PROMULGATING THE GOVERNMENT’S ACTION PROGRAM TO IMPLEMENT THE NATIONAL ASSEMBLY’S RESOLUTION ON THE 2021 - 2025 ECONOMIC RESTRUCTURING PLAN

Pursuant to the Law on Government Organization dated June 19, 2015; Law dated November 22, 2019 on Amendments to some Articles of the Law on Government Organization and Law on Local Government Organization;
Pursuant to Resolution No. 05-NQ/TW dated November 01, 2016, of the 4th Plenum of the Party Central Committee (the 12th Congress) on several major guidelines and policies to continue renewing the growth model and improving growth quality, productivity and competitiveness of the economy;
Pursuant to the National Assembly’s Resolution No. 31/2021/QH15 dated November 12, 2021 on the 2021 - 2025 economic restructuring plan;
At the request of the Minister of Planning and Investment.

Article 2. This Resolution comes into force from the date on which it is signed.
Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, chairpersons of Members’ Councils and directors general of state economic groups and corporations, and related agencies, organizations and individuals are responsible for the implementation of this Resolution.

I. OBJECTIVES
1. General objectives
Form rational and efficient structures in each industry or sector; among industries and sectors and in the whole economy; develop plenty of national products based on new and high technologies; create a breakthrough in the competitiveness of several key economic sectors and substantive and distinct improvements in the growth model, productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy.
2. Specific objectives and indicators:
- The average labor productivity growth rate will surpass 6.5% per year, in which the productivity labor growth rate of the processing and manufacturing industry is expected to reach 6.5-7% per year, and the labor productivity growth rate of the key economic regions and 05 central-affiliated cities will be higher than the average productivity growth rate of the whole country.
- The contribution rate of science, technology and innovation to the growth is set to be increased, including the total factor productivity (TFP) which will reach around 45% of GDP.
- By 2025, it is expected to narrow the gap in national competitiveness with ASEAN-4 countries, especially in terms of institution, infrastructure and human resource indicators.
- The state budget deficit in the 2021-2025 period will reach 3.7% of GDP on average.
- The total number of public service providers is expected to be reduced by at least 10% compared with 2021, including at least 20% exercising financial autonomy.

- The ratio of on-balance-sheet non-performing loans of the entire system of credit institutions will remain at below 3%, while gradually developing a professional and sustainable debt trading market and establishing and efficiently operating a debt exchange in order to promote the bad debt trading market, with the Vietnam Asset Management Company being the market center. All commercial banks (excluding weak banks) will apply Basel II standard approaches.
- The stock market capitalization is expected to reach at least 85% of GDP, and the debit balance of the bond market and corporate bond market will reach at least 47% and around 20% of GDP, respectively.
- The land administration quality index in the Global Competitiveness Index (GCI) will increase by 10 - 15 levels compared with 2019. The building and disclosure of the land management and use monitoring and evaluation system will be completed.
- The vocational training quality index in the GCI and the student skills index will increase by 40 - 50 levels and 45 levels compared with 2019, respectively.
- The expenditure on scientific research and technology development will reach at least 1% of GDP; and the number of enterprises carrying out technological innovation will increase by 15% per year on average in the 2021 - 2025 period.
- The nation will strive for the total number of around 1.5 million enterprises, including 60,000 - 70,000 medium- and large-sized enterprises; the contribution of the private economic sector to GDP will increase by around 55%; and at least 5 - 10 national products will have international brands.
- The digital economy value added to GDP is expected to reach around 20%; and the digital economy value added to each industry or sector will be at least 10%.
- By the end of 2025, there will be around 35,000 cooperatives, including more than 3,000 ones applying high technologies to their production and sale of agricultural products, and around 50% of agricultural cooperatives will have linkages with enterprises in value chains.
II. MAJOR TASKS AND SOLUTIONS

a) Restructuring public investment
- The Ministry of Planning and Investment shall preside over and cooperate with other ministries, central and local authorities in:
+ Devising measures to improve the quality of public investment management institutions; improving factors to increase the economy’s capacity to absorb capital, especially to allocate and disburse public investment capital. Improving the legal system for public investment management in conformity with international practices, thus ensuring quality equal to the average level of the ASEAN-4 countries, with priority given to renewing methods of formulating, appraising, evaluating and selecting public investment projects.
+ Considering formulating policies and solutions to accelerate the decentralization and delegation of powers, thereby ensuring the uniform, effective and efficient management; promoting the proactivity, creativity and accountability of each level or each sector, and raising the sense of responsibility of heads in association with the effective inspection and supervision mechanism; and addressing issues that arise from the investment management.
+ Presiding over preparing and submitting to the Prime Minister in 2023 a Report on the formulation of a set of criteria for monitoring and evaluation of public investment management and efficiency in use of public investment capital.
+ Formulating policies to highlight the role of public investment in leading private investment so as to create breakthroughs in attracting capital sources from the private sector in the country and foreign countries; focusing capital on key industries, sectors, works and projects that have spillover effects, thereby creating a driving force for socio - economic development.
+ Presiding over and cooperating with related agencies in, organizing the implementation of the 2021-2025 medium-term public investment plan, programs and projects under the socio-economic recovery and development program, focusing resources on the development of socio-economic infrastructure, especially infrastructure in dynamic growth areas, infrastructure for promotion of regional and sectoral connectivity, and infrastructure for digital economy, education, health, culture, difficulty-hit areas, and areas greatly affected by pandemic, disasters or climate change; maintaining a better balance between modes for transport infrastructure development.
+ Designing policies and measures to strictly handle violations against the law, corruption, misconduct, loss and wastefulness in public investment.
- The Ministry of Construction shall preside over and cooperate with other ministries, central and local authorities in:

+ Focusing on completing and efficiently operating the database of construction norms and prices; announcing national construction price indexes in accordance with regulations.
- Related ministries, central and local authorities shall review and improve the system of technical regulations, standards, techno-economic norms, construction unit prices and investment rate of economic sectors; organizing and strictly, economically and efficiently managing public investment activities; resolutely implementing measures to prevent and fight corruption, and loss and waste of state capital and assets in the course of public investment.
b) Restructuring the state budget
- The Ministry of Finance shall preside over and cooperate with other ministries, central and local authorities in:
+ Formulating and submitting to a competent authority for consideration and decision a Scheme for renovation of the mechanism for delegation of powers for management and allocation of state budget emphasize the leading role of central government budget and autonomy of local government budget.
+ Reviewing the implementation of and making proposals for amendments to the Law on the State Budget and submitting them to the Government and Prime Minister for consideration.
+ Considering formulating policies on continued restructuring of state budget expenditures towards sustainability and in a manner that increases the ratio of development investment expenditures and reduces the ratio of recurrent expenditures, thereby supporting the achievement of socio-economic development targets; strictly adhering to the principle that loans may only be borrowed for covering development investment expenditures.
+ Considering formulating policies aimed at continuing to restructure public debts toward sustainability, ensuring public debt safety, borrowing loans only within the repayment capacity of the state budget and within the loan borrowing and absorption capacity, maintaining and consolidating the fiscal space to respond to market risks or economic shocks, and closely controlling the contingent liabilities of the state budget.
+ Continuing to perfect the tax policy system in association with restructuring state budget revenues in the direction of covering all revenue sources, expanding revenue bases, especially new revenue sources, in conformity with international practices; maintaining the domestic revenue percentage and ratio of indirect taxes to direct taxes at a reasonable level, properly collecting taxes, charges and fees on assets and natural resources and environmental protection taxes; minimizing the integration of social policies into taxes and exemption or reduction policies, thereby ensuring neutrality of taxes in the direction of building a synchronous and sustainably structured tax system to ensure reasonable mobilization of resources for the state budget, and at the same time contributing to creating a favorable and fair business investment environment, encouraging the investment, promoting the competitiveness and reasonably regulating incomes in line with the economy’s integration and development process.

+ Considering formulating a Bill amending the Law on Corporate Income Tax, reporting it to the Government for submission to the National Assembly for consideration and promulgation in the 2023 - 2025 period.
+ Considering formulating a Property Tax Bill, reporting it to the Government for submission to the National Assembly for consideration and promulgation in the 2023 - 2025 period.
+ Considering formulating a Bill amending the Law on Special Excise Duty, reporting it to the Government for submission to the National Assembly for consideration and promulgation in the 2023 - 2025 period.
- The Ministry of Information and Communications shall preside over preparing and submitting to the Government for promulgation in 2022 or 2023 a report on effective use of government procurement policies to promote digitalization, develop the digital economy, ensure information security, and support innovative enterprises.
- The Ministry of Natural Resources and Environment shall preside over assessing the environmental pollution level and greenhouse effect of wastes or adverse environmental impacts of products and goods to suggest a specific list of objects liable to environmental protection tax or charge, tax or charge bracket and rates for each object liable to environmental protection tax or charge and methods of calculation of environmental protection charge, submitting them to the Ministry of Finance for consolidation and reporting to a competent authority for consideration and decision.
c) Restructuring the system of credit institutions
- The State Bank of Vietnam shall preside over and cooperate with ministries, central and local authorities in:
+ Considering improving institutions in the areas of currency, credit and banking in compliance with market principles, ensuring safety, healthiness and stability of the system; improving transparency and competitiveness in conformity with international practices and new development trends.
+ Perfecting and submitting to the Prime Minister for promulgation in 2022, and organizing the effective implementation of a Scheme for restructuring of the system of credit institutions in association with the settlement of non-performing loans in the 2021 - 2025 period.

+ Considering seeking solutions for increasing the financial capacity, governance and credit quality of credit institutions and people’s credit funds so as to assure their safe, efficient and stable operation and sustainable development.
+ Considering proposing mechanisms and policies to facilitate the application of scientific and technological advances in the area of banking, promoting digital transformation in the banking sector; + Considering formulating and submitting to the Government for promulgation in 2022 a Decree on regulatory sandbox for fintech activities in the area of banking.
- The Ministry of Justice shall preside over and cooperate with other ministries, central and local authorities in:
+ Considering perfecting documents providing guidance on procedures for property auction, ensuring publicity, objectivity and transparency.
+ Continuing to preside over reviewing the Law on Execution of Civil Judgments and relevant documents; directing and instructing civil judgment execution agencies at all levels to remove difficulties and solve problems. At the same time, cooperating with the Vietnam Asset Management Company (VAMC) and credit institutions in executing legally effective judgments and decisions.
- The Ministry of Natural Resources and Environment shall preside over and cooperate with other ministries and ministerial agencies in compiling and submitting to the Prime Minister for promulgation a detailed list of green projects, criteria and conditions for determination of green projects and certification of green projects so as to speed up the formation and operation of the green credit and green bond market in Vietnam.
- The Ministry of Finance, Ministry of Planning and Investment and State Bank of Vietnam shall, according to their assigned functions and tasks, assist credit institutions and foreign bank branches in Vietnam in receiving foreign aid and concessional loans for financing green projects in accordance with regulations of law on state budget and public investment and other relevant laws.
- The Ministry of Planning and Investment shall preside over and cooperate with ministries and central and local authorities in:
+ Formulating and submitting to the Prime Minister for consideration and decision the grant of interest rate subsidies to green projects after the completion of contracts for borrowing of medium-term or long-term loans from credit institutions or foreign bank branches in Vietnam for their implementation from January 01, 2026.

d) Restructuring public service providers
- Ministers, ministerial agencies and People’s Committees of provinces and central-affiliated cities shall preside over:
+ Considering improving policies and regimes applicable to public service providers in the direction of ensuring consistency and uniformity of regulations to meet practical operating requirements set forth for each industry or sector.
+ Expeditiously reviewing public service providers under their management which satisfy the conditions specified in applicable legal documents, submitting to the Prime Minister for approval of the List of public service providers to be transformed into joint-stock companies in the 2021- 2025 period with a view to accelerating the transformation.
+ Regarding prices of services fully or partly covered by the state budget and prices of services regulated by the State, completing the correct and sufficient calculation of public service prices, ensuring publicity and transparency, and adjusting prices of various public services according to the market mechanism in connection with the provision of assistance for policy beneficiaries and the poor; at the same time granting the full autonomy over finance, organization, payroll and operation to providers of such services.
+ Working out solutions for promoting the private sector involvement, creating a fair and equal competitive environment for the provision of public services by units and organizations of all economic sectors.
+ For other units and public services, fully carrying out the market liberalization, strengthening the private sector involvement, and creating a fair and equal competitive environment for the provision of public services by units and organizations of all economic sectors. Units providing these public services may enjoy the freedom to provide public services and exercise their autonomy in reaching agreement and deciding prices according to market rules; at the same time, heightening the sense of social responsibility of public service providers.
+ Reviewing the roadmap and percentage of state capital subject to divestment from enterprises transformed (equitized) from public service providers and reporting to the Prime Minister for approval thereof.
- The Ministry of Finance shall preside over and cooperate with other ministries, central and local authorities in:

+ Promulgating and amending techno-economic norms and cost norms to form as a basis for the promulgation of prices of public administrative services funded by the state budget, submitting them to the Government and Prime Minister for promulgation in 2022.
+ Organizing the effective implementation of the financial autonomy mechanism of public service providers promulgated together with the Government’s Decree No. 60/2021/ND-CP dated June 21, 2021.
- The Ministry of Home Affairs shall preside over and cooperate with other ministries, central and local authorities in:
+ Formulating a Scheme for renewal of the management mechanism and reorganization of the system of public service providers and submitting it to the Government for approval.
+ Studying and reporting to the Prime Minister the solutions, mechanisms and policies for establishing a market for certain public services managed and regulated by the State.
2. Developing markets of all kinds and increasing efficiency in allocation and use of resources
a) Developing the financial market
- The Ministry of Finance shall preside over and cooperate with other ministries, central and local authorities in:
+ Perfecting the legal framework for the securities market; adopting solutions for restructuring and developing the securities market; expanding the capital market’s capacity; raising the publicity and transparency of the securities market and protecting legitimate rights and interests of investors; promoting the development of professional investors. Developing infrastructure and increasing the capacity to manage and supervise system risks. Developing the market in order to fully meet such criteria as level of openness for foreign investors, efficiency of the market operation framework, etc., to make Vietnam’s securities market one of the emerging markets.

+ Perfecting laws on insurance business; considering working out solutions for comprehensively developing a safe, sustainable and efficient insurance market to meet organizations and individuals’ insurance demand and ensure social security; diversely developing and professionalizing insurance products and insurance distribution channels, insurance auxiliary services, and insurance enterprises with strong financial capacity, publicly disclosing information, facilitating listing by insurance enterprises on the securities market, thereby increasing their administration and governance capacity in such a manner as to meet international standards and to be competitive on a national and international basis.
+ Formulating a financial strategy by 2030 and submitting it to the Prime Minister for promulgation in 2022.
- The Ministry of Planning and Investment shall preside over and cooperate with related ministries, central and local authorities in studying the report on possibility of formulating a draft Law on Venture Investment, and submit it to the Prime Minister in the 2022 - 2023 period.
b) Developing the land use rights market
- The Ministry of Natural Resources and Environment shall preside over and cooperate with other ministries, central and local authorities in:
+ Formulating a Bill amending the Law on Land 2013, reporting it to the Government for submission to the National Assembly for promulgation in 2022.
+ Focusing on thoroughly solving problems about land finance. Presiding over ensuring effective and efficient implementation of the National Land Use Planning for the 2021 -2030 period, with a vision toward 2050.
+ Speeding up the application of advanced technologies and digital technologies to the collection of data and management of the land database, updating of land data and connection to other national databases. Formulating a comprehensive scheme for building national land database and submitting it to the Prime Minister for approval.
+ Formulating policies and solutions to intensify the provision of public services in compensation, support and resettlement; properly managing the public land fund and land fund for social house development under commercial housing development projects; accelerating the progress of ground clearance for investment attraction.

c) Developing the labor market
- The Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with other ministries, central and local authorities in:
+ Considering improving the legal framework for labor market development; considering formulating a Bill amending the Law on Employment for submission to the Government and National Assembly for consideration in such a manner as to match new types of employment and new industrial relations in the digital, digital economy and sharing economy area.
+ Considering improving the complete labor market information system connected to databases. Improving the quality of labor market forecasts. Developing a modern employment service system convenient for job seekers and employers.
+ Considering formulating and submitting to competent authorities for promulgation of programs, schemes and projects to renovate vocational education associated with promoting autonomy and accountability of public vocational education and training institutions, attaching importance to professional qualifications and skills training and improvement with a view to adaptation to the new working conditions and fulfillment of requirements of the recovery and restructuring of the economy and sustainable development.
+ Completing the network of vocational education and training institutions in the 2021 - 2030 period with a vision toward 2045, and submitting it to the Prime Minister for approval.
+ Effectively implementing the Strategy for development of vocational education and training for the 2021 - 2030 period, with a vision toward 2045.
+ Effectively executing the Program for digital transformation in vocational education and training by 2025, with orientations toward 2030.
+ Formulating a scheme for renovation and raising of quality of vocational training in rural areas and submitting it to the Prime Minister for approval

+ Formulating a scheme for improvement in working skills of Vietnamese workers and submitting it to the Prime Minister for approval.
+ Formulating policies to boost scientific and technological research, innovation and entrepreneurship in vocational education and training institutions.
+ Formulating policies to step up the participation of the business sector in the labor training and retraining; adopting policies to attract hi-quality personnel to work in Vietnam.
+ Continuing to provide and multiply the training of human resources with high occupational skills, focusing on training based on training programs transferred from abroad. Providing elementary-level training and retraining and less than 3-month training courses to rural laborers, ethnics, poor household members and other policy beneficiaries in association with the execution of national target programs. Providing training and retraining to unemployed workers; assisting employers in providing training, refresher training in and improving professional qualifications and skills; providing training support to employees of small- and medium-sized enterprises, rural laborers and other policy beneficiaries.
+ Considering improving the legal framework for social security, gradually expanding the coverage of social insurance, aiming at universal social insurance. Adjusting policies to increase the number of borrowers eligible for loans for participation in vocational education. Formulating a Bill amending the Law on Social Insurance and submitting it to the Government and National Assembly for promulgation in the 2022 - 2025 period.
- The Ministry of Education and Training shall preside over and cooperate with other ministries, central and local authorities in:
+ Focusing on the formulation of a Framework Strategy for development of higher education; accelerating the implementation of the Scheme for raising of quality of higher education, and Vietnamese Qualifications Framework for all levels of higher education, contributing to renovating higher education activities associated with the autonomy and accountability of training institutions; strengthening the application of achievements of the Fourth Industrial Revolution and attaching importance to the connection between higher education institutions and industries, sectors, localities and enterprises in training hi-quality human resources in order to link theoretical training with practice.
+ Formulating a Strategy for education development in the 2021 - 2030 period and submitting it to the Prime Minister for approval.
+ Considering suggesting the preparation of a Lifelong Learning Bill for submission to the Government and National Assembly for approval.

+ Formulating policies to promote scientific and technological research, innovation and entrepreneurship in higher education institutions.
- The Ministry of Science and Technology shall preside over and cooperate with other ministries, central and local authorities in:
+ Formulating a National Strategy for development of intelligentsia in the 2021 - 2030 period and submitting it to the Prime Minister for approval.
+ Amending and improving policies to attract and employ scientific and technological activists in Vietnam for submission to the Government and Prime Minister for approval.
- The Ministry of Home Affairs shall preside over and cooperate with other ministries, central and local authorities in establishing and implementing the new salary regime after obtaining approval from the Prime Minister.
- The Ministry of Foreign Affairs shall preside over and cooperate with other ministries, central and local authorities in:
+ Formulating a Scheme for upholding resources of overseas Vietnamese for the national development in new circumstances and submitting it to the Prime Minister for approval.
+ Continuing to implement the Plan for implementation of the Prime Minister’s Decision No. 1797/QD-TTg dated December 12, 2019 approving the “Scheme to mobilize overseas Vietnamese to participate in the introduction and sale of products and development of overseas distribution channels for Vietnamese goods for the 2020 - 2024 period”.
+ Continuing to develop and perfect the database of overseas Vietnamese intellectuals and entrepreneurs. Cooperating with diplomatic missions in strengthening community activities and establishing relations with overseas Vietnamese intellectuals and entrepreneurs.

d) Developing the science and technology market
- The Ministry of Science and Technology shall preside over and cooperate with other ministries, central and local authorities in:
+ Considering perfecting policies to assist and encourage organizations and individuals, especially enterprises to carry out research, development and transfer of technologies and application of scientific and technological advances, and innovation. Promoting linkage and technology transfer between research institutes, universities and enterprises; increasing the capacity of enterprises, cooperatives and the people for receiving, absorbing and mastering technologies.
+ Considering formulating policies to boost operation of intermediary brokerage organizations, technology transfer evaluation organizations and technology exchanges; importing and transferring advanced technologies; encouraging foreign direct investment projects to make technology transfer commitments or establish their research and development establishments in Vietnam.
+ Considering formulating policies to promote research cooperation with partners that own source technologies and expanding national scientific and technological cooperation with advanced countries.
+ Considering improving the legal framework for creative innovation and entrepreneurship, the system for protection and enforcement of intellectual property rights, standards, metrology and quality, assessment of article barcode compliance and origin tracing, and the electronic authentication and identification system; Promoting the research, application and transfer of technologies for production and business activities of enterprises and protection of outcomes of domestic innovative activities in conformity with international commitments. Expanding and heightening the system of standards and technical regulations in conformity with international practices.
+ Considering renewing financial mechanisms and policies associated with results and quality of scientific research, implementing scientific and technological programs and tasks and using scientific and technological funds in connection with social needs, product value chains and final outcomes, and promoting the commercialization of research outcomes.
+ Building and developing the national quality infrastructure (NQI), raising productivity based on science, technology and innovation platforms to meet international integration requirements for standards, metrology and quality.
+ Formulating a plan for development of national measurement standards by 2030.

+ Organizing the effective implementation of the National Program for Technological Innovation by 2030.
+ Formulating the Planning for network of public science and technology organizations for the 2021 - 2030 period, with a vision toward 2050 and submitting it to the Prime Minister.

- The Government Office shall cooperate with other ministries, central and local authorities in continuing to resolutely and effectively reform administrative procedures; reviewing and removing barriers restricting the freedom to conduct business, and improving the investment and business environment in the direction of fair and equal competition.
- The Ministry of Home Affairs shall cooperate with other ministries, central and local authorities in renewing working methods, styles and attitude of cadres, public officials and public employees in the direction of assisting and serving enterprises; ensuring publicity and transparency, intensifying order and discipline of cadres, public officials, public employees and regulatory bodies, and strictly handling misconduct and acts of harassment.

+ Formulating the planning for system of urban and rural areas for the 2021- 2030 period, with a vision toward 2050 and submitting it to the Prime Minister for promulgation in 2022. The urban planning and development shall be associated with sustainable development goals, environmental protection and climate change adaptation; enabling all economic sectors to participate in investment and development of urban areas and urban technical infrastructural construction. The urban planning and development should rely on the orientations for development of public transport and trees with a view to harmonious development and improvement of living standards for the people.
- The Ministry of National Defense shall preside over and cooperate with other ministries, central and local authorities in implementing the planning for construction and development of economic-national defense zones by 2025 under the Prime Minister’s Decision No. 49/QD-TTg dated June 24, 2020.

III. ORGANIZING IMPLEMENTATION
1. Ministers, heads of ministerial agencies, heads of governmental agencies and chairpersons of provincial People’s Committees shall, within the ambit of their functions, power and assigned tasks, direct the prompt incorporation of appropriate tasks set out in the 15th National Assembly’s Resolution No. 31/2021/QH15 and this Resolution in the 2022 socio - economic development plan and the 2021 - 2025 socio-economic development plan; formulate and promulgate a plan for implementation of this Resolution; and at the same time direct the prompt implementation of solutions and tasks in conformity with practical conditions of each industry, sector or locality.

3. Ministers, heads of ministerial agencies, heads of Governmental agencies, and chairpersons of People’s Committees of provinces and central-affiliated cities shall direct, inspect and expedite the implementation of Action Programs of the Government and each ministry, agency or province; and submit annual reports on implementation results to the Ministry of Planning and Investment before December 10 for consolidation and reporting to the Government.
4. The Ministry of Planning and Investment shall preside over and cooperate with other ministries, central and local authorities in monitoring and expediting the implementation of this Action Program, and regularly reporting it to and proposing the Government and Prime Minister necessary measures to ensure the comprehensive and effective implementation of this Action Program; cling to relevant contents of working programs of the Political Bureau, Secretariat and Party Central Committee, the National Assembly Standing Committee and the National Assembly in accordance with regulations.

The Ministry of Information and Communications shall preside over and cooperate with the Ministry of Planning and Investment, the Central Propaganda Commission, the Vietnam Fatherland Front’s Central Committee and related ministries and agencies in directing press agencies and the grassroots information system in publicly communicating contents of this Resolution to raise the public awareness, create the social consensus, promote the sense of responsibility of heads, and mobilize efforts of all sectors, authorities, the business community and the people for succeeding in the objectives of growth model renovation and economic restructuring.
6. During implementation of this Resolution, if it is deemed necessary to amend any specific content of the Government’s Action Program, ministries, agencies and local authorities shall proactively propose amendments to the Ministry of Planning and Investment for consolidation and reporting to the Government for consideration and decision.
