2. Addition of Clauses 4a, 4b, 4c, and 4d following Clause 4 Article 4:
“4a. On a 6-monthly basis, enterprises holding License to provide subscription radio, television services are responsible for sending reports on content provision via subscription radio, television services to the Authority of Broadcasting and Electronic Information (hereinafter referred to as “ABEI”) using Form No. 09A/DVTHTT under Article 2 hereof. Report of the first 6 months of a year must be submitted by June 6 of reporting year; annual report must be submitted by November 25 of reporting year.
4b. On a monthly basis, enterprises holding License to provide subscription radio, television services are responsible for sending brief reports on content provision via subscription radio, television services to ABEI using Form No. 10A/DVTHTT under Article 2 hereof. Brief report must be submitted by the 15th of reporting month.
4c. On a 6-monthly basis, press agencies holding License to produce domestic channels and producing, editing, translating on-demand contents are responsible for sending reports on production, editing, translation of on-demand contents to ABEI using Form No. 16A/SXCT under Article 2 hereof. Report of the first 6 months of a year must be submitted by June 6 of the reporting year; annual report must be submitted by November 25 of the reporting year.
4d. Agencies and enterprises shall send operational reports to ABEI: directly, via post service, or online via reporting system on website of ABEI,”
Article 2. Entry into force and transition clauses
1. This Circular comes into force from August 15, 2023.
2. Organizations and enterprises holding License to provide subscription radio, television services, Certificate of registered channel list of subscription radio, television services, License to produce domestic radio, television channels, and License to edit foreign programs in subscription radio, television services before the effective date hereof shall comply with time limit under obtained license and certificate and fulfill responsibilities, obligations of organizations, enterprises under this Circular.

In regard to radio, television services that involve provision of program channels: Only image resolution, refresh rate, sampling rate, name and logo under 10 letters are required to be specified.
9 List methods of collecting and storing user data; premium payment facilities of subscription services; procedures for settling complaints, expected clauses regarding rights and responsibilities of the parties in service provision.
10 In regard to services that involve program channel provision, list contents by groups of program channels under section 1, Form No. 05/DVTHTT of the Circular and on-demand contents (if any) among any of the following three content groups: (1) news, reporting programs; programs regarding politics, national defense, security, economy, society; (2) motion pictures; (3) sports, recreation program. In regard to services that only involve provision of on-demand contents, list expected contents using any of the following three content groups (1) news, reporting programs; programs regarding politics, national defense, security, economy, society; (2) motion pictures; (3) sports, recreation program.
11 (1) Documents verifying copyright ownership or written commitment of enterprise regarding service name, logo and application name, logo in service provision; (2) In regarding to OTT radio, television services: Documents verifying the right top use “.vn” domain name or IP address under Vietnam's management in service provision.
