PROMULGATION OF PLAN FOR IMPLEMENTATION OF DIRECTIVE NO. 17-CT/TW DATED OCTOBER 21, 2022 OF CENTRAL SECRETARIAT OF THE COMMUNIST PARTY OF VIETNAM ON STRENGTHENING FOOD SECURITY AND SAFETY IN NEW CIRCUMSTANCE

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to some Articles of Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Food Safety dated June, 28 2010;
Pursuant to Directive No. 17-CT/TW dated October 21, 2022 of Central Secretariat of the Communist Party of Vietnam on strengthening food security and safety in new circumstance;
At the request of the Minister of Health;

IMPLEMENTATION OF DIRECTIVE NO. 17-CT/TW DATED OCTOBER 21, 2022 OF CENTRAL SECRETARIAT OF THE COMMUNIST PARTY OF VIETNAM ON STRENGTHENING FOOD SECURITY AND SAFETY IN NEW CIRCUMSTANCE

I. PURPOSES AND REQUIREMENTS

- Thoroughly grasping and effectively implementing main views, tasks and solutions in Directive No. 17-CT/TW dated October 21, 2022 of the Central Secretariat of the Communist Party on strengthening food security and safety in the new circumstance (Directive No. 17-CT/TW), creating a change in awareness and action, upholding responsibilities of heads of relevant agencies and local authorities for assurance about food safety and security, strengthening the effectiveness and efficiency of state management, developing mechanisms and policies, and allocating human resources for assurance about food security and safety, thereby meeting requirements for development and integration.
- Promoting results achieved in assurance about food security and safety, raising the awareness among officials, public employees and the people of the vital importance to the health and happiness of each person, genes and development of the country; gradually overcoming limitations and inadequacies in both regulations and law enforcement of the state management of food safety; and ensuring food security and safety in the future.
2. Requirements
- Ministries, ministerial agencies, Governmental agencies, People's Committees of provinces and central-affiliated cities shall quickly organize comprehensive dissemination of the direction of the Central Secretariat of the Communist Party in Directive No. 17-CT/TW, especially new guidelines and policies on management and assurance about food security and safety; develop programs and plans to perform relevant tasks for implementation of Directive No. 17-CT/TW and this Plan within the scope of their assigned tasks and functions, including review and integration of these tasks in the above plan with regular tasks and assigned tasks in other programs, schemes and plans to avoid duplication and overlapping, and wastefulness of resources when these tasks are performed.
- Making sure all ministers, central and local authorities understand that direction of assurance about food security and safety is one of the key tasks in implementation of their development plans.
II. KEY TASKS AND SOLUTIONS
Ministries, ministerial agencies, Governmental agencies and authorities at all levels shall continue to focus on the direction of the effective implementation of the following tasks and solutions to management and assurance about food security and safety:
1. Strengthening leadership and direction of strict implementation of the guidelines of the Communist Party, policies and laws of the State on assurance about food security and safety; putting objectives and targets of food safety and security into socio-economic development programs and plans of local authorities and agencies.
2. Focusing on review, amendment and completion of the system of legal documents and cooperation mechanism among ministries, central and local authorities, standards and regulations on assurance about food security and safety; principles and penalties for violations against regulations on food security and safety. Building and completing the database on assurance about food security and safety linked to the national and specialized database system.

4. Quickly strengthening organizational apparatus for food security and safety by appointing a single authority to be in charge of food safety and food security at both central and local levels. Clearly defining the functions, tasks and responsibilities of central authorities for assurance about food security and safety. Decentralizing, giving power, and innovating methods of management, administration and cooperation in a scientific, strict and effective manner; overcoming repetition and poor management of assurance about food security and safety.
5. Developing plans and recruitment targets for staff in charge of state management of food safety to meet requirements for enhancement of inspection, examination and control of food safety in all stages from production, processing to sale. Improving capacity and responsibility and having appropriate mechanisms and policies for staff in charge of state management of assurance about food security and safety.
6. Strengthening and expanding international cooperation, especially cooperation with neighboring countries in assurance about food safety. Promoting the signing of treaties and international agreements on mutual recognition in the food sector in order to promote the export of Vietnamese food products to countries with high technical standards.
7. Strengthening inspection, examination and supervision of assurance about food security and safety; resolutely fighting, preventing and strictly handling organizations, individuals, production and business establishments that commit violations against regulations on food security and safety; proactively carrying out anti-corruption and preventing interest groups in the food security and safety sector. Developing the mass movement to detect and denounce violations against regulations on food security and safety and forming public opinions. Encouraging the public to boycott unsafe products and goods. Developing proper policies, promptly giving commendation and implementing appropriate measures to protect accusers who accuse violations against regulations on food security and safety. At the same time, strictly handling the act of taking advantage of assurance about food security and safety to damage reputation and cause negative impacts on healthy production and trade of organizations, enterprises and individuals.
8. Building safe and quality food supply value chains; giving priority to the development of specialized farming and agricultural production areas that are clean and safe. Ensuring food safety by controlling raw materials in production and trade; linking with safe food supply value chains according to international standards and regulations, thereby ensuring that people can access and use safe and sustainable food; increasing capacity for research, application and transfer of science - technology, especially high technology, biotechnology and eco-friendly technology in agricultural production and food processing. Encouraging and assisting households, cooperatives, food production and trade enterprises in applying high technology and connecting with safe food supply value chains. Strengthening international cooperation in assurance about food security and safety, especially cooperation with neighboring countries.
9. Specific tasks of ministries, ministerial agencies, Governmental agencies, People's Committees of provinces and central-affiliated cities are specified in the attached Appendix.
III. ASSIGNMENT OF RESPONSIBILITIES AND IMPLEMENTATION
1. The Ministry of Health, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, according to their assigned tasks, functions and competence, shall be responsible for formulating and organizing the implementation of sectorial plans to implement Directive No. 17- CT/TW and this Plan; monitoring, urging and inspecting the implementation at ministries, central and local authorities.
2. The Ministry of Health shall take charge and cooperate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade and relevant ministries in consolidating implementation results and annually reporting to the Prime Minister and the Central Inter-sectoral Steering Committee on food safety.

a) Pursuant to Directive No. 17-CT/TW and this Plan, according to their assigned tasks, functions and competence, organize the prompt and effective performance of tasks in assurance about food security and safety within the scope and in areas under their management.
b) Organize the performance of tasks assigned in the Appendix attached to this Plan, thereby ensuring the quality and progress.
c) Before December 01 of each year, make report on implementation results and send this report to the Ministry of Health for consolidating and reporting to the Prime Minister.
4. The Central Committee of Vietnam Fatherland Front, socio-political organizations, the Vietnam Cooperative Alliance, the Consumer Protection Association and mass organizations are required to promote dissemination, mobilization, and education of people's classes about active participation in assurance about food security and safety; provide information, services of consultancy and legal assistance, proactively fulfil their roles and responsibilities for social criticism and supervision of assurance about food security and safe, and continue to focus on effective implementation of cooperation programs signed between the Government and socio-political organizations./.
