CIRCULAR
CRITERIA AND PROCESS FOR ASSESSMENT AND RECOGNITION OF HIGH-QUALITY COLLEGES
Pursuant to the Law on vocational education dated November 27, 2014;
Pursuant to the Government’s Decree No. 15/2019/ND-CP dated February 01, 2019 providing guidelines for some articles and implementation of the Law on Vocational Education.
Pursuant to the Government's Decree No. 14/2017/ND-CP dated February 17, 2017 on functions, duties, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs of Vietnam;
At the request of Director of General Department of Vocational Education;
The Minister of Labor, War Invalids and Social Affairs of Vietnam promulgates a Circular on criteria and process for assessment and recognition of high-quality colleges

Article 1. Scope
This Circular prescribes criteria and process for assessment and recognition of high-quality colleges
Article 2. Regulated entities:
1. This Circular applies to public colleges, private colleges and foreign-invested colleges (hereinafter referred to as “colleges”)
2. This Circular does not apply to pedagogical junior colleges.
Article 3. Definitions
For the purposes of this Circular, the terms below are construed as follows:
1. Teacher: a teacher or lecturer who teaches subjects and specialized modules of vocational disciplines at intermediate and college levels. The teacher who teaches general subjects and subjects at high schools is not included.
2. Enterprise: an enterprise, agency, organization or cooperative that hires or employs employees in order to work for them according to agreement.

CRITERIA AND STANDARD OF HIGH-QUALITY COLLEGES
Article 4. Criteria, scores for assessment
1. Criteria for high-quality colleges
a) Training scale;
b) Teacher qualifications;
c) Connection with enterprises during training and post-training employment;
d) College management;
dd) Graduate outcomes.
2. Each criterion has a lot of standards. The score for assessment of each satisfactory standard is 4 points and the unsatisfactory standard is 0 points. b) The total score for assessment of 5 criteria shall not exceed 100.

a) Standards specified in Clause 3, Article 6; Clauses 1, 2, 3, 4 Article 7; Clause 4 Article 8; Clauses 3, 4, 6, Article 9 and Clause 1, Article 10: the colleges shall meet the requirements of the standards at the time of assessment;
b) Other criteria: the colleges shall meet the requirements of the standards within 3 years, including the assessment year and 2 consecutive years before the assessment year.
Article 5. Recognition of high-quality colleges
A college shall be recognized as a high-quality college if the college meets the following requirements:
1. The college satisfies all standards for accreditation of vocational education institutions.
2. The total score for assessment of criteria for the high-quality college is 80 points or more. The total score for assessment of each criterion is at least 60% of the maximum score of the criterion.
Article 6. Training scale
1. Standard 1: At least 2.000 students at intermediate and college level (calculated by the number of converted students), in which at least 1.000 students at college level. Culture and art: 500 students.
2. Standard 2: At the end of the training course, the dropout rate of students at intermediate and college levels does not exceed 20% of the total students of enrollment.

Article 7. Teacher qualifications
1. Standard 1: All teachers shall have computer skills that meet standards of basic skills in information technology or equivalent skills or higher skills as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communication on standards of skills in information technology or equivalent skills or higher skills.
2. Standard 2: At least 50% of teachers shall achieve language level according to language proficiency framework at level 3 as prescribed in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 of the Ministry of Education and Training on Vietnam’s language proficiency framework or equivalent level or higher level.
3. Standard 3: All teachers shall have the bachelor's degrees or equivalent degrees or higher degrees in conformity with the teaching disciplines.
4. Standard 4: At least 70% of teachers shall have certificates of vocational skills to teach practice at college level or equivalent diplomas and certificates or diplomas and certificates at higher level.
5. Standard 5: At least 50% of teachers shall be trained to update new technology in the field of teaching disciplines. The minimum training time is 80 hours.
Article 8. Connection with enterprises during training and post-training employment
1. Standard 1: Every year, the colleges shall provide at least 4 training courses or classes for employees of enterprises. The courses and classes shall be quality and effective evaluated by enterprises and employees.
2. Standard 2: Every year, the colleges shall cooperate with foreign colleges or international organizations in improvement of the quality of training.

4. Standard 4: The equipment for training shall meet standards equivalent to advanced technology applied at the enterprise, requirements of the implementation of program for training.
5. Standard 5: Every year, the college shall cooperate with enterprise in carrying out at least one topic of application-oriented research or technology transfer.
6. Standard 6: Within 12 months from the date of graduation, at least 80% of the total number of students at intermediate and college levels shall have jobs in conformity with disciplines that they are trained.
Article 9. College management
1. Standard 1: The colleges shall have the modernly and synchronously educational environment according to green criteria, including the essential conditions for the disabled; safe, healthy and friendly environment, prevention and control of school violence.
2. Standard 2: The college shall build and operate the effective system of assurance about the quality evaluated by learners, teachers, staff, leaders and managers. The principal who is recognized by the community and enterprises for the direction of the colleges shall closely connect to the local programs for socio-economic development and innovation (districts), ensure the supply of skilled workers, direct the college’s strategic vision associated with the process of internationalization and renewal of partnerships in the world of work.
3. Standard 3: The activities of colleges shall be digitized, connected, shared and interacted. The colleges shall manage and administrate according to digital data and technology. The college’s website shall be displayed in at least 2 (two) languages (Vietnamese and English) with full contents including commitment to the quality of training and actual training; conditions for assurance about the quality of training and financial revenue and expenditure.
4. Standard 4: The college shall have the online system for management of training and ensure the conditions for online training for at least 30% of subjects and modules of the training disciplines.
5. Standard 5: The colleges shall effectively implement support activities in order to promote the development of personal capabilities and ensure the interests of students, teachers, staff and administrators. The colleges shall have the effective support activities for the disabled or community.

7. Standard 7: Every year, the college shall have at least one article or scientific work of teacher, staff or administrator published in scientific journals with reliability scores or equivalent printed matters.
Article 10. Graduate outcomes
1. Standard 1: During 3 years (the year of evaluation) the colleges shall have students who win prizes at international, regional or national competitions that are launched and organized by the vocational education industry and students who are outstanding and typical at provincial, ministerial, national level or have application-oriented research projects recognized at provincial, ministerial, national level.
2. Standard 2: Each training discipline: Every year, the college shall survey at least 2 (two) enterprises that employ students who have just graduated within 12 months. At least 80% of the surveyed enterprises shall confirm that the graduates at intermediate and college level meet requirements for jobs.
3. Standard 3: The graduates shall have basic knowledge and skills in effective use of energy and resources and environmental protection.
4. Standard 4: Every year, the students shall have at least one idea or project on startup supported to invest from the appropriate funding or connected with enterprises and venture capital funds.
Chapter III
PROCESS OF ASSESSMENT AND RECOGNITION OF HIGH-QUALITY COLLEGES
Article 11. Process of assessment and recognition of high-quality colleges

2. Appraise the results of assessment and recognition of high-quality colleges.
Article 12. Making of assessment team
1. According to the annual plan for assessment of high-quality colleges, the Director General of the General Department of Vocational Education shall decide to set up an assessment team to conduct the actual assessment at the college.
2. An assessment team consists of the leader, the secretary and other members. In which there are from 3 (three) to 5 (five) members who are vocational education quality auditors or managers, experts in vocational education, experts related to the training disciplines.
3. A person cannot join the assessment team in one of the following cases
a) Work and study at the assessed college from then till now;
b) Contribute capital, buy shares or perform economic contracts, consulting contracts with the assessed college;
c) Have father, mother, wife, husband, children, brothers, sisters; parents-in-law, adoptive parents, adopted children, daughter-in-law, son-in-law who are working or studying at the assessed college;
d) Commit violations against regulations on assessment and recognition of high-quality colleges

a) Collude with the assessed college to falsify the content of the results of assessment;
b) Buy, receive or donate stocks, money or other assets of the assessed college;
c) Disclose information about the assessed college that they know in case of actual assessment at the college, unless the college has written consensus or according to other regulations of the law.
Article 13. Responsibility of the assessment team
1. Develop the action plan of the team, assign specific tasks to each member of the assessment team.
2. Research information, documents of the assessed college.
3. Carry out survey, actual assessment at the college and make report on the result of assessment. If the assessed college has branches/training institutions, throughout the time for the actual assessment, the college shall have at least 2 (two) members of the assessment team who come to assess at all branches/training institutions.
4. Organize meeting with the college about the draft report on the result of assessment.
5. Report the results of the assessment of college and explain relevant contents at the request of the General Department of Vocational Education.

1. Comply with regulations of the law and take responsibility to the law for the performance of the assigned tasks.
2. The leader shall manage the team's activities; take charge of report on the results of the assessment. The leader shall sign documents, plans, records and reports of the team.
3. The secretary shall assist the leader to implement activities and prepare reports of the team; perform other tasks assigned by the leader and take responsibility for the results of the performance of the assigned tasks.
4. Other members shall perform the tasks assigned by the leader and take responsibility for the results of the assigned tasks.
5. The leader, secretary and other members shall be responsible for keeping confidential information relevant to the contents of work and the results of assessment before notification of the college.
Article 15. Actual assessment at the college
1. The team shall organize meeting with the representative of college to notify the working program of the team at the college.
2. The team shall cooperate with units in the college in collection, inspection and confirmation of information and evidence of the college.
3. The team shall meet, interview, exchange information with representatives of administrators, teachers, students and enterprises according to the random sampling method to collect and check information and evidence of the college.

5. Make draft report on the result of assessment of the college. The draft report on the result of assessment of the college shall be approved by at least 2/3 of the members of the team.
6. Organize meeting with the college about the draft report on the result of assessment.
Article 16. Organization of meeting with the college about the draft report on the result of assessment
1. The assessment team shall organize meeting with the college to discuss the draft report on the result of assessment on the last day of the actual assessment. The participants shall include: assessment team, principal and other representatives of the college.
2. Contents of the meeting about the draft report on the result of assessment
a) The assessment team shall present all contents of the draft report on the result of assessment;
b) The assessment team and the college shall discuss about contents of the draft report on the result of assessment;
3. Make minutes of the meeting between the assessment team and the college to confirm the assessment process at the college; confirm all information and evidence provided by the college to the team; opinions of the college and the team at the meeting.
Article 17. Appraisal of the results of assessment

2. The appraisal of the result of assessment of college of the appraisal council shall comply with regulations of Article 18 of this Circular.
Article 18. Appraisal council of the results of assessment of the college
1. The Council for appraisal of the result of assessment of the college (hereinafter referred to as “Council”) shall be established under the decision of the Director of the General Department of Vocational Education and Training. The Council includes 9 (nine) members, including: Chairman of the Council who is the leader of the General Department of Vocational Education; Secretary of the Council who is the representative of unit under the General Department of Vocational Education with the functions and tasks in evaluation and recognition of high-quality colleges; Council members who are representatives of some units under the General Department of Vocational Education; managers, experts in accreditation of the quality of vocational education or representatives of other relevant units.
2. Responsibilities of Council
a) Appraise the results of assessment of the college;
b) Report the result of appraisal to the Director of the General Department of Vocational Education.
3. The Council shall work on the principle of centralization and democracy and collectively discuss issues under the tasks of Council. The decisions of the Council shall be approved by at least 2/3 of the members of the Council.
Article 19. Recognition of high-quality colleges
1. According to the report on the result of assessment of the Council, the Director of the General Department of Vocational Education shall consider and decide to recognize the high-quality colleges.

Chapter IV
IMPLEMENTATION PROVISIONS
Article 20. Implementation
1. Ministry of Labor, War Invalids and Social Affairs shall:
a) Approve the plan for assessment and recognition of high-quality colleges;
b) Allocate the funding from the state budget or other lawful sources of funding for the assessment and recognition of high-quality colleges according to the plan.
2. General Department of Vocational Education shall:
a) Organize and guide implementation of this Circular;
b) Make the annual plan for assessment and recognition of high-quality colleges, submit the plan to the Ministry of Labor, War Invalids and Social Affairs for approval and notify the colleges and relevant agencies in order to cooperation in direction and implementation;

d) Organize assessment and recognition of high-quality colleges; examine and handle the college's recommendations on the results of assessment;
dd) Request competent authorities to support investment, order and assignment of training and scientific research; support the promotion and enhancement of the image of high-quality colleges;
e) Request competent authorities to support the funding for investment and enhancement of capacity for training for colleges that meet the standards of accreditation of vocational education institutions in order to strive for recognition as high-quality colleges
g) Examine and inspect the implementation of regulations on assessment and recognition of high-quality colleges;
h) Consider and revoke the decision on recognition of a high-quality college in one of two cases: The colleges fail to meet the standards of accreditation of vocational education institutions. The colleges assess that they fail to meet the requirements specified in Clause 2, Article 5 of this Circular;
i) Annually synthesize and report to the Minister of Labor - Invalids and Social Affairs on the assessment and recognition of high-quality colleges.
3. Colleges that are assessed according to criteria for high-quality colleges shall:
a) Provide records, information and documents for the assessment team in a sufficient manner in order to conduct the actual survey at the colleges;
b) Assign the leader and full-time staff to take charge of cooperation with the assessment team. Allocate units to work with the assessment team;

d) Develop and organize the implementation of action plans to overcome the shortcomings in order to maintain and improve the quality of vocational education.
Article 21: Entry into force
This Circular comes into force as of February 15, 2022./.
