DECISION

INTRODUCING CLASSIFICATION LIST OF OCCUPATIONS OF VIETNAM

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amending and Supplementing certain Articles of the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Law on Statistics dated November 23, 2015;

Pursuant to the Government's Decree No. 94/2016/ND-CP dated July 1, 2016, elaborating and providing guidance on the implementation of a number of articles of the Law on Statistics;

Pursuant to the Government's Decree No. 85/2017/ND-CP dated July 19, 2017, defining the functions, tasks, powers and organizational structure of the centralized statistics system and statistics systems of Ministries and Ministry-level organs;

Upon the request of the Minister of Planning and Investment;

The Prime Minister hereby promulgates the Decision on the Classification List of Occupations of Vietnam.

Article 1. Scope

The Classification List of Occupations of Vietnam shall be used in the Vietnam’s labor statistics activities and serve as a basis for management of occupation-specific labor (hereinafter referred to as Vietnam Occupation Classification).

Article 2. Subjects of application

Entities, organizations and persons providing information, performing statistical activities and using occupation-related statistical data.

Article 3. Annexed hereto are the Classification List and the contents thereof 

1. The Vietnam Occupation Classification comprise 5 tiers (Appendix I):

- Tier 1: Skills.

This indicator shows the levels of difficulty and complicatedness of occupations.

- Tier 2 through Tier 5: Areas of expertise.

This indicator includes types of specialty specific to areas of expertise acquired through training or experience obtained during working periods of time.  

2. The Vietnam Occupation Classification needs to give clear information about occupations, including general description, main tasks, examples, exceptions (Appendix II).

Article 4. Entry into force

1. This Decision shall enter into force as from January 15, 2021.

2. Ministers, Heads of Ministry-level agencies, Heads of Governmental bodies, and Chairpersons of People’s Committees of centrally-affiliated cities and provinces, shall be responsible for implementing this Decision./.
