DECISION

ON AMENDMENTS TO DECISION NO. 157/2007/QD-TTG DATED SEPTEMBER 27, 2007 OF THE PRIME MINISTER ON EDUCATION CREDIT

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Local Government Organization dated June 19, 2015;

Pursuant to the Law on Amendments to the Law on Government Organization and Law on Local Government Organization dated November 22, 2019;

Pursuant to the Law on Credit Institutions dated June 16, 2010; the Law on Amendments to the Law on Credit Institutions dated November 20, 2017;

Pursuant to the Government's Decree No. 78/2002/ND-CP dated October 4, 2002 on credit for poor people and other policy beneficiaries;

Pursuant to the Government’s Decree No. 07/2021/ND-CP dated January 27, 2021 on multidimensional poverty standard 2021 - 2025;

The Prime Minister hereby promulgates the Decision on Amendments to Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on education credit.

Article 1. Amendments to a number of Articles of Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on education credit:

1. Amendments to Clause 2 Article 2:

“2. Students who are family members of:

a) Poor households as prescribed by law.

b) Near-poor households as prescribed by law.

c) Households with average living standards as prescribed by law.”

2. Amendments to Clause 1 Article 5:

“1. The maximum loan is 4.000.000 VND/month/student.”

 “Within 12 months after the end of the course, as per regulation, students who are borrowers shall pay the first instalment of principal and interest. Borrowers may pay their debts ahead of time without having to pay any interests on fines for debt payments before the schedule."

4. Point c is added in Clause 2 Article 13:

“The Ministry of Labor – War Invalids and Social Affairs shall provide guidelines on the implementation of the Decision in accordance with the law.”

Article 2. Annulment

1. Article 10 of Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on education credit.

2. Decision No. 1656/QD-TTg dated November 19, 2019 of the Prime Minister on adjustment of loan limits for students.

Article 3. Implementation provisions

1. This Decision comes into force as of May 19, 2022.

2. Regarding credit agreements concluded before this Decision comes into force: Vietnam Bank for Social Policies, customers, and related parties may continue to follow commitments, entitlements, and responsibilities specified in signed agreements. The maximum loan prescribed in Clause 1 Article 1 of this Decision applies to new disbursements after the effective date of this Decision.
