries who are members of poor households, near-poor households, households that have just got rid of poverty, ethnic minorities and women.
+ Investment in the development of essential infrastructure in communes with special difficulties in coastal sand dunes, coastal areas and islands (commune and inter-commune level investment works) that serve people's lives, production and access to basic social services, including:
. Medical works at commune level that achieve national standards according to regulations;
. Works and facilities for preschools, kindergartens, primary schools and lower secondary schools that meet national standards; solid classrooms for kindergartens;

. Traffic works on main roads and fortified field roads, roads for motor drive vehicles; bridges, electricity infrastructure that serve people's lives, production and circulation of goods;
. Small irrigation works under the management of communes that are fortified. The works serve production and people's lives;
. Works that serve cultural, sports and leisure activities for the people of communes;
. Works that adapt to climate change for mangrove areas and areas that are affected by storms and floods;
. Other types of infrastructure construction works proposed by poor communities in communes with special difficulties in coastal sand dunes, coastal areas and islands in conformity with customs, practices, national identity, culture and demands of the poor, the Program's objectives and regulations of the law. Prioritize works for the poor, works that women can receive benefit.
Works at commune and village level shall ensure the connection among villages, between villages and centers of communes to assist the development of production, livelihoods and adaptation to climate change.
+ Maintenance and repair of works that serve people's lives and production, essential works in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
- Assignment of tasks:
+ The Ministry of Labor, War Invalids and Social Affairs shall take charge and cooperate with ministries, central authorities and relevant agencies in implementation:

Total capital demand in reality: VND22.110 billion, in which:
+ Central government budget: VND 16.940 billion (development investment capital: VND 15.400 billion, non-business capital: VND 1.540 billion);
+ Local government budget: VND 2.920 billion (development investment capital: VND 1.800 billion, non-business capital: VND 1.120 billion);
+ Other capital that is legally mobilized: VND 2.250 billion
b) Subproject 2: Implementation of the Scheme to assist some poor districts to get rid of poverty, special difficulties in the period of 2022 - 2025, approved by the Prime Minister.
- Objective: Assist some poor districts to get rid of poverty, special difficulties in the period of 2022 -2025; contribute to improvement of the quality of people’s lives, promote economic growth and sustainable poverty reduction.
- Subjects: Poor districts that have registered the plans to get rid of poverty, special difficulties in the period of 2022 - 2025, which are considered and assisted by the Prime Minister.
- Contents: Key investment in some socio-economic infrastructure works and infrastructure (district and inter-commune level investment works) for creation of a breakthrough and promotion of the effectiveness of development of production, business, services, circulation of goods, economic development and increase in income for people under the Scheme to assist some poor districts to get rid of poverty, special difficulties in the period of 2022 - 2025.

+ The Ministry of Labor, War Invalids and Social Affairs shall take charge and cooperate with ministries, central authorities and relevant agencies in implementation:
+ The People's Committees of provinces shall direct the Departments of Labor, War Invalids and Social Affairs to take charge and cooperate with relevant provincial authorities in implementation; inspect, supervise, evaluate and summarize reports on the results of implementation according to regulations.
- Capital and capital sources:
Total capital demand in reality: VND 3.050 billion, in which:
+ Central government budget: VND 2.200 billion (development investment capital: VND 2.000 billion, non-business capital: VND 200 billion);
+ Local government budget: VND 300 billion (development investment capital: VND 200 billion, non-business capital: VND 100 billion);

2. Project 2: Diversification of livelihood, development of models of poverty reduction
a) Objective: Assist to diversify livelihoods, build, develop and expand the models and projects of poverty reduction to assist in the development of production, business, services, tourism, entrepreneurships in order to create jobs, sustainable livelihoods, good income, improve the quality of life and adapt to climate change and epidemics for the poor; contribute to economic restructuring, labor restructuring, promotion of the cultural values of the nation, environmental protection, economic growth and sustainable poverty reduction.

- b) Workers from poor households, near-poor households and households that have just got rid of poverty; the disabled who do not have stable livelihood in the whole of country; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands. The priority is given to assist poor ethnic minority households and poor households whose members are people with meritorious services to the revolution; women of poor households.
- Households, groups, cooperative groups, cooperatives, enterprises and organizations and individuals; training institutions, vocational education institutions; centers for research, science, technology and engineering; other production and business establishments that build, expand and develop models and projects of poverty reduction to assist in the development of production, business, service, tourism, entrepreneurships in order to create jobs, livelihoods, income and transfer of science, technology and techniques, models of poverty reduction for the poor. The priority is given to models and projects on poverty reduction that are deployed in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands; models and projects on poverty reduction, entrepreneurships that are carried out by the disabled, ethnic minorities, women, students from poor households, near-poor households and households which have just got rid of poverty;
- Create conditions for the weak, the vulnerable people and the disadvantaged to participate in the implementation of models and projects on poverty reduction.
c) Contents:
- Formulation, development and expansion in models and projects on poverty reduction to assist in the development of production, business, services, commerce, tourism, entrepreneurships for creation of jobs, sustainable livelihoods, sustainable income for poor households, near-poor households, households that have just got rid of poverty, people who live in poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands; training and transfer of science, techniques and technology; vocational training, vocational guidance and job creation; plant varieties, animal breed, production materials, supplies, tools, machines, equipment, production workshops and facilities; promotion of commerce, access to market, connection between the development of production and industries and preservation, processing and consumption of products among poor households, near-poor households, households that have just got rid of poverty, community and cooperatives, relevant enterprises, organizations and individuals and other contents as prescribed by law; models of poverty reduction associated with national defense and security;
- Organization of other activities relevant to the diversification of livelihood proposed by the community in conformity with customs, practices and the community's demands; the Program's objectives and regulations of the law.
d) Assignment of tasks:
- The Ministry of Labor, War Invalids and Social Affairs shall take charge and cooperate with ministries, central authorities and relevant agencies in implementation:
- The People's Committees of provinces shall direct the Departments of Labor, War Invalids and Social Affairs to take charge and cooperate with relevant provincial authorities in implementation in their provinces; inspect, supervise, evaluate and summarize reports on the results of implementation according to regulations.

3. Project 3: Development of production and improving nutrition
a) Subproject 1: Assistance in developing production in the agriculture
- Objective: Assist to increase the capacity for agriculture, forestry and fishery production and salt production; promote the development of linking production according to the value chain, apply high technology to innovation of the methods and techniques for production in order to ensure the security of food, meet nutritional needs and increase income; associate with the planning for production, the project on transfer of the structure of production of the local area towards production of goods, improvement of the productivity, quality and effectiveness of production, development of the potential products in Vietnam, creation of added values for producers, and escape from sustainable poverty.
- Subjects:
+ Workers from poor households, near-poor households and households that have just got rid of poverty, the disabled who do not have stable livelihood in the whole of country; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

- Contents;
+ Development of agriculture, forestry, fishery and salt production: technical training, technical transfer consultancy, provision of plants, livestock, materials, tools, equipment for production; fertilizers, animal feed, plant protection drugs, veterinary drugs and other assistance as prescribed;
+ Development of a food system for assurance about adequate nutrition;
+ Training, provision of guidance on managing consumption of agricultural products, piloting and expanding solutions and initiatives for development of agricultural production associated with effective value chains.
- Assignment of tasks:
+ The Ministry of Agriculture and Rural Development shall take charge and cooperate with the Ministry of Labor - Invalids and Social Affairs, ministries, central authorities and relevant agencies in implementation;
+ The People's Committees of provinces shall direct the Departments of Agriculture and Rural Development to take charge and cooperate with Departments of Labor - Invalids and Social Affairs, relevant provincial and local authorities in implementation in their provinces; inspect, supervise, evaluate and summarize reports on the results of implementation according to regulations.
- Capital and capital sources:

- Objective: Improve nutritional status, reduce malnutrition and stunting, take care of health and improve the health and stature of children under 16 years old from poor households, near-poor households, households that have just got rid of poverty and children who live in poor districts and with special difficulties in coastal sand dunes, coastal areas and islands.
- Subjects:
+ Children under 16 years old from poor households, near-poor households and households that have just got rid of poverty; children who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
+ Pregnant and lactating women, households, health facilities and schools in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
- Contents:
+ Direct access and intervention in prevention from malnutrition and micronutrient deficiency for mothers and children under 5 years old from poor and near-poor households; people who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.

4. Project 4: Development of vocational education and sustainable jobs

- Objective: Develop vocational education both in terms of the scale and quality of training, assist in vocational training for the poor and people who live in the province with poor districts, closely associate vocational education with job creation, sustainable livelihood, increase in income and improvement of the quality of life.
- Subjects:
+ Apprentices and workers from poor households, near-poor households and households that have just got rid of poverty; low-income workers;
+ Vocational education institutions in provinces with poor districts;
+ Relevant enterprises, cooperatives, organizations and individuals;
+ Ministries, central and local authorities that are assigned to carry out activities of the Subproject.
- Contents:
+ Facilities, devices and equipment for training for vocational education institutions in provinces with poor districts;
+ Development of standards of vocational education (including: vocational skill standards; economic-technical norms; regulations on minimum knowledge, requirements for capacity that the learners achieve after graduation; list of minimum equipment for training; standards of facilities in practice, experimentation and experiment; maximum price of vocational education services that use the state budget); development of the national system of assessment and issuance of certificate of vocational skills and vocational education quality assurance system; development of programs and learning materials; development of teachers and administrators in conformity with subjects and the level of socio-economic development in provinces with poor districts;

+ The People's Committees of provinces shall direct the Departments of Labor, War Invalids and Social Affairs to take charge and cooperate with relevant provincial authorities in implementation in their provinces; inspect, supervise, evaluate and summarize reports on the results of implementation according to regulations.
- Capital and capital sources:

+ Central government budget: VND 7.000 billion (development investment capital: VND 2.000 billion, non-business capital: VND 5.000 billion);

b) Subproject 2: Assistance for workers who participate in guest worker program.
- Objective: Encourage to send workers who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands to participate in guest worker program; assist in training activities to improve the foreign language skills and vocational skills for workers before they participate in guest worker program, contribute to job creation, increase in income and sustainable poverty reduction, especially workers from poor households, near-poor households, households that have just got rid of poverty and workers in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
- Subjects:
+ Workers who have demands for working abroad and live in poor districts (other than areas that receive mechanisms and policies on assistance for workers in working abroad specified in the national target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period), communes with special difficulties in coastal sand dunes, coastal areas and islands. Give priority to workers from poor households, near-poor households, and households that have just got rid of poverty;
+ Training institutions, enterprises and non-business organizations that send workers to guest worker program; organizations and individuals that advise workers to participate in guest worker program;
+ Workers who participate in training courses to improve the foreign language skills to work abroad according to agreements signed between the Government of Vietnam and the Government of the receiving country.
- Contents:
+ Workers who live in poor districts, communes with special difficulties in the coastal areas, coastal areas and islands and participate in guest worker program: assist in expense on training in vocational skills, foreign languages; expenses on meals and accommodation, living expenses throughout the period of training (including the time for participation in orientation education), essential personal belongings; expenses on medical examination, passport, visa and criminal record; introduce and advise employees and their relatives;
+ A part of the cost of training in improvement of the skill in foreign language for workers who work abroad under agreements signed between the Government of Vietnam and the Government of the receiving country, with priority given to workers from poor households, near-poor households, households that have just got rid of poverty, ethnic minorities and workers who live in poor districts, communes with special difficulties in coastal sand dunes, coastal areas and islands.

- Objective: Provide information about labor market, diversify job transaction, connect demand and supply of labor, assist in creation of sustainable jobs for workers with priority given to workers from poor households and near-poor households, households that have just got rid of poverty; workers who live in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands

- Contents:
+ Information technology infrastructure and equipment to modernize the labor market information system, create an online job exchange and build databases;

The households are independent that have been separated for at least 03 years until the Program takes effect;
- + Beneficiaries that fall outside households that have received assistance in housing under the national target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period and other programs, projects and policies.

2. The Government has solutions to mobilize other lawful resources in order to connect with state budget resources to implement the Program to ensure effectiveness.
IV. SOLUTIONS FOR IMPLEMENTATION OF THE PROGRAM
1. Principles for implementation of the Program
a) Make investment in a focused, targeted and sustainable manner. Focus on poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands. The priority is given to poor ethnic minority households, poor households whose members are people with meritorious services to the revolution, children and women from poor households.
b) Make regulations on specific mechanisms for organization of the implementation of a number of activities of the Program in order to ensure the conformity with actual situation, characteristics and conditions of poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands. Overcome the situation of scattered and wasteful investment. Do not use capital of the Program for activities under the tasks of state management which have been fully allocated from capital sources of recurrent expenditure.
c) Ensure transparency, democracy, promote ownership and active and proactive participation of the community and people. The priority is given to works that use local materials and workers in order to create livelihoods for people.
d) Distribute power to local authorities in the formulation and implementation of the Program in conformity with the conditions, characteristics, potential, strength, cultural identity, fine customs and habits of ethnic groups, regions associated with consolidation of national defense and security.

2. Solutions for mobilization of capital and integration of resources
a) The state budget plays key role, creates motivation, at the same time, effectively mobilize social resources to achieve the goal for sustainable poverty reduction; allocate reciprocal capital from the local budget in a reasonable manner in conformity with the actual situation. Strengthen sources of mobilization and legal contributions of enterprises, funding sources of domestic and foreign organizations and individuals; reciprocal capital, participation and contributions of people, beneficiaries.
b) Ensure adequate and prompt mobilization, balance and allocation of capital in conformity with the decided structure of capital; ensure the rate of reciprocal capital of the local authorities and the responsibility of the people and beneficiaries for participation in the implementation of the Program.
c) Integrate resources for implementation of the national target program, implementation of poverty reduction policies in general and poverty reduction policies that are specific with projects and contents of the national target program for sustainable poverty reduction in poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands.
3. Management and implementation mechanism
a) Steering Committees at all levels
- Central level: comply with regulations of Article 2 of the Prime Minister's Decision No. 1945/QD-TTg dated November 18, 2021 on the establishment of the Central Steering Committee for the national target programs in the 2021 - 2025 period;
- Local level: comply with regulations of Article 7 of the Prime Minister's Decision No. 1945/QD-TTg dated November 18, 2021 on the establishment of the Central Steering Committee for the national target programs in the 2021 - 2025 period;

- Local level: Assign Chairpersons of the provincial People's Committees to decide improvement or establishment of a coordination office for the national target program for sustainable poverty reduction in the 2021-2025 period in order to assist the Joint Steering Committee of national target programs in local areas according to regulations of Resolution No. 24/2021/QH15 dated July 28, 2021 and Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly.
c) Implementation mechanism
- The specific mechanism for the implementation of the national target program on sustainable poverty reduction in the 2021 - 2025 period shall be implemented in accordance with the Government's regulations on mechanism for management and implementation of the national target programs;
- Implement mechanisms for assistance, distribution of power to local authorities and establishments; increase the participation of the people in the implementation of the Program. Encourage and expand activities to create public jobs for workers from poor households, near-poor households, households that have just got rid of poverty and people who live in poor areas via projects on construction of infrastructure and diversification of livelihoods, models of poverty reduction and projects on support for the development of production;
- Implement mechanism for bidding, ordering and assigning tasks according to applicable regulations on vocational education, job creation, assistance for workers in participating in guest worker program, reduction in poverty of information and communication on reduction in multidimensional poverty; carry out training and consult about transfer of technology, management of models and projects on livelihood; implement mechanism for direct assistance for workers in participating in guest worker program and apprentices under the Program;
- Apply mechanisms and processes to the implementation of the Program's projects and sub-projects in a consistent manner; give priority to contents of assistance with higher norms; ensure the principle of non-repetition between activities and contents of assistance in investment of projects and sub-projects under the Program in the same area and the same beneficiaries;
- According to the total resources that have been allocated, the local authorities will proactively allocate budget and develop the plan for implementation of the medium-term Program in the 2021 - 2025 period and the annual Program to ensure the completion of the Program's objectives and tasks;
- Approach community-based poverty reduction; expand and create conditions to increase the participation of the people's in the Program's activities; ensure transparency throughout the implementation of the Program.

At the same time, according to the support for techniques and resources from these organizations, successfully accomplish the Program's objectives.
VI. ASSIGNMENT OF MANAGEMENT AND ORGANIZATION OF IMPLEMENTATION
1. Ministry of Labor; War Invalids and Social Affairs
a) The Ministry of Labor; War Invalids and Social Affairs is an authority that takes charge of management of the Program. Take charge and cooperate with relevant ministries and central authorities and the People's Committees of provinces in organization of the implementation of the Program according to regulations.
b) Take charge and cooperate with relevant ministries, central and local authorities in formulation and submission of regulations on principles, criteria and norms for allocation of central budget capital and the rate of reciprocal capital of local budgets for implementation of the national target program on sustainable poverty reduction in the 2021-2025 period to the Prime Minister
c) Take charge and cooperate with relevant ministries, central and local authorities in formulation and submission of regulations on criteria for identification of poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands to the Prime Minister; approve the list of poor districts and communes with special difficulties in coastal sand dunes, coastal areas and islands in the period of 2021 - 2025; approve the Scheme to assist some poor districts to get rid of poverty, special difficulties by 2025.
d) Summarize, propose the plans and provide measures for allocation of central budget capital to implement the Program in the 2021 - 2025 period and the annual Program, send them to the Ministry of Planning and Investment and the Ministry of Finance according to regulations.
dd) Take charge of development of the plan for assignment of specific targets and tasks every year, in the period of 2021 - 2025 to implement the Program for the provinces and centrally-run cities and submit to the Ministry of Planning and Investment for synthesis.

2. Ministry of Planning and Investment
a) The Ministry of Planning and Investment is an authority that takes charge of synthesizing the Program
b) Synthesize the demands, proposals for allocation of the funding, specific targets and tasks for the implementation of the Program into the plan in the 2021-2025 period and the annual plan; submit them to competent authorities for consideration and decision in accordance with regulations.
c) Take charge, cooperate with the Ministry of Finance in synthesis, balance and allocation of investment capital from the central budget for the Program according to the progress and the medium-term and annual plans for investment and submit them to competent authorities for consideration and decision according to regulations.
3. Ministry of Finance
a) Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs, relevant ministries and agencies in formulation of the annual plans and synthesis of non-business expenditure from the central budget to ensure operation of the Program.
b) Balance, allocate non-business capital in an adequate manner, make the plan for addition of capital for the Program according to the progress and the medium-term and annual plans for investment and submit them to competent authorities for consideration and decision.

4. Ministries and central agencies that take charge of projects, sub-projects, contents of the components of the Program:
a) Synthesize the result of implementation; provide guidance on formulation of the plan for implementation; synthesize, propose targets, tasks, capital sources and methods of allocation of the plan for central budget capital in the period of 2021 - 2025 and the annual plan for central budget capital, assign them to ministries, central agencies and local agencies in order to implement for projects, sub-projects and contents of components under the management of ministries and central authorities and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis into the general plan according to regulations.
b) Make the plan for central budget capital in the period of 2021 - 2025 and the annual plan for central budget capital to implement activities that serve direction, operation and provision of guidance on implementation of the Program and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis according to regulations.
c) Direct ministries, central and local authorities to implement the assigned targets, tasks and contents of components of the Program.
d) Review, identify areas, subjects, contents of local policies and provide guidance for local authorities on organization of implementation in order to avoid repetition with other programs, projects, schemes and regular tasks of ministries, central and local authorities.
dd) According to the assigned tasks, functions and power, review, decide or provide guidance on unit prices, norms of assistance and investment, ensure the conformity and compliance with regulations of the law.
e) Take charge, cooperate with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and central authorities in organization of inspection, supervision and assessment of the result of implementation of resources, targets, tasks and contents of the components of the Program according to regulations and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis and report to the Prime Minister and the Central Steering Committee.
g) Report the result of implementation of contents of components and use of the allocated capital and submit to the Ministry of Labor, War Invalids and Social Affairs for synthesis according to regulations.
h) Develop and provide guidance on mechanism for mobilization of resources to implement the contents of ministries and central authorities.

5. Ministries and central agencies that participate in implementation of the Program
Research and integrate the implementation of the Program with other programs, projects and schemes that have been assigned to ensure effectiveness and avoid repetition.
6. Information and communication agencies shall be responsible for communication according to their assigned tasks, functions and requirements of the Program.
7. The People’s Committees of provinces:
a) Direct, establish the Joint Steering Committee of national target programs and units that assist the Steering Committees at all levels according to the same principles and requirements as those of the Central Steering Committee. The Department of Labor, War Invalids and Social Affairs is an agency that take charge and coordinate the national target program on sustainable poverty reduction in the period of 2021 - 2025 in province.
b) Approve the plan for implementation of the Program in the period of 2021 - 2025 and the annual Program according to the synthesis and proposal of the Department of Labor - Invalids and Social Affairs, including the following contents: the plan for implementation of the Program, estimate for the funding and submit them to the agency that takes charge of projects, component sub-projects, the agency that takes charge of management of the Program, relevant agencies according to regulations.
c) Organize the implementation of the Program in provinces, allocate the reciprocal capital from the local budget and actively mobilize other resources to implement the Program.
d) Take responsibility for use of capital sources at right purposes, ensure effectiveness, thrift and avoid loss and waste.
dd) Assign, distribute responsibilities of relevant levels and agencies for organization of the implementation of the Program on the principle of promotion of distribution and the responsibility spirit for the grassroots.

g) Monitor, evaluate and make periodic and ad hoc reports on the implementation of the Program in provinces according to regulations.
